What is Government?• Government is the means by which state

policy is enforced, as well as the mechanism for determining the policy of the state.

• Government of any kind currently affects every human activity in many important ways

• Governments are of different forms but the role of procurement in attaining vision 2040 is properly addressed in a democracy context

Democratic Governments• Are supported (at least at the time of

the election) by a majority of the populace (provided the election was held fairly

• Democratic governments have politicians and administrators working on behalf of the citizens

• Procurement officers/professionals therefore have a duty to satisfy the broader interests of the masses through their diligent service to society

Role of Government in Society

• Throughout civilization governments have had more than a role of defending the nation against enemies. – The government has an obligation to plan

against tough times. – Governments have an obligation to keep

peace and enforce laws. – They have an obligation to protect the

populace against pestilence. – They have an obligation to facilitate trade for

goods that cannot be produced. – They have an obligation to aid those who have

encountered catastrophic events.
