The President’s Message As summer approaches, we say good-bye to friends who leave for the

season. We wish you a safe journey and a great summer, wherever you

spend it.

Recapping the recent BOD election on March 28, 2019, Gavin Schutz and

Dale Lauer were elected to the board and Bob Shipley and Carol Nolte

were elected to new two-year terms. At the organization meeting held

April 2, 2019, Russ Long, who was not up for re-election, decided to resign

his position on the Board. The Board then unanimously voted Paula Turner

to fill Mr. Long’s seat position. The current Res I Board members are Dick

Moore, President, Jan Van Willigen, Vice President, Paula Turner, Secretary, Bob Shipley, Treasur-

er, with Carol Nolte, Gavin Schutz and Dale Lauer, as Directors.

LEGAL UPDATE

Regarding the ongoing issue of the Master Association’s Bylaws not being consistent with their

CC&R’s, the Court denied the request to amend the MA CC&R’s without a vote of the member-

ship. The Court recommended that the parties involved meet and agree to a solution. Recently

Res I Board members met with a Master Association Board representative in an attempt to recon-

cile the governing document conflict.

Hot summer months bring different challenges to those of us remaining here in the desert. We will

all try to stay cool and hydrated. I’m sure we all have various ways to accomplish this. Stay healthy

and safe so we may all enjoy the “Welcome Back” parties when the Snowbirds return.

SPRING HIGHLIGHTS

- One of the Landscape Committee’s objectives is to refurbish the pool and spa

area landscaping. To date a total of 41 pool and spa landscape areas have

been updated.

- The Valentine’s Day rain storm resulted in a number of roof leaks; however, because we have

an existing roof repair contract, we were able to repair approximately 80 roof leaks within 12

weeks.

- We heard your concerns about speeding and safety and have obtained a professional traffic

study. We are implementing a number of its recommendations such as stop signs, centerline

striping in curves, signage and pavement markings for cart crossings.

The final ENVIRONMENTAL IMPACT REPORT (EIR) was unanimously adopted by the Coachella

Valley Conservation Commission. This Report was amended to satisfy the concerns stated

below.

• The Bighorn Institute requested that an

artificial watering source be installed. The

CVWD has indicated willingness to allow

their water tanks on the mountain to serve

as the water source.

• The Agua Caliente Band of Cahuilla Indians

requested that before ground disturbing

activities begin, they can arrange for cultural

monitoring during the installation.

• The Sierra Club requested that a post-construction Bighorn Sheep quarterly monitoring

plan report be provided to the wildlife agencies and posted on the CVCC website. They

also warned that the project must not be delayed in order to protect the bighorn sheep

from harm.

Res I board members, Bob Shipley and Jan Van Willigen attended the meeting along with Kelly

McGalliard, Res I Operation Manager. Katie Barrows answered questions about cost and effec-

tiveness of the barrier. Regarding effectiveness of a Bighorn Sheep Barrier, the City of Rancho

Mirage had approximately 5 miles of 8’high fencing installed in 2000 and the results have been

excellent.

...that all exterior modifications to

your residence must be approved by

the Architectural Committee prior to

installation?

Everyone seems to be aware that

large projects such as room additions

and swimming pool installations re-

quire Architectural approval; howev-

er, not everyone realizes that im-

provements such as removing and

replacing windows, sliders, doors and

gates, or installing misting systems,

built in barbecues, permanent foun-

tains/water features, pavers and awn-

ings, etc., must be approved by the

Architectural Committee.

This is necessary, not only from an

aesthetic perspective, but also as it

relates to maintenance responsibili-

ties. We appreciate your adherence

to the required procedure.

Variance Application.

Did you know that the City of La Quinta’s

CERT Volunteer Coordinator lives in Res I?

Kylie Grenier on Shoal Creek works with

volunteers across the city to raise aware-

ness about disaster preparedness.

In La Quinta, our major emergency and

disaster incidents can include earthquake,

flash flooding, prolonged power outages,

mass casualty incidents, public health

emergencies, and impacts from Southern

California terrorism. Any of these incidents

can leave families, individuals, and renters

isolated and without power, water, or

transportation.

So, it’s always a good time to review your

emergency preparedness plan.

Here are some quick reminders:

1. Create a family emergency plan and

designate an out of state contact.

2. Prepare an emergency supply kit that

includes 1 gallon of water per day, per

adult, for 10 days. Remember to include

enough extra water for pets.

3. Locate your utility shut offs and be sure

that you have the tools and knowledge

to operate them.

4. Get to know your neighbors and make a

neighborhood plan to support one an-

other until first responders are available.

For more details about getting prepared,

please visit Ready.gov. If you’re interested

in making a neighborhood plan, please

contact Kylie at [email protected].

