- KeyEvents
Workshop:MethodologiesforCarbonCaptureMeasurementsinNaturalProtectedAreas,organized by AMBIO, in collaboration with the Mexican Fund for the Conservation ofNatureandtheUSForestService.
In January 2014, AMBIO hosted the workshopMethodologies for Carbon Estimations inNaturalProtectedAreas,complementedbyfieldtripstoScolel’tecommunitiesinMarquésdeComillasregion(SelvaLacandona).TheeventwaspossiblethankstothesponsorshipoftheMexican Fund for the Conservation ofNature, theUS Forest Service, and theUnitedStatesAgencyforInternationalDevelopment(USAID)
Duringthisworkshopasetofmethodologiestomeasureandevaluatethecarbonstoragepotentialof forestswaspresented.Thiseventwasattendedbymorethan40participantsfromGuatemala,Nicaragua,Honduras,Ecuador,Panamá,Colombia,Peru,theUnitedStatesandMexico.
Participationinpolicy-makingforums
FromAugust2011toDecember2013,AMBIOpresidedtheactivitiesoftheREDD+ChiapasAdvisory Council (CTC-REDD+ Chiapas), an honorary position, strategic to strengthen itsinter-institutional alliances. Besides, in 2013 AMBIO joined the Working Group for theREDD+NationalStrategy(ENAREDD+)andtheNationalForestryCouncil (CONAF),which isthemainforumtodesignanddevelopforestpoliciesinMexico.
Furthermore,atthebeginningof2014,AMBIOwasinvitedtojoin2moreadvisoryboardsinChiapas on environment and climate change respectively. Such councils represent criticalspaces to analyze and provide commentaries regarding sub-national policies on thosematters.Inaddition,in2014AMBIOwasre-electedtoleadtheChiapasGroupforEcosystemServices,aninitiativetopromotepoliciesaimedatrecognizing,revalorizingandprotectingnaturalecosystemsthatofferenvironmentalservicesinChiapasandworldwide.
WorkshopwithinitialScolel’teparticipants
InthelightofScolel’tefollow-upactions,AMBIOstartedidentifyingmechanismstosupportinitialparticipantswhonolongerreceivecarbonpayments,butcultivatethrivingtrees.Theinquiryappearedwhenseveral communities startedanalyzing technicalviability for forestharvestingandnon-timberproductscommercialization.AMBIOrecognisesthatthisdecisionconcernseveryproducer,andmustbe inaccordancewithecosystemservicesagreements(25-30years),localneeds,regulatoryrequirementsandenvironmentalsafeguards.

OnOctober17th2013,AMBIOheldaworkshopwithrepresentativesfromScolel’te’smostexperienced areas (Tzeltal, Tojolabal, Chol and Miramar zones), together with local andregionalfieldofficers.Themainobjectivewastooutlinenear-andmedium-termactivitiesinScolel’teareasregistered from1997to2000,whichreceivedcarbonpaymentsexclusivelyfromtheFIAFoundation.
Furthermore, thisworkshopwas important to identifyopportunities forsustainable forestmanagementpractices,particularlythroughfinishedproductscommercialization.Forthis,itresultsnecessarytobuildlocalcapabilitiesandestablishstrongtieswithgovernmental,non-governmentalregionalactorsandcommunity-basedforestenterprises.

AMBIOwins2013NationalForestryMeritAward
TheNationalForestryMeritAwardacknowledgestheworkofinitiatives,organizationsandindividualswhoseeffortsareaimedatimprovingforeststewardshipinMexico.
TheawardwaspresentedtoAMBIOinrecognitionofmorethan15yearsofworkingwithcommunitiesandsmall-scalefarmersfromChiapasonprogramsand projects that promote comprehensive andsustainable rural development bymeans of soundmanagementoftheirnaturalresources.
It is important to highlight that this distinctionrepresents a greater commitment with ourcommunitiesandourstakeholders.
- KeyChallengesCAMBIOACfiscaldeductibility
InordertoboostScolel’te’scapacitytosellcarbonoffsetsinMexico,itisessentialtoobtainfiscaldeductibilityforComunidad,AmbienteyBiodiversidad(CAMBIOAC),anAMBIOsisterorganization.Thiswillpromotegreaterprivateparticipation,whichisessentialforScolel’te’sfinancialstructure.
Obtaining such fiscal deduction authorization from the Ministry of Finance will bothdecrease programmanagement costs and increase attractiveness for private companies.Thisprocessisalreadyunderway.

