Greetings !!

When one joins Apex, there are many

values to learn..

Our own values are set and usually a very important part of ourselves. Apex does not ask anyone to change or deny those values, but rather encourage one to be aware of them so that they do not interfere with good Apexing ! Apexians are expected to embrace a diversity of values and people. Learning to do this a process which takes times and willingness to do so. If there is a will, anything is possible. Only positive attitude matters !!. Perhaps, why perhaps – certainly this is the last issue and my swan song under the present National Board.

Dear Life Governors, LMs, Seniors and my fellow Board Members and my dear Apexians,

Perhaps, this is the last time I can communicate with you through The Indian Apexian as

my term as NP comes to an end in a few days time and it is a great honour for me and also

to my family and my home club Bally club. I am very much thankful to my father Life

member Apxn. Moulindu Chatterjee for my Apex grooming and much thankful to LG Apxn

Sandip Banerjee and other senior members of Apex Club of Bally for Apex Education.

I have started my journey after taking the charge from District 5. I have spent five

months in District 7 also and I am the person having membership of two clubs as Madras

club has given me the honorary membership for prolong stay in district 7. I feel proud of

it. This year we have done the midterm national board meeting in District 3, hosted by

Apex club of Bhilai. I am very much thankful to LG Apxn. G P Singh for helping us in every

aspect for hosting Midterm national board meeting and finally the National Convention

2019.

The National theme of the year is “DONATE EYE, LIVE FOR EVER”. All clubs has taken

initiatives of successful implementation of this National project. Sub theme and Service

theme of the year is “Donate Blood, Save Life”. This year Apex India has done a number of

International projects with other Apex countries. We have done Cycle Rally for Anti Drug

Campaign from Padma river, Bangladesh to Ganga river India. Both National Presidents of

Bangladesh Apxn. Sebul and India Apxn. Dr. Diptendu have taken the initiative. Bally club

and Bishnupur club have implemented the project. During my visit to Bangladesh we have

done Tree plantation programme with Scouts and Guide of Bangladesh and done cultural

exchange programme with Lalon Academy of Bangladesh. We have done service project

with Malaysia also. Global chairman P. Eshwar has taken the initiative. I am thankful to

him. A number of apexians of our country has visited other Apex Nations and a number of

foreign delegates came to India for Apexing.

This year a number of new clubs opened and a number of old clubs were revived.

Another feather in the cap of National Board 2018-19 is opening of new clubs on North-

Eastern states of India. In Manipur, Imphal Apxn. Dipti Mondal has taken the initiative to

open new club there. Mainly the Sports Authority of India employees (SAI) are there in

the club. Apxn Dr. Samrat Goswami has taken initiative to start a new club in Tripura,

Agartala and Dr. Rajesh Chatterjee, Dr. Manosi Das and Dr. Jayanta Choudhuri has

supported this effort. All of them are the Professors of Tripura University. Apex Dr. Samrat

Goswami is the member of Apex Club of Bally. In Guwahati, Assam we are able to start a

club and we have done a meeting there. NP Apex Bangladesh has helped us to initiate this

club. Major of Indian Army Sirshendu chatterjee has taken the initiative regarding this. In

Uttarpara we have started a new Ladies club. Apex club of Calcutta (Club no 1) has

greatly revived and all initiative has taken by youths. Apxn Pranabesh Sarkar Das taken

the great initiative. I must mention the name of Apxn. Tanmoy Banerjee, DG 1 Elect for

his tireless initiative for opening new clubs and revival of old clubs. Apxn. Pankaj Mahji

has revived the Domjur club. LG PNP Pradip Coomer has taken initiative to revive Central

Calcutta club. The name of DG 1 Suvendu Bijoli and LM Apxn Sajal Chandra has extended

their support in every aspect. We have done a number of District- I meetings during this

year. Apex club of Bally completed 50 Glorious years and running successfully a full

fledged Hospital project in Bally. This is the life line of this region. Apex club of Bishnupur

is doing extremely well this year. They have organised a number of projects.

