FORWARD

Here is proposed establishment of a participatory developmental scheme for Rift Valley Community and beyond, based on public – private partnership principles, with the public partner subsidizing the investment operational costs of the private investors for a tune of up to 30%. It is aimed at socio-economic development and promotion of social integration & cohesion in Rift Valley Community and beyond. Conceptualization of the scheme has been catalyzed by practical experience in the side of Rift Valley Community members - in terms of difficulty in securing employment/investment opportunities, high cost of consumer goods/food, poor farm production, lack of beneficial market for farm produce, constraints in public amenities and continuous uncontrolled subdivision of agricultural land due to population expansion. The economic strategic plan is based on sustainable up-scaling of the millennium village project to regional level and the economic transformation programs of Malaysia, Singapore and China. The constitution of Kenya, successful millennium village projects reports - sustainable and scaling the millennium villages: moving from rural investment to national development plans to reach the MDGs, sessional paper no. 3 of 2009 on national land policy, mutual consultations, news rooms & newspapers and other literature resources informed the development process.

The proposed developments are modeled on the Nairobi Metropolitan Development Authority (NMDA) structures proposed by the ministry of Nairobi Metropolitan Development - Kenya, and the currently up-coming public and private sector developed dynamic and mixed-use cities and resorts exemplified by Kilamba Kiaxi - Angola, Konza Technology City www.konzacity.co.ke , the famous Tatu City www.tatucity.com, Sergoit Golf & Wildlife Resort www.sergoit.co.ke, Migaa www.migaa.com and Thika Greens’ residential resort www.thikagreens.co.ke. Such developments indicate the direction of investment opportunities and wealth creation. All participatory socio-economic development scheme like the one proposed here enhances human dignity, equity, social integration, social justice, inclusiveness, equality,

Most of agricultural lands in UCRV will have been consolidated via “P-P-P Co.-use-my-lands-for-25years-we-annually-equitably-share-the-accruing-profits-negotiated-contracts” and operated as large-scale commercial agro-production estates by RVDA’s P-P-P agro-companies employing 6-12 million Kenyans and 0.6-1.2 million Israeli expatriates; As a fact, residents of United Counties of Rift Valley (UCRV) will enjoy equal infrastructural development and standards of living as citizens of the United States of America (USA) and of United Arab Emirates (UAE). We have to accept to increase our public debt to GDP ratio to similar levels with developed nations like USA (103%) and Japan (230%); the upper ceiling be 120%±20%, and 50% (KSH 2.1915 – 3.0681 trillion) of the new loans be equitably shared out to County governments: should we continue to suffer in poverty & unemployment and there are public debt powering developed nations’ booming economy? Why allow the developed USA & Japan to have more public debt to GDP ratio and not allow the underdeveloped Kenya? Yet we have oil, natural gas, coal and other mineral resource reserves worth over Kshs 50 trillion and we are heavily taxed, wouldn’t these comfortably service the international loans?

The proposed logo is modeled on athlete’s talent and emphasizes the presence of talent bestowed upon everyone by God and the need for such talent to be properly utilized for the good of communities and protection of dignity of life for everyone. In this respect, one’s visions & ideas for prosperity should be extended to prosper all as the anonymous saying “wealth doesn’t start with cash; it starts with vision, ideas and information”. Is it the fulfillment of prophecies? Upon completion of writing-up of the proposed RVDA/UCRV Economic Revolution 2013-2023, and while one of the authors was listening to a Kenyan local vernacular FM radio station, he came to understand that Nandi/Kalenjin people were previously under curse that lasted over 100 years. The curses were pronounced when the members of the Nandi/Kalenjin people unfortunately killed their spiritual leader and deed some unfortunate wrong-deeds to their spiritual leader’s family members. The curse involved bringing foreign people to the Nandi/Kalenjin ancestral lands; they were/are to come and dominate, deprive them of; and impoverish them. He also learned that the Nandi/Kalenjin had recently rightfully sought for forgiveness for the unfortunate wrong-deeds and that they were truly forgiven, hence were free from the curse and were free to receive God’s promises that were equally pronounced many years ago; some in fact, were pronounced over 100 years ago. With this knowledge the authors decided to consult elders on Nandi/Kalenjin history, cultural heritage and prophecies, and researched on the relationship between the Nandi/Kalenjin cultural heritages, Israeli history and religious beliefs i.e. Biblical information. In concluding the findings is a number of questions: Is the proposed RVDA/UCRV Economic Revolution 2013-2023 the route/way/means/blueprint/strategy to the prophesied prosperity? Is it the fulfillment of some prophecies by itself? As you consult the elders on these questions, let us review some of the prophecies:

