NOTICE OF REDEMPTION TO THE HOLDERS OF THE 13% SINKING FUND

DEBENTURES (MFC 08) DUE NOVEMBER 15,2003

In accordance with the terms of the above Newfoundland Municipal Financing Corporation Debentures, notice is hereby given that the Newfoundland Municipal Financing Corporation will redeem, and hereby calls for redemption, on the 15th day of November 2001, all of the above-noted Debentures then outstanding.

Debentures should be presented to the bank or financial institution with which the holder normally transacts business'. Upon presentation and surrender, Debentures registered as to principal and interest and bearer Debentures will be redeemed at 100% of the principal amount thereof.

On fully registered Debentures, accrued interest for the period ending November 15,2001, will be paid in the usual manner by cheque mailed to the registered holders by CIBC Mellon Trust Company (the "Paying Agent"). On bearer Debentures, coupons due November 15, 2001 should be presented for payment in the normal fashion.

Since interest on the Debentures ceases to accrue after November 15, 2001, the coupons due May 15, 2002 and thereafter will not be paid. The Newfoundland Municipal Financing Corporation reminds Debentureholders that, in accordance with the terms of the Debentures, all interest coupons maturing subsequent to November 15,2001 should be presented with the Debentures.

Teacher Training Act (0.C. 2001-602)

Under the authority of section 11 of the Teacher Training Act, the Teachers' Certification Committee, with the approval of the Lieutenant-Governor in Council, makes the following regulations.

1. Subsection 10(1) of the Teacher Certification Regulations is repealed and the following substituted:

10. (1) A teaching licence classified as an Emergency Supply Li-cence may on the recommendation of a director of education be issued to an applicant who has completed provincial high school matriculation or the equivalent of provincial high school matriculation as determined by the registrar.

2. Sections 11, 12 and 13 of the regulations are repealed and the following substituted:

11. (1) A teaching licence classified as a Licence III may on the recommendation of a director of education be issued to an applicant who holds not less than a 3 year university degree or equivalent as approved by the registrar.

(2) A teaching licence issued under subsection (1) shall only be issued upon the verification by a director of education that the licence holder will be employed in a position for which there is no other quali-fied and certified teacher available.

(3) A teaching licence issued under subsection (1) is valid only for the school year in which it is issued and may be re-issued annually, up to 4 times.