In District 5, all clubs are doing extremely well. I have visited District 5 thrice this year. I

must take the names of Suratgarh, Hanumangarh, Mandi Dabvali, Rampuraphool,

Bhatinda, Sangaria, Abohar, Jaitsar, Ladies clubs of Hanumangarh and Suratgarh, Delhi,

Fazilka, Sreeganganagar. I must take the name of few vibrant apexians who has taken the

great initiatives in District 5 and also in National level. Apxn. Prasant Goyel, NVP; LG

Apxn. Subhash Bhola, Apxn. Nitin, Apxn LG Apxn. Jaura ji, Apxn. LG Dr. T L Arora ji, Apxn.

Vinod Jakkhar ji, Apxn. Ajay Gupta, Apxn. Ajay Dahiya, Apxn. LG Sunil Sondhi Ji, Apxn LG

Gurmeet Singh Chawla ji, Apxn. Amar Borad Ji and many more apexians.

This year again I have visited District 7 thrice. I have spent 5 months there. Most of the

clubs are doing extremely well. Apex club of Madras and apex club of Komarapolium have

taken the lead role in this District for Apex movement in a vibrant manner. I have

inaugurated Apex Madras Yuva club and I feel proud of it. I must take few names Apxn.

LG K Kumar, Apxn R Mani, Apxn. Mukundan, Apxn. Eshwar, Apxn. Puru, Apxn. LG P

Elango, Apxn. LG Mathivanan, Apxn LG Elavarsan, Apxn Raja, Apxn Udyakumar, DG 7,

Apxn. Prasad ji and all other members.

Dist 3 is one of the growing districts. LG Apxn G P Singh has taken all necessary initiatives

for all apex happenings at the National and International level. We have done Mid Term

National Board meeting there and National convention 2019 awaits you.

Constitution amendment is a lingering issue when I have taken the charge and I had

decided to solve the same in a cool and justifiable manner and taking along every one in

the matter. First I had discussed with all seniors of Apex India. Done discussion with Apex

India Father and Grandfather. Then placed it in all district conventions and passed. Placed

in Midterm National Board meeting and Unanimously passed. Now this is the time to make

it official in a special session before going to business session of National convention

2019. Only two point has been amended others will be same as before except the

recommendations given by Constitution amendment committee.

Leadership training is an important issue for any country. We have to make a blueprint of

it. This year we are able to organise few leadership lectures in India for good apexing and

apex grooming. LGs are kind enough to extend their full support for this.

This year we made Past National President Forum (PNP Forum) and Life Governor Forum

(LG Forum). This two forum play a very vital role to guide and assist National Board and

give necessary advice for any critical and crucial issue. Now this is the time to make this

forum more effective and strong. My another proposal to all apexians to make a Senior

Citizen Forum. The people those who are not willing to take direct membership of any

Apex Club incorporate them in Apex Senior Citizen forum. This model is very successful in

Bally club and now the number of member reaches to 35 in number. They are doing the

entire Posthumous eye donation movement and Eye Bank Projects.

This year we are going to honour Apxn. Mani ji and Apxn. Mukundan ji as Life Governors.

We are all thankful for their dedication and contribution towards Apex India and abroad.

This is the high time to make Apex India Trust, this year. The trust initially will be started

by all LGs and PNPs. They will take care of Leadership training, give advice to National

Board, help National Board as and when required and support them, in any crucial issue.

Apex registration is a very complex process. We have tried our best efforts but not able to

make it. Hope new board will take all the necessary initiative to make it successful.

Making a concrete future plan is very urgent. So every apexians have their duty to make a

plan for the whole year and send it to the National Secretary. Then NP, will plan

accordingly for the whole year. Club visit is only the effective medicine for consolidation.

