    In terms of the `steering role`:

    Manifestation of the States responsibility to order and systematize a reality according to a series of trends prevailing at a given time. Requires building consensus between different State levels, among them and all sectors of society.

  • Is necessary to guarantee the states role as organizer of the relations between production and distribution of health resources, goods, services, and opportunities according to principles of solidarity and equity

    It establishes the foundation for the articulation of the other dimensions of the steering role
