    Auxiliary Presidents Message

    May brings a new hope with its beautiful flowers blooming, birds chirping,lawn mowers humming, and the smiles on faces. With all the bad in

    world, we always have something good.

    I will be traveling to Sioux Falls, SD May 15-19 to attend the Site Visit,

    Presidents Workshop, and EANGUS Executive Council Meeting. I lookforward to meeting with those of you attending. We will be finalizing the

    details for the Conference. Edna Steinberg, our conference coordinator,will provide a report and there will be a tentative agenda in the JuneSignal.

    We have several deadlines approaching. Award nominations need to be

    submitted by June 1st and Scholarships Applications by June 30th. We

    just have a few of each sent in, so with each of you knowing a person whois eligible for our awards, please take the time to recognize them bysending in a nomination for them. Many of you have children or spouses

    going to college therefore, please submit our scholarship applications as

    soon as possible. Information and applications are available onlinewww.eangus.org >Auxiliary.

    Richard Bryant, Constitution Chair, has submitted constitution changes tobe voted on at the conference. An Associate Life Membership will allow

    exhibitors, leaders, and others to support our cause. We also need to

    make changes to allow us to participate in On-Line Membership whenEANGUS launches their new website. Sara Hendricks has submitted achange also.

    I am happy to announce that my husband, Bob, has returned safely from his deployment inAfghanistan. We look forward to seeing many of you in Sioux Falls.

    INDIVIDUAL MEMBERSHIP

    3.3 DUES. Annual prescribed dues as set forth by the AUXILIARY are to be paid to the AUXILIARY Treasurer by

    the treasurers of the chartered states, accompanied by a complete name and address for each member whose dues are

    being paid, postmarked by December 31 of each year.

    (a) Any state which has not paid dues will be notified of dues in arrears by the AUXILIARY Treasurer. Notice will

    be sent to the state president, state treasurer, and area directors for the state involved. The state will then have thirty

    (30) days after notification, to pay the dues and provide a membership list or voting privileges will be lost at the

    AUXILIARY General or Special Conference held in that year.

    The Call: 13-04 Maintaining the National Guards Overseas Missions(Issued April 24, 2013)

    The Issue: The Department of the Army has proposed plans to cancel the National Guardsoverseas missions.

    Background: It has come to EANGUSs attention that the Department of the Army has recentlydistributed a memo to Members of Congress that proposes to end the National Guard and

    Reserves overseas missions. The memo states that in Fiscal Year 2014 the Army will substitute

    Active Component units for Reserve Component formations where the cost savings are

    possible. This change they claim an attempt to save money due to the Budget Control Act of

    2011.As you may know, the Army did not deploy nearly 1,000 National Guard soldiers to Afghanistanwhere they cited budgetary concerns as the reason for the change of deployment. This trend of

    removing the National Guard from OCONUS missions could potentially expand to the National

    Guard losing the missions in Kosovo, the Horn of Africa, and the Sinai. This proposal comes evenas Department of the Army leaders testified on Capitol Hill this week about ensuring the NationalGuard and Reserve continues to be fully integrated into the Total Force.

    The Army National Guard is now the most capable and experienced force in recent history withmore than 50% of the force seasoned combat veterans and has deployed over 750,000

    individuals. Todays Army National Guard is also the best trained and equipped force in its

    history. If the Department of the Army is serious about saving money, they only need to look at theNational Guard whose members cost 1/3 of their Active Duty counterparts.

    Congress and the Department of Defense have spent billions of dollars over the past decade tobuild the National Guard into a fully ready and equipped Operational Reserve. By removing the

    National Guards overseas missions the Department of the Army is allowing the investments made

    over the past 11 years to go to waste.

    lives serving the United States to allow us a life of freedom. Memorial Day facts for you to sharewith your family and friends!

    Memorial Day was first called Decoration Day because of the practice of decorating soldiers

    graves with flags, flowers and wreaths.

    The origins of Memorial Day go back to the civil war, when more lives were lost than in any

    other war in U.S. history.

    On Memorial Day, the flag should be at half-staff until noon, and then raised to the top of the

    staff.

