Certificate in Construction Delay & Extension of Time Assessment is conducted by The Society of Construction Law Malaysia and is open to everyone in the construction industry. Interested participants are expected to have a minimum understanding of project scheduling. This course will provide them with the necessary skills to assess delays and extension of time in construction projects , and the program is also suitable for those who are interested in having a working understanding of the same which can be applied during the dispute stage in an adjudication, arbitration or court litigation process. SOH LIEH SIENG,  Managing Partner, Contract Solutions i PLT

Mr Soh Lieh Sieng is a consummate construction industry expert, havingspent some 28 years working for contractors, consultants and employersthroughout the UK, Europe, Asia Pacific and the Middle-East inengineering, construction and dispute resolution roles. Over the yearsLieh Sieng has developed skills in project management, construction ofmajor bridges and infrastructure works, airports and buildings, powerplants, oil/gas construction and heavy-lift operations, contractadministration, preparation of claims related to changes and variations,delays and extension of time (EOT), and loss and expense claims inrespect of delays, disruption and acceleration.

Currently working in Malaysia, Singapore and the region, Lieh Siengspecialises in resolving construction and contractual disputes, andregularly acts as Expert Witness for contractors or employers in court,adjudication and arbitration. Lieh Sieng has presented written and oralexpert evidence on cases in relation to construction technology, defectiveworks, contract termination, delay and EOT, loss and expense, variations,cardinal change and contract interpretation in both domestic andinternational proceedings under ICC, AIAC and SIAC arbitration rules.

LOSHINI RAMARMUTY, Partner, Skrine

Loshini is a Partner in the Construction and Engineering practice group atSkrine. Loshini has experience in a range of dispute resolution processesincluding litigation, arbitration, adjudication and   mediation. Loshinifocuses on domestic arbitration, arbitration related applications beforethe Malaysian Courts and litigation concerning construction, engineering,oil & gas, and energy contracts. She is an accredited arbitrator,adjudicator and mediator.

SHANNON RAJAN, Partner, SKRINE

Shannon is a disputes partner in the Construction and Engineering practiceand co-heads the Environment, Safety and Health practice. He advisesclients on all aspects of construction and engineering projects, fromprocurement to contract administration, and the avoidance and resolution ofdisputes. He has advised developers, contractors, and consultants on variouslarge-scale projects including power plants, oil and gas installations, metalsand mining facilities, process plants, transport infrastructure and commercialdevelopments. Shannon has experience in the entire range of disputeresolution processes including litigation, arbitration, adjudication, mediationand bespoke processes. He is an accredited arbitrator, adjudicator andmediator who sits on the panel of the AIAC and the Malaysian andSingaporean Mediation Centres. He has acted as a sole arbitrator and ascounsel under UNCITRAL, SIAC, AIAC rules and in ad-hoc cases.
