The District’s penalty for non-compliance in 2012-13, while not the highest in the State, was still higher than acceptable and continues to adversely impact the District’s operational budget for 2013-14 as $1.3M of the District’s operational budget will go to other Florida Counties that did meet 100% compliance. Period-by-period CSR compliance means that for each period in: Grades Pk-3 each core classroom period will have 18 students or less, Grades 4-8 each core classroom period will have 22 students or less, and in Grades 9-12 there will be 25 students or less, in each core class period. A listing of core classes is attached in Appendix A. These classes were determined by the Florida State Legislature during the spring 2011 legislative session, updated to include course recovery courses in 2012, and Language Arts courses during the spring 2013 legislative session. The District is striving to utilize every educational dollar available to support academic excellence. Because of this, it is imperative that all School and District Administrative staff work to ensure, prior to the beginning of the 2013-14 school year that the most efficient utilization of instructional staffing and space is in place. The section below provides you information on the expectations and critical CSR dates: All Schools must have a schedule posted in TERMS by Thursday, August 1, 2013, for ALL students in ALL grades currently enrolled in the school. School Principals are to ensure that teachers are scheduled in the appropriate classes PRIOR to the beginning of the school year, and must utilize co-teaching and multigrade strategies as soon as it is evident that this type of schedule will be necessary at the school. Attachment B provides a list of classes currently available for Multigrade and Co-teaching professional development opportunities. Attachment C lists classes available for Principals, Assistant Principals, and IMT’s and includes the dates of the Hands On Training (HOT) Labs.

School Principals must utilize all staff in the most efficient manner possible, per the Office of School Performance and Accountability and Human Resources Guidelines.

Schools must utilize all scheduling strategies available, and review the Scheduling Strategy Brainshark (located on the CSR Website Training Tab) once it is available.

District Staff responsibilities will include:

Per the following schedule: Portfolio Management - CSR Staff - will prepare weekly data reports, and coordinate weekly meetings

to review and identify data and compliance issues with OSPA Staff. CSR Staff will then provide updates per the below schedule to the Senior Leadership team.

Office of School Performance and Accountability (OPSA) Staff - will meet weekly during August thru October with CSR Staff to review school class size data, and follow up with schools to resolve data errors, compliance, and staffing issues.

Human Resources - will meet weekly during August through October and collaboratively work with OSPA and Budget Staff to resolve staffing issues.

Budget Staff - will meet weekly during August through October and collaboratively work with OSPA and HR Staff to resolve funding issues.

Information & Technology (IT) - will make changes to the CSR Website as necessary to provide accurate class size compliance data to the District and Schools, provide technical support via the IT Help Desk, and submit the District's data per the State's FDOE production schedule. They will also communicate process and/or policy changes and updates to District and School Staff as soon as they become aware of changes.

College & Career Readiness - will provide training services to District, Charter, and School Staff and ensure that a list of training attendees is kept. They will also ensure that accurate instructions are communicated to School staff via the IT CAB Bulletin Board and provide Hands On Training (HOT) through the HOT Labs each week.

Portfolio Management – CSR Staff - will collaboratively work with OSPA, Budget, HR, and IT Staff, to monitor, identify, and address issues with space utilization at the schools. If space issues are identified, a team comprised of: OSPA, Portfolio Management Services – Facility Planning, and Portfolio Management staff (Demographics & Student Assignments & CSR) will do an on-site visit and review the school's Florida Inventory of School House (FISH) file and Master Schedule to determine what programmatic (or other) changes are necessary at the school.

Human Resource Development (HRD) - will collaboratively work with OSPA and CSR staff to identify schools utilizing Co-teaching and Multigrade CSR Strategies, and will ensure that the appropriate teachers are included in training. In addition, they will provide a report of training attendees to the Superintendent, OSPA, and SLT as needed.

Curriculum & Guidance Staff - will review Master Schedules to ensure that core curriculum offerings align with the District's goal of academic excellence while adhering to the State's class size mandate and that non-core related Advanced Placement, Dual Enrollment, and Virtual Education programs are implemented to maximize the student's fullest potential.

Forthepurposeofcheckingclasssize,everyschoolmusthaveaschedule foreachstudentenrolled,enteredintoTERMSbyThursday,August1,2013.

Principalswillbeheldaccountableformeetingthisdeadline.  WeeklyreviewofscheduleswillbeavailablefromJuly8thtoJuly19th.Thesecondrolloverdate

GuidelinesforUtilizationofStaffCoachingGuidelinesandFunding:There are two funding sources for reading coaches, (1) the state reading allocation and (2) generalfund.Ifyourreadingcoachispaidthroughthestatereadingallocation,he/shecanteachamaximumofoneperiod. Ifyourreadingcoachispaidforthroughthegeneralfund,thereadingcoachshallbeutilizedtoassistinmeetingclasssizereduction.ReadingcoacheswillnotbeassignedtoteachclassesinadditiontotheircoachingdutiesinDorForInterveneschools.