    At 3PM local time, Americans should pause for a moment of silence or listen to Taps.

    TRICARE PrimeAbout 171,000 beneficiaries, will automatically revert to the TRICARE Standard health care option

    on October 1, 2013. Those beneficiaries, who mostly reside more than 40 miles from a militaryclinic or hospital recently received a letter explaining their options and will receive a reminder letter

    in June or July.

    The first thing TRICARE beneficiaries should know

    about the reduction in the number of Prime ServiceAreas (PSAs) is that it doesnt mean theyre losingtheir TRICARE benefit, said Dr. JonathanWoodson, assistant secretary of defense for HealthAffairs. Next, its important to remember thischange does not affect most of the more than 5million people using TRICARE Prime, and none ofour active duty members and their families.

    TRICARE is committed to keeping beneficiariesinformed about these changes. As a follow-up to theinitial notification, a second letter will be mailed inearly summer to make sure all affected beneficiarieshave the time and information to make importantdecisions about their future health care options. TheTRICARE website, www.tricare.mil/PSA, has themost current details and gives beneficiaries theoption to sign for e-mail updates. A ZIP code tool isavailable on the site to help beneficiaries determineif they live in an affected PSA.

    As always, TRICARE beneficiaries are still coveredby TRICARE Standard. For those living within 100miles of a remaining PSA, re-enrolling in Prime may

    be an option depending on availability. To do this,

    beneficiaries must waive their drive-time standardsand, possibly, travel long distances for primary andspecialty care.

    I urge all impacted beneficiaries to carefullyconsider their health care options they should talkthem over with family members and their currenthealth care provider, said Dr. Woodson. Manybeneficiaries may be able to continue with theircurrent provider using the Standard benefit. Beingclose to your health care team usually offers thebest and safest access to care.

    In TRICARE Prime those enrolled are assigned a

    primary care provider who manages their healthcare. Retirees pay an annual enrollment fee andhave low out of pocket costs under this plan.TRICARE Standard is an open-choice option withno monthly premiums and no need for referrals, butthere are cost shares and an annual deductible.

    By eliminating select PSAs, TRICARE and DoD canbetter control costs while continuing to deliver a highquality health care benefit to all 9.6 millionTRICARE beneficiaries.

    UnitedHealthCare Military West - Need to Know Referrals and Authorizations Update

    UnitedHealthcare Military & Veterans began serving the TRICARE West Region on April 1, 2013. Since then,some beneficiaries and providers have experienced service problems relating to an increase in the volumeand delays in processing referral and care authorizations. UnitedHealthcare apologizes for any delay in

    services that TRICARE beneficiaries and providers are experiencing as a result of these challenges.

    The company understands the issues that need improvement and is taking aggressive and immediateactions to expedite processing of the referrals. UnitedHealthcare is committing the full resources of thecompany at all levels and in all areas to provide beneficiaries, providers, and Military Treatment Facilitieswith high-quality service and support. Thank you for your patience. We will continue to keep you updated aswe work to address these issues.

    Because the waiver puts new procedures in place, beneficiaries are urged to read the Frequently AskedQuestions document on the United Healthcare website. Beneficiaries with additional questions should call877-988-9378. If they visit their PCM and receive a referral after May 18, beneficiaries should check withUnited Healthcare to learn if the waiver is still in effect before seeking specialty care.

    The affected beneficiaries are in the Tricare Prime program, a plan in which participants are assigned aprimary-care manager responsible for referring patients to specialists for necessary services. Thosereferrals require authorization from the contractor. Participants who dont obtain that approval are normallysubject to a fee. The Pentagon has waived that charge and the contractor authorization through May 18th.The delays are occurring because UnitedHealth has received requests for referrals and careauthorizations that far exceeded the norms since it took over the contract April 1st. UHC says it hopes tohave the issues cleared up within a month. (DoD may extend the waiver after May 18 if the backlog is noteliminated.)

