The town hung trees and lights on the lampposts last week, and Julie Thorneycroft post- ed her Noel Night dinner menu — the Happy Belly Deli will be open till 8 on Friday night, serv- ing beef stew and fresh bread for dinner, as well as complimentary refreshments. Most businesses will have refreshments available in the evening, and some throughout the day. Dennis Eymann wandered into the deli and said that, yes, Norwood True Value will be open on Friday night, with special deals and his celebrated venison chili. Jim Wells closes Grand Avenue Auto Parts at the usual time on Friday, but he’ll be in the Parade of Lights, and he’ll be open all day for busi- ness and to stamp shoppers’ gift drawing cards, which can be picked up at all participating local business- es. Carmen Tucker was fussing in her new office in the Pine Cone Realty building, choosing a prize for the gift card drawing on Noel Night — she decided on an essential oil-based skin care set — and preparing gifts for Noel Night visitors. On the porch of Pine Cone Realty, realtor and paramedic Arleen Boyd’s unpacked holiday decorations crowded the floor, spilling out from inside, where a table was covered with glitter, sparkle and shine, as Boyd began to prepare for Friday night’s event. “I would love to give away a house on Friday,” she smiled, adding, with a laugh, “but they’re not mine!” Boyd will con- tribute a basket full of delights, however, for the evening draw- ing. And, even though Boyd said, “Contest? I’m not in it for the contest, I just love to decorate!” the chamber this year brings back the holiday lighting con- test, and is offering cash prizes for the best-decorated business and residence. The judging will take place on Dec. 15. Wendy and Brett Heartz, the new managers of the BackCountry Inn, spent Sunday decorating, and will have the lobby open and rooms to view on TOWN OF NORWOOD WATER, SEWER RATES TO GO UP Public comment sessions in mid-December By ELLEN METRICK Editor B oth the Norwood Water Commission and Norwood Sanitation District are proposing to raise rates and will accept public comment at their next regular meetings. The boards are not alone in the jump; other towns in Colorado are doing the same this year, including New Castle and Bayfield. In 2009, Denver raised its rates by 13 percent in town, and 9.5 percent in the suburbs. “We haven’t raised water rates since 2005,” said Norwood Town Administrator Patti Grafmyer. Sewer rates were raised in 2007. “We’ve tried to keep the essentials affordable.” The reasons for raising them now are the increase in the everyday operation and mainte- nance costs; power costs, chem- icals for water treatment, and fuel keep going up, said Grafmyer. “In the past six months, the cost of just one of the chemicals doubled,” said Bunny Rowe, the town’s billing clerk. Additionally, the boards are still paying off debts incurred in 1977, when the town’s water lines were extended to the pres- ent 85 miles, reaching past Redvale, and on more recent upgrades. Both the water and sanita- tion operations are user-funded, though the sanitation district receives a small mill levy, “less than $10,000,” said Grafmyer. By ELLEN METRICK Editor N orwood School superin- tendent David Crews is elated and crushed by the recent school improvement plan rating issued by Colorado Department of Education. He’s elated because there is some really good news, and crushed because even so, the school this fall received notification that it is now under a priority improve- ment plan. “The good news is, we are an accredited district,” said Crews. Not only that, the district showed academic growth in the past year, and the elementary school showed a more than 20 percent jump in math scores. “We should be celebrating,” he said. The let down is that, despite the higher math scores, elemen- tary writing scores went down slightly, and due to the small number of students in the dis- trict, causing some items to be non-reportable, the district’s achievement is averaged over three years instead of one, which Crews thinks could skew the numbers. “Really, there’s no change overall from last year’s score, and if it wasn’t for these non- reportable numbers, we’d be rated in the highest perform- ance category.” The state relies on four fac- tors when scoring districts for improvement: academic achieve- ment, academic growth, growth gaps, and post-secondary and workforce readiness. The growth gaps require more than 300 stu- dents in a school to be reportable annually. In Fall 2010, the school received notice from the state that they needed to create an improvement plan, as even then, elementary writing and math weren’t up to state standards. Crews and the school board and faculty went to work to address the elementary school writing scores. The teachers last fall attend- ed training in a new writing cur- riculum. New services for inmatesSheriffs, Center for Mental Health team up

The Sheriffs’ Departmentsfrom the 7th JudicialDistrict — Delta, Gunnison,

Hinsdale, Montrose, Ouray, andSan Miguel counties — in part-nership with the Center forMental Health, received fundingfrom the State of Colorado toprovide behavioral health servic-es to inmates.