Does it mean the next president of Kenya is the prophesied leader of the land who is said to bear star in his/her face? Is the star actually signifying anointing oil which God anointed the leader with and the holy spirit and power he/she will be given for use in spearheading all that a pertains to the year of Jubilee i.e. kibole Bobat Kibet kobole Mogogiet Some? Does it mean the fourth president-to-be once he/she receives the Holy Spirit he/she will immediately move throughout the land announcing the Year of Jubilee (Leviticus 25: 10) as if he/she has overnight turned into a spiritual leader/pastor? Does this mean the people who planned and implemented their plans to create conflict between the people of Rift Valley and Luo Nyanza new about the prophecy, and thus were trying to defeat the delivery of God’s promise to his chosen people that he made through cultural prophets? Can any human being defeat God? age) and the highly educated mid-aged leaders of age 35 – 45 years? Are these the leaders who are to be elected in Rift Valley in the next general election? Are they the one who will bring us the prophesied prophecy and the expansion of the ancestral lands as it were before colonization of Kenya – where children are owned and provided for by the whole community and not his/her nuclear family only as it is now? Does it mean the foreign strategic investors will institute strict security policy that will not allow

Does it mean we know not how the prophesied prosperity that includes Chepkoilel will come to be fulfilled, and that God will let us know at the right time? Does it mean here-in we are being shown the way the prophesied prosperity and anointed leadership are to come to reality? Is the Proposed Rift Valley Development Authority – RVDA the prophesied means to the fulfillment of the prophecy? Does the proposal clearly outline in the necessary detail how all the relevant prophesies are to be fulfilled including clear timelines? Is the proposal itself the fulfillment of some of the prophecies? If the authors decided not to make themselves known nor be given recognition and honour, because they have just been vessels used to deliver God’s promise to his chosen people and that who to be recognized, honoured and worshiped is he who fulfilled his promise to provide the way/means/strategy/blueprint to the prosperity and the prosperity. The authors do request that

we (regardless of the authority we have in the land) shall observe it as a spiritually-binding covenant/taboo to ask or discuss on the human – vessel authors of the proposed RVDA. The newly enacted Kenyan constitution provides enabling legislations and environment for various county governments sharing a common interest and vision to form joint authorities. One of the most notable provisions is that that allows different county governments to co-operate in the performance of their constitutional functions and in exercising powers through formation of joint committees and authorities [i.e. article 189(2)]. It is with that understanding that herein is proposed formation of a joint authority by Rift Valley Community’s county governments, to be named Rift Valley Development Authority (RVDA), and a joint committee to be named Rift Valley Development Authority management committee. With fiscal budget constraints, it is highly unlikely for any single or the jointly cooperating county governments to mobilize enough capital to invest in capital intensive developmental projects, thus, it is proposed formation of a public-private partnership between the co-operating county governments and their respective private investor residents and strategic investors. This will ensure attainment of enough capital for investment in capital intensive developmental projects; it is herein projected mobilization of Kenya shillings 1-2 (2-5) (5-10) trillion investment capital within a ten year initial investment period.

By the year 2023, upon successful establishment of the proposed Rift Valley Development Authority (RVDA’s fully public entities and P-P-P Companies); All slums in Kenya will be virtually empty and none of us will live under undignified life, as everyone will secure decent (over Kshs 10,000/month paying) employment opportunity; No one will be exploited by the exorbitant rent in Nairobi as 95% of Nairobi workers will reside in affordable decent housings in the proposed Kajiado Resort City, they will commute via affordable novel high-speed (250Km/hour) electro-magnetic propelled commuter trains. goods/services, there is need to mitigate uncontrolled subdivision of agricultural land, thus, it is proposed formation of industrial cities, county resource centers, constituency resource centers and ward resource centers to act as cluster settlement sites and to facilitate provision of basic infrastructure, amenities/goods/services, in addition to formation of rural development companies to spearhead job and wealth creation in rural areas. The investment site will host a number of capital intensive developmental ventures like training institutions, farm produce processing plants, consumer goods manufacturing and supply chains amongst other developmental investments. These developments will provide profitable ready market for farm produce, employment and investment opportunities, affordable consumer goods and services, and enhance promotion of social justice and human rights as indicated in the chapter on bill of rights of our constitution- through the subsidized consumer goods/services, income and humanitarian activities offered by fully owned not-for profit organization i.e. RVCSR- F.

In the side of marketing of investments’ products and services, to ensure ready market and attainment of sizeable market niche locally and penetration of export market, the principle of contract farming, economies of scale, economic integration and industrial concentrations will be promoted in/among the RVDA companies to lower cost of production, at the same time, it is proposed each of the member county governments to remit at least 30% of its yearly allocations by the national government and their residents investors and strategic investors to invest 233.33% of their respective county governments contributions i.e. top-up the 30% to 100%. These allocations will act as subsidy to the investment by the residents and for that reason, will attract not profit. In addition, a common naming/branding system and advertisement slogan will be adopted by all RVDA companies. Therefore, all the goods and services from the RVDA will attract only 70% profit margin comparative to goods and services offered by unsubsidized private ventures.