    Commissary May Case Lot Sales Cancelled

    DeCA has cancelled all May case lot sales. Some stores may hold their own sidewalk sales with similar promotional pricing. Contactyour store director to find out if a sidewalk sale will be held at your commissary. No decision has been made about the Septembercase lot sales. New Phase for myPay

    The Spring 2013 myPay release will affect all users and be phased in over the next five months, beginningMay 11. It requires users to change their passwords every 60 days using stronger 15- to 30-characterpasswords. Beginning in May, groups of users will be required to establish new passwords when they

    attempt to access their accounts. The Defense Finance and Accounting Service (DFAS) expects it will take four months before allusers have updated their passwords. DFAS plans to send email alerts 10 days before expiration of a user's password. Customerslogging into myPay using DOD computer access cards or a similarly encrypted federal identification card will not be required to entera password to log in to myPay.     MISSISSIPPI

    The Mississippi NCO Association State Conference was held 19-21 April 2013 at the Whispering Woods Conference Center - OliveBranch, MS. The weekend was a good one with excellent attendance both in the Association and Auxiliary meetings.

    Fun was had by all fishing, bowling, and golfing on Friday along withshopping at the Auxiliary Country Store and Silent Auction. The auctionbrought in $2,340.00 for the Auxiliary treasury. There was a full slate ofexcellent speakers.

    MSNG President Plunk presented a check from the State Fair proceeds inthe amount of $2,500 to the Auxiliary President, Pat Burchfield.

    The Auxiliary heard reports and speakers, adopted a budget, selectednominees for the EANGUS Auxiliary awards, and elected officers anddirectors. In lieu of door prizes the Auxiliary once again donated to the

    EANGUS We Care for America Foundation. The Auxiliary also voted to give$125.00 to the Fisher House Charities and $125.00 to Ronald McDonald

    South Dakota had a very productive and funSDNGEA State Conference. Plans for the NationalConference were made, their fund-raising effortswere amazing!

    The Ways and Means Committee raised approximately $1,300 with50/50 drawings and a Silent Auction. They are raffling a beautifulhome-made quilt, a $100 visa card, and a $75 Visa card. Drawingwill be held the EANGUS National Conference.

    South Dakota U.S. Representative Krisi Noem was the keynotespeaker. She made a special effort to meet with the NationalGuard spouses and listened to their stories and concerns. Shereached out for ideas on how to better support the spousesand families of National Guard members. Spouses had a greatdiscussion with Rep. Noem.

    Auxiliary had a very enjoyable luncheon. A generous donationfrom members will be given to a local charity.

    SNGEA Auxiliary thanks CCWO Darla Crown who donated herwinnings from a 50/50 drawing back to the Auxiliary.

    New Legislation Introduced in Congress

    H.R.1443 - Tinnitus Research and Treatment Act of 2013 -Directs the Secretary of Veterans Affairs to: (1) recognize tinnitusas a mandatory condition for research and treatment byDepartment of Veterans Affairs (VA) Auditory Centers ofExcellence, (2) ensure that research is conducted at VA facilities

    on the prevention and treatment of tinnitus, and (3) ensure VAcooperation with the Hearing Center of Excellence established bythe Department of Defense (DOD) to further research on tinnitus.

    H.R.1463 - Military Suicide Reduction Act - Requires theSecretary of Defense (DOD) to provide a one-on-one mental healthassessment for each member of the Armed Forces deployed insupport of a contingency operation once during each 180-dayperiod of such deployment.Requires that, if the Secretarydetermines that such assessment cannot be performed bypersonnel trained and certified to do so, the Secretary shall ensurethat the assessment is conducted using an Internet-basedquestionnaire. Requires, in such case, that the commanding officer(CO) of such member also complete a separate questionnairecontaining the CO's observations with respect to the mental healthof that member. Requires such questionnaires to: (1) be reviewedand acted upon by trained and certified mental health personnel,and (2) be accorded appropriate privacy under requirements of theHealth Insurance Portability and Accountability Act of 1996.

    H.R.1464 - Military Mental Health Empowerment Act - Toamend title 10, United States Code, to provide notice to membersof the Armed Forces, beginning with recruit basic training and theinitial training of officer candidates, regarding the availability ofmental health services, to help eliminate perceived stigmaassociated with seeking and receiving mental health services, andto clarify the extent to which information regarding a memberseeking and receiving mental health services may be disclosed.

