President’s Message By Bill Munch, CPPB
It has been a great 2015! We have a lot to be proud of as a chapter. Our professional development opportunities including our Regional Confer-ence are the envy of chapters across the country. We continue to offer local training and assistance to members seeking certification. All of these efforts help strengthen our profession and put us in a strategic posi-tion to benefit our organizations. I want to thank Irma Guzman for her service as President in 2015. I am also grateful to the rest of the Executive Board and the Board of Directors for their dedication to our chapter. I look forward to 2016 and welcoming two new Executive Board members, Joe Guy as Vice President and Heather Hodgman as Secretary. I am excited about what we are poised to accomplish this year. MEMBER SPOTLIGHT: Betty Austin, CPPB
Congratulations to Betty who after 35 years of going to school finally graduated this past November with a degree in Business Science Management from the University of Phoenix. She had a few roadblocks along the way but she made it through. Her mother just recently had open heart surgery and she realized the struggles that she was going through. “Don’t take life for granted. Be kind. This world needs to create a shift of love and watch it transform”, and this is exactly what Betty is doing.
Betty has over 20 years’ experience in Purchasing, all of them with the State of Arizona. In 1985, she started her career at ADOT as a Contract Officer. After an interim move to California, Betty began work with AZ Department of Emergency and Military Affairs in 2001, and moved to her current role with Depart-ment of Administration in 2013 as the Set-Aside Contract Administrator.
Born and raised in Yuma, Arizona (yes, she’s a Yuma Criminal!!) Betty played on her school softball team and was part of the state championship team of 1977. In 2014, the team was inducted into the high school Hall of Fame. What an awesome accomplishment!
Betty is a proud mother and grandmother. She is currently raising two grandchildren (their mother, her daughter—was killed by a drunk driver) and also caring for two foster children. Betty’s motto “love one an-other and smile”.
Outside of work, Betty enjoys spending time with her family – after all, you can be here today and gone tomorrow. Love them, cherish them and don’t sweat the small things. She is truly a blessing to anyone who knows her. Betty absolutely loves reminding people to believe in themselves because that bright light and positive energy will shine on someone else that you touch - so live, laugh, and love.

The two key words you will continually hear from me this year will echo what makes us successful in any public entity—transparency and collaboration. As President, I will strive to keep the lines of communication open and tap the talent of our membership. I will not only use all the brains I have, but all those I can borrow as well. One of My first duties as President is to appoint Committee Chairs and those assignments have been made. Our chapter is only as strong as those members who support its goals. Through the efforts of our committees, we continue to serve our membership and enhance an environment of professional development. We need your time and talent to continue our success. The December Holiday and Awards Luncheon was held December 8, 2015 at the Hilton Doubletree in Tempe. We had a great turn-out and
everyone enjoyed the holiday festivities and award presentations.

At the transitional board meeting, board members and committee chairs spent the day hard at work planning the schedule, preparing the budget, and coming up with new ideas and events for 2016. With the transition of the new board and new committee chairs, it’s a long day of brain storming and planning for the new year and incorporating their ideas and plans for the members. It is also a fun day as they get to participate in the luncheon and awards celebration, and also have a fun-spirited gift exchange.

NIGP Chapter Ambassador Program. Area 9 represents the states of Arizona, California, Colorado, Hawaii, New
Mexico, Utah and Wyoming.
5th Annual Reverse Trade Show What is a Reverse Trade Show? A Reverse Trade Show is a
new twist in the traditional way to host a trade show. It engag-
es buyers and suppliers in a rewarding new face-to-face for-
mat. Agency representatives sit behind tables while the Ven-
dors walk around the trade show floor stopping to talk and
learn how-to-do business with each agency representative.
The Vendors have an opportunity to talk about their products
and services and what they have to offer us. Agency repre-
sentatives get to meet many Vendors in a short amount of
time.

NIGP Course: World Class Procurement
Practices
What an opportunity this
course was for our mem-
bers! Through a grant
funding provided by U.S.
Communities the NIGP
registration fee was paid
for 20 members to attend.
This workshop held on
November 2nd addressed
what is meant by “World
Class” and what practices
countless public agencies
are adopting to achieve
such status. Case stud-
ies shared in class illus-
trated many common
practices of agencies and
procurement profession-
als that are considered
World Class.
Our class was very di-
verse with a mix of pro-
curement staff from state,
school, city, and county
agencies. We had mem-
bers come from as far
away as Yuma and
Nogales. It was great to
share what other agen-
cies are doing and their
best practices.
Our instructor, Mr. Darin
L. Matthews, CPPO,
C.P.M., shared his nearly
20 years of purchasing
and supply management
experience. Darin is a
recognized expert in his
field and made this class
very enjoyable and inter-
esting.
Darin L. Matthews speaks throughout the US and Canada on a variety of procurement topics for many organizations including NIGP.
Mentoring Works! The mentor program is geared toward the professional development of procure-
ment practitioners. The goal is to match experienced professionals with partners
seeking to advance or expand their skills. We are looking for members who are
committed, encouraging, motivating, and supportive.
This program is perfect for the new procurement professional who wants to learn
more about government procurement and NIGP. You will be matched with a sea-
soned member who will guide you and help you set goals and help you achieve
those goals.
Gain knowledge from long-term members who have experience and wisdom and
develop a loyal network of supporters. Mentors gain satisfaction in sharing exper-
tise with others and can assist mentees with customized plans to meet member’s
goals.

XXVI Regional Conference The 26th Annual Regional Conference and Vendor Expo was held October
15, 2015 at the Mesa Convention Center.
Attendees enjoyed a productive and informative AZNIGP Regional Conference.
The all day event featured a vendor trade show, keynote speakers, luncheon
meeting, after hour social event, and more than a dozen thought-provoking class
sessions given by industry professionals.
The day was a huge success with 103 vendor booths and 238 members in attend-
ance. Plus more than 75 employee walk-ins from member agencies.
Our members also donated items to our charity organization, Maricopa Integrated
Health System Children’s Hospital (Arizona Children’s Center). Thank you for your
generous contributions!

March 10, 2016 Career Seminar
March Career Seminar featuring Tammy Rimes & Deanna Potter Traditionally our Career Seminars are a half day of training but this year the first
Career Seminar will be an all day event featuring motivational speaker and pro-
curement trainer Tammy Rimes. Working with small and large businesses, she
helps them learn the maze and obstacles of working with government clients. As
the former Purchasing Agent for the City of San Diego, the nation’s 9th largest
City, she also offers her expertise and knowledge to other public procurement
teams on successful procurement strategies and solutions. She gives presenta-
tions across the nation at procurement conferences and was a featured speaker at
our annual Regional Conference in 2013.
Through her work with small businesses and government contracts, she also of-
fers presentations on how to sell to government and how to maximize your sales
potential. She also gives inspirational “live your dream” presentations.
Tammy has partnered with trainer, speaker, and author, Deanna Potter to develop
a new presentation titled “Spring Training: How to Create a Winning Season for
Your Team!” and will be presenting to our chapter at the March Career Semi-
nar. Deanna specializes in Organizational Effectiveness training for governments.
In addition to their exciting presentation and training we will have our business
luncheon meeting and announce the 2016 Manager and Buyer of the Year as well
as Purchasing Month activities, new certified CPPB’s and CPPO’s, new members,
scholarship award winners, and much more!