In fact, two years upon establishment of RVDA (1st

July, 2015), virtually all adult residents will have acquired millionaire status via adequate employment & investment opportunities together with the automatic non-guarantee requiring investment shares loan worth 90% of cash purchased shares, the shares are to be automatically serviced

by one’s dividends for a period of not more than 10 years. The most poor and illiterate resident for example, will be millionaire by obtaining employment as manual security service provider/agricultural/construction worker earning KES 10,000 per month, else if he/she saves KES 5,000 per month for 2 years, one will have KES 120,000. Therefore, once he/she invest the KES 120,000 in RVIB managed company(ies) he/she will receive shares in loan worth KES 1,080,000 resulting in his/her total shares being worth KES 1,200,000 and he/she will be a millionaire. For this reason, pastoralists are called upon to fatten their beef cattle and sell them off when they are at their best weight and not to wait until drought kills them (or until market is over supplied during investment time in the year 2013/2014), and save the money to facilitate their investment in the year 2013/2014. Crop farmers are also advised to utilizes all their unused land at the same time use required crop husbandry practices to maximize their income in preparation for the investment (they can partner with those who have capital to finance enhanced farming). While the employed residents, especially disciplined forces and TSC employed teachers are being called upon to clear their bending loans (if any) in order for them to be in a position to borrow maximum loan using their employment salary as security hence maximizing their investment in RVIB managed companies. In general, United Counties of Rift Valley indigenous peoples are requested to mobilize resources and form land buying companies that will facilitate Rift Valley Investment Land Board (RVILB) in land purchases, RVILB will purchase its investment land at preferred sites directly from indigenous people only (indirectly in the other cases - through indigenous people), to enable extinguishment of their aboriginal title on the land, else avoiding the indigenous peoples or their descent from claims on RVILB acquired investment land using the constitutional provision on ancestral lands or historical or present land injustices (refer to provisions on investment land acquisition). At the end of the first 10 year investment/development period (the year 2023 or otherwise 2030), United Counties of Rift Valley will enjoy equal infrastructural development and standard of living as citizens of the United States of America and United Arab Emirates. It is envisioned that support will be attained from the Rift Valley leadership, community members and Kenyans in general.

Humble Request to 2013 General Election Candidates



1. We strongly advice the 4th

March 2013 general election candidates to consider adopting and using as part of the election manifesto the proposed RVDA/UCVR Economic Revolution 2013-2023. Those who have adopted the proposal may cooperate in their election campaigns by forming Ward election candidates’ line-up (governor, senator, women rep-MP, national assembly member-MP, and County rep candidates in each ward – which can be according to a party’s nominee line-up if they all adopt the blueprint) in support of implementation of the economic revolution. Otherwise 2. The ward election candidates’ line-up is requested to immediately review and harmonize the blueprint to capture their vision for the people. The harmonized blueprint will best be presented as one harmonized volume and a harmonized proposed RVDA Executive Summary. The harmonized volume and the harmonized proposed RVDA Executive Summary will best be presented as easy-to-photocopy A4 booklet and A4-folded-into-6-pages coloured pamphlet respectively, with each copies last page bearing the details of the Ward election candidates’ line-up as they appear on the respective ballot papers. 3. The governor, senator, women rep-MP, national assembly member-MP candidates are to finance mass printing of the harmonized proposed RVDA volume and the harmonized proposed RVDA Executive Summary pamphlets. They are also requested to finance the distribution to each of their voters. The County rep is to distribute the campaign materials to each voter. 4. Upon receiving the printed civil education campaigns materials, the County rep is humbly advised to use his/her campaign connections and boda boda operators’ services (motor bikes) to efficiently distribute the civil education materials, in a manner that a copy of the volume is to be given to each local church, hotel, photocopier shop and to each bar within each County in Rift Valley to serve as a reference book for the voters to refer to and photocopy for their use, each of the volume is to be accompanied by over 500 copies of the proposed RVDA Executive Summary pamphlets. The pamphlets are to be distributed in an efficient way that will enable each voter or otherwise each household

to have a copy by end of Thursday 28th

Feb, 2013. Similarly, each County rep is advised to post advert in all shopping centres and strategic sites within his/her Ward, to advertise for the proposed RVDA/UCRV Economic Revolution and where the civil education campaign materials can be collected within the Ward & via Google search. 5. All the candidates who have adopted the economic revolution 2013-2023 are also humbly advised to include statements that reveal to the voters that they have adopted the economic revolution in all their posts, and that they will implement it faithfully once they are elected.

Humble Request to all the Registered Voters

1. We strongly advice all the registered voters in each voting station to meet on Saturday March the 2

nd 2013 at

their main shopping centre/town closer to their voting station so that they may review the proposed RVDA blueprint and the elections candidates who have adopted the proposal, and subsequently via participatory process agree on the right candidates to be elected for each of the electoral position i.e. develop their election candidates line-up. In coming-up with the line-up they are to be guided by the guidelines indicated in the proposed RVDA volume II, this is in consultation with all the other teams of other voting stations’ registered voters. 2. Upon coming up with the mix-&-match election candidates line-up, it will be necessary to participate in peaceful and unarmed mass demonstration in support of the line-up and immediate implementation of the UCRV Economic Revolution.