Designanddevelopmentofco-benefitsmonitoringmechanismsatanaffordableprice
AMBIO has initiated two pilot projects to measure Scolel’te’s environmental and socio-economic co-benefits. One of them aims to study biodiversity levels in Scolel’tecommunitiesby identifyingbird species,while the second one included socio-economic and biodiversity impactassessments. The project is likely toinclude these surveys and results inannual monitoring activities, with theobjective of enhancing field activitiesand providing timely information tostakeholders, donors, researchers andeverybodyinterestedonthesubject.
Increasingtreesurvivalrate
Theaccuracyofinformationgatheredinthefieldiscriticaltoprovideawiderunderstandingoftheconditionsthatboosttreesurvivalrates,aswellasonsocialcontextsthatensurethepermanenceofagroforestrysystemsandforestspecieswithhigheradaptation levels.Theaforementioned is especially important since the new project zones (Sierra Madre deChiapas)havedifferentclimaticandsoilcharacteristicscomparedtoScolel’te’sinitialareas.While several achievements have taken place, such as the collection of seeds of localspecies, and establishment of community nurseries, it is important to continue tostrengthencapabilitiesinthisarea.
EnhanceScolel’te’sadministrativeperformanceinlightofnewfiscalregulations.
NewfiscalregulationsinMexicoarepresentingdifficultiesforsomeofScolel’teactivities.Inparticular,producersaremorelikelytoleavetheprogramasaresultofhigherincometaxeson carbon payments. In addition, it is worth highlighting that the new fiscal regulationsdon’tconsidertherealityinwhichmanyruralcommunitieslivein.
AMBIOisalreadyimplementingmitigationstrategies,inparticularbysupportingproducersto obtain their fiscal registry and hosting regular meetings with local technicians andcommunityrepresentativestoprovideongoingandpromptassistanceonfiscalissues.

Project participants joining Scolel’te in 2013 decided to establish improved fallows, livefencesandcoffeecropswithtimber,asdescribedintheFigure1andChart1.Thegraphsonthe following pages illustrate the agroforestry systems and surfaces accredited to covervintage 2013 sales, as part of the ongoing commitment period for the 8th year. Asmentioned above, there are two kind of plots and participants detailed in thisreport. A first group for newly registered areas and a second one in formerlyregistered areas with valid accreditation to cover saleable carbon. The salesallocationchartfollowsthesamestructuretodifferentiatebothcases.ThecompletedetailofcarbonsalesallocationscanbefoundinAnnex1.
Pre-2010: As detailed in the payment schedule (shown below), Scolel’te projectparticipantswerepaid fourpayments for thecarbonsequestered,accordingto theparticulartechnicalspecificationsappliedtotheirrespectiveareasofland.Paymentswere made in years 1, 2, 3 and 5, provided the monitoring of their plotsdemonstratedaminimumtreesurvivalrateof85%.Inkeepingwiththeconservativeapproachtowardscarbonsequestrationobjectives,itwasagreedwithparticipants–andformalisedintheirrespectivePEScontracts–thatthefifthPESpaymentwouldbe transacted separately, after confirmation that targets were being met andsequestration rates were behaving as expected. Thus 72% of the total saleablecarbonwastransactedatthebeginningoftheintervention(afterthefirstmonitoringtargetwasmet),and18%couldbetransacteduponcompletionofallfivemonitoringtargets.Theremaining10%waswithheldfromsaleandmanagedaspartofthePlanVivo pooled buffer account - covering the risk to non-permanence, in line withrecommendationsinthePlanVivoStandard.

2010 onwards: Procedures regarding the transaction of Plan Vivo Certificates(representing the underlying carbon) were revised in 2010 – since this date,participantsenrolledintheprojectarenowguaranteedcarbonpaymentsinyears1,2, 3, 5 and 8 and the underlying carbon (90% of total carbon) is now transactedtogether. The 10%allocation to the PlanVivo pooled buffer remains the same asbefore.
Asaresultofthismonitoringandpaymentstructure,withinthe‘submissionforPVCissuance section’ of this annual report, there are instances of existing participantsbeingnewlylistedwherethecarbonassociatedwiththefifthmonitoringtargethasbeentransacted.Theseparticipantsareindicatedseparatelytoavoidanyconfusion.
Regarding the percentage of the sales price reaching groups and participants, thisnaturallyfluctuatesslightlydependingonthefinalpriceagreedbetweenAMBIOandthefinalbuyers.Ontheotherhand,astheprojectoperativecostsarelinkedwiththeamount of credits traded, a higher amount of carbon offsets sold, represents areduction in the operative expenditures of the project and vice versa. ParticularlynoteworthyistheroleofAMBIOthroughparallelprojectswhichserveasasupportframework for the day-to-day activities in delivering the objective of the Scolel’teproject.