FloridaDepartmentofEducation(FDOE)GuidelinesonCo‐teaching:

Co‐TeachingmustcomplywithALLofthefollowingFDOEguidelines: Atleastoneteacherontheteamwillhave3yearsofexperience. Atleastoneoftheteachersmustbein‐field.TheotherteachermustholdavalidFlorida

Educator’scertificate.(i.e.ABrowardVocationalCertificatewouldnotbeappropriate.)The teacher, who is not appropriately certified, will be identified as out‐of‐field andmust complywith those rules andprocedures (namewill be submitted to theBoard,parentnotification,signthewaiver,etc.)

Teacherswillhaveprofessionaldevelopmentintheco‐teachingmodelwithinoneyearofassignment.

All schedule method changes after the October Survey 2 FTE/CSR submission to the FDOEshould be documented. If a course record schedule method is changed from a "C" (Co‐teaching),"I"(Inclusion),or“M"(MultiuseRoom)toan"S"(SingleTeacher),schoolsshouldbeabletoprovidesubstantivedocumentationforthecourse/schedulemethodchange(e.g.,Staffmemberretired,resigned,wentonFamilyLeave)andshouldkeeptheschedulechangebackupinabinderforauditpurposes.

BrowardCountyInstructionalPracticeSuggestionsforCo‐teaching:

Co‐teachersmayhaveonesetoflessonplansthatreflectseachteacher’sresponsibilities. While Advanced Placement classes are considered non‐core; it is recommended that Co‐

When combining core and non‐core classes together the FDOE calculation will look at thelargestnumberofstudents intheclasstodeterminewhether it isacoreornon‐corecourse.Therefore,inahighschoolclassroomof27students(2overcompliance)25studentsarecodedto Algebra I, and 2 are coded to Research; the State’s calculation will show 27 students inAlgebraIsincethatisthemaincourseintheclassroom,andthatclasswillgenerateapenalty. Research courses can be used, if implemented with fidelity, where curriculum of

research as noted in district’s course code directory is embedded within a pairedcourse.ApotentialappropriateexampleofthisisAPU.S.HistoryandResearch.

Therewillbenoalteringofcoursenamesonstudents’schedulesasstudenttranscriptsareexpectedtomatchthereportcards.

Districts are required to show that every effort was made to meet the constitutional mandate by the October CSR/FTE survey date of October 18, 2013. If sufficient effort was made, it is expected that the State will return a prorated portion of the expected CSR penalty.

5 Q. How do I develop a schedule for period-by-period implementation of CSR, when I don’t have adequate funding for teachers?

A: Schools must develop efficient schedules by using the strategies found in the Guidelines for CSR Implementation, based on the projected budget. If there are not enough teachers to meet CSR, after using all the guidelines appropriate for your level, students must still be assigned a schedule.

A: At this time, no funding has been identified to support additional teachers. If additional funding becomes available, a CSR Scheduling Review Committee, in concert with the school’s principal, will review the school schedule to determine appropriate scheduling and assignment of teachers or other personnel to assist in meeting the CSR guidelines. Additional personnel will be assigned, if after use of all appropriate strategies, no other option remains, and there are additional budget monies identified.

7 Q: If students take courses using Broward Virtual School, how will the FTE be reported? How will report cards be affected? How will report cards be affected?

A: 7 period schedules: Replacing one high school course with one BVEd or FLVS course during Semester 1 or 2 will not prevent the student from generating full FTE at the school of enrollment. The school will generate full FTE if the student takes the course in addition to a full schedule at the school. For the BVEd course completions reported in June, the high schools of enrollment must adjust their FTE in External to accommodate the addition of the BVEd FTE. This will not impact school funding. FLVS course completions will not have a negative impact on school funding either. Grades for virtual course enrollments are reported at the time of course completion on a semester basis. Semester grades are added to the student’s permanent course record and are reported to students and parents through Virtual Counselor.

8 Q: Is there a specific course number to use for students in Virtual Labs?

A: Schools must use a course number that is non-FTE generating. FTE cannot be claimed for a class where a student is taking an online class in a lab setting.

A: The data displayed in the Web site are pulled directly from TERMS; however, the Web site is not ‘real time’ and changes made in TERMS will be reflected in the CSR Web site the following day. Only schools can correct the TERMS data. The Web site will be updated DAILY after Monday, July 22nd. IMT’s may access the C16 panel to check schedule edits or the C01 panel to view changes made in the room occupancy data. If the data still appear to be wrong after the update, call the I&T Help Desk at 321-0411 for assistance in determining the problem.

