The 129th meeting of State Level Bankers’ Committee (Punjab) to review the performance of banks for the period ended June 2014 will be held on 13.08.2014 at 11.00 AM at Hotel Shivalik View, Sector 17, Chandigarh. Following issues shall be taken up for discussions in the meeting:-.

“Sampoorn Vittiyea Samaveshan (SVS)” - Comprehensive Financial Inclusion under Missiion Mode.
Department of Financial Services, Ministry of Finance, Government of India, vide their e-mail dated 26th June 2014 has informed that Prime Minister’s office has asked for preparation of an immediate time bound action plan for 100% Financial Inclusion of all the households across the country. In this regard, a comprehensive Financial Inclusion plan to be launched under the Mission Mode - “Sampoorn Vittiyea Samaveshan (SVS)“ has been prepared.

The plan will be launched on 15th August 2014 and will be implemented in phases in a time bound manner.
In this context, a Special SLBC was convened on 05.08.2014 under the Chairmanship of Dr. Ram S. Sangapure and Madam Vini Mahajan, IAS, Principal Secretary (Finance), Govt. of Punjab was the Chief Guest.
The main action point emerged for LDMs in the said meeting were as under:
1. That LDMs to revisit the allocation of SSAs and Wards allocated to bank and submit duly tallied revised allocation to SLBC on or before 11.08.2014 on the format already with them. (While making reallocation, effort be made that as far as possible minimum changes are made. While allocating the wards in urban centre, the whole ward should be allocated to one bank).
2. Issue of connectivity be taken up with BSNL in the district and name of the areas having problems of connectivity be intimated to SLBC.
3. It was also resolved that Office of the Lead District Manager should be adequately strengthened as desired by DFS, MoF, GoI. LDMs were requested to apprise us the inadequacy, if any for taking up the matter with controlling Heads of Bank having lead Bank responsibility.
Convener Bank has already advised LDMs to send the reply to the above observations by the given date and it was also mentioned that if no information is received by the given date, it shall be presumed that they have nothing to report in the matter and the previous information will be treated as Final.

The main action point emerged for Member Banks in the said meeting were as under:

1. It was confirmed by the member banks that Aadhaar is being accepted as the sole document for opening of new accounts.
2. Hard copy of Aadhaar is not being insisted upon while making the payments of social security schemes. As the Aadhaar number is verified by the concerned department before sending the lists to Banks.
3. It was desired by Principal Secretary(Finance), Govt. of Punjab that Office of Lead District Managers be adequately strengthened as desired by the DFS, MoF, GoI in his letter addressed to CMDs/CEO of commercial Banks.
Convener Bank has already advised Member Banks to confirm that the instructions are percolated at the branch level in respect of point no. 1&2 and in respect of point no 3, member banks to confirm that the LDM office has been adequately strengthened.

Item No. 3 Status report of issues flagged in the 128th
meeting of SLBC held on 21.05.2014 Issues raised & latest Status
Item No.3(i) Roadmap-Provision of banking Services in Villages having population below 2000
Total 10132 unbanked villages in the above population segment in the state have been allocated to various banks. A monitoring and review mechanism has been instituted by DCCs to periodically assess and evaluate the progress made in allotment of villages and achieving the target indicated in the roadmap including the quality Agenda papers of 129thMeeting of SLBC-Punjab Page 3
of services provided by the banking outlets. Banks in the State of Punjab have covered 6689 villages up to 30.06.2014 bank wise progress is as per Annexure 2.During the deliberations in the 2nd Steering committee meeting to SLBC held on 25.07.2014, the representative of RBI, apprised the house that while verifying the actual working of BCs in the field, it has been observed that most of the BC uses the concept of pre funding while making payments to the account holders i.e. they make payment only to the extent credit is available with them. He requested the member banks to take steps to stop this practice in the field. He further advised all the member banks for activating the existing BCs. The representative of Reserve Bank of India advised that Lead District Managers should visit all the BC locations to take a overview about the working of BCs.

During the deliberations in the Special SLBC meeting on CFI held on 05.08.2017, Madam Vini Mahajan, IAS, Principal Secretary (Finance), Govt. of Punjab desired to apprise her the targets for the coverage of remaining villages. Chairman of the meeting apprised her that since as per the Comprehensive Financial Inclusion Scheme of Ministry of Finance all the villages in the State has to be mapped in SSAs and the same has to be covered as per the time schedule fixed by the Ministry of Finance, the bifurcation of villages with less than or more than 2000 population and coverage of the same has no significance.

