FREEHOLDER BOARD HISTORY

The First 125 Years

From the date of the earliest English Settlement in West Jersey, which

was founded by John Fenwick in 1675, there is no written record of

Freeholder activity until April 13, 1724. Minutes were kept of a meet-

ing of four Justices and sixteen Freeholders. Two Freeholders repre-

sented each of the Municipalities of Salem County in that day. Those

Municipalities were Alloway’s Creek, Pilesgrove, Mannington, Penns

Neck, Salem Town, South Side Cohansey, North Side Cohansey and

Elsinboro.

Previous to the establishment of a charter creating the Board of Chosen

Freeholders of Salem County, these land owners and Justices adminis-

tered affairs of county government. It is noted in the minutes of a

meeting held the 28th day of March 1732, the clerk of this body was

ordered to issue warrants to all slaves in their respective precinct and

their master’s names.

The Charter, an Act of the State of New Jersey, dated February 13,

1798, incorporated the Boards of Chosen Freeholders for Bergen, Es-

sex, Middlesex, Monmouth, Sommerset, Burlington, Gloucester, Sa-

lem, Cape May, Hunterton, Morris and Cumberland Counties. What is

referred to as “The Charter” is probably “The Township Act of 1798”.

Duties of Freeholders included responsibilities to build bridges, locate

roads, erect almshouses, and administer to the poor, provide County

Court Houses, license school teachers, loan money, supervise hangings,

collect taxes and provide militia men to the cause when called by draft.

Regular meetings of the Board were held semi annually and entitled

Freeholders $1.00 in fee. Fines were levied against members absent.

Special meetings were held on occasion.

The Next 180 Years

1796—First State approved Freeholder financed Poor House was a

converted farmhouse/tavern near :Lakeview.” A building specifically

built as a “Poor House” was completed in 1808.

1813—The Board ordered the County Clerk to arrange all county pa-

pers and documents in case the British invaded Salem and forced the

Freeholders to evacuate.

1817 - The Court House was completely rebuilt.

1819 - Public election continued Salem Town as County Seat. A municipality,

Centerville, is mentioned.

1845 - It was voted to erect a Poor House (after the 1808 structure had burned

down), which was also to accommodate the insane. The State reimbursed the

county $1.00 per week per insane person so committed. Trustees of the Poor

House “may” be selected from the board membership and were paid a fee for

attendance at meetings. An adjoining insane asylum was built in 1870.

1853 - The hanging of Samuel Tredway, who was convicted of murdering his

wife, is recorded in detail. Gallows were designed and drawings were made part

of the record . Sixteen special officers and eleven constables were appointed by

resolution to provide security inside & outside the jail yard. Many seemed de-

termined to leave their assigned posts to witness the execution. The Board

deemed any officer leaving his post would not be considered hired.

Although the execution was under the direct supervision of the Board, several

members declined to witness the death penalty. The Sheriff escorted the prisoner

to the scaffold where several clergy conducted the religious ceremony. Two

minutes of solitude were allowed the victim alone on the scaffold before his

doom. The clerk made distinct note of the prisoner’s calm resign to his fate and

recorded death was instantaneous with the fall of about four feet.

1855 - State school aid to the county was begun. Early grants equaled $3,000 for

the entire county. The surplus funds were invested in private mortgages and the

interest from the same was distributed to the townships for education use.

1864 - The County Seal was designed and adopted. Bonded indebtedness for the

County occurred. (This is contrary to popular belief that Salem County has never

been under Bonded Debt.) Bonds in the amount of $248 were authorized to pro-

vide 291 militia men for the 1863 draft. The following year the draft quota was

approximately doubled.

The monies were bounty funds to be employed for volunteers from the

ten municipalities into the 24th Regiment of New Jersey. Each recruit received

$30 - $50. Toward the end of 1864 $300 was paid for the service. Sustenance

for the wives and families was also granted. Many times substitutes for drafted

men were purchased. On one occasion, a special committee was appointed to

infiltrate the rebel states to purchase recruits. |

It is noted the County budget rose from $20,000 before the Civil War to

$150,000 during the war. The major costs of County Government, excluding the

Civil War period, was for bridge building and care of indigent persons. In earlier

days, $2,000 of a total $4,700 annual budget was for the poor.

1880 - June 12th Regular monthly meetings, in our modern concept began. Mem-

bers were elected locally and sent to the Board to represent their town.

1967 - The NJ Legislature reduced the Freeholder Board to 7 members to be

elected “county wide” . The last meeting of “Big Board” was held 12/29/1966.