    H.R.1490 - Veterans' Privacy Act - To amend title 38, United

    States Code, to prohibit the recording of a patient in a facility of theDepartment of Veterans Affairs without the informed consent of thepatient.

    H.R.1492 - To establish the Commission on America and itsVeterans - Establishes as an independent commission theCommission on America and its Veterans to: (1) submit to thePresident and Congress suggestions for ceremonies and events toacknowledge the wars recently fought and the heroism displayedby members of the Armed Forces; (2) report to the President andCongress on Commission findings, conclusions, andrecommendations with respect to any deficiency in how the UnitedStates welcomes back such members; (3) begin conveningconversations on the effect of war on members, their families, andthe local communities, as well as addressing the reintegration

    experience and the gap between the military, veterans, and civilianlife; and (4) submit to the Secretary of Veterans Affairs (VA)recommendations regarding activities of the Office of ArmedServices and Veterans Public Outreach (established under this

    Act).

    H.R.1521 - Disabled Veterans Red Tape Reduction Act - Toprovide for a five-year extension of the authority of the Secretary ofVeterans Affairs to provide for the conduct of medical disabilityexaminations by contract physicians.

    S.700 - Troop Talent Act of 2013 - Directs the Secretaries of themilitary departments, to the maximum extent practicable, to make

    information on civilian credentialing opportunities available tomembers of the Armed Forces (members) beginning with, and atevery stage of, their training for military occupational specialities, inorder to permit such members to: (1) evaluate the extent to whichsuch training correlates with skills and training required for variouscivilian certifications and licenses, and (2) assess the suitability ofsuch training for obtaining and pursuing such certifications andlicenses.

    Requires the information made available to: (1) be consistent withthe Transition Goals Plans Success program, and (2) includeinformation on the civilian occupational equivalents of militaryoccupational specialties.

    Requires such Secretaries to make available to civiliancredentialing agencies specified information on the content ofmilitary training provided to members.

    Allows members or veterans to use educational assistanceprovided through the Department of Defense (DOD) or theDepartment of Veterans Affairs (VA) in pursuit of a civiliancertification or license only if the successful completion of acurriculum fully qualifies such student to take the appropriate

    examination and be certified or licensed to meet any otheracademic conditions required for entry into that occupation orprofession.

    Requires the military occupational specialties designated for amilitary skills to civilian credentialing pilot program under theNational Defense Authorization Act for Fiscal Year 2012 to includethose specialties relating to the military information technologyworkforce.

    Directs the VA Secretary to reestablish the ProfessionalCertification and Licensure Advisory Committee (under current law,terminated on December 31, 2006). Provides additional Committeeduties, including the development of: (1) guidance for audits oflicensure and certification programs in order to ensure high-qualityeducation to members and veterans, and (2) a plan to improve

    outreach to members and veterans on the importance of licensingand certification and the availability of educational benefits.

    S.734 - A bill to amend title 10, United States Code, to repeal therequirement for reduction of survivor annuities under the SurvivorBenefit Plan by veterans' dependency and indemnitycompensation.

    S.735 - Survivor Benefits Improvement Act of 2013 - Allowsdependency and indemnity compensation (DIC) paid through theDepartment of Veterans Affairs (VA) to the surviving spouses ofveterans to be increased for months occurring during the five-year(under current law, two-year) period beginning on the date ofentitlement. Provides that the remarriage after age 55 of thesurviving spouse of a veteran shall not bar the furnishing of VA

    DIC, health care, and housing loans. Authorizes the Secretary ofVeterans Affairs to provide, to any spina bifida-affected child of aveteran who served on active duty in Thailand beginning onJanuary 9, 1962, and ending on May 7, 1975, and was exposed toa herbicide agent during such service, the same health care,vocational training and rehabilitation, and monetary allowancerequired to be paid to a similarly-affected child of a Vietnamveteran. Directs the Secretary to carry out a two-year pilot programto assess the feasibility and advisability of providing griefcounseling services for the surviving spouses of veterans who diewhile serving on active duty.