The warmth of the members will boost up the Apex Leaders for doing more work for Apex.

I express my deep sympathy and sorrow to the bereaved family members of Apexians,

who passed away this year. I salute their contributions for Apex.

I express my whole hearted thanks and salute to the family members of all Apexians for

their full support to do Apex, without family support we can not be able to do Apex.

In the present changing scenario the youths are very busy in their profession, now we

have to rethink to attract them for Apex movement in a new way. Change is the symbol of

growth.

I am very lucky and thankful to you all for keeping faith on me and also on this National

Board.

Dear Apexian friends….

I strongly believe that in this New year 2019, you make mistakes. Because if you are

making mistakes, then you are making new things, trying new things, learning, living,

pushing yourself, changing yourself, changing your world. You're doing things you've

never done before, and more importantly, you're doing something.

Year 2018 was a fabulous year for Indian Apex as the numbers of clubs tends to

increase rapidly; Responsibility of Apex Global Chair awarded us; all the District

conventions were within Apex Calendar and were executed in progressive and

harmonious atmosphere; Our Board members kept themselves busy visiting and

interacting Apexians Nationally and Internationally; MTNB meeting was one of its

kind in history; meetings, service projects and training programmes were

regularly conducted at club levels; our social media also seems much more

mature in terms of purposeful postings; overall realized like moving on the right track

as dreamt by the senior promoters and dedicated revivers.

“It's not what we do once in a while that shapes our lives. It's what we do

consistently.” Consistency of newsletters,” THE MADRAS APEXIAN” and “ THE

INDIAN APEXIAN”, are playing a vital role in spreading, motivating, promoting and

consolidating of Apex activities in India.

I am damn excited to be a part of upcoming National Convention “Kanhapax”2019,

where we will be getting the opportunity of meeting not only old friends but also

interacting with new like minded people internationally. I appeal you all to come with

a great numbers.. This gonna be a very very joyful time.. I promise.

Under the leadership of our respected and beloved NP Diptendu Chatterjee and

wholehearted support of our National Board Members I positively look forward the

decisions a perfect blend of progress and sentiments of respected senior Apexians.

All you please, do take a very very good care of yourself. Get pampered with delicious

food, best of health, cheerful high spirits , surrounded by friends, spreading happiness

and supporting us as ever. Also please do change the habit of writing 2019, instead of

2018 , while filling your checks..

Dear Apexians,

My first visit to Apex Bangladesh was

in 1997.That time I was D.G.5 Apex India

and Apxn. Ashish Pandit was N.P. who had

started Indo - Bangla Fellowship Exchange

Tour. I had always dreamt of starting it

again which finally became a reality this year

accompanied by I.R.C.C. Usha Kumar and

D.G.5 Ashok Aggarwal. I gave this tour a

slogan " LONG LIVE APEX INDO- BANGLA

FRIENDSHIP " In Bengali it is " Apex Indo-

Bangla Bandhutva Chiranjibe." Hope it is

translated correctly.

Apex Bangladesh always set an example in

Apex history by their unique welcome and

extending hospitality. It started from Dhaka

Airport itself by Apxn. Eiaaz Mohammed and

N.I.R.D. Apxn. Bhuben Bharti. Our

participation in two Distt. Conventions one

at Chittogong Distt. 3 ( 22 clubs attended ),

at Noakhali Distt.8 ( 15 clubs attended) was

nostalgic. It was a grand gathering. We met

many L.Gs , P.N.Ps, P.D.Gs. I met some of my

old friends also like L.G.Kadar Nawaz, L.G.

Musharraf Mishu, PNP Chandan Das,

L.G.Chowdhary Md. Yasin, PDG Armaan

Choudhary, Life Member Apexian Ayasur

Rahman and Apexian Saim Tipu. I made so

many new friends too as Apexian Tehmina

Mina Sultana. We will never forget the love

given to us by N. P. Bangladesh Apxn. Shibul

and I.P.N.P. Apxn. Arun. We were served

pure veg home-made delicious food by Apxn.

