ART Fuels Forum and EU Policy: The RED II debate

• The new Directive on Renewable Energy (RED II) largely shapes the policy and market landscape of Advanced Biofuels (AB)

• SGAB work was endorsed by the ART Fuel Forum, which is further elaborating industry views and messages

Industry needs investors' confidence that might create attractive financing conditionsDefinition of ART Fuels is sensitive and related to supporting measures (Annex IX, RED II)Eligibility of feedstocks and technologies towards wider deployment of AB

The ART Fuels Forum in 2018 – RED II Related Activities

Follow-up on the RED II debate– Continuation of market and policy analysis in the frame of RED II– Elaboration of market and policy documents using simple language to be

addressed to Policymakers (EC, EP, the Council)– Elaboration of simple messages (“public messages”) to communicate the need to

further consider AB in the decarbonization process– Enhancement of communication channels to reach out to the to Policymakers

(EC, EP, the Council)

Low Carbon Fuels Conference

The use of Advanced Biofuels is included among the necessary and significant transportation solutions towards meeting the Paris

COP21 targets on climate change

The ART Fuels Forum in 2018 – Events promoting Industry Perspective

Low Carbon Fuels Conference

“Financing of Advanced Biofuels Investments” at EUSEW 2018, Brussels, Jun 2018

• It is combined with the Plenary Meeting of the Forum

“EU Policy and Industry perspectives on Biofuels in a global context”, Workshop on EUBCE 2018, Copenhagen, May 2018

Advanced Biofuels create sustainable business opportunities both in industry and agriculture/forestry sectors

The ART Fuels Forum in 2018 – EUBCE event

Low Carbon Fuels Conference

EU Policy and Industry perspectives on Biofuels in a global context

• The key objective is to communicate the capabilities and the needs of industry under the global perspective of the wider deployment of the Advanced Biofuels

• International initiatives active in the field will participate: IRENA, FAO, IEA, ETIP-Bioenergy.

Development of local circular economy is integrated with existing technologies and infrastructure of Advanced Biofuels

The ART Fuels Forum in 2018 – Targeted contribution to policy debate

Low Carbon Fuels Conference

Contribution to EC consultations on new Directives, Regulations:– DG CLIMA: Post 2020 Light Vehicle CO2 Regulation

setting emission performance standards for new passenger cars and for new light commercial vehicles as part of the Union's integrated approach to reduce CO2 emissions from light-duty vehicles

– DG CLIMA: Establishment of the Innovation FundIn the context of revision of the EU ETS the Innovation Fund should be endowed with 450m allowances to support large-scale demonstration of activities in carbon capture and storage, renewable energy and low-carbon innovation in energy intensive industry, including carbon capture and use

Advanced Biofuels do not compete e-mobility: the “policy conflict” between electrical transport and advanced biofuels is

fake since both are needed

The ART Fuels Forum in 2018 – Elaboration of Studies

• Elaboration of studies/assessments:– Assessment on “Biomass Resources & Availability”, with emphasis on the crops of

marginal land of EU Mediterranean– Update of Advanced Biofuels cost, based on SGAB report and IEA studies– Update of Technology Report of SGAB (ETIP-B fact sheets, etc.)– Assessment of WTO issues in the market deployment of AB– Assessment of EU India cooperation on development of AB

• Elaboration of Strategy for ART Fuels policy and market outreach for the period 2020-2030

Low Carbon Fuels Conference

Advanced Biofuels constitute a domestic source of energy for the EU and thus increase the security of supply and reduce costs for

import of fossil fuels