    The Lone Bugler is silenced this year after 12 years of performances. U.S.Army Retired 1SG Richard Pinter known as The Lone Bugler will not beperforming his usual 21 Ceremonies, public teaching performances atschools and Cemeteries from dawn till dusk this Memorial Day. During this

    past year 1SG Pinter has been suffering with some medical issues. One of

    them being a change in his diagnosis from (CMML) to (AML) Acute MyeloidLeukemia. This is a life - threatening blood disease which will require a bonemarrow transplant to correct. See attached letter for more information.

    Dear Friends:

    For the last 12 years I have been performing 21 plus ceremonies during the month of Maywith Ceremonies from dawn to dusk on Memorial Day.

    It is with regret that I must inform you that I must cancel all of my performances this year.This is due to some serious medical issues I have been dealing with this past year. One has

    escalated to an acute life threatening blood disease. This decision has been made to

    comply with recommendations by the Doctors treating me.

    Last year I was diagnosed with a rare case of CMML, Chronic Myelomonocytic Leukemia.

    This news was followed by 5 months of Shingles, and a bout with Bronchitis. In January I

    was hospitalized for 6 days while visiting family in Florida. I was diagnosed with a BleedingUlcer in my stomach and Barretts Esophagus. I underwent a Hernia operation on April 9th

    and having some recovery complications. On May 16th I am scheduled for abdominal

    surgery to take biopsy of some lymph nodes. At my Doctors visit on March 25th I was toldmy Leukemia has progressed to an Acute Stage AML, Acute Myeloid Leukemia. Prognosis

    at this time is to put me in the hospital the first part of June for the first 6 week round of

    treatment, then, 4 weeks at home, followed by 8 more weeks in the hospital for a bonemarrow transplant and recovery.

    I think you know that instilling Patriotism back in our Country is an important passion of

    mine. Please accept my sincere apologies for not being able to honor your loved ones thisMay as I have done for the past 12 years. I am also canceling all performances for the

    balance of this year.

    This decision has not been an easy adjustment for me to accept, but it is important that Itake the advice of my Doctors at this time. I am seeking your PRAYERS and hope if it is

    Gods will that I will be able to resume this passion in the future.

    Please contact the location that you usually attended to see if a Ceremony will be taking

    place in my absence.

    Once again I am sorry to notify you of this change. I will be keeping you and your loved

    ones that you remember on Memorial Day in my PRAYERS.

    Dear President CSM John Helbert

    It is with much emotion that I feel the need to send you this letter.

    For many years I have attended and participated at our National Conferences. Serving as

    Legislative/Resolutions Chairman for PA, Providing music, playing Bugle Calls andsounding TAPS at our Banquets.

    Due to some very serious medical issues listed in attached letter and the advice of my manyDoctors I find I will be unable to attend and participate this year in Sioux Falls SD.

    This was not an easy decision for me to make, since it has also caused me too temporarily

    eliminate my participation with other Organizations as well. I serve as NJ American LegionVice Legislative Chair and Chairman at County and Post levels. ESGR Representative andmusician for NEPA and NJ. I am a USO volunteer playing music for deploying and returning

    Soldiers and Airmen at McGuire AFB NJ. I perform Patriotic Training at schools for childrenand other military and civilian organizations. All of this must cease until I can get my health

    put pack together.

    Due to my health condition at this time I am seeking your support and the PRAYERS of myEANGUS family. I am confident that the good Lord will cure me of this life threatening type

    of cancer.

    This is a very historic year for the Bugle and the Bugle Call TAPS. On January 2, 2013

    President Obama signed the National Defense Authorization Act of FY2013. Part of this Actdesignates the Bugle Call TAPS as our National Song of Remembrance. EANGUS played

    a key roll to get this designation. EANGUS used our many years of advocating on the hill forthis designation by using our Resolutions and Legislative process. I hope you would

    consider making this announcement prior to sounding TAPS at this years conference.

    I hope you would consider expressing my sincere regrets for not being able to attend this

    years conference to my EANGUS family in the next Patriot Journal. My EANGUS families

    PRAYERS are the most powerful thing I can ask for at this time.

    If you find it in order I would appreciate a refund of my registration fee for this yearsconference.

    Once again I am sorry I have to inform you of my serious condition at this time.