The services will be based ineach of the area jails, andinmates in the six counties whoscreen positive for substanceabuse will be eligible for theoffered services.

Nationwide, 82.2 percent ofinmates have a substance abuse

issue and 55 percent have amental health issue.

The two organizations sub-mitted a request for the funding,one of 15 applicants and 10awards statewide. The 7thJudicial District will receive$209,000 per year for five years,the second largest award in thestate. Delta County Sheriff FredMcKee is the Project Director.

The funding will help with thecost of screening inmates forsubstance use, co-occurringmental health disorders, trau-matic brain injury, and post-traumatic stress disorder. It willalso help with treatment for all

inmates who screen positive forany of those issues.

Treatments through theCenter for Mental Health willcontinue if necessary even if aninmate is released from jail,though the grant will not coverthose expenses.

The State of Colorado isexpecting that this therapy-based program will help peoplerecover from their addictionsand co-occurring mental illness-es so that recidivism is less like-ly which will ultimately savemoney for the State.

up a gift drawing card at partici-pating local businesses onFriday, and once they receive astamp from each business on thelist, will be eligible for the prizedrawing on Friday night. Cardholders can drop complete cardsoff at The Livery between 5 and 6p.m. Friday night, and the draw-ing will be held just before theparade, which begins at 6.

Santa will be at The Liveryfrom 5 – 6 p.m. and again afterthe parade, and ACE (Arts,Community, Education) of

Norwood will be taking photosand printing them onsite, as wellas offering a craft table for kids“while the parents hold theirplace in line for Santa,” said ACEboard member Lynn Bloomfield,laughing.

The Colorado State ForestService seedling tree pro-gram, hosted by CSU

Extension, is once again accept-ing orders for spring 2012 deliv-ery to the San Miguel and WestMontrose county area.

The program enables farm-ers, ranchers, and rurallandowners to obtain trees at anominal cost, encouraginglandowners to plant new forests,establish windbreaks to reduceerosion, protect homes, crop-

land, livestock and highways,and enhance wildlife habitat.

In order to purchaseseedlings, applicants must own aminimum of two acres of land,and order a minimum of 30plants.

The program’s trees andshrubs are grown for conserva-tion benefits only, and each pur-chaser agrees to use them forconservation benefits. There isno guarantee of ornamentalqualities such a color, degree offlowering, or fruit production.

The elementary teachers, ontheir own, also tweaked themath curriculum. That appar-ently made a difference, asshown by the growth in thatarea. But there’s still the drop inwriting, thus the state’s red flag.

But Crews is optimistic. Hetold DAAC (District Advisoryand Accountability Committee)on Tuesday night that he willsubmit basically the same planto the state as last year — thatis, to continue working with thenew writing curriculum in the

elementary — with a coupleadditions.

The school is also working onstrengthening the math curricu-lum from the top down, relyingon Janice Dolezal and Lori Britt,the Norwood Middle and HighSchool math teachers, to workdown from graduation require-ments to make sure students areentering middle school with thenecessary skills.

That will help strengthen thepost-secondary readiness scoresand the elementary math scores,but a more immediate improve-ment in graduation scoring isexpected to come in the springwith new ACT testing strategy,which Crews said he’ll include inthe improvement plan.

Last spring, already, Norwoodjuniors scored a combined totalACT score that was half a point

above the state average, for thefirst time in five years. This year,the school will pay for the jun-iors to take the ACT test thismonth, and in April they cantake it again. In the meantime,the administration and educa-tors will use the Decemberscores to find and address weakareas before the spring test.

“If I had to guess, I’d thinkwe’d see a rise of maybe twopoints on this year’s scores,” saidCrews, but he’s not relying onlyon the ACT.

“Ultimately,” he said, “thegoal is preparing these kids toleave this school with optionsavailable to them, so they havechoices after graduation. Really,we’re heading in the right direc-tion already, and we are doingwell as a district.”
