Community boards under threatu by Kent Caddick

Selwyn’s two community boards could be scrapped if a Selwyn District Council representation review sub-committee’s recommendation is upheld.

The sub-committee has recommended Selwyn does away with its two community boards, the Selwyn Central and Malvern community boards, as part of a six-yearly review of the district’s electoral make up to determine the size of the council, its wards and other elected bodies.

He said he was grateful for the award but wanted to acknowledge the contribution of others.

He is one of only four New Zealanders made Fellows since the society was founded in 1974.

“We’re very aware of how financially tough this current season is for our suppliers. We are confident commodity prices will recover over time and our 2015-16 forecast milk price assumes we will see the beginning of this recovery from the current low prices.

“The global oversupply is being met by soft demand across the board. This creates a lot of uncertainty in an already volatile market, so it will remain a fragile environment for the immediate future.”

He said factors contributing to the global oversupply include Russia’s ban on dairy imports, the removal of dairy quotas in Europe and low demand from China.

A proposal for a new structure for Selwyn Libraries has been released for staff consultation.

"The proposed new structure has been developed to prepare Selwyn Libraries to meet customer needs for the future, promote a district-wide focus and provide increased opportunities for learning and development amongst staff," Selwyn Libraries manager Vicki Carlyon said.

Ms Smith is one of 73 butchery apprentices who have entered the regional stages of the Alto Young Butcher and Competenz Butcher Apprentice of the Year competition in the hope of making it to the Grand Final in Auckland in September.

She will compete in the Upper South Island regional final in Christchurch next week.

As an apprentice at New World in Rolleston Ms Smith says she has had great support from the New World team.

“Anthony and Richard who I work with have been fantastic in their support and Foodstuffs trainer Anna Hill encouraged me to enter.”

“It’s funny because when I first applied for the job at New World the only department I didn’t think I wanted to work in was the butchery department.

“However, with both my Grandfathers being butchers I guess there was something in the genes.”

Rolleston New World owner Roy Bridgman said Tracey has been a real asset to the supermarket.

“She does a great job and is totally committed especially to customer service which is what we are about.”

Rolleston New World’s Tracey Smith is seeking to become New Zealand’s top butchery apprentice.

“Community boards accept they should not be able to make decisions on setting rates, borrowing money or make capital investment decisions, but they should be given the teeth so they can make real decisions.

“Community boards in other parts of the country have budgets of around $100,000 to $150,000 so they can make those decisions. In Selwyn all the community boards get is around $20,000 in a discretionary fund which they can allocate to worthy groups or individuals.

“It annoys me when boards are criticised for doing little, just receiving reports and the like, when they have not been given any power by council to make significant decisions.”

Malvern Community Board chair Jenny Gallagher is equally frustrated at the committee’s recommendation to do away with the boards.

“Malvern is the largest geographical ward in the Selwyn district yet we only have two councillors so the community board is vital for locals

to get their voice heard. Our board members attended over 36 meetings, such as township committees and reserve board meetings, in the last month alone.

“By giving the boards more delegation authority it would enable them to react to those local voices in a constructive way.”

A previous attempt by the Selwyn District Council to do away with community boards 12 years ago was overturned after the boards successfully appealed the decision to the Local Government Commission.

Meanwhile, the representation review sub-committee has put forward a number of options for a review of the districts’ electoral wards.

While the status quo of four wards and 11 councillors is on the list the more favoured options appear to be reducing the number of wards to three, by amalgamating the Springs and Ellesmere wards, and reducing the number of councillors to either 9 or 10.