April weekends in eastern Coachella Valley

have become famous for the Coachella and

Stagecoach festivals. The annual April festi-

val season is now behind us for another

year! How will we survive without the

nightly “THUMP…THUMP…THUMPING” of

the drums beating a rhythm to our dreams,

or the tan, bikini-clad young people soaking

up the sun at the various swimming pools

near the golf courses.

One of our newest board members, Gavin

Schutz, is our representative on the compli-

ance committee. He reports 37 homeowner

citations were issued in Res I. The infrac-

tions include traffic, parking in the wrong

direction, parked blocking mailboxes, entry

through the exit gate and pet in pool area

violations. This is something for everyone

to work on.

There was a total of 3 “party noise” and 3

“personal conduct” complaints in Res I over

the two Coachella weekends. (Stagecoach

reports are not available yet)

When you consider that we have 1422 units

in Res I, that number is not too alarming.

We sincerely thank the homeowners, land-

lord homeowners and guests who protect-

ed our homeowners’ rights to peaceful

enjoyment of their property.

Miss the Festivals?

A Slice of PGA WEST Res I History Some of you may have wondered why the

Res I pools are numbered the way they are.

The numbers and letters are not in order

and do not make much sense. To under-

stand we must go back to the time when

the houses were constructed.

When each phase was built, the developers

gave the homes names depending on the

product type. The first units were called

CHAMPIONS and LEGENDS. The pools built

in these first phases were assigned an A if

they were Champions and a B if they were

Legends. Thus, all the pools serving the

Champion homes were designated A (i.e.

1A, 2A, 11A, and so forth). The pools serv-

ing the Legends units end with B (1B, 7B,

18B, etc.)

Then as other phases were built the letters

matched the home type. There were the

FAIRWAYS, TOURNAMENT, GREENS, and

MONTECITOs. The pools for these product

types were designated F, T, G, and M, re-

spectively.

At one point at the end of Shoal Creek, the

pools were built before the homes. The

pools were free standing at the time and

they were designated L. We can assume

the L stood for LAURELS, since these were

units that were planned across the 6th Palm-

er fairway facing the pools. These are pools

5LA and 5LB.

Now you ask why some pools are num-

bered 36AA and 36AB. In this phase there

were two pools built serving these Champi-

ons units…..thus the first A stands for

Champions. The second A and B would

stand for 36AA = first built and 36AB = sec-

ond built.

Now you can WOW your friends with your

new knowledge!

The Res I Association currently ob-

serves the rules set forth by the City

of La Quinta for short term property

rentals. You can review these rules by

visiting their website.

24/7 REPORTING HOTLINE

Residents have the right to call a

24/7 hotline to report violations

Page 4: The Res I News Blast - PGA Westcitations were issued in Res I. The infrac-tions include traffic, parking in the wrong direction, parked blocking mailboxes, entry through the exit gate

Homeowners in Res I want to thank everyone

who regularly uses their garage to park their

cars. As you know, our streets are narrow and

often have vendors and gardeners parking on

the side to do their work. Keeping your parked

cars off the streets really helps the flow of

traffic, especially during week-ends, festival

time, and major holidays, when parking is some-

times at a premium.

Nobody Wants a Trash Fine If you have large cardboard boxes, those will be picked

up by BURRTEC. They must be broken down to no

larger than a 4’ x 4’ size and bound with no more that

fifteen pieces per bundle. Simply place them next to

the RECYCLE bin. Call Burrtec in advance and tell them

you have a “special pick-up”.

If you have garbage bags that won’t fit into the bin,

you may place them next to the garbage bin and they

will pick them up, but you must call them in advance of your pick up day to let them know there

is a “special pick-up.” They will do this for a maximum of four bags per “special pick-up”.

You may also order a SPECIAL PICK-UP for very large items. They will make a special trip to pick

up your items. Go to burrtec.com/service/service-order-form. Fill out the form and a Burrtec

representative will call you to complete your order. You may also call them at 760-340-2113.

That will take you to the local office which is in the Palm Desert area.

Each customer is allowed two complimentary “special pick-ups per year. But AGAIN, you must

contact BURRTEC in advance either by telephone or online form to arrange the service or you

may end up keeping your bags of garbage for another week.

Golf Course Reminder Many homeowners have reported seeing

children romping around on the golf course

fairways, greens and bunkers. Please note,

the golf courses and practice facilities are

private property and not an extended play-

ground for the homes in the development.

The club prohibits recreational walking, jog-

ging or bicycling on the golf course property.

Remember, homeowners are responsible for

the activity of their family and guests.

Please respect the Association and the PGA
