HELD UNDER THE CHAIRMANSHIP OF SHRI JITENDER YADAV, IAS, COMMISSIONER, MUNICIPAL CORPORATION- CUM- CHAIRPERSON TOWN
VENDING COMMITTEE (TVC), CHANDIGARH ON 6.2.2018 AT 3:oo·P.M. IN THE CONFERENCE ROOM OF
MUNICIPAL CORPORATION, CHANDIGARH.

The meeting started with the permission of the Chair.
Sh. Vivek Trivedi, Social Dev. Officer (Vendor Cell) , Municipal
rporation , Chandigarh welcomed the Chairperson TVC, members of TVC, Additional

genda No. 1: Ratification of Proposal for No vending Zone
Social Dev. Officer (Vendor Cell), Municipal Corporation ,

SDO, (Vendor Cell) further briefed to the TVC members that H.E.

g recommendations regarding requiremenl/ feasibility for identifying space for
e dors vide Memo no. T-71/STP-2017/5634 dated 27/06/2017, Memo No . T-
i'lh~iP-2017/6148 dated 31-7-2017 and Memo No. T-71/ STP-2017/ 7700 dated
09/11/2017.
Sector 1 to Sector 6 has been. kept as No Vendin~ Zone in view of
buffer zone as per Chandigarh Heritage Conservation Committee (CHCC) due Heritage
Status of Capitol Complex. The committee constituted by H.E. the Administrator
3rddecided that Sector 17 should remain as No Vending Zone in a meeting held on
November, 2017 under the Chairpersonship of Secretary Local Government,
Chandigarh Administration .
The members of the TVC unanimously ratified the plan proposal
vide Memo no. T-71/STP-2017/5634 dated 27/06/2017, Memo No. T-71/STP-2017/6148
dated 31-7-2017 and Memo No. T-71/STP-2017/7700 dated 09/11/2017 for allotment of
Sites provided by office of Chief Architect.
Agenda No. 2: Update on Status of verification and registration of surveyed street vendors.
SDO (Vendor Cell) briefed the TVC members about the status of
verification and registration of surveyed street vendors in various camps held between
3m October, 2017 to 16th January, 2018.
SDO, Vendor Cell also informed to all the TVC members that
erification and registration window has been opened at Municipal Corporation ,
andigarh for facilitating left out street vendors due to variou~ reasons.
Additional Commissioner-II shared that all the grievances submitted
be addressed before conducting draw of lots. He also informed that extensive
city will be made before conducting draw of lots of the sites.
genda No. 3: Demonstration of E-Sampark based mechanism for vending
fee deposition in partnership with ff ·Department, Chandigarh
Administration.
SDO (Vendor Cell) then discussed the Agenda No. 3 with the TVC
that in continuation to a recommendation of TVc· meeting- held on 9.2.2017 regarding
collection of street vending fee at E-Sampark Kendra spread over the entire city.
SDO, Vendor Cell told the TVC members that the Director, IT,
Chandigarh Administration has agreed for the work of development of payment
module/application for the Municipal Corporation, Chandigarh at the rate of Rs .
10.00 + GST rates applicable for every transaction .
The demonstration of payment module at E-Sampark was
made by Sh . Pankaj from SPIC, IT Department, Chandigarh Administration .
The TVC members appreciated the step taken by Municipal
Corporation, Chandigarh in this regard .
Commissioner, Municipal Corporation, Chandigarh-cum-
Chairperson, TVC suggested to take measures for making awareness to all the
registered street vendors on various privileges/facilities and schemes.
Agenda No. 4: Issues of Street Vendors registered ui1der MC Chandigarh
before enactment of Street Vendor Act, 2014.
SDO (Vendor Cell) explained to the TVC that a representation has
een submitted to MC Chandigarh regarding the street vendors survey citing large scale
rregularities in implementation of Street Vendor Act, 2014 . .
The representations stated that they are the registered Rehri
- icense Holders for selling eatables across the Chandigarh for as many as 25 years
a d were left out in the survey.
TVC members unanimously decided that a maximum time of 15
~a ·swill be given to such 465 street vendors for registration and paying street vending
:ee- as per the Municipal Corporation, Chandigarh first under the provisions of street
e ors Act, 2014 for consideration under the Street Vending Plan.
Waiving off vendors fee for HIV +VE Street vendors.
S0O (Vendor Cell) then discussed the agenda no. 5 with the TVC
about the waiving off street vendors fee for HIV+ve persons in reference to a
representation submitted by Ctiandigarh Network of Positive Living, Chandigarh.
TVC members suggested that those HIV+ve registered street
vendors verified and forwarded by State AIDS Control Society, Chandigarh will only be
considered on case to case basis by TVC. TVC members also suggested that the fee
for HIV positive will not be completely waved off but may be given discount up to 40%.
Discussion other than TVC agendas
Mrs. Sangita Vardhan, TVC member, again demanded the detailed
data from the surveying agency regarding all the social, economical and cultural
indicators so that policies and programs can be designed.
' Commissioner, Municipal . Corporation, Chandigarh-cum-
Chairperson, TVC suggested to call an urgent meeting under the chairpersonship of '
Additional Commissioner-II by inviting Senior Town Planner, U.T. Chandigarh;
Assistant Town Planner, U.T. Chandigarh; Chief Engineer, MCC; Superintending
Engineer, B&R, MCC and Architect, MCC along with consultant, Urban Planner of
15thHaryana Nav Yuvak Kala Sangam on and 16th February, 2018 at 11.00AM to
discuss the vending layout plan to avoid any discrepancies while development of zones
by Engineering Wing of MCC.
It was also decided unanimously by the TVC members to call a
special meeting to discuss and finalize the street vending bye-laws before the next TVC
meeting.