Malvern Community Board News – MayThe Board held its May meeting in the Community Rooms at Darfield. Some members reported back on their attendance at the recent Community Board Conference and another two members reported on their attendance at the Small Towns Conference.The Board has recently allocated a grant to the Parenting Place for their Attitude Programme. This grant focusses on providing a package of resources designed for young people. The grant has an emphasis on providing these resources to Darfield High School students.Each month Board members are very proactive in attending local community committees. At the last Board meeting, our members advised they had attended 36 community committee meetings between them. If you have issues or concerns please let your Board know.The Board has been trying to help remedy the issues at the Telegraph and Bray streets intersection in Darfield. At the meeting the Selwyn District Council CEO David Ward informed the Board that this matter was drawing to a conclusion and would be remedied.The Chair, Mrs Gallagher was very touched to receive thank you cards from some of the pupils at Greendale Primary School for the ANZAC poppy project and providing materials to the school.We would also like to let the wider Malvern community know that the Community Board has grants available to support community groups and individuals – to find out more about the grants and the criteria associated with these, visit www.selwyn.govt.nz/grants The June meeting will be held at the Greendale Hall on June 22 and is open to the public. The recycling event will be held at Farmlands, on South Terrace on Wednesday, June 24 from 10am to 2pm.

“We’ve had six highly successful recycling events in the past three years with farmers and growers bringing in well over 6000 containers,” Duncan Scotland of Agrecovery said.

“This event, along with our 12 permanent collections sites across Canterbury, provide crucial access to recycling for farmers and growers who want to avoid the unnecessary burning and dumping of plastic.

“This is particularly import following the ban on burning agricultural plastics implemented last year”

He said containers brought in for recycling will be processed in New Zealand, with one of the common uses for the recycled plastic being underground cable cover.

As added encouragement for farmers and other rural residents to take part in the recycling programme those bringing in their recyclables will be in with a chance to win a farm bike.

“We’re offering the farm bike to celebrate reaching 1 million kg of plastic recycled since Agrecovery started in 2007,” Mr Scotland said.

During the first three months of this year Wheelers ePlatform ran a nationwide competition across public libraries. Every member who read an eBook through the ePlatform went in to the draw to win a tablet. One winner was drawn each month.

eBook reading earns surprise rewardSelwyn library member Corey Woodward has become the proud new owner of a Samsung Galaxy tablet after being selected as one of the winners of the Wheelers ePlatform competition.

eReader, having read 40 eBooks since they became available at Selwyn libraries.

"I was surprised and very grateful to win the tablet," Mr Woodward said.

"What I really like about the eBooks available on the Selwyn library website is the ease of finding information about the books. You can see the cover and the synopsis clearly."

He said his children will get the

most out of using the tablet for doing their homework.

Selwyn Library's digital services librarian Christine Grant said they were thrilled that one of their customers was selected as a winner.

"eBooks have been a popular addition to our collections because they allow customers to browse and select reading material from anywhere they want to and they automatically return themselves.

‘They are also a great way for Selwyn residents to get extra value from their library membership - especially for people who are unable to visit their library branch."

Ms Grant said the ePlatform offers the ability for customers to borrow eBooks directly from their computer or mobile device.

Demand for Agrecovery Rural Recycling services in Darfield continues at high levels encouraging operators to return to the area.

Ms Heslop’s paintings will hand alongside another landscape painter, Karen Smith of Methven in the exhibition which runs for the month of June.

She grew up in Southbridge but now lives and works in Omihi, North Canterbury. Her interest in art has been life long and she originally trained as a photographer and worked at Lincoln College.

She studied by Correspondence School to gain NCEA levels 1,2 and 3 in painting and this was followed by lessons in oil painting and colour mixing with Toni Duffy.

MCAC arts coordinator Ingrid Cole said landscape is Cushla’s key subject for painting and she has sold work at Hurunui Art Week, Canterbury Arts Exhibition and Darfield Art Week.

Landscape artists feature in exhibitionFormer Southbridge resident Cushla Heslop is featuring in the latest Malvern Community Arts Council exhibition at the Selwyn Gallery in Darfield.

“All her works are made from photographs and sketches she makes on site, preferably visiting the area multiple times.”

Mrs Cole said the other exhibitor, Karen Smith, is a full time artist who uses the New Zealand landscape as inspiration for her work.

“Karen ventures out in the high country to gather pictures and sketches to work with in her studio.