Amazing home hosting by my big brother L.G.

Kutub and Dilshad Bhabhi was a thing to be

cherished. He spared a lot of his valuable time for

us. All the credit for making this tour a success

goes to L.G. Kutub and N.P. Shibul.

Apex Bangladesh has at present 136 clubs. 122

clubs are chartered and 14 clubs are uncharted

with 3100 Members. In last National Convention,

a mind boggling 1200 Members attended .

One of the most wonderful things of this tour was

that Apex Bangladesh National Board accepted my

slogan whole heartedly and promised to revive

INDO-BANGLA Fellowship Tour. National Board of

Apex India must also step forward to cement the

friendship of both the associations.

1. Important Rules and Responsibilities: You represent your Club’s Members at

this Kanhapex 2019.

2. Delegate’s Discretion: The question sometimes arises as to how Delegates

should regard the view of their Members on various items on the Agenda. It is

recommended that members discuss the Convention Agenda Items and indicate their

views to their Club Representative (Delegate). Delegates should be free to vote

according to their conscience after completion of the debate at Convention.

Delegates should have regard for the opinion expressed by the members, but in

addition, should consider further information made available at Convention and

further argument advanced during the debate. They should determine the matter

on all information available to them at the time the vote is cast. At all

times, Delegates should be prepared to change their vote if the information

presented is good enough.

3. Seeking Views: (i) Ensure that all members in your club are aware of the

Agenda, as it was circulated to all Clubs prior to the Convention. (ii) Seek

input from Club Members on how they feel about the Agenda Items, elections, and

the proposed National Board members. (iii) Discuss all Agenda Items at your

club meeting and seek your club’s view.

4. Preparation: (i) Take time to read the Minutes of the previous National

Convention. This will help you to understand the sequence of business and the

manner in which the Agenda Items are presented. (ii) It will assist if you

fully acquaint yourself with the Association’s existing Constitution and Apex

Manual under which this Meeting will be conducted. (ii) Familiarise yourself

with the Rules of Debate and Meeting Procedure followed by the Association.

Discuss any Rules you may not understand with more experienced Apexians. (iv)

Assess your own ability as a public speaker. It may assist if you participate

in a debate and objectively compare your own delivery etc. (v) Obtain

knowledge of the procedure and the atmosphere present at a National Convention

by talking with previous Delegates and others who have attended the Convention.

(vi) Study the items being presented from all angles - Member, Club,

Association, both for and against. This will give you a better appreciation of

the Agenda Items and possibly an idea of the arguments that may be presented.

Ensure you gain as much background material as possible. (vii) The Agenda

should be read in detail. The preparation of written notes will assist your

preparation for the debate. (viii) Don’t be afraid to contact the mover of an

Agenda Item and ask why they want it passed.

5. Whilst at the National Convention (i) Delegates will be given ample time to

ask questions during the Delegates Briefing. The Business Session is a period

for debate and not for questions and clarification that should have occurred at

the Delegates Briefing. (ii) At the Delegates Briefing, and on other occasions,

take the time to compare notes with other Delegates. (ii) If you have a subject

to introduce, ensure that you have assembled all the necessary information

beforehand so that nothing is missed. (iv) Remember, the time for speaking is

limited and you cannot have several attempts to get the message across. After

introducing your Agenda Item, you only have one other opportunity to speak -

the right of reply - and this is normally limited to two minutes, and this

closes the debate.

6. Your role as Delegate (i) As a Delegate, you will normally move any Agenda

Items submitted by members in your club, and speak in support of them. Make

certain that you are fully prepared when the item is called, because it may

well be called at a different time than that first printed in the Agenda. (ii)

When voting is required on Agenda Items on which you have been given a club

opinion, you should have regard to that opinion. However, where new material,

Amendments or Late Agenda Items are introduced, you should always vote in what

you consider is in the best interest of Apex as a single Association. (iii) It

is important to be aware that you will be required to report back to your club

on the discussion and decisions made at the Convention. (iv) Be short, sharp

and concise when speaking. Get to the point! Don’t preach or grandstand! (v)

You must not consume intoxicating liquor during the Business Session.