Item No. 4 Opening of One Bank Account per family in Rural Area and Urban Areas – Allocation of Wards
With a view to achieve the objective of Financial Inclusion and to implement Direct Benefit Transfer Scheme both in Urban and Rural Areas, DoFS, MoF, GoI has been advising the banks to ensure opening of one account per family. Agenda papers of 129thMeeting of SLBC-Punjab Page 4

Member banks are requested to open accounts of the left out families at the earliest for implementation of 100% coverage of all the households in the State.
Item No. 4(i) Opening of at least one account per household
During the deliberations in the 2nd Steering committee meeting to SLBC held on 25.07.2014, the house was apprised of the changed guidelines of DFS, MoF, GoI conveyed in the meeting of SLBC Conveners held on 23.07.2014, vide which it was decided to open at least one account per household. Member banks were requested to take action as per the decision of the Ministry of Finance.
Convener Bank has advised all the LDMs to revisit the ward allocation and inform to the Convener Bank if there is any change and for providing a copy of the wards allotted to banks to the concerned DCO of the banks for implementation of Sampoorn Vittiyeya Samaveshan (SVS) in the State.

Item No. 5 Mapping of Gram Panchayats and Planning for BCAs/ CSCs for Direct Benefit Transfer- Sub Service Area (SSA) Approach.
With the announcement of Direct Benefit Transfer in 43 Districts w.e.f. January, 2013 and in 78 districts w.e.f.01.07.2013 in the country in a phased manner, it has become necessary that comprehensive plan for coverage of the entire country through banking services to enable Direct Benefit Transfer is prepared. District wise list of Mapping of Gram Panchayat as per Sub Service Area Approach have already been completed and sent to Controlling Agenda papers of 129thMeeting of SLBC-Punjab Page 6
Heads of all the Banks. During the deliberation in the Special SLBC meeting held on 05.08.2014, LDMs were advised to revisit the SSAs and send the change if any in allotment of SSAs to the Convener Bank.

Item No. 6 Direct Benefit Transfer (DBT)
Department of Financial Services, Ministry of Finance, Government of India vide their letter no F.No.6/41/2012-FI(Vol.III) dated 1st April 2013 has informed that, the Government has decided to extend the Direct Benefit Transfer Scheme to 78 more Districts w.e.f. 1.7.2013. In the State of Punjab, Barnala & Jalandhar districts have been identified and added for implementation of DBT in addition to the SBS Nagar, Fatehgarh Sahib & Gurdaspur district already identified for implementation of DBT in 1st phase. Detailed instructions have already been mailed to member banks for opening of bank accounts, seeding of Aadhaar and strengthening of banking infrastructure in the districts covered under Direct Benefit Transfer.
During the deliberations in the 2nd Steering committee meeting to SLBC held on 25.07.2014, the house was apprised of the sending of list of beneficiaries by SC Welfare Department Punjab of pre-Matric Scheme for seeding of Aadhaar number of bank account for implementation of the scheme. It was also informed that department is not providing exact 16 digit number in many accounts, as a result the same cannot be seeded by LDMs/Banks. The representative of Department of Social Security Women & Child Welfare was requested to ensure that in the lists sent to the LDMs for seeding of Aadhaar number, 16 digits account number be provided invariably.
Controlling Heads of Concerned Banks and LDMs are requested to ensure seeding of Aadhaar number with bank account for implementation of DBT Scheme in the State.

Item No. 7 Unique Identification Authority of India - Seeding of Aadhaar Number in Bank Accounts of DBT/DBTL Beneficiaries
During the deliberations in the 2nd Steering committee meeting to SLBC held on 25.07.2014, the house was apprised of guidelines of Department of Financial Services, MOF, GoI regarding seeding of Aadhaar Numbers in CBS for LPG Subsidy, Seeding of the Bank Accounts with Aadhaar Number & Validity of E-Aadhaar as proof of identity. The representative of UIDAI informed the house that Aadhaar has been seeded in 38% of bank accounts and 50% of DBTL accounts. He apprised the house that the detail of Aadhaar seeded accounts is readily available at http//auth.igate.com/ PNGPMIS/ AadhaarseedingExt.htm which is a public domain site and anybody can view the same.
Controlling Heads of all the banks are requested to advise branches under their control to seeding of Aadhaar number for implementation of other schemes of Govt. of India.
Item No. 8 Charges from KCC applicants by Bank advocates.
During the deliberation in the 128th meeting of SLBC held on 21.05.2014 the house was apprised of a VIP-Reference addressed to Hon’ble Finance Minister received through Reserve Bank of India vide which they have informed that advocates are charging Rs.1500-2000 from the each farmer while issuing Kissan Credit Card (KCC). These charges should either be borne by the bank or waived as farmers have already mortgaged the land and mutation stands Agenda papers of 129thMeeting of SLBC-Punjab Page 8
entered in favour of bank and there is enough security available to the bank. The house decided that the issue be discussed in the Sub-Committee meeting to SLBC.
In the Sub-Committee meeting to SLBC held on 16.06.2014, it was resolved that Advocate Fee be paid by bank direct to advocate to obviate chances of overcharging from farmers and Convener bank should write to the controlling heads of all the banks that these charges should be rationalized and there should not be any disparity in charging of fees by advocated in KCC accounts.
During the deliberations in the 2nd Steering committee meeting to SLBC held on 25.07.2014, the house was informed about the decisions taken in the Sub-Committee meeting to SLBC wherein the issue was discussed threadbare. After deliberation it was decided that an amount of Rs.1100/- as one time advocate fee be charged for issue of NEC in case of Kissan Credit Card. It was also decided that the said fee be paid to the advocate by debiting account of the borrower and farmer should not be asked to go to the advocate.