DESCRIPTION OF SALEM COUNTY Salem County lies in the southwest corner of the great State of New Jersey. It is bor-

dered by the Delaware River and bay to the west and the Maurice River to the east.

Oldmans Creek creates nearly one half of its northern border, while Stow Creek

runs along a portion of its southern divide. Salem County’s natural features include

six rivers, more than 34,000 acres of unique meadow and marshlands, tidal and

freshwater wetlands, 40 lakes and ponds, bay beaches, dunes, expansive woodlands,

a critical underground aquifer, numerous streams and important headwaters. Salem

County covers 338 square miles with nearly 1/2 of the land actively farmed. It also

boasts a population of 65,083, the lowest population and the lowest density per

square mile in New Jersey.

Salem County’s rich legacy of historical places and events; its vast array of natural

resources and open spaces; its stable farming community and strong economic job

base all contribute to a quality of life for Salem County Residents that is unparalleled

in New Jersey. Salem County Board of Chosen Freeholders is committed to the

preservation of Salem County’s rural character. The Board is dedicated to pursuing

balanced growth and select economic development that is compatible with Salem

County’s vision for the future. The strong work ethic of its people, the prime loca-

tion of Salem County in the transportation corridor, and the accessibility to the met-

ropolitan market all enhance our opportunities for carefully planned growth.

The board of Chosen Freeholders remains responsive to the needs of Salem County’s

residents. Our Community College, county wide emergency response services,

state-of-the-art landfill, correctional facility, new county office facility and our up-

graded administrative offices, “one-stop-shop” agricultural center, and college prep

academies are examples that attest to the high caliber services provided by the

County. Through trained and dedicated employees, Salem County provides knowl-

edgeable, efficient services to Salem County Residents within a reasonable allocation

of budget dollars.

As we continue in this millennium, the Board of Chosen Freeholders welcomes the

JULIE A. ACTON

FREEHOLDER DIRECTOR

A lifelong resident of Salem County and resident of Pennsville Township, Julie Acton has the distinct honor of serving as Free-holder Director for the past four consecutive years. Julie has served as a member of the Salem County Freeholder Board since 2007.

Julie has dedicated herself to the residents of our county and has past and present involvement in a number of local organizations, including serving on the United Way Women’s Leadership Commit-tee, E.I. DuPont Community Advisory Panel, Salem County Women’s Services Board, Meals on Wheels, Parish Council and Fi-nance Committee for Queen of Apostles Church, former committee person for the Boy Scouts, Troop 15, New Jersey Governor’s Board of Volunteerism, member of the NAACP, and Board of Trustees/ Treasurer for Family Promise of Salem County. She has also served as co-fundraiser Chair for the United Way of Salem County, Ameri-can Red Cross, and Meals on Wheels.

Mrs. Acton graduated from the first class of the Christine Todd Whitman Excellence in Public Service Series, graduated from the New Jersey Association of Counties LEAD program, and National Association of Counties Leadership Institute.

DALE A. CROSS

DEPUTY FREEHOLDER DIRECTOR

Mr. Cross is a resident of Pennsville Township serving his third term as Freeholder. He is Chair of the Public Safety Committee. In addition, he serves on the Community Services and Transportation, Agriculture, Administrative, Rail and Energy committees. Other duties include: serving as a Deputy Emergency Management Coor-dinator and liaison for the Salem County Improvement Authority. Mr. Cross is currently serving on the NJAC (New Jersey Associa-tion of Counties) Legislative Committee A graduate from Glassboro State College (now Rowan) in 1986 with a BA in Finance, he is employed with PSEG Nuclear and a proud member of IBEW Local 94. He currently volunteers time to Island Charities. He is a life-time member of the Fraternal Order of Police, Old Oak #6 and a VFW, Sgt. William T. Whitaker Post 1952, Men’s Auxiliary mem-ber. Dale and his wife Kathy have one son Kyle. Dale and his wife are parishioners at the St. Gabriel the Archangel Church where he currently serves as a Lector.

BENJAMIN H. LAURY

FREEHOLDER

Freeholder Ben Laury is a lifelong resident of the Borough of Elmer. He has earned a Bachelor of Science degree in Mechanical Engineering from Drexel University and is licensed as a Professional Engineer and Master Plumber in the State of New Jersey. Currently Freeholder Laury is the President and CEO of the local (Pennsville and Vineland) and successful Laury Heating Company. Laury Heating is a regional leader in plumbing, heating, and air conditioning sales and service in Southern New Jersey.

Freeholder Laury has extensive experience in both the public and private sectors. Before being elected as a Salem County Freeholder in 2009, he began his public community service by serving on the planning board, serving 10 years on the school board (5 years as president), and serving 7 years on the borough council (2 years as president) .

