QUALIFYING TEST RESULTS This is the eighth year that Broward County Public Schools has participated in the partnership between the College Board and the Florida Department of Education (FDOE) utilizing the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT) to identify student readiness for college level work. The report presents data regarding the 2005-06, 2006-07, and 2007-08 administrations of the PSAT for both 10th and 11th grade participants as provided by the vendor, The College Board. Results demonstrate that school staff and parents have supported the statewide effort to have all tenth grade students participate in the administration of a preliminary college entrance examination, resulting in significant gains in student participation in the PSAT districtwide, as well as across major ethnic groups. The attached report also provides school-level summaries of PSAT performance. School staff will use PSAT results as an additional source of information to identify students for Honors, Dual Enrollment and/or Advanced Placement courses for the coming school year. Area Directors and Principals will examine school participation rates and will take steps to increase participation. 2007-08 PRELIMINARY SAT/
NATIONAL MERIT SCHOLARSHIP QUALIFYING TEST This is the eighth year of Broward County Public Schools’ participation in the ongoing partnership between the College Board and the Florida Department of Education, which was instituted to improve student academic performance and prepare students for a college education or a rewarding career. Beginning in the 2000-01 school year, Florida’s Specific Appropriation 107 allocated $1.6 million statewide for administration of a preliminary college entrance examination to all tenth grade students. Broward County Public Schools (BCPS), after a review of available preliminary college entrance examinations, selected the College Board’s Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT) for administration to tenth grade students. As directed by the State, student participation in districtwide PSAT/NMSQT testing is voluntary. College Board mails each examinee a PSAT/NMSQT Student Score Report in December or January, which provides a skills assessment that students can use to identify their levels of proficiency in each of the reasoning skill areas and then work on improvement before entering college or taking the SAT. The reverse side of the Score Report contains interpretive and college planning information. The PSAT/NMSQT scale of 20 to 80 corresponds to the SAT scale of 200 to 800. Each student receives three scores (Critical Reading, Mathematics, and Writing Skills) as well as estimated scores on the SAT I: Reasoning Test (Critical Reading and Mathematics), and on the SAT II: Writing Test. In December, all students who took the PSAT/NMSQT in October received free access to:
• My College QuickStart, a personalized online college planning kit based on their test results, and
• answers and explanations for every question on the PSAT/NMSQT (College Board, 2007).
In the spring of each year, College Board provides additional reports and materials to each school participating in PSAT/NMSQT testing. The PSAT/NMSQT Summary of Answers includes three different ways for school staff to analyze their students’ performance. College Board staff suggests that the Summary of Answers keeps the focus on the students’ skills, not their scores. Each participating school also receives reports to assist in identifying academically promising students to participate in AP courses. According to College Board, studies have shown that student performance on the PSAT/NMSQT can be useful in identifying students who may be successful in AP courses. However, these reports are not intended to be the sole criteria for selection of students to enter an AP course, nor are they to be used to deny student access to

these high rigor courses. The reports should be used in conjunction with the following to identify students who can potentially benefit from, and be successful in, AP courses:
• Upper-Level Course Enrollment Indicator (Available in the TERMS database) • Self-nomination • Teacher recommendations • Previous coursework • Grades in relevant previous courses • Discussions with students and their parents • Scores on other standardized tests
As indicated in the PSAT/NMSQT Summary of Answers, students who take the test are assumed to be planning to continue their education beyond high school. Comparisons of performance on the PSAT/NMSQT relate these students to the national group of college-bound students, a self-selected group of greater academic ability, rather than all high school students.
Test Description The PSAT/NMSQT measures critical reading and mathematical reasoning abilities, as well as writing skills that are important to success in college level study. The test focuses on students’ ability to reason with facts and concepts, rather than the ability to recall and recite information, while assessing knowledge and skills that students develop through course work in English, mathematics, science, social studies, foreign languages, and fine arts, as well as through experiences outside the classroom. By taking the PSAT/NMSQT in grade 10, students gain experience with the format and content of the SAT. The examination is intended to present an opportunity for students to practice for the SAT by providing questions similar to those on that assessment. By taking the PSAT/NMSQT prior to the SAT, students become cognizant of the skills tested on the SAT and other college entrance examinations. In addition, test results provide high school guidance counselors with data that help identify students who are ready or need additional assistance in order to enroll and be successful in Advanced Placement (AP) and other college preparatory courses. Resources such as the Web-based AP Potential are also available to allow guidance counselors to generate rosters of students who are likely to score a 3 or better on a given AP examination. Based on research that shows strong correlations between PSAT/NMSQT scores and AP examination results, AP Potential is designed to help students increase access to AP courses and to ensure that no student who has the chance of succeeding in AP is overlooked (College Board, 2007). The PSAT/NMSQT is also a qualifying examination for scholarship and recognition programs including the National Merit Scholarship Program, National Achievement Scholarship Program for outstanding Black students, and the National Hispanic Scholar Recognition Program. Of the more than one million National Merit Scholarship Corporation (NMSC) program entrants, about 55,000 students will have earned 2007-08 PSAT/NMSQT scores high enough to qualify for recognition. These students will be notified of their standing through their high schools in September 2009. Students who qualify to continue in the competitions for 2009 scholarships