Item No. 9
Installation of Onsite ATMs in all Branches of PSBs/ RRBs and issuance of Debit Cards to all account holders in identified districts for Direct Benefits Transfer
In view of the roll out of the Direct Benefit Transfer, it is important that the 43 districts of Phase-I and the 78 districts of Phase-II are taken up on priority for installation of ATMs. Banks operating in the identified districts were requested to install onsite ATMs.
The District wise/ Bank wise position in the State is enclosed as per Annexure-3.

The Controlling Heads of the Banks are requested to ensure installation of ATMs as per instructions of Ministry of Finance.
Item No. 9(i) INSTALLATION AND MANAGED SERVICES OF CASH DISPENSERS (CDs) – CONVEYING DETAILS TO SLBC CONVENERS AND STATE LEVEL HEADS.
Department of Financial Services, Ministry of Finance, Government of India vide its letter dated 04.08.2012 addressed to CMDs of all the Public Sector Banks has advised for outsourcing of installation & managed services of Cash Dispensers on geographical cluster basis. In the cluster comprising State of Punjab & J&K, Union Bank of India has been advised for installation and managing services of Cash Dispenser through M/S FIS Payment Solution and Services India Pvt. Ltd.
Bank wise report for progress of installation of ATMs up to June-2014 is as per Annexure-4.
Controlling heads especially of Union Bank and other banks/LDMs are requested to take steps for installation of CDs as per the schedule.
Item No. 10 Progress Report of Financial Literacy Centres (FLCs)
The consolidated performance of the FLCs up to June-2014 is as per Annexure-5 & 5(a).

During quarter ended June-2014, 6626 persons availed indoor services from Financial Literacy Centres working in the State of Punjab.
During the quarter ended June-2014, 368 outdoor activities were undertaken in which 12506 persons participated in these activities by Financial Literacy Centres in the State.
Individual centre wise analysis reveals that the functioning of the centres at Fatehgarh Sahib, Faridkot, Ropar, Pathankot requires more publicity.
During the quarter ended June-2014, 4501 Financial Literacy Camps have been organized by rural branches in the State of Punjab in which 36594 persons participated.
The House may review the performance of FLCs.
During the deliberations in the 2nd Steering committee meeting to SLBC held on 25.07.2014, Shri Chalia, GM, NABARD, apprised the house that NABARD is reimbursing 60% of the cost of holding camps at rural branches subject to maximum ceiling of Rs.6000/-. He requested controlling heads of all the banks to send the proposal for holding camps at rural branches.

Item No. 10(i)
Opening of Financial Literacy Centres (FLCs) at block level.
In the comprehensive Financial Inclusion of Ministry of Finance, under the Mission Mode one of the six pillars is to extend opening of FLCs at block level. Convener Bank proposes following targets for opening of FLCs at Block Level:-
30%of targets up to September 2014,

70% of targets up to December 2014 and Remaining 30% to be covered by March 2015.
During the deliberations in the Special SLBC meeting on CFI held on 05.08.2014, the house was informed about the allocation of targets for opening of FLC at Block level. Dr. Rakesh Gupta, GM, PS&LB, HO, apprised the house that convener bank has already issued circular for opening of FLC at Block level. He requested Madam Vini Mahajan to provide the space preferably at BDO office for opening of FLC at Block level. Madam Vini Mahajan, IAS, Principal Secretary (Finance), Government of Punjab, requested Shri Jaspal Singh, IAS, Secretary (Expenditure) & Director (IF&B) to take up the matter with Rural Development Department for providing space for opening of FLCs at block level.The representative of Department of Institutional Finance and Banking to apprise the house about the latest in the matter and Controlling heads of banks are requested to ensure opening of FLCs at Block level as per the targets given.
Item No. 11 Setting up of Rural Self Employment Training Institutes (RSETIs)
19 RSETIs are operating in the State of Punjab which includes RSETIs at Dhudike (District Moga) sponsored by PNB and Tappa Mandi in Barnala District sponsored by Canara Bank. Allotment of land is pending at Gurdaspur, Hoshiarpur, Jalandhar, Tarn Taran, Pathankot & Fazilka. RSETIs are not operating at Fazilka, Pathankot, Tarn Taran, Gurdaspur & SBS Nagar.
(Performance of the RSETIs functioning in the State up to June-2014 & status of land allotment is given on Annexure-6 & 6-a.)
From the data on progress of RSETIs up to June-2014, it has been observed that:-

1108 training programmes of skill development were organized wherein 30157 trainees participated.
6777 trainees were financed by the banks to start their Enterprises and 8260 trainees set up their enterprises through owned funds.
Out of total 30680 trainees, 19046 were from SC/ST category, 3354 from OBC, 684 from minority and 7596 were from other categories.
24389 Women and 181 Handicapped persons were also provided training for self-employment.
The representative of Department of Rural Development is further requested:
1. To get the process of approval of RSETI Building plans by the DTPs expedited as the construction work of RSETI is getting delayed.
2. State Govt. to ensure release of funds for reimbursement of training expenses for BPL families in time bound manner.
3. State Govt. to organize Appreciation Workshop of RSETI Directors and APOs of DRDAs for two days at the State HQ.

