David Johnston, PhD, PE, of Raleigh, North Carolina, has been
awarded the NCEES Distinguished Examination Service Award for
his dedicated service to NCEES and the engineering profession.
Johnston received this award at the organization’s 98th annual
meeting, held August 14–17, 2019, in Washington, D.C.
Johnston began volunteering with the Principles and Practice
of Engineering (PE) Civil Exam Development Committee in
2005. Since that time, he has participated in more than 50 exam
development meetings to write and review questions and has
taken part in numerous studies to update exam specifications,
establish cut scores, and review exam item performance.
Johnston spearheaded the development of the PE Civil exam’s
construction engineering module, which was introduced in
2008. Through his work with the Construction Engineering
Education Committee of the American Society of Civil Engineers’
Construction Institute, he was among the first to recognize
the growth of construction engineering as a distinct body of
practice within civil engineering and identify the need for a
separate construction engineering module. Beginning in 1995,
he led that committee in advocating to NCEES member boards
for exam modification and providing input on wording for a
model experience statement to improve the path to licensure for
construction engineers.
Johnston was the first chair of the PE Civil exam’s construction
engineering subcommittee, a role he served in until 2018. During
this time, he led the development of the subject-matter framework
for the construction engineering module and recruited the
module’s volunteer framework.
Since completing his term as chair, Johnston has continued as an
active member of the construction engineering subcommittee,
mentoring other volunteers and providing continuity. He also
remains committed to helping the PE Civil exam transition to
computer-based testing, with particular focus on increasing the
item bank for construction engineering knowledge areas.
Johnston has been a licensed professional engineer since 1973.
He is the Edward I. Weisiger Distinguished Professor Emeritus in
Construction Engineering at North Carolina State University.

ABOUT NCEES
The National Council of Examiners for Engineering and Surveying is a nonprofit organization made up of engineering and surveying licensing boards from all U.S. states, the District of Columbia, Guam, Puerto Rico, the Northern Mariana Islands, and the U.S. Virgin Islands. Since its founding in 1920, NCEES has been committed to advancing licensure for engineers and surveyors in order to safeguard the health, safety, and welfare of the U.S. public.
NCEES helps its member licensing boards carry out their duties to regulate the professions of engineering and surveying. It develops best- practice models for state licensure laws and regulations and promotes uniformity among the states. It develops and administers the exams used for engineering and surveying licensure throughout the country. It also provides
services to help licensed engineers and surveyors practice their professions in other U.S. states and territories. For more information, please visit ncees.org.

Gary Thompson, PLS, of Clayton, North Carolina, has been awarded the NCEES Distinguished Service Award with Special Commendation for his dedicated service to NCEES and the engineering and surveying professions. Thompson received this award at the organization’s 98th annual meeting, held August 14–17, 2019, in Washington, D.C.
Since receiving the Distinguished Service Award in 2013, Thompson has continued to serve his profession with distinction.
He was named an emeritus member of the North Carolina Board of Examiners for Engineers and Surveyors in 2014, after completing a 10-year tenure as a board member. As an emeritus member, he has assisted with statute updates and served on the board’s ad hoc task force related to FEMA flood insurance studies and flood maps.
His continued contributions to NCEES include serving as treasurer
NCEES honors North Carolina professional surveyor Gary Thompson for service
from 2013 to 2017. He has served on a number of committees and task forces, including the Committee on Finances and the Financial Reserves, Technology, and Surveying Exam Module task forces. He most recently served as a member of the 2018–19 Committee on Examination Audit. He is also a subject-matter expert with the Fundamentals of Surveying Exam Development Committee, which he has volunteered with since 2006.
Thompson has been a program evaluator for ABET since 2013. He is currently serving his fourth term as NCEES representative to ABET’s Applied and Natural Science Accreditation Commission.
Committed to advancing the surveying profession and protecting the public, Thompson is a member of the Hydrographic Services Review Panel; National Geospatial Advisory Committee; and National Space-Based Positioning, Navigation, and Timing Advisory Board. He is a member and past chair of the North Carolina Boundary Commission as well as a member and past president of the American Association of State Surveyors, National Society of Professional Surveyors, and North Carolina Society of Surveyors. He currently serves as president of the North Carolina Society of Surveyors Education Foundation.

Dennis K. Hoyle, PE, PLS, was appointed by Governor Roy Cooper on February 25, 2019 to fill the vacancy created by the expiration of the second term of David L. Pond, PE on December 31, 2018. Mr. Hoyle’s term will expire on December 31, 2023.
Mr. Hoyle holds a BS in Civil Engineering from North Carolina State University. He has been a licensed NC engineer since July 9, 1982 and a licensed NC surveyor since January 13, 1983. Mr. Hoyle is a vice president of AECOM North Carolina, Inc., a multinational engineering firm.
Carol W. Salloum was appointed by Governor Roy Cooper on February 28, 2019 as a Public Member to fill the Board vacancy created by the expiration of the term of Jonathan S. Care. Ms. Salloum’s term will also expire on December 31, 2023.
Ms. Salloum holds a BS in Mechanical Engineering from the University of Florida.

David S. Tuttle honored – 25-year tenure
David Tuttle, the Board’s counsel with 25 years of service, was honored by the Board members and Staff at the September 11, 2019 Board Meeting. Board Chair Andrew Zoutewelle presented David with a plaque and thanked him for his long and dedicated service to the Board and the citizens of North Carolina.
Tuttle began his career with the Board in July 1994 after working as an attorney in private practice. He is a graduate of the UNC School of Law and North Carolina State University with a Bachelor of Environmental Design in Architecture.

Address ChangesPer Board Rule [21 NCAC 56.0505(a), .0606(a)], you are required to provide the physical places of business and residential addresses. You can still provide a PO Box for your mailing address. You can login to the Licensee Portal section on the Board’s website at anytime to update your addresses and e-mail. Also, you are required to give notice to the Board of a change of business or residential address within 30 days of the change.
Paper Renewal Opt-Out To streamline the PE/PLS license renewal process and to be environmentally friendly, the Board offers a paper renewal opt-out feature. To opt out of receiving paper renewal forms, login to the Licensee Portal section on the Board’s website using your license number and password and follow the opt out instructions. The Board will continue to send e-mail notices when it’s time to renew so keep your e-mail address up to date.
Renewals for 2020License renewals for 2020 begins on December 1. Licensees are encouraged to renew online as it is considerably faster than renewing by mail. Simply login to the Licensee Portal section on the Board’s website and enter your license number and password. If you have not set a new password since March 2019, your temporary password is your PIN. You will be prompted to set a new password. If your e-mail is not current with the Board contact Stephanie Bryant ([email protected]).
Also, the PDHs you reported the previous year can be viewed in the Licensee Portal section. If you are a Professional Engineer and Professional Land Surveyor, you will only receive one renewal form for both licenses. All PE and PLS licenses expire on December 31 each year. Reinstatement fee after January 31 is $100 (total $175).