Freeholder Laury’s commitment to community service is highlighted by his dedication to the Boys Scouts of America. He currently is serving on the Southern New Jersey District Board and personally holds the rank of Eagle Scout. He is committed to his faith and his church, The Elmer Methodist Church, where is the finance chairman and active in the drama ministry. He has been an active Rotary member for over 30 years and is a Paul Harris Fellow.

Freeholder Laury is currently the chairman of Public Works in Salem County and also serves on the Public Safety Committee and the Health & Human Services committees. He serves as the freeholder liaison to the Waterways Advisory Board.

Freeholder Laury is married 37 years to his wife Kathy Laury. They have two children Brittany (married to Stan Orzechowski) and TJ. They have two grandchildren: Mason and Carter.

FREEHOLDER

Mr. Painter is a resident of Pilesgrove Township and is serving his first term

as Salem County Freeholder. Mr. Painter is the chairperson of the Educa-

tion/Employment Committee and a member of the Administration, Health

& Human Services, Community Services, and the Public Works Committees.

He has been active in the community in various ways serving on the board for

Habitat for Humanity of Salem County, the Salem County Agriculture Devel-

opment Board and a member of the Rotary Club of Woodstown. Prior to

joining the Board of Chosen Freeholders for ten years Doug served on the

Woodstown- Pilesgrove Board of Education. In addition, he is the Corre-

sponding Secretary for the Pilesgrove-Woodstown Recreation Association

and past president of the Woodstown-Pilesgrove Business Association. He is

currently the Vice President of Astro Outdoor Advertising and Sign Com-

pany with offices in Glassboro and Woodstown, NJ. Doug is the son of Jerry

and Joann Painter. Doug and his wife Tricia of 22 years have three children,

Lauren, Nicholas and Matthew.

FREEHOLDER

Mr. Vanderslice is a resident of Pennsville serving his second term as Freeholder. He currently serves as the Chairman of Health & Human Services Committee and as a member on the Administrative and Public Safety Committees. Mr. Vander-slice was born and raised in Salem County, Mr. Vanderslice graduated from Pennsville Memorial High School and attended Goldey-Beacom Business College. He graduated from Liberty University with a Bachelor of Science degree in fi-nance. Mr. Vanderslice is President and Chief Executive Officer of the Pennsville National Bank and Vice President of Penn Bancshares, Inc. He served a three year term on the board of directors of the Federal Reserve Bank of Philadelphia. Vanderslice is currently serving as President of the Southern New Jersey Free-holders’ Association. Locally, Mr. Vanderslice chaired the Salem County Cham-ber of Commerce board of directors in 2005. He served on the boards of the Sa-lem Community College Foundation and the Memorial Hospital of Salem County. In addition, he was past chairman of the Salem County Technical & Vo-cational School Advisory Board. He is active in the Sharptown United Methodist Church where he serves as lay leader and teaches an adult Sunday School Class. He also is a member in the Rotary Club of Penns Grove. Mr. Vanderslice was honored with the Old Colony District Good Scout Award in 2004 and was Salem County Citizen of the Year in 2009.

LEE R. WARE

FREEHOLDER

Mr. Ware is a resident of Elsinboro Township, serving his 16th year as Free-holder with six years as Director. Mr. Ware serves as Chairman of the Transportation, Agriculture Committee and serves as a member on the Pub-lic Works Committee and Community Services Committee.

Mr. Ware graduated from Woodstown High School, graduate of Glassboro State College (Rowan) where he earned a degree in junior high education, as well as played baseball and went to the College World Series three out of the four years he played. He was a teacher in the Woodstown School system for 38 years. Mr. Ware has been recognized for his coaching achievements being named All South Jersey Coach of the Year twice, and was inducted into the Salem County Sports Hall of Fame, New Jersey Sports Hall of Fame, Rowan University Sports Hall of Fame, Bridgeton Sports Hall of Fame, and the South Jersey Baseball Coaches Hall of Fame. He is in his 42nd year of coaching the “Woodies” and holds the all-time record for coaches in South Jersey with 623 wins to 364 losses. Mr. Ware was selected as the 2016 Leadership Recogni-tion Award Recipient for his achievements as a Coach, Salem County Free-holder, and Retired Educator. Lee is the son of the late Preston and Minnie Ware. Lee and his wife Patty have three children and five grandchildren.