During the deliberations in the 2nd Steering committee meeting to SLBC held on 25.07.2014, Shri H S Sahal, State Coordinator of RSETI reviewed the progress of RSETI in the state and has raised the following issues:
1. Conducting of Appreciation Workshop by SRLM, Punjab for RSETI Directors and APOs, DRDAs, SPMs, SRLMs as the same has not yet been organized during the last two years.
2. Allotment of land is pending at Gurdaspur, Hoshiarpur, Jalandhar, Tarn Taran, Pathankot & Fazilka.

3. Approval for opening of RSETIs at Pathankot, TaranTarn, SBS Nagar & Fazilka.
4. KVIC and DIC to sponsor PMEGP cases for training in RSETIs as other states like Odisha has done through a separate communication to all the concerned Agencies.
5. Similarly, SRLM to sponsor SHGs members for training at RSETIs.
6. To review the progress of RSETIS and to sensitize the Directors of RSETIs, SLBC to hold the meeting of Directors of RSETIs.
Shri Sahal further showed his concern that the State Govt. has not yet waived the CLU/Map approval fee charges and the same is pending at Chief Town Planner office.
The representative of Department of Rural Development may apprise the house of the latest developments in the matter of allocation of land in the remaining Districts namely Gurdaspur, Hoshiarpur, Jalandhar, Tarn Taran, Pathankot & Fazilka for setting up of RSETIs. Where possession of allocated land has not taken by bank, controlling heads to apprise house of the reasons for the same and date by which they will accomplish the task.
Item No. 12 Constitution of Sub-committee for Stamp duty on SHG/JLG, Mutation fees on properties & Pension issue.
During the deliberation in the 128th meeting of SLBC held on 21.05.2014 the house approved the constitution of Sub-Committee on the captioned matters. According the meeting of the Sub-Committee was convened on 16.06.2014. The minutes of the Agenda papers of 129thMeeting of SLBC-Punjab Page 14
meeting was circulated among all the member banks and the same is again enclosed as per Annexure-7.

Convener Bank has received a copy of the letter from Revenue Department, Government of Punjab, addressed to all the Deputy Commissioners in the State in respect of entry of Equitable Mortgage in the Revenue record-Charging of Suvidha fee therein. The same is enclosed at Annexure-8 for information of the house.
Item No. 13 Measures to to computerized Land Records by State Government.
The project launched by Revenue Department of State Government for computerization of land records, envisages for opening of Fard Kendra at each Tehsil and Sub-Tehsil level. Revenue Record like Jamabandi, Mutations, Rapats Roznamchas etc. of all the villages of that Tehsil/Sub Tehsil will be fed into the computer. As of now, 161 out of 167 Fard Kendras have been operationalized and record of about 12,285 villages has been computerized. Copy of Record of Rights is being issued from the operationalized Fard Kendras on the spot. Further the Department has planned to put the land records on internet so that people are able to view their Jamabandis etc. sitting at home only. The data of live Fard Kendras of all the Districts has been put on the web. A provision has been made to point out the errors in the Land Records through web.
Department of Institutional Finance and banking vide their letter dated 23.06.2014 requested the CGM NABARAD for sending them the copy of the notifications issued by other states regarding authenticity of land record taken online. During the deliberations in the 2nd Steering committee meeting to SLBC held on 25.07.2014, the representative of NABARD provided the copy of the notification to Agenda papers of 129thMeeting of SLBC-Punjab Page 15
representative of DIF&B requesting them for further necessary action in the matter.
The house was also apprised of the meeting of the Sub-Committee on 23.04.2014 wherein it was desired that in column no 14 access to the bankers be provided for making necessary noting for creation of charge. Shri Inderjit Singh, Joint Secretary, Revenue Department, Govt. of Punjab, informed the house that the process of giving access to the bankers is under consideration of the department and their department is also studying the Karnataka Bhoomi Model in this respect and progress will be apprised shortly. NABARD has provided the copy of the notification of the Kartaka Govt. to Department of Institutional Finance and Banking as desired by them.
The representative of Department of Revenue/DIF&B is requested to apprise the house latest position in the matter.
Item No. 14 Electronic Benefit Transfer (EBT) for Government Schemes
During the deliberations in the 128th meeting of SLBC held on 21.05.2014, the house was apprised of the decision of the State government for implementing EBT by adopting “one District One Bank Model” and it was also informed that the Convener Bank has opted for Mohali district for implementation of EBT on the basis of “one District one bank Model”. The representative of Department of Social Security women and Child Development informed the house that they have received the proposal and State Govt. will decide it.
In the 2nd meeting of Steering Committee held on 25.07.2014, Shri Harpal Singh, Field General Manager and Convener SLBC apprised the house that in the recently convened meeting of SLBC conveners by DFS, MoF, GoI at New Delhi on 23.07.2014, it was clarified that model adopted by the Central Govt. for various schemes has to be applied by the State Governments in all the schemes.

