Overview

• Objectives – Fully restore an HH-52A for display in the NASM Udvar-Hazy Center in

2015– If resources permit, restore other aircraft for display in other venues

• Key Factors for Success– Collaborative effort between CGAA and USCG– CGAA providing services via Gratuitous Services Agreement with USCG– Project Management Plan

• Includes ALC Resources, CGAA Volunteers, possibly Contractor Support

– Supported by senior USCG officials and ALC

• Current Status – Best potentially available candidate aircraft identified: CGNR 1426– Actions in progress at CGHQ to obtain aircraft and transport to ALC for

restoration– Transfer to NASM anticipated in 2015

Project Highlights 2005 - Present

• Then Ptero Prez CAPT George Krietemeyer (Ret.) set the founding goal of displaying an HH-52A in National Air & Space Museum

• Ptero CAPT Tom King (Ret.) established interest with NASM and facilitated acquisition of airframes from Aberdeen Proving Grounds

• Then CGAA Prez CAPT Mont Smith (Ret.) successfully promoted Phoenix within the USCG and won broad CGAA membership support

• RADM Bob Johanson (Ret.) has been serving as Project Director since the inception and is working with USCG to ensure success

• Project Kick-Off Completed at ALC

• Fundraising Campaign Started– Current funding level: $150,000– Ongoing solicitation from corporate sponsors and membership

Gratuitous Services Agreement

• Provides that USCG may accept gratuitous services consisting of– Material– Technical Support– Logistics Support

• Establishes collaborative relationship toward mutual goal of USCG and CGAA to restore HH-52A(s) to museum-ready condition

• Establishes that all CGAA services are strictly gratuitous and that all material donated by CGAA to the USCG becomes USCG property

• Duration of agreement “as needed” to complete the project– Either party can terminate the agreement

• Signed by CO, ALC and President, CGAA

Project Management Plan

• Addendum to the Gratuitous Services Agreement

• Establishes Project Phoenix Precept– Promote public recognition and support of USCG roles and missions

• USCG is under-represented at aviation museums nationwide• Project Phoenix will improve visibility of USCG Aviation

– Restoration of one or more HH-52As for NASM or other museums

• Establishes Management and Oversight Agreement– ALC/ATTC responsible for supervision of activities at ALC/ATTC and/or

involving CG property– All volunteers will follow ALC/ATTC procedures and will be coordinated by

ALC/ATTC– Requires a Project Action Plan

• Establishes Project Performance Agreement– ALC/ATTC will provide hangar space, tools, shop capabilities, expendables,

policies, volunteer coordination, training and volunteers– CGAA will provide certain materials and components, technical advice,

research and assistance, administrative assistance, logistics support and volunteers