GILDA T. GILL

Salem County Clerk Gilda T. Gill has been affiliated with Salem

County government since 1990 when she served as the first female

Freeholder in the county. Subsequently, she accepted the position of

Clerk of the Board and served until December, 1999. At that time,

Gill was elected as the first female County Clerk in the county and is

currently serving in her fourth term. She began her five decades of

public service in municipal government as a Municipal Clerk and Chief

Finance Officer in Penns Grove, Elsinboro, Lower Alloways Creek and

Pilesgrove.

County Clerk Gill currently participates as a member of the Salem

County Chamber of Commerce; Rotary of Penns Grove; Penns Grove

Carneys Point Women's Club; Marine Corps League, Salem Co De-

tachment; Red Hat Society; the Historical Society of Penns Grove,

Carney's Point and Oldmans Townships; and other professional organi-

zations.

County Clerk Gill attended Salem Community College and Rutgers

University, Camden and is a Certified Public Manager, Certified Fi-

nance Officer and Certified Municipal Clerk.

CONSTITUTIONAL OFFICERS

SALEM COUNTY SHERIFF

CHARLES M. MILLER

(CHUCK)

Sheriff Miller began his law enforcement career as a patrolman with the Salem City Police Department in 1979. In 1984 he was hired by the Salem County Prosecutor's Office as an Investigator. Sheriff Miller continued through the ranks of that depart-ment, eventually being named as Chief of County Detectives.

Sheriff Miller retired from the Prosecutor's Office in 2004 and accepted a position as Security Domestic Planner with the Salem County Department of Homeland Secu-rity. In 2006 Mr. Miller was elected as the Salem County Sheriff.

During his career in Law Enforcement, Sheriff Miller has graduated from the National FBI Academy, the National Sheriffs' Institute, and the DEA Drug Unit Commanders Acad-emy and is a past President of the State of New Jersey Detectives Association. He is also a member of the Salem County Chief's Association, Penns Grove Excelsior Masonic Lodge #54, the Salem County Chapter of the NAACP, FBI National Assoc., FOP Old Oak Lodge #6, St. John’s Episcopal Church (past warden) and the SCVTS Educational Foundation Scholarship Program. Chuck is Past President of New Jer-sey Sheriffs Assn.

During his service to the community, Sheriff Miller has been instrumental in protect-ing the quality of life for Salem County Seniors. He was recently recognized by the NJ State TRIAD as their person of the year.

SALEM COUNTY SURROGATE

NICKI A. BURKE

Nicki A. Burke is serving in her third term as Salem County Surrogate. Prior to her election as Surrogate she served five years as the Deputy Surrogate and is presently serving in her 16th year. She was appointed by the New Jersey Supreme Court to serve on its Judiciary-Liaison Committee in 2009.

Nicki also served as Section Chief for all 21 county Surrogate’s in the state, the first Salem County Surrogate to serve in that position.

As Surrogate, who is by Constitution the Judge of the Surrogate’s Court, is also the Deputy Clerk of the Superior Court, Chancery Division Probate Part, re-sponsible for the administration of the services offered by the Surrogate’s Court. In addition she services as Clerk to Superior Court, Chancery Division, Probate Part and Clerk to Family Part for adoptions.

Matters that are filed through the Surrogate’s Court are: Probate of Wills, quali-fying of Trustees for Testamentary trusts, appointment of administrators of es-tates where no Will exists, a depository for funds awarded to minors through “friendly settlements”, inheritances or as beneficiaries of life insurance proceeds, and Adoptions.

KEVIN CROUCH

Kevin Crouch is a life-long resident of Woodstown. A graduate of Grove City College

with a Bachelor of Arts in Business Administration, he continued his education by attending both Rowan University and Rutgers Center for Government Services. Kevin holds the following pro-fessional licenses: Certified Public Accountant, Certified Municipal Finance Officer, Public School Accountant, and School Business Administrator Certificate of Eligibility. He is a member of the American Institute of Certified Public Accountants and the New Jersey Society of Certified Public Accountants.

Kevin is the managing partner of Crouch & Company, LLC, Certified Public Account-ants in Woodstown. Started by his father in 1974, Kevin is proud to continue the business that he joined in 1993. His primary focus is income tax preparation, payroll services, and inheritance tax compliance. As a past member of the Woodstown-Pilesgrove Board of Education, he chaired both the Policy and Personnel committees. In addition, he served both the Borough of Woods-town and the Township of Alloway as municipal finance officer. He continues his service to local government by providing payroll services to a variety of municipalities and school districts.

Kevin is an active member of the Avalon String Band and participates annually in the Philadelphia Mummers Parade. He has served as the band’s president and business man-ager. Kevin presents regularly at schools and local civic and professional organizations regarding tax compliance and technology implementation within the field of accounting.