Director IF&B, apprised the house that the State Govt. is considering allotting Districts to Public Sector Banks on the basis of ‘One leader bank many banks model’ for implementation of EBT in the State. He apprised the house that a meeting will be called shortly in this respect wherein the allotment of Mohali district to Convener Bank will be considered. Dr. Ram S Sangapure, ED, PNB, and Chairman of todays meeting requested Secretary Expenditure to synchronize the social security schemes (EBT scheme) with DBT Scheme of the Central Government so that the accounts opened for implementation of Comprehensive Financial Inclusion become viable.
The representative of Department of Social Security Women & Child Development /IF&B is requested to apprise the house the position in the matter.
Item No.15 Progress under Debt Swap Scheme.
At least 3% of disbursement of agriculture credit during the year is to be earmarked for giving loans under “Debt Swap Scheme”.

Credit Deposit Ratio – Implementation of the Recommendations of Expert Group on CD Ratio
As per the recommendations of an Expert Group constituted by GOI under the Chairmanship of Shri Y.S.P. Thorat, a Special Sub-Committee (SSC) of District Level Consultative Committee (DLCC) was to be constituted in districts with CD Ratio of less than 40%, for drawing up “Monitorable Action Plans” (MAPs) to increase the CD Ratio on a self set graduated basis. Concerned LDM of the district will be convener of SSC with DCO, DDM, NABARD, LDO, RBI and District Planning Officer as its members.
CD Ratio of 4 districts i.e. Hoshiarpur, Jalandhar, Kapurthala and Nawanshahr as at September 2005 was below 40% and Special Sub Committees (SSCs) of District Level Consultative Committee (DLCC) were constituted in these districts. Observations:-
The CD Ratio (including NRI deposits) has increased in Kapurthala and Nawanshahar district and the same has decreased in other two districts. The CD ratio net of NRI deposits increased in Kapurthala, Nawanshahar & Hoshiarpur Districts whereas the same has declined in Jalandhar Districts.
The concerned LDMs are requested to continue to review the CD Ratio in the meetings of Special Sub Committee of DCC so as to reach the next target of CD ratio as envisaged under Monitorable Action Plan.

infrastructure. When this amount of RIDF is added to the credit provided by banks and the CD Ratio is calculated on the basis of Credit Utilization (Cu) + RIDF, the same works out to 77.65%.

During the period under review, Priority Sector Advances in Punjab grew by ` 12287 crore, from ` 84703 crore as at June-2013 to `96990 crore as at June-2014 thus showing a growth of 14.50% as against an increase of ` 14368 crore or 20.42% during the corresponding period previous year. The share of incremental PS advances to incremental advances during the period under review is 67%.

Review of National Goals
As per guidelines of RBI, banks are required to achieve National Goals on Adjusted Net Bank Credit (ANBC) as at the end of previous year instead of NBC and for calculation of ANBC the outstanding FCNR (B) and NRNR deposit balance will no longer be deducted for computation of ANBC, which now will be Bank Credit plus investments made in non–SLR bonds under HTM category. It may be difficult for banks to arrive at such figures at State level and as such the review of National Goal is made on the basis of Net Bank Credit as at the end of previous year, which means gross credit minus inter bank credit.The comparative position relating to achievement of National Goals in the State is given below:-

Item No. 19
Rajiv Rinn Yojna (RRY).
The Ministry of Housing and Urban Poverty Alleviation (MH&UPA), Government of India has designed a Revised Interest Subsidy Scheme-named as Rajiv Rinn Yojana (or Rajiv Loan Scheme), as an additional instrument for addressing the housing needs of the EWS/LIG segment in urban areas. The Scheme envisages the provision of a fixed interest subsidy of 5% (500 basis points) on interest charged on the admissible loan amount to EWS and LIG segments to enable them to buy or construct a new house or for carrying out addition (of a room/kitchen/toilet/ bathroom) to the existing building.
RRY has been formulated by modifying the Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) piloted in the 11th Plan period with enhanced scope, coverage. Detailed guidelines of Rajiv Rinn Yojana are uploaded on the Ministry’s website www.mhupa.gov.in.
The overall target for the 12th Plan period is 1 million dwellings across the country and for the current financial year, countrywide target of 2.5 lakhs dwellings has been fixed. Based on the criteria of Percentage Share of the Urban Population/Urban Housing Shortage, the target for the State has been fixed for 6000 Dwellings.