10 Q. Why is it important for each school to accurately identify FISH room numbers in TERMS?

A: Since the DOE will be calculating class size based on FISH room numbers, it will be important for us to demonstrate that all available classroom space is being utilized. In addition, this will provide the data that will support the need for additional classroom construction. Schools should schedule core courses in rooms that are assigned student stations in the school’s FISH data. The STUDENT STATIONS field on the C01 Room Resources panel in TERMS indicates which rooms have student stations. As a reminder, when creating your master schedule, make sure that you do not mistakenly enter the same room number for multiple classes that occur at the same time. Also, remember: The CSR State Statute calculation will, “Count all students in every term/classroom/period combination in which the main course is a core course.” The main course is determined by which core course has the majority of students. Then, the main grade is determined. The grade for each period will be the single grade with the most students. At that point, all students in that room and period are considered to be in the main course because the other courses (but not the students) have been eliminated.

11 Q: How does the class size calculation handle courses whose periods ends in period 88?

A: Any course using a period ending in 88 will be excluded from the State’s class size average calculation.

12 Q: If a teacher is teaching a class with multiple course numbers, how is class size determined?

A: If all courses in the room and period are core courses, the course with the most students will be considered the main course, but students in all the courses scheduled in that room and period will be counted. For a room and period where both core and non-core courses are scheduled, if the non-core course has the most students, the room and period will not be included in the calculation. However, if there are more students in the core course than the non-core course, the room and period will be included in the calculation and all students in all courses, both core and non-core, will be counted.

15 Q: How do I find out why a room calculation on the class size website is higher than the actual number of students that I know to be in that room?

A: When a room's enrollment appears too high or too low, schools can use the BLD/RM field on the C16 Master Schedule Query panel in TERMS to view the scheduling for that room to make sure the room has been scheduled correctly. Enter the building number and the room number (no spaces or other characters) in the BLD/RM field and press enter. Be sure to press the F8 key until the message “No Additional Pages” appears at the bottom of the screen. This panel will show the courses scheduled in the room, the periods of the courses, the teachers teaching the courses, and the number of students scheduled in each period. Additionally, the Room Occupancy report will show the classes scheduled for each room for each term. Select the school from the school listing and then select the “Room Occupancy” tab to verify the classes scheduled in a room.

A: The State assigns grade level by period, not room. The grade level for the period will be based on the single grade with the most students. If two grades have the same number of students, the tie goes to the higher grade level. Example: If the grade distribution for a room and period is three students in grade 2, three students in grade 3, three students in grade 4, and one student in grade 5, grade 4 will be the assigned grade for the room and period.

A: Depending on which grade is assigned to each period, there is a possibility that some periods in the room will be in the PK-3 calculation and some may be in the grade 4-5 calculation.

The single grade with the most students becomes the main grade for that room and period. For grades with equal number of students, the higher grade becomes the main grade. Only rooms with periods in which a core course is scheduled will be included. If all courses in the room and period are core courses, the course with the most students will be considered the main course, but students in all the courses scheduled in that room and period will be counted. For a room and period where both core and non-core courses are scheduled, if the non-core course has the most students, the room and period will not be included in the calculation. However, if there are more students in the core course than the non-core course, the room and period will be included in the calculation and all students in all courses, both core and non-core, will be counted.

29 Q. Can co-teaching be used as a strategy to lower class size?

A: Florida State Statute 1003.3 provides the conditions in which co-teaching may be utilized. Co-teaching is a scheduling method that can lower the class size calculation. A co-teaching classroom is by definition one in which two or more teachers share responsibility for planning, delivering, and evaluating instruction for all students in a class. In order to be considered co-teaching, this delivery system is provided whenever a class/subject is taught by two or more teachers and must continue for the entire class period. According to State Statute, co-teaching may be used for the following purposes:

• Pairing teachers for staff development; • Pairing new teachers with veteran teachers; • Reducing turnover among new teachers; • Pairing teachers out-of-field with teachers who

Non-core courses can have class sizes larger than 25 students, yet there is a District cap of 28 students for reading classes at Middle Schools using the Critical Thinking through Reading or Research. The school should determine the number of students in these reading classes by taking into consideration the safety and security of the school, the appropriateness of the number of students, and the community.

Curriculum 44 Q. Can schools schedule 7th Grade GEM Algebra with 8th Grade Algebra I Honors?

A: Schools are encouraged to nest courses, where appropriate. In some instances, courses with different course code numbers can be combined in one period with the same teacher. The class will appear on the CSR Web site as the class with the higher enrollment in the class. The enrollment will reflect the total number of students in both classes in that period. It is also important for schools to take into consideration the nature of the curriculum being nested. Some courses, although in the same subject area, have content and/or skills that may/may not be most appropriate to be taught in coordination with each other.