In2013,totalsalesofPlanVivocertificatesmovedfrom21,294t/CO2(12,279witha2010vintage) sold in2012, to14,410 (11,040vintage2013and3,370witha2010vintage)tradedin2013.Inearly2013,saleswereslowbutstartedincreasinginJuneduetonewinstitutionalpartnershipsinMexico,withClimayEficienciaS.A.deC.V.,andPromotoraAmbientalS.A.B.deC.V.
Bynumberofoperations,nationalsaleshavekeptrelativelyconstant,representing33percentoftotaltransactionsduring2013and34percentofthetotalin2012.
Amongthemaindevelopmentsregardingsales,isthecreationandstrengtheningofaseriesofpartnershipswithseveral institutions inMexico,whichwerereflected inthe continuous participation of national customers in the total amount oftransactions.Whiledirectsalesofcertificatestoindividualsrepresentasmallportionof the total volume, these increased from one instance in 2012 to 9 instances in2013,owingtoastrategyaimedatincreasingsalesduringtheChristmasperiod.
CustomersoffsettingcarbonemissionsthroughScolel’te in2013werefromdiversebackgroundsandeconomicactivities.Forthesixthtimesince2009,theNationalOilCompany of Mexico (PEMEX), decided to offset the environmental impact of itsCorporateSocialResponsibilityReportbysupportingourparticipants.TheNorwegianInstituteforNatureResearchrepresentsanotherinstitutionpayingfortheprovisionofenvironmentalservices inacontinuousmanner,aswellas theMexicanofficeoftheDutchbankRabobank.
A transportation expo and a couple of tourist destinations also decided to pursueneutrality.Thankstothe invaluablesupportofourSwedishresellerU&We,AbsolutVodkaisawelcomeadditiontoourclientlist.Inaddition,twocongressmenandtwocongresswomen of the Mexican Parliament received Scolel’te certificates asChristmasgiftsfromacloseadvisor.

Carbon payments that participants receive are directly associated to the performance ofactivitiesinthefield.Whenthesurvivaloftreesisover85%,theparticipantsreceiveafullpayment.Whentheperformanceis lowerthan85%,thePESdisbursement isproportionaltothepercentageofsurvivalreportedatthemonitoring.Oncetheparticipantreachesthecommitmentaccordingtoeveryagroforestrysystem,theirpaymentsareinfull.

• AMBIO informed project participants about details regarding the Project DesignDocument(PDD):itsrequirements,reviewprocess,andwhyitisakeydocumentforaccessingnewcarbonmarkets.
• AMBIO announced the National ForestryMerit Award and its significance for theinstitution,fieldofficersandprojectparticipants,whilepointingouttheimportanceofScolel’te’sprogramsinreceivingthisacknowledgement.
• Fieldofficersandcommunityrepresentativeswere informedaboutaworkshopforfollow-up activitieswith initial producers and older zones. (See above, Key EventsSection).
• AMBIO presented a third-party microfinance social platform (AMUCCS), and itsparticular intention to collaborate in promoting and strengthening productiveactivitieswithScolel’teparticipants.Representativesandtechnicianswereinvitedto

Technicalmeetings
Technicalmeetingstakeplacequarterly,withtheaimofguaranteeingappropriatefollow-upandplanningforfieldactivities,sharingrelevantinformationabouttheprogram,providingfeedback and suggestions regarding monitoring and verifying activities, and improvingagroforestrysystemsmanagement.
Duringthetechnicalmeetingsforthisreportingperiod,heldonJune18thandOctober18th2013andinJanuary2014,thefollowingmatterswerediscussed:
- Thestatusofthecommunitynurserieswasanalyzed,outliningadeliverystrategyforplantingandreplantingactivities.Agroforestryimprovementactivitieswerecheckedandupdated, andapruningworkshopandanexchangeof experiences relating towormcompostingandorganicfertilizerswerescheduled.
- TheCarbonOffsetsManagerpresentedsomekeyconceptstoparticipants,suchasthe conceptof climate change, globalwarming,mitigation, adaptation and carbonfootprints. To reinforce this training session,participants receivedabrochurewithbasic information. In addition, presentations were given to them on new carbonsalesandtheprospectsforexpansion.
- Several timesparticipants expressed comments such as: “Not everypersonwith ahigh carbon footprint is interested in paying to compensate it” and “reforestationshouldn’tbedoneonlytoreceivemoney,butalsotohaveabetterenvironment”.
- Therewereseveralqueriesaboutthefifthpayment(nowfixedinthe8thyear,whereasinthepastinthe10thyear).AMBIOremindedfieldofficersthatthispaymentdependsonmarkettrendsandplots’managementstatus.Inthissense,itisnotpossibletomakeacommitmentuntilfindingbuyerfortheclimateservices.
- During the sessions, the resultsof theWorkshop forDiagnosisandAssessmentonInitialScolel’teAreaswerepresented.
- Inaddition,anewAMBIOwebsitewaslaunchedandsharedwithourfieldofficers.- ParticipantsreceivedsupportandguidanceonthenewfiscalenvironmentinMexico,
and its implications for carbon payments. Enrique Gómez, AMBIO’s accountant,provided a comprehensive presentation on this matter. Additionally, an OfficialCommunicationwas sent to theworking groups and communities to explain newlegalrequirements.