National Rural Livelihood Mission (NRLM)-Implementation in the State of Punjab
It has been informed by Rural Development Department, Govt. Of Punjab, that since SGSY scheme has been merged with newly started scheme NRLM, so as per the directions of MORD no new SHG group are to be formed under SGSY scheme w.e.f 31st March 2013 and data reporting also does not get generated online. In view of the transition phase of SGSY to NRLM, no targets were given by the State Govt. The scheme is being implemented in 14 blocks of 5 districts i.e. Patiala, Gurdaspur, Sangrur, Kapurthala, & Ferozepur on pilot basis. The performance of these 5 districts is as per Annexure 18.

State Urban Development Authority, Punjab has informed that Ministry of Housing & Urban Poverty Alleviation, Govt of India has launched National Livelihoods Mission (NULM) which will replace the existing Swarana Jayanti Shashri Rozgar Yozna (SJSRY) during the 12th Five Year Plan. However,the Scheme may be implemented effective from financial year 2014-15 ( 1st April 2014).

The perusal of district-wise progress up to June-2014 under ACP 2014-15 is given at Annexure 22 which reveals as under:-
The overall targets have been exceeded in 13 districts i.e. Barnala, Bathinda, Faridkot, Fazilka, Ferozepur, Gurdaspur, Kapurthala, Mansa, Moga, Muktsar, Nawanshahar, Pathankot & Patiala and missed by varying margins in other districts.
Similarly, the targets under Agriculture & Allied Sector have been achieved in 15 districts i.e.Barnala, Faridkot, Fatehgarh Sahib, Fazilka, Ferozepur, Gurdaspur, Jalandhar, Kapurthala, Mansa, Moga, Muktsar, SBS Nagar, Pathankot, Patiala & Sangrur and missed by varying margins in other districts.
The targets under MSE Sector have been exceeded in 5 Districts i.e. Amritsar, Fazilka, Bathinda, Faridkot & Moga varying margins in remaining districts.
Likewise, the targets under Education loans have been achieved in 3 districts only i.e. Hoshiarpur Pathankot & Ropar districts & missed by varying margins in remaining Districts.
The targets under Housing Sector have been exceeded in 2 Districts only i.e. Hoshiarpur & Ropar districts & missed by varying margins in remaining districts.
The targets under Other Priority Sector have been achieved in 7 Districts i.e. Amritsar, Bathinda, Faridkot, Ludhiana, Mansa, Moga & Muktsar & missed by varying margins in remaining districts.

As against target of ` 10973 crore under agriculture sector, Commercial Banks, have disbursed loans amounting to `10093 crore. The achievement works out to 92%.

RRBs have disbursed loans amounting to ` 1642 crore under agriculture sector as against target of ` 1221 crore, thus showing achievements of 134%.
Cooperative Banks have disbursed loans amounting to ` 5931 crore against targets of ` 5755 crore. The achievement comes to 103%.
MSE Sector
As against target of ` 4436 crore under this sector, Commercial Banks have disbursed loans amounting to ` 2431 crore. The achievement comes to 55%.
As against target of ` 761 crore under this sector, Private Sector Banks have disbursed loans amounting to ` 1337 crore. The achievement comes to 176%.
RRBs have disbursed loans amounting to ` 9 crore under this sector as against target of ` 21 crore, the achievement comes to 44%.
Cooperative Banks have disbursed loans amounting to `3778 crore against target of ` 5218 crore the achievement comes to 72%.
Education
As against target of ` 492 crore under this sector, Commercial Banks have disbursed loans amounting to ` 217 crore, the achievement comes to 44%.
As against target of ` 50 crore under this sector, Private Sector Banks have disbursed loans amounting to ` 32 crore, the achievement comes to 64%.

RRBs have disbursed loans amounting to ` 13 crore under this sector as against target of ` 16 crore, thus achieving the target by 80%.
Cooperative Banks have disbursed loans amounting to ` 13 crore against target of ` 83 crore, thus achieving the target by 16%.
Other Priority Sector
As against target of ` 1686 crore under this sector, Commercial Banks have disbursed loans amounting to ` 1454 crore, the achievement comes to 86%.
As against target of ` 252 crore under this sector, Private Sector Banks have disbursed loans amounting to ` 372 crore, the achievement comes to 147%.

Ministry of Food Processing has launched new centrally sponsored National Mission for Food Processing with an objective to augment food processing capacity and to raise the standard of food quality, safety and hygiene beside other objectives.

Indira Gandhi Matritva Sahyog Yojana (IGMSY)
Indira Gandhi Matritva Sahyog Yojana (IGMSY) is a flagship program of the Government of India introduced in 2010 under the Ministry of Women and Child Development. It is a conditional cash transfer scheme that targets pregnant and lactating women 19 years of age and older who have had two children. Its goal is to partly compensate them for wage-loss during childbirth and childcare and to provide conditions for safe delivery and good nutrition and feeding practices. IGMSY provides financial assistance as grant-in-aid to state governments. The cash benefit transfer to be made through Aadhaar in two districts in the state i.e. Amtitsar and Kapurthala. The linkage of beneficiaries with their Aadhaar nos. is to be done in these districts with their respective LDMs. For this, a letter had been issued (S-7(ICDS/2014/14916) on 19.05.2014. The lists of beneficiaries for both the districts are shared by the department with the LDMs which is required to get seeded at the earliest.