Curriculum 45 Q. Can Critical Thinking or a Research class be used for Middle School course recovery? Can these classes be used to save a student from failing Language Arts?

A: No, the Critical Thinking or Research classes cannot be substituted for a core course. If the student’s schedule includes a Critical Thinking or Research class, during the October FTE/CSR Survey period, the student’s transcript for that grading period should reflect the Critical Thinking or Research course grade. Any deviation is not permissible. Keep in mind that if the majority of the students in a classroom are considered core, the non-core students scheduled in that same period and room, will also be included in the total student count for that classroom period. Thus if 25 students are coded to a Reading class in Period 1 in Room 100, and there are an additional 3 students coded in a Research course for the same period and room, the system will total 28 students for Room 100 for 1st period.

A: As school schedules are finalized, the District will realign materials as appropriate. For example, a school that decreased in enrollment may be required to share textbooks, teacher editions, etc., with schools that increased in enrollment.

Elementary 49 Q. Must elementary schools include combination or multigrade classes to meet CSR?

A: Outside of the approved District Montessori Schools, utilization of this strategy will be monitored. Schools with specialized Self-Contained Exceptional Education programs, where a multi-age and/or multigrade program model is programmatically appropriate, such as Autism Cluster Programs and where the program is currently in place, will be exempt from obtaining additional approvals in order to continue the program.

Professional Development is necessary for teachers who will be teaching multigrade level classrooms.

Schools are not permitted to use multigrade strategy for ELL students without having the model established for general education classrooms within the same school.

Elementary 50 Q. Are elementary schools required to enter the 11-period schedule into TERMS?

A: TERMS scheduling for elementary schools is different than for other levels. Using the 11-period schedule in TERMS does not change the day-to-day requirements for elementary schools, but does eliminate double counting for push-in and pull-out programs and will reduce the FTE in penalty. (Because the pull-out number of minutes is less than the minutes in the period, the student will count in both periods/rooms of the homeroom teacher and the pull-out teacher.) Schools who provide these programs should consider this model, when scheduling students.

61 Q: What is a ‘FISH’ number? How does it impact Class Size Reduction?

A: ‘FISH’ is an acronym for ‘Florida Inventory of School Houses.’ The FDOE has created an inventory of classrooms for each school in the State. This database is updated periodically by the District’s Facilities Department as classrooms are added, demolished, or removed – as in the case of relocatables. The FISH number generally coincides with the schools’ classroom number and is used as part of the CSR compliance calculation to determine the number of students assigned to a teacher, per period, in a classroom. The FDOE assigns room descriptions per FISH number based on a number of criteria such as square footage and amount of storage. It does not matter if a room description indicates a particular grade level. The FDOE uses the student record to determine the grade level for the students assigned to a classroom, not the room’s description. All classes should be scheduled using the following priority: 1. Permanent classrooms with student stations 2. Relocatables with student stations 3. Permanent classrooms with “Zero” student stations (e.g. Resource Rooms) 4. Relocatables with “Zero” student stations All rooms that appear on the Room Occupancy report as unscheduled need to have a Room Usage code input into the TERMS C01 panel. A: Yes, rooms (or relocatables) under construction that are scheduled to be open by October FTE can be used for scheduling. If the scheduled completion date is not met, use the room numbers for where the classes are being held during the October FTE survey week.

Head Start 64 Q: Are Head Start and other Pre-K students included in the CSR compliance calculation?

A: Per the FDOE, Pre-K students are included if they are taught in a core course. (Refer to core course listing on the Class Size web site address.) This applies to PK students who generate FTE, such as PLACE, as well as PK students in programs that do not generate FTE, such as Head Start and VPK. A Pre-K designation has been added to FISH to identify the non-ESE fee-paid Pre-K classrooms, and schools should code ALL Fee-paid classrooms with an “F” room utilization code in the TERMS C01 panel. In order to exclude the Head Start and VPK courses from the class size calculation, the period for those courses should end in 88. If the Head Start and VPK students receive ESE services, the periods for their ESE courses should not end in 88. The Head Start Performance Standards requires grantees to maintain a 1 adult per 10 student ratio, not exceeding 20 students per class, throughout the day. Therefore, Head Start students cannot attend a specials class in which there are more than 20 students.

High 65 Q. If my school can meet CSR by assigning extra periods to teachers, will the District assist with funds?