then must meet academic and other requirements specified by NMSC in order to be considered for awards (National Merit Scholarship Corporation, 2008). The State of Florida supports participation in the PSAT/NMSQT by providing the test to tenth grade public school students at no cost. As a result, a larger proportion of Broward County high school sophomores than juniors take the assessment each October. Nearly all students nationwide who take the test indicate they plan to attend college. The PSAT/NMSQT gives students the opportunity to participate in the Student Search Service used by colleges to contact students directly with information about their programs and offerings. Although the Florida Legislature does not require grade 10 students to participate in PSAT/NMSQT administration, BCPS encourages all students to participate. Two dates in October are specified by The College Board for PSAT/NMSQT administration each year. Schools may elect either the Wednesday or Saturday scheduled test dates to administer the test. Broward schools only administer the test on the Wednesday test date, which as a regular school day facilitates higher participation among students.
Method The Broward County data summarized herein were extracted from the District’s Data Warehouse after PSAT/NMSQT scores were linked with demographic and enrollment records. If more than one score was reported for a student, only the most recent result was included for analysis. All reported counts are unduplicated. The Broward data include results for both sophomores and juniors who took the PSAT/NMSQT at some time during the school year. Results for the state and the nation reflect only graduating seniors as reported by the College Board. Because of this difference in student groups reported, Broward’s data are reported separately for sophomores and juniors.
Results Note must be made regarding special educational initiatives made in Florida, which are practiced nationally. Only eleven states (Delaware, Florida, Georgia, Hawaii, Indiana, Maine, New Mexico, Oregon, South Carolina, Tennessee, and Washington) and the District of Columbia have initiatives that permit participation in testing such as PSAT/NMSQT at no cost to students. Therefore, comparisons of district and national results must be made with caution, as the majority of states do not fund PSAT/NMSQT testing. This difference in policy limits comparisons with nationwide results as students who must pay to participate in grade 10 are likely to be more motivated and/or affluent than many students who take the exam free of charge. Participation Rates The test results included in this report are for students who participated in the PSAT/NMSQT administration over the past three years whose results could be matched to the District’s Data Warehouse. As displayed in Table 1 (page 4), despite a decrease in grade 10 student enrollment, the number and percent of participants increased in 2007-08. Although eleventh grade enrollment increased by one percent from the previous year, eleventh grade participation remained stable. The participation rate trends are illustrated in Figure 1.

Table 2 summarizes participation rates disaggregated by the three largest ethnic groups represented in the District. Examination of the table reveals that the number of tenth grade Black students enrolled remained stable in 2007-08 from the previous year, while the number of Black students participating increased by two percentage points. The number of White students enrolled and the number of participants declined in 2007-08; however, the percent of White student participation increased by two percentage points. Tenth grade Hispanic students also registered a decline in enrollment, while the percent of participants improved by three percentage points from 2006-07 to 2007-08. Among eleventh grade students, the number of Black students enrolled increased while the number and percent of participants decreased slightly. Among White students, both enrollment and participation decreased from 2006-07 to 2007-08, while the percent of participants remained stable. Grade 11 Hispanic student enrollment and participation increased and the percent of participation increased one percentage point.

Table 3 and Figures 2 and 3 summarize three years of National, Florida, and Broward scores. The College Board reports national and state mean scale scores for college-bound students. As reported in the table, grade 10 and 11 mean scores for the Nation, Florida, and Broward show mixed results with Broward’s grade 10 scores registering no gains or slight declines over three years in Critical Reading, Mathematics, and Writing. As displayed in the table, Broward’s grade 10 scores are similar to scores across the state, but lag scores across the nation. Similar results are seen for grade 11 students, with Broward posting no gains or slight declines in Critical Reading, Mathematics, and Writing. Nonetheless, it should be noted that in 2006-07 and 2007-08 Broward’s grade 11 students’ mean Critical Reading, Mathematics, and Writing scores surpassed students in Florida and across the nation. Table 4 summarizes mean performance registered by tenth and eleventh grade Black, Hispanic, and White students. As seen in the table, a slight improvement in Black students’ 2007-08 mean scores is noted in Mathematics and Writing compared to 2006-07, with Hispanic and White students reporting gains in Writing. At Grade 11, gains were noted for all three groups in 2007-08 in Mathematics and Writing compared to the previous year. Grade 11 performance was higher than tenth grade performance in all areas and for all three subgroups. This outcome is not unexpected due to an additional year of instruction for the eleventh grade participants, and as all of these participants were self-selected college bound students. Examination of the table reveals that mean score differences remain between White students and the two other major ethnic groups in Broward: Black and Hispanic students. In grade 10, while the gap between Black and White students decreased slightly from 2005-06 to 2007-08 in Critical Reading (from 6.7 to 6.6), and in Mathematics (from 7.7 to 7.6), the gap increased in Writing (from 5.3 to 6.3). The gap between Hispanic and White students increased in all areas during the same time period. At grade 11, the gap between Black and White students remained stable in Critical Reading (at 7.3), while the gap increased between Black and White students in Mathematics (from 9.0 to 9.8) and in Writing (from 7.0 to 7.9). The gap between Hispanic and White students narrowed in Critical Reading (from 3.9 to 3.3), and in Writing (from 3.7 to 3.6). In Mathematics, a slight increase in the gap was seen (from 3.7 to 3.8).