“Her work is represented in many galleries and private collections both in New Zealand and overseas and she has won many awards holding numerous solo and group exhibitions in New Zealand and recently overseas.”

The exhibition at the Selwyn Gallery opened in early June and runs through until July 2.

Landscape paintings by former Southbridge resident Cushla Heslop feature in the latest art exhibition at Selwyn Gallery in Darfield.

The school, which has a roll of 48, raised funds by holding a sausage sizzle, coin trail and a mufti day where the children dressed in the national colours of Nepal of red, white and blue.

Rolleston Christian School principal Liz Horn said the children had lessons leading up to the day about what had happened in Nepal and what they could do to help so the children came up with some ways to raise money.

"The fundraiser was a wonderful opportunity for our children to put into action the things they have been learning about in our Living Christianly programme and living out our vision of children bringing hope and joy to the world."

A total of $306 was raised and this has been donated to Tear Fund's Nepal Earthquake Appeal.

Darfield beat Rakaia 26-23 on Saturday to set up a final round encounter against Saracens from Rangiora to decide the winner of the Trophy section this coming weekend.

A last minute penalty goal in a tight match against Hampstead gave West Melton a narrow victory in the Plate section.

This means it heads into this weekend’s final against the other unbeaten Plate section side Ashley in a match to decide the section title.

Why do we need a new ambulance station in Rolleston?Selwyn has been growing fast for some time and in the post Canterbury earthquake period has become the fastest growing district in New Zealand.Much of the growth in Selwyn has been centred around Rolleston. In the mid-1990s Rolleston had a population of around 7000 which has grown to nearly 13,000 by 2015, around 24% of all people living in the Selwyn district and is predicted to reach 18,000 by 2025.St John currently operates from its ambulance base in Izone Drive. This has been home to our ambulance officers and the Rolleston-based ambulance since 2010.This station has been of incredible benefit to St John and the community but our lease on this facility expires in September 2015.There are very good reasons why we should not continue in that facility and the main reasons for moving are:

• The requirements for additional staff and vehicles to meet the emerging workloads cannot be catered for in the present facility.

• In order to keep response times to a minimum it is essential for a station to be sited as close as possible to the centres of greatest population and community amenities.

• St John is a provider of first aid education to communities and for that to be conveniently accessible to the growing population it is essential to have a facility that is close to our population base.

Ruth and Steve and their three young children arrived in Rolleston nine years ago after moving to New Zealand from Berkshire in England, where they built their new home.

“After about 18 months I started to feel bored,” Ruth says.

“I didn’t come halfway around the world to replicate what we already had back in England, I wanted something else, like a bit more land.”

Looking around the Selwyn district the couple came across a home set on almost 2 acres on Leeston Road between Springston and Leeston.

“The property was surrounded by a dairy farm, so no close neighbours and great views,” Ruth says.

But she wasn’t finished yet as with the extra land she wanted to create a work from home situation.

With a background in banking Ruth knew that to create a business it needed to be based on a sound financial plan.

“When you are looking to develop something on your property you have to look at it as an investment,” she says.

Hard work and planning are keys to developing a business on a lifestyle block property according to Ruth Cox who along with husband Steve have developed a luxury cattery on the family’s Irwell property.

“You are putting your hard-earned money into something so at the end of the day you need to ensure that you will be getting a return from it.”

While working as a follow up cleaner to a company working on earthquake repairs Ruth worked on a Lyttelton

property which contained a cattery.“I stalked a number of catteries online

to see what was on offer and from that I began to formulate a plan.

“I didn’t want the business to be like others with cages for cats and dogs I wanted to run it more like a hotel just for cats who are the guests staying in rooms not cages.

“We always knew there were going to be hurdles to overcome to make this happen and you have to have the belief

it will happen no matter what obstacles.“One of the pieces of advice I would

give to anyone developing their property into a business is do not cut corners.

“There will be testing regulations and bylaws which you will have to get through and there is no point in trying to beat the system but just keep jumping the hurdles until you reach the finish line.”