A: Possible additional funding is being sought; however at this time, it is very unlikely that further funding will be identified. School schedules will be reviewed to determine appropriate scheduling and assignment of teachers. Once needs have been identified, every effort will be made to prioritize the need, based on the strategies utilized, and if monies become available, teachers will be assigned. Only currently funded positions should be placed in the student’s schedule.

Note: Schools must collaborate with Advanced Academics Department prior to implementation of an on, off, and/or online dual enrollment program(s) for students each academic year.

High 68 Q. Which class size limits should be used in FAIR schools? Is this the same for non-FAIR schools?

A: Class Size compliance is measured the same at both FAIR and non-FAIR schools. Only Charters are exempt from period-by-period CSR compliance. They are held to a school-wide average by grade grouping compliance.

High 69 Q. How should schools handle a high school student’s schedule, when all seats for a course are at the maximum level?

A: Student enrollment should be reviewed based on need. If a student needs a class to graduate, every effort should be made to assign the student to the needed class. If appropriate, schools may defer a student to a subsequent semester class, or recommend taking the class through Florida Virtual School or Broward Virtual School.

Middle 70 Q. Utilizing non-core course numbers as electives in middle schools that team to address CSR causes the teams to not remain “pure” due to the fact that I can put more students in a non-core class… Why should I attempt to utilize non-core course numbers in the students’ schedules?

A: Non-core electives are not included within the CSR compliance calculation and may be scheduled at a higher student teacher ratio. Schools should schedule students into core courses, based on the CSR guidelines. Middle 72 Q. Is ‘Introduction to Spanish’ for Grade 6 students a core elective?

A: No, Spanish is no longer a core course for Grade 6 students. Legislative changes effective as of 2011-12 do not include foreign language as a core course. A list of core courses is available on the CSR Web site.

Middle 73 Q. Can middle schools offer an advanced reading core course?

A: Yes, advanced reading courses are optional for middle school students scoring 3 and above on the FCAT. There is a District cap of 28 students for such reading classes at Middle Schools using the Critical Thinking through Reading or Research.

Middle 74 Q. Do High School level courses offered at a Middle School have different class size limits?

A: Yes, High school level, credit earning, core courses offered at Middle Schools will be calculated using the Grades 9-12 enrollment cap of 25 students. For a room and period where both middle school and high school level courses are scheduled, if the middle school course has the most students, the room and period will be calculated at 22. However, if there are more students in the high school level course, the room and period will be calculated at 25.

Scheduling 75 Q. Can schools use ‘TBA’ to schedule students into classes?

A: Schools must develop efficient schedules using the strategies found in the Guidelines for CSR Implementation, based on the projected budget. If there are not enough teachers to meet CSR, after using all the guidelines for your level, students must still be assigned a schedule. A ‘TBA’ can only be used, if the position is currently funded in the school’s budget and the teacher’s name is unknown. The TBA teacher record MUST be changed to reflect the actual teacher name, social security number, and personnel number before the transmission of FTE survey data on October 18, 2013.

Since the mandated class size for the PK-3 grade grouping and the 4-8 grade grouping are different, by mixing grades from these two groups in the same room during the day, you need to be aware of which grade each period will be assigned. It is possible that the room will have some periods fall under the PK-3 calculation, and some periods fall under the grade 4-5 calculation depending on the grade grouping with the most students scheduled for that period.

Scheduling 78 Q. The enrollment numbers at my school are very tentative. How can I develop a final schedule, when I don’t know who is coming to school?

A: August 1st is the deadline for entering student schedules. Schedules will be reviewed by District staff beginning on August 5th to begin verifying projection data. On August 26th, the students that have not been in attendance will be dropped from the system. If these students enter school after August 26th, they will need to be registered and have schedules entered. On August 30th, the 10th Day Count is processed by the District. Elementary Specials Scheduling Elementary Principals have been given the directive to provide 30 minutes each day for the instructional staff utilizing special area classes. Elementary Schedules will show 150 minutes of specials. As in the past, the student schedule in TERMS will not reflect the actual days and times that special classes meet, but will indicate the average minutes per special for FTE reporting purposes. FTE General Instructions from the DOE state that when classes rotate in offering from one week to the next, an average of the time that students are scheduled in the classes should be reported. The entire time the student is in each class for the span of time being reported is to be used. This would include survey week as well as all other weeks the class is scheduled. An average of the class minutes is then used to determine the value of FTE. The student schedule will show specials classes all scheduled in the same period. In order to exclude these classes from the class size calculation, the period being used for the specials must end in 88, such as 1088. Using 88 at the end of a period will cause the TIMES and MINS fields on the Master Schedule record to default to blank. The actual times of the period (such as 1300 and 1330) must be entered in the TIMES field, and the minutes per special determined by the formula and table below must be entered in the MIN field. The Scheduling Method will default to S and should not be changed. EXAMPLE: If a student will be taking 5 specials during the school year: Average weekly minutes: 150 minutes per week Average daily minutes entered in TERMS per special:

Number of minutes per day for special: 30 minutes per day Multiplied by 5 days for weekly minutes: 5 x 30 = 150 minutes per week Number of specials per student: 5 specials per student Minutes per special: 150/6 = 25 minutes per special

CLASS SIZE TIPS

Review the FISH report from I&T. It is important that all rooms identified in TERMS are properly identified with the correct FISH number. It’s MORE important to make sure that all rooms have unique FISH numbers. If a school is operating classes on another campus, the rooms at the other school must be correctly identified on the C01 panel when defining the room. Make certain that in the master schedule the same classroom is not mistakenly assigned to two different teachers. If two or more teachers are sharing the same FISH room space, (co-teaching or divided classrooms) then code each master schedule record with scheduling method “C” for co-teaching or scheduling method “M” for divided classrooms. If scheduling method “C” is used, the appropriate Team Teacher Training code must be entered in the TTT field on the master schedule record. Review the CSR website Room Occupancy report to see a quick overview of the master schedule by period. The period for elementary specials courses (other than the core special) should end in 88, such as 0688. Be careful about combining core and non-core classes in the same room during the same period. If there are more students taking the non-core class, then the entire period is deemed to be non-core and the core class will not be counted in your class size calculation. Conversely, if there are more students taking the core class, then the period will be counted and the students in both the core and the non-core classes will be included in the class size calculation. If the same number of students is in the core class and the non-core class, the period will be counted as a core period. If there are two core courses in the period, then the course with the most students becomes the main course, but the students in both courses are included in the total students for the room and period. For a period that has multiple grade levels, the single grade with the most students in the main course will be the grade used for the class size calculation. A tie goes to the highest grade. This becomes a factor for those smaller classes, such as pull-outs or self-contained ESE classes. The period could have a total of more in the KG-3 grouping in the class, such as 1 per grade, but also two fourth graders, which would cause Grade 4 to be the main grade for the period. It is possible that the room will have some periods fall under the PK-3 calculation and some periods under the Grade 4-5 calculation, depending on the grade assignments of the individual periods scheduled in the room. Only courses with Friday (F) in the correct position of the DAYS field will be included in the class size calculation. (Example: MTWRF or F )

USE OF PERIODS

Any course with a period ending in 88 (0188, 0288, 0388, etc.) will be eliminated from the class size calculation.

USING THE SBBC CLASS SIZE WEBSITE

The school district’s calculation of class size is located on the internet at http://www.broward.k12.fl.us/casdl/csrdata. In addition to the calculation, there is general information regarding class size, such as courses eligible for the calculation, implementation of Amendment 9, and answers to frequently asked questions. To view a school’s class size information, click on the School by School Data link. After logging in, select to view by Innovation Zone. Click on the school’s name to get to the room by room data. The information is listed by FISH room number. By clicking on the Sort By Main Grade button, the information will be displayed by grade level. To review period by period information and rooms not scheduled, click on the View Room Occupancy button. Each school’s progress in meeting class size can be tracked on this website. Schools should verify room by room accuracy.

RESEARCHING ROOMS IN TERMS The courses, periods, teachers, and number of students scheduled in a room can be viewed in the TERMS student database and now, in the Room Occupancy Report on the CSR website. All this information can be seen both in the C16 Master Schedule Query panel by using the building and room numbers (99 and 535C in the example below) as the basis of the query, and the Room Occupancy Report. Enter the building and room number in the BLD/RM field (99535C) and press enter. Press F8 until the message “NO ADDITIONAL PAGES ...“appears at the bottom of the screen. All the courses, periods, and teachers scheduled in the room can now be viewed. If the number of students in a classroom on the class size website seems to be exceedingly high, most likely another teacher’s course and section have been mistakenly scheduled into the room. Click on the Room Occupancy Report to see a list of all classes in a particular room by period. In the example below, a Language Arts course and a Social Studies course with another teacher (302) have been mistakenly scheduled into room 535C. Simply correcting the room number on the C17 Master Schedule panels for the Language Arts and Social Studies course records for teacher 302 will solve the problem. PANEL: ___ C16. WHEN COURSE ROOM NUMBER AND FISH NUMBER DO NOT MATCH

When the room number used for scheduling in TERMS and the FISH number used in the class size calculation are not the same, the corresponding room must be found for the FISH in order to research the FISH number in TERMS. In the TERMS student database, go to the C01 Room Resource panel and press enter. Press the F8 key until the FISH number from the class size calculation appears in the column under FISH. The building and room numbers on the same line in the BLDG-RM columns will be the numbers used in the BLD/RM field on the C16 Master Schedule Query panel to research in TERMS. In the example below, if 130 is the FISH number on the class size website, building 01, room 110 would be used when following the instructions for researching a room on the C16 panel.