7. Candidates for National Board: It is your responsibility to seek out and

talk to all candidates for National Board. Tell how your presence in the Board

will make it all the difference !!

8. Finally: The cooperation of everyone in attending to matters in the Agenda

will ensure that the Business of this National Convention is dealt with in an

efficient manner. This is important as the National Convention provides the

direction for our Association, at a critical time in our Associations history.

You are an integral part in this process. While the National Convention is the

critical decision making process for our Association, which demands our serious

and considered opinions, it is also an annual celebration for Apex.

While all of the rules, the dos and don’ts might sound officious, they are

designed to expedite the business of the Convention. By observing them, we will

all enjoy the celebration of Apex fellowship, and continue to grow, learn, make

friends and have fun!

1. Attendance : Delegates must attend all sessions of the National Convention,

unless expressly excused by the National President.

2. Agenda Items: All Agenda Items appearing on the Agenda, or added to the

Agenda, whether or not they emanate from Reports, must be moved formally. The

proposer will be called upon to move the Agenda Item and a seconder will be

called for. The proposer will then be called upon to speak to the Agenda Item,

and then the Agenda Item will be open to the floor for debate. Debate on all

Agenda Items will be on a “for” and “against” basis unless the Chairman sees

fit to vary this procedure. The proposer of each Agenda Item will be afforded

the right of reply. No further debate will thereafter be allowed, and the

matter will immediately be put to the vote. There is no right of reply on an

amendment; however the mover of an original Agenda Item, which has subsequently

been amended, does maintain the right of reply to the amended Agenda Item in

accordance with Apex Meeting Procedure.

3. Amendments: Any Delegate, other than the mover or seconder of an Agenda Item

under discussion, shall be entitled to move an amendment. A seconder shall be

required for all amendments. Amendments will be dealt with one at a time,

subject to the foreshadowing of further amendments.

4. Reports: Committee and other Reports will be introduced by the Business

Session Chairman in the first instance. The responsible Committee Chairman may

update the Report if new information is to hand, following which questions from

the floor will be invited. A Report maybe formally moved for adoption, seconded

and voted upon for acceptance, rejection or referred back to the Committee for

further report.

6. Voting: Voting on all matters before the meeting is restricted to Delegates

The result of all votes will be announced by the Chairman, and will be recorded

in the Minutes, if required. All Constitutional Amendments, including

amendments of existing clauses and addition of new clauses, will require a 3/4

majority of those entitled to vote and who vote. No Constitutional changes may

be introduced as late agenda items. All other matters will be decided by a

simple majority, including voting for the admission of late Agenda Items to the

Meeting. All elections shall be determined by written ballot. All elections are

preferential and require every Nominee to be voted upon in sequence (1, 2 etc).

7. Late Agenda Items: No late business items shall be admitted to the Agenda,

unless notified in writing to the National Board before the close of the

delegates briefing. Any late agenda items that are not in the best interests of

the Association will be ruled as such by the Chairman of the meeting (usually

the National President in consultation with his advisors). A late agenda item

which is in the best interests of the Association but has good reason to be

introduced to the members late, will be put to the floor for acceptance. The

members will then decide by simple majority if the motion should be debated. No

document can be distributed to Delegates unless prior permission is received

from the National President. 8. Drinking and Smoking: Consumption of alcohol

and smoking is forbidden in the Business Session at all times.

Wildlife Sanctuary

Please note that the schedule of departure on 1st Feb. by 1:00 pm and

departure for return on the 4th forenoon has to be adhered to strictly because of the distance involved.