In October of last year Ruth opened Selwyn Cattery and can now walk across her driveway to work.

every year purely for want of a good home.

A number of things contribute to this - they include (but are not limited to) too many people giving up their pets, too few adopting new pets and too few people spaying or neutering their pets.

There is a limit to the number of animals a shelter can house, hence the decision has to be made to euthanase healthy animals within a certain time frame. Rescuing a pet will help reduce the number of animals euthanased.

If you adopt one pet, you actually save the lives of two animals – the one you adopt plus the one that takes its place at the rescue shelter.

You’ll save money Rescue organisations charge far

less than breeders or pet stores. Most adoption fees range from $80 to $200, and in addition they are usually spayed or neutered, vaccinated and microchipped.

Buying a pet from a pet store or breeder often means you’ll be paying at least $500 to $3000 depending on the breed of the animal.

If you have set your mind on a purebred animal, rescue organisations also have purebred animals and breed specific rescue organisations also exist.

Generally speaking, a mixed breed pet may be healthier in that they are less likely to have a genetic problem and thus cheaper to insure.

If you are thinking of getting a new pet to join the family, there are many good reasons to rescue instead of buying one.

You’ll get a great petMost rescue organisations have a

system whereby animals are examined and vaccinated by a vet prior to arrival or at the start of their stay.

Due to the limited space of rescue shelters, animals selected for adoption are screened for their temperaments and behaviours. Most shelters will be able to help match pets with prospective families.

You will not be supporting pet farmsPet farms, or mills, are pet breeding

factories housing hundreds of animals for the sole purpose of breeding for profit.

Animal Welfare standards are low to non-existent, the animals may be housed in poor conditions and have no access to veterinary care. There are many reports of health and behaviour problems due to inbreeding and lack of human contact.

Most of these pet mills sell to pet stores, or via the internet or newspaper classifieds. This has been a hot topic with increased media coverage recently.

Other benefits of rescuing a pet include a wider range of pets to choose from depending on your circumstance, puppy and kittens are adorable but they require a lot of time and input. Adult animals also make brilliant pets and may already be house trained.

Most rescue organisation also provide ongoing support, they want to ensure the pets go to good homes and are more than happy to help with any questions or problems.

While you’re doing that it’s the perfect time to get planning and dreaming of what you could do in your garden.

The Selwyn public libraries have a huge selection of gardening advice and design books. Grab a stack and some pen and paper and put down your ideas for what you want to do next.

If you are willing to venture out and get some fresh air, here are some pointers for what to do at this time of year.

PlantingNow is the time of year to plant broad

Gardener’s Diary for the month of June As the temperatures drop it’s so tempting to forget about the garden and just hibernate inside by the fire with a good book while enjoying a warm cuppa.

You can also plant strawberry plants in the winter, as this has been proven to produce greater yields in the summer. Tui’s gardening website www.tuigarden.co.nz advise covering strawberry plants with frost cloth if we start getting some really hard frosts.

If you don’t like the dreary look of your garden through in a few brightly coloured

plants such as pansies, polyanthus and violets to cheer the place up. Put some in pots or an old wheelbarrow means you have moveable spots of colour that you can use to dress an outdoor space. Remove the old blooms from these flowers to encourage new buds.

HarvestingThere’s not a lot of harvesting going

on this time of year. If you have parsnips and yams in the ground it’s best to leave them until there have been some good frost as this will give them a lovely sweet flavour. If in boggy soil harvest them post frosts, otherwise just leave them

in the soil until they are required for the kitchen.

If you still have pumpkins growing harvest and store in a cool dark place.

Collect any rotting fruit from your orchard and put in the compost pile. Go through your harvest stocks and remove any fruits or vegetables that are beginning to spoil. These too can be added to the compost.

If you really don’t want to be bothered with the garden this time of year throw a pile of mulch on the gardens beds and leave them until spring. Return inside to your gardening magazines, and your warm cup of tea.