Credit to Micro, Small & Medium Enterprises (MSME)
Reserve Bank of India vide circular RPCD.SME & NFS.NO. BC.90/ 06.02.31/ 2009-10 dated 29th June 2010 read with extant instructions contained in para 1.3 and para 2.1.3 of the Master Circular on lending to Micro, Small and Medium Enterprises (MSME) banks are advised to ensure that:
a. 40% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery upto ` 10 lakh and micro (services) enterprises having investment in equipment up to ` 4 lakh.
b. 20% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery above ` 10 lakh and up to ` 25 lakh and micro (services) enterprises with investment in equipment above ` 4 lakh and up to ` 10 lakh. (Thus 60% of MSE advances should go to micro enterprises).
In terms of the recommendations of Prime Minister’s Task Force on Micro, Small & Medium Enterprises (MSMEs) under Chairmanship of Shri TKA Nair, the banks have been advised as under:-
Achieve a 20% Year on Year growth in credit to micro and small enterprises to ensure enhanced credit flow,

The allocation of 60% of MSE advances to the micro enterprises is to be achieved in stages viz. 50% in 2010-11, 55% in the year 2011-12 and 60% in the year 2012-13,
Achieve a 10% annual growth in number of micro enterprise accounts.
It is further advised that banks should open more SME focused branch offices at different MSE clusters which can also act as Counseling Centers for MSEs. Each Lead Bank of a district may adopt at least one MSE cluster.

Observations :
In the State of Punjab, banks have provided credit to the tune of ` 41256 crore to 366524 Micro & Small units up to June-2014 as against ` 32452 crore to 304094 units as at June-

2013. The annual growth in number of micro enterprises accounts is 20.53% against the target of 10%.
The YoY growth of credit to MSEs is 27.12% against the target of 20%.
The share of advances to micro enterprises to total MSE as at June-2014 is 42% against stipulated level of 60% required to be achieved for 2012-13.
The Controlling Heads of Banks are requested to take further steps for enhancing MSEs outstanding as also the share of advances to Micro Enterprises from Micro & Small Enterprises so that the stipulated level of 60% is achieved.

During the period upto June-2014, 3071 Urban/ Semi Urban branches of banking system in Punjab have financed 23764 new accounts under SME sector.
The per branch new SME account comes to 7.74 as against annual target of 5 cases per branch.

Banks have provided loans up to ` 10 lakh to 8922 MSE units during the quarter ended June-2014, out of which collateral free loans have been provided to 7511 units which means the coverage is 84%.
As per extant guidelines, all loans upto ` 10 lacs to SME are mandatorily to be given without taking any collateral security.
Some banks namely OBC, UCO Bank, Andhara Bank, BOM,Canara Bank, IOB, Syndicate bank,UBI, IDBI Bank, HDFC Bank, have not ensured 100% loans in this category are collateral free.

Observations
As many as 942 cases filed under State Recovery Acts involving a sum of ` 2266.71 lakh are lying pending with Recovery Officers. 667 RCs with amount outstanding to the tune of ` 1563.98 lac are pending for more than 1 year. The pendency in respect of RCs for more than One year is mainly in respect of Amritsar, Bathinda, Ferozepur, Muktsar & Tarn Taran Districts and of Punjab National Bank, P&SB, OBC, SBI, SBOP, Central Bank & Punjab Gramin Bank.
Revenue Department is requested to expedite recovery in pending cases.

Item NO. 31 Punjab Sarv Sehat Bima Yojana-Implementation.
In order to provide cashless health insurance to entire population in the State, Department of Health and Family Welfare, Punjab is implementing Punjab Sarv Sehat Bima Yojana in the State and DIF&B is the Nodal Agency for implementation of the scheme.
A meeting of controlling heads of banks having lead bank responsibilities, insurance companies and representative of Department of Health and Family Welfare, Punjab was organized by Department of Institutional Finance and Banking and convened on 08.07.2014.
The representative of Deptt of IF&B is requested to apprise the house about the latest position in this respect.

Item No.32 Financing of Tenant Farmers / Oral Lessees and Share Croppers
NABARD has informed that Andhra Pradesh State Govt. has recently promulgated an ordinance titled ‘Andhra Pradesh Land Licensed Cultivators Ordinance 2011” to facilitate financing of tenant farmers, oral lessees and share croppers by financial institutions. The ordinance envisages issuance of ‘Loan and Other Benefits Eligibility Cards’ to tenant farmers, oral lessees and share croppers to access credit from the Public Financial Institutions and to claim benefits of input subsidy, crop insurance compensation for damage to crop and for matters connected therewith or incidental thereto.
Such an initiative would lead to smoothening the process of access to the formal credit delivery system by tenant farmers/oral lessees/share croppers, etc. thereby helping the JLG programme to scale new heights.
The representative of Agriculture/IF&B Department is requested to apprise the house latest position in the matter.
In the 2ndSteering Committee meeting to SLBC held on 25.07.2014, the representative of RBI apprised the house that Reserve Bank of India has already issued instructions to the Controlling Heads of all the banks vide their circular letter no. RPCD.PLFS.BC.No.22/05.04.02/2008-09 dated August 26, 2008. He requested all the member banks to go through these instructions and make advance under the scheme.