PUBLIC K‐12 EDUCATIONVIEW ENTIRE CHAPTER

1003.03 Maximum class size.—

(1)  CLASS SIZE MAXIMUMS.—Each year, on or before the October student membership survey, the

following class size maximums shall be satisfied:

(a) The maximum number of students assigned to each teacher who is teaching core‐curricula courses

in public school classrooms for prekindergarten through grade 3 may not exceed 18 students.

(b) The maximum number of students assigned to each teacher who is teaching core‐curricula courses

in public school classrooms for grades 4 through 8 may not exceed 22 students. The maximum number of

students assigned to a core‐curricula high school course in which a student in grades 4 through 8 is

enrolled shall be governed by the requirements in paragraph (c).

(c) The maximum number of students assigned to each teacher who is teaching core‐curricula courses

in public school classrooms for grades 9 through 12 may not exceed 25 students.

These maximums shall be maintained after the October student membership survey, except as provided in

paragraph (2)(b) or due to an extreme emergency beyond the control of the district school board.

(2) IMPLEMENTATION.—

(a) The Department of Education shall annually calculate class size measures described in subsection

(1) based upon the October student membership survey.

(b) A student who enrolls in a school after the October student membership survey may be assigned to

an existing class that temporarily exceeds the maximum number of students in subsection (1) if the district

school board determines it to be impractical, educationally unsound, or disruptive to student learning to

not assign the student to the class. If the district school board makes this determination:

1. Up to three students may be assigned to a teacher in kindergarten through grade 3 above the

maximum as provided in paragraph (1)(a);

2. Up to five students may be assigned to a teacher in grades 4 through 12 above the maximum as

provided in paragraphs (1)(b) and (c), respectively; and

3. The district school board shall develop a plan that provides that the school will be in full compliance

with the maximum class size in subsection (1) by the next October student membership survey.

(3) IMPLEMENTATION OPTIONS.—District school boards must consider, but are not limited to,

implementing the following items in order to meet the constitutional class size maximums described in

subsection (1):

(a) Adopt policies to encourage qualified students to take dual enrollment courses.

(b) Adopt policies to encourage students to take courses from the Florida Virtual School and other

virtual instruction options under s. 1002.45.

(c)1. Repeal district school board policies that require students to have more than 24 credits to

graduate from high school.

2. Adopt policies to allow students to graduate from high school as soon as they pass the grade 10

FCAT and complete the courses required for high school graduation.

(d) Use methods to maximize use of instructional staff, such as changing required teaching loads and

scheduling of planning periods, deploying district employees that have professional certification to the

classroom, using adjunct educators, or any other method not prohibited by law.

(e) Use innovative methods to reduce the cost of school construction by using prototype school

designs, using SMART Schools designs, participating in the School Infrastructure Thrift Program, or any

other method not prohibited by law.

(f) Use joint‐use facilities through partnerships with Florida College System institutions, state

universities, and private colleges and universities. Joint‐use facilities available for use as K‐12 classrooms

that do not meet the K‐12 State Regulations for Educational Facilities in the Florida Building Code may be

used at the discretion of the district school board provided that such facilities meet all other health, life,

safety, and fire codes.

(g) Adopt alternative methods of class scheduling, such as block scheduling.

(h) Redraw school attendance zones to maximize use of facilities while minimizing the additional use

of transportation.

(i) Operate schools beyond the normal operating hours to provide classes in the evening or operate

more than one session of school during the day.

(j) Use year‐round schools and other nontraditional calendars that do not adversely impact annual

assessment of student achievement.

(k) Review and consider amending any collective bargaining contracts that hinder the implementation

of class size reduction.

(l) Use any other approach not prohibited by law.1(4) ACCOUNTABILITY.—

(a) If the department determines that the number of students assigned to any individual class exceeds

the class size maximum, as required in subsection (1), based upon the October student membership survey,

the department shall:

1. Identify, for each grade group, the number of classes in which the number of students exceeds the

maximum and the total number of students which exceeds the maximum for all classes.

2. Determine the number of FTE students which exceeds the maximum for each grade group.

3. Multiply the total number of FTE students which exceeds the maximum for each grade group by the

district’s FTE dollar amount of the class size categorical allocation for that year and calculate the total for

all three grade groups.24. Multiply the total number of FTE students which exceeds the maximum for all classes by an amount

equal to 50 percent of the base student allocation adjusted by the district cost differential for each of the

2010‐2011 through 2013‐2014 fiscal years and by an amount equal to the base student allocation adjusted

by the district cost differential in the 2014‐2015 fiscal year and thereafter.