Grade 10 and 11 female and male mean scores in Critical Reading and Mathematics remained stable while Writing scores declined over the three year period. In general, females outperformed males in Critical Reading (40.3 vs. 38.7) and Writing (39.3 vs. 37.1), while males outperformed females in Mathematics (42.5 vs. 41.3). Of the 40 Broward high schools with two years of total reportable data, 21 (53%) have increased the total number of students participating in PSAT/NMSQT. Positive trends over the three year period displayed in Appendix A were observed for the Total, Black, Hispanic, and White number of grade 10 students participating at two schools (Northeast and South Plantation). A positive trend was noted for the Total, Black, and White students at Piper, and for Total and White students at Cypress Bay and Marjory Stoneman Douglas. Four schools (Atlantic Technical, Coconut Creek, Deerfield Beach, and William T. McFatter Technical) indicate a positive trend for the number of Hispanic participants, while six schools (Blanche Ely, Cooper City, Charles W. Flanagan, Hollywood Hills, Miramar, and Nova) posted a positive trend in the number of Black participants. A positive trend in participation for Hispanic students is reported at William T. McFatter Technical and for Total students at Cross Creek.

Caution should be exercised when viewing results of groups with small enrollment numbers. No data are reported when fewer than 10 students are enrolled, and enrollments in 2007-08 of fewer than 50 students are shown in italics. An increase in minority participation is also apparent when examining Appendix A. Seventeen high schools increased grade 10 Black student participation this year, with the largest increase documented at Miramar (from 579 to 630 students). Seventeen schools increased grade 10 Hispanic student participation this year, with the largest increase occurring at Everglades (from 311 to 356 students). Participation rates below 70% (schoolwide or for an ethnic group) during the 2007-08 school year are bolded for easy reference. Note that many of the instances where a school or ethnic group posted participation rates below the 70% mark occurred at ESE or alternative centers or among groups with small enrollment numbers. Appendix B provides grade 10 PSAT/NMSQT mean scale scores for Black, Hispanic, and White students, by school. Data are provided over a three-year period where available. While positive trends are noted in at least one area at ten schools, multiple positive trends occur for Hispanic students at Boyd Anderson (Mathematics and Writing), and Pompano Beach (Critical Reading and Mathematics). Black students posted positive trends in Critical Reading at Blanche Ely, Hallandale, and William T. McFatter Technical, and in Mathematics at Dillard. Hispanic students posted positive trends Mathematics at Cypress Bay, Monarch, and South Broward. Positive trends for White students are noted in Critical Reading at Stranahan. Caution must be used when viewing gains or declines in Appendix B as the number of students in each ethnic group varies from school to school and year to year. Appendix C displays mean scores for tenth and eleventh grade participants during 2007-08 by school. As depicted in Appendix C, grade 10 students at seven schools (Atlantic Technical, Cooper City, Cypress Bay, William T. McFatter Technical, Pompano Beach, Marjory Stoneman Douglas, and Pembroke Pines Charter) matched or exceeded the state and national averages in all three areas (Critical Reading, Mathematics, and Writing). At grade 11, 15 schools (College Academy at BCC, Cooper City, Coral Glades, Coral Springs, Cypress Bay, Deerfield Beach, Charles W. Flanagan, Miramar, Northeast, Nova, Pompano Beach, South Plantation, Marjory Stoneman Douglas, J.P. Taravella, and Western) matched or surpassed national and state mean scores in all three areas (Critical Reading, Mathematics, and Writing). Ongoing Action Broward is committed to providing broader educational opportunities which provide students with the experience and knowledge needed for success in college-level coursework. School staff members continue to use PSAT/NMSQT results as an additional source of information to identify students for participation in upper-level course enrollment this year. Area Directors and Principals have examined school participation and have taken steps to increase participation, particularly where the schoolwide or ethnic group participation rate fell below 70%. It should be noted that at Broward Virtual, the low number of participating students may be the result of students inadvertently entering the College Board CEEB code assigned to the student’s testing location instead of Broward Virtual’s assigned code.

Finally, as recommended in the Advanced Placement Report, the Student Assessment & School Performance Department will continue to collaborate with Research Services and Education Technology Services (ETS) to ensure that the student prediction readiness flag reports and the PSAT/NMSQT test results are both available for reference when completing student schedules for the coming school year. These data should be used to identify those students who are capable of succeeding in AP coursework and to ensure that identified students are appropriately enrolled in AP classes. In addition, the Research Services Department will continue to analyze student data to assist schools in identifying academically promising students for participation in high rigor courses at the beginning of the second semester.