National Handicapped Finance and Development Corporation (NHFDC)
Ministry of Social Justice & Empowerment, Government of India as informed that NHFDC functions as an apex Institution for promoting economic development activities and self-employment ventures for the benefit of persons with Disabilities
(PwDs). The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.
NHFDC has recently tied-up with 3 Public Sector Banks (Bank of Baroda, Andhra Bank & IDBI Bank) and 24 Regional Rural Banks for flow of collateral free concessional credit (interest rate of 4-8% per annum) to PWDs for self employment under credit guarantee scheme of Government of India. These banks will also extend education loans to eligible students with disabilities for higher education in India or abroad at an interest rate of 3.50 – 4% per annum only. Other members banks are requested to sign similar agreement with NHFDC for flow of concessional credit to PWDs.

During the deliberation in the 2nd Steering Committee meeting to SLBC, the representative of the Department informed that Indira Gandhi Matritva Sahyog Yojana (IGMSY) is a flagship program of the Government of India introduced in 2010 under the Ministry of Women and Child Development. It is a conditional cash transfer scheme that targets pregnant and lactating women 19 years of age and older who have had two children. Its goal is to partly compensate them for wage-loss during childbirth and childcare and to provide conditions for safe delivery and good nutrition and feeding practices. IGMSY provides financial assistance as grant-in-aid to state governments. The cash benefit transfer to be made through Aadhaar in two districts in the state i.e. Amtitsar and Kapurthala. The linkage of beneficiaries with their Aadhaar nos. is to be done in these districts with their respective LDMs. For this, a letter had been issued (S-7(ICDS/2014/14916) on 19.05.2014. The lists of beneficiaries for both the districts are shared by the department with the LDMs which is required to get seeded at the earliest.
The representative of Department of Social Security and Child Development and concerned LDMs are requested to apprise the progress in the matter.

Observations:-
Banks during the quarter ended June-2014 have opened 302967 “Basic Banking Accounts” having balance of ` 40872 lakh.
Banks during the quarter ended June-2014, have issued 2285 GCCs amounting to ` 609 Lakh.
In view of the importance of “Financial Inclusion” the Controlling Heads of banks are requested to issue instructions to the concerned quarters for bringing the underserved section of the society to the bank’s fold by opening of “Basic Banking Accounts” and/or issuing of cards under GCC scheme.

Providing Saving-cum-OD Account Facility to other families living in Rural Areas having no Land
The Secretary, Department of Financial Services, Ministry of Finance, Govt. of India vide his DO letter no. 1 (4) 2011 dated 07.09.2011 advised certain action points with regard to lending under Priority Sector and one of the action point was that each bank will work out a scheme if none exists, for giving Saving cum OD Account to other families which do not have any land and live in the Rural Area. This account should have an OD limit of ` 10,000/- against the personal guarantee of the villager and the villager should be able to use the bank account for Savings or meeting the requirements of consumption purposes on a need based basis and use the OD.
Controlling heads of all the banks to kindly take steps to implement the above facility as desired by the Ministry of Finance.

Highlights From 1st April 2014 to 30th June 2014, the Commercial Banks
have sanctioned 65964 Kisan Credit Cards amounting to ` 3443.60 crores and disbursement has been completed in 65803 cases to the extent of ` 3286.28 crores. In addition to this, during the same period, Cooperative Banks have sanctioned 3550 Kisan Credit Cards amounting to ` 32.62 crores.
Since inception of the scheme, Commercial and Cooperative Banks jointly have sanctioned kisan credit cards to 3391953 farmers amounting to ` 71589.25 crores in the State, out of which disbursement has been made to farmers to the tune of ` 69399.65 crores. On cumulative basis, there are 1903387 outstanding KCCs amounting to ` 39115.30 crores as at 30.06.2014.

Highlights
During the quarter ended June-2014, banks have sanctioned loans amounting to ` 1305.23 crore to 7501 SSI units. Out of these, loans amounting to `861.43 crore have been sanctioned to 4112 SSI units as per Nayak Committee Norms. It reveals that while assessing the credit requirements of SSI units requiring funds up to ` 5 crore, Banks have applied norms based on Nayak Committee recommendations in 55% of cases. The feedback from Banks also indicates that in remaining cases the borrowers were not willing to avail the credit limits as per Nayak Committee Recommendations, due to the turnover of current assets being high and/or higher level of creditors.