5. Reduce the district’s class size categorical allocation by an amount equal to the sum of the

calculations in subparagraphs 3. and 4.

(b) The amount of funds reduced shall be the lesser of the amount calculated in paragraph (a) or the

undistributed balance of the district’s class size categorical allocation. The Florida Education Finance

Program Appropriation Allocation Conference shall verify the department’s calculation in paragraph (a).

The commissioner may withhold distribution of the class size categorical allocation to the extent necessary

to comply with paragraph (a).

(c) In lieu of the reduction calculation in paragraph (a), if the Commissioner of Education has evidence

that a district was unable to meet the class size requirements despite appropriate efforts to do so or

because of an extreme emergency, the commissioner may recommend by February 15, subject to approval

of the Legislative Budget Commission, the reduction of an alternate amount of funds from the district’s

class size categorical allocation.

(d) Upon approval of the reduction calculation in paragraphs (a)‐(c), the commissioner must prepare a

reallocation of the funds made available for the districts that have fully met the class size requirements.

The funds shall be reallocated by calculating an amount of up to 5 percent of the base student allocation

multiplied by the total district FTE students. The reallocation total may not exceed 25 percent of the total

funds reduced.

(e) Each district that has not complied with the requirements in subsection (1) shall submit to the

commissioner by February 1 a plan certified by the district school board that describes the specific actions

the district will take in order to fully comply with the requirements in subsection (1) by October of the

following school year. If a district submits the certified plan by the required deadline, the funds remaining

after the reallocation calculation in paragraph (d) shall be added back to the district’s class size categorical

allocation based on each qualifying district’s proportion of the total reduction for all qualifying districts for

which a reduction was calculated in paragraphs (a)‐(c). However, no district shall have an amount added

back that is greater than the amount that was reduced.

(f) The department shall adjust school district class size reduction categorical allocation distributions

based on the calculations in paragraphs (a)‐(e).

(5) TEAM‐TEACHING STRATEGIES.—

(a) School districts may use teaching strategies that include the assignment of more than one teacher to

a classroom of students and that were implemented before July 1, 2005. Effective July 1, 2005, school

districts may implement additional teaching strategies that include the assignment of more than one

teacher to a classroom of students for the following purposes only:

1. Pairing teachers for the purpose of staff development.

2. Pairing new teachers with veteran teachers.

3. Reducing turnover among new teachers.

4. Pairing teachers who are teaching out‐of‐field with teachers who are in‐field.

5. Providing for more flexibility and innovation in the classroom.

6. Improving learning opportunities for students, including students who have disabilities.

(b) Teaching strategies, including team teaching, co‐teaching, or inclusion teaching, implemented on or

after July 1, 2005, pursuant to paragraph (a) may be implemented subject to the following restrictions:

1. Reasonable limits shall be placed on the number of students in a classroom so that classrooms are

not overcrowded. Teacher‐to‐student ratios within a curriculum area or grade level must not exceed

constitutional limits.

2. At least one member of the team must have at least 3 years of teaching experience.

3. At least one member of the team must be teaching in‐field.

4. The teachers must be trained in team‐teaching methods within 1 year after assignment.

(c) As used in this subsection, the term:

1. “Team teaching” or “co‐teaching” means two or more teachers are assigned to a group of students

and each teacher is responsible for all of the students during the entire class period. In order to be

considered team teaching or co‐teaching, each teacher is responsible for planning, delivering, and

evaluating instruction for all students in the class or subject for the entire class period.

2. “Inclusion teaching” means two or more teachers are assigned to a group of students, but one of the

teachers is responsible for only one student or a small group of students in the classroom.

The use of strategies implemented as outlined in this subsection meets the letter and intent of the Florida

Constitution   and   the   Florida   Statutes  which   relate   to   implementing   class   size   reduction,   and   this

subsection applies retroactively. A school district may not be penalized financially or otherwise as a result

of the use of any  legal  strategy,  including,  but not  limited  to,  those set forth in subsection (3) and  this

subsection.

(6) COURSES FOR COMPLIANCE.—Consistent with the provisions in ss. 1003.01(14) and 1003.428,

the Department of Education shall identify from the Course Code Directory the core‐curricula courses for

the purpose of satisfying the maximum class size requirement in this section. The department may adopt

rules to implement this subsection, if necessary.

operating categorical fund authorized by s. 1003.03(4)(c), Florida Statutes, shall be the reduction

calculation required by s. 1003.03(4), Florida Statutes. The Commissioner of Education shall modify

payments to districts as required by s. 1003.03(4), Florida Statutes, for the 2011‐2012 fiscal year. This
