He said this in an interview here. Nawabzada Marri, son of top separatist leader Nawab Khair Bakhsh Marri, is known for his blatant pleadings for a united Pakistan and firebrand opposition to separatist movements going on in the province of Balochistan including those being led by his father Nawab Khair Bakhsh Marri and two brothers. Jangayz, 53 has been elected to the Balochistan Assembly as a nominee of PML-N from his ancestral constituency of Kohlu, a place that has been the hub of fighting between Marri militants and the security forces. Balochistan stands distinguished among all the provinces for its outright pronouncement for annexation to Pakistan during independence movement of the country. But certain disgruntled elements are inflaming the sentiments of those who are behind the so called separation movements. Some excerpts from the interview are given below. Question: How you foresee the success or failures of apprehensions slipping from tongues and finding way to media on the fate of Balochistan? Answer: Balochistan is an integral part of Pakistan and it will always remain a part of the federation. Question: Your allegiance and commitment to the country is unwavering, unfaltering and beyond any question. God forbid if the revolting sentiments go to certain unbridled extent in the province, we can perceive what in the prevailing situation in the province whether they will go to overwhelm you in driving you to side with the fuming elements or you will be found standing firm behind the patriotic elements? Answer: For years I have been defending Pakistan and its interests against all those who are trying to break it. I will continue my campaign of defending this country. Question: You believe what if the democratic dispensation is key to all the problems besetting the country or an armed struggle is antidote to all evils eating into the social, economic and political fabric of the federation like termite. Answer: I believe in parliamentary democracy as our political and economic issues can only be solved through the democratic process. –ONLINE WASHINGTON: The United States has said both the governments of Pakistan and India will have to opt for course of peace now. The US State Department spokesperson told the media here that the US advises both the heads of state of Pakistan and India to initiate direct dialogue saying new democratic government in Pakistan can help improve relationship between the two countries. “We also make it clear that NATO forces pull out from Afghanistan will take place as per schedule,” the spokesperson stated. The new government in Pakistan is going to come into being democratically and US hopes that situation in Pakistan can improve considerably now because prospect for change at people level has been created due to which stability is poised to come into the country. US State Department advised the incumbent leadership of Pakistan and India to demonstrate utmost restraint saying “ the way both Manmohan Singh and Nawaz Sharif talked to each other in recent days and both have given positive vibes, it has generated hope in US that both the countries will succeed in sorting out their problems this time. The spokesperson said US was keeping a watchful look in the evolving situation in Pakistan and whatever situation will be there, comments can be given thereupon, adding that Obama had held out assurance to Nawaz of his whole hearted cooperation. –ONLINE LAHORE: Chief of Army Sta Gen Ashfaq Parvez Kayani and PML-N President Nawaz Sharif have proximity of views on declaring the drone attacks as a sheer breach of the country’s sovereignty and said these attacks should come to a halt forthwith. The army chief held an important meeting with Nawaz Sharif at the residence of Shahbaz Sharif here on Saturday. The meeting took place at the juncture when Mian Nawaz Sharif is going to assume the oce of prime minister. The meeting continued for 4 hours. Both of them exchanged views at length on national security situation, war on terror and other national issues. Shahbaz Sharif was also present on the occasion. The army chief reached the residence of Shahbaz Sharif in a private car. Sharif brothers welcomed him. The meeting was held at the request of the army chief. Both the leaders dined together. The army chief gave briefing to Nawaz Sharif on national security situation and terrorism. Nawaz Sharif presented his national charter to army chief. Both the leaders reiterated their resolve to sort out problems. The army chief held out assurance of every possible cooperation to Mian Nawaz Sharif. Nawaz Sharif lauded the role played by army in extending security cooperation for the May 11 polls. The observers said the meeting is of paramount significance, which would dispel the impression created by certain circles on the mistrust between the army and the next government. The army chief in his address on Yaum-e-Shuhada had come down hard on those forces who do not consider war on terror as Pakistan’s own war. He was of the view how this war was not our own at this juncture of time when our jawans are embracing martyrdom, getting injured and becoming crippled. On the other hand, Nawaz Sharif has been holding the stance that the issue should be resolved by means of dialogue. Certain information has also come that the new government is engaged in evolving a security policy on this count under which the national stance will be pursued on the matter of war on terror. Sources said both the leaders agreed on declaring drone attacks a blatant violation of country’s sovereignty and placed stress that these strikes should be stopped forthwith. These retirements are very important given the fact that the PML-N is all set to form the new government in the country after general elections, while it is facing multiple challenges on internal and external fronts. –AGENCIES PESHAWAR: Pakistan Tehreek- e-Insaf (PTI) designate parliamentary leader for Khyber Pakhtunkhwa (KP) Assembly Pervaiz Khattak has said that “we are ready to give whatever respect the terrorists want. “We don’t talk of Talibanisation. We say terrorism is there in the province. It is not known to us who is behind terrorism. Whosoever are involved in terrorism we request them there should be peace in the province. Whatever respect they want we are ready to give them. We are ready to reintegrate them into society,” he said this in his exclusive interview with BBC here Saturday. He went on to say that he wanted peace should prevail in the province and Pakistan should make progress. “We will work together with Mian Nawaz Sharif in federation to eliminate terrorism from the country,” he added. Responding to a question, he said “we have come here with the agenda that peace is established here through dialogue. We are ready to talk to all political forces and concerned people from tribal areas through jirga or whatever the other ways are.” About his newly-elected team he said, “Youth have stood up for bringing about change. The experienced people gave no development to the province and they devastated it and made it corrupt. According to LESCO sources, Lahore region is facing demand of over 3000 MW of electricity while it is getting only 1200 MW. The shortfall has risen to 1800 MW. The decision was taken during a meeting of the party’s central working committee chaired by Maulana Fazlur Rehman. The PML-N had oered the JUI-F to join the federal government during an earlier meeting between Shahbaz Sharif and Fazl in Islamabad. The committee during its meeting evaluated the oer of the PML-N and decided to join the federal government to be headed by the Nawaz-led party which emerged as the largest party in the house. The Fazl-led party is yet to decide its terms and conditions with the PML- N. The meeting was also attended by Akram Khan Durrani, Maulana Abdul Ghafoor Haideri, Maulana Gul Naseeb, Senator Talha Mehmood and other leaders of the JUI-F. Earlier Jamiat Ulema-e-Islam chief Maulana Fazlur Rahman said negotiations with the PML-N on formation of federal and provincial governments were under way. He was briefing the media after his meeting with a PML-N delegation here on Saturday, led by Raja Zafarul Haq. PML-N’s MNA-elect Dr Tariq Fazal Chaudhry and Khawaja Muhammad Khan Hoti were also present on the occasion . Fazl said neither they accept the mandate of the PTI nor any contact was made with them. He said power politics is not a joke but it is a serious issue and his party is tackling it very seriously. Maulana said the drone attacks are the assaults on national sovereignty and those who introduced drones are sitting in the lap of Tehrik-i-Insaf. ISLAMABAD: With the PakistanMuslim League-Nawaz (PML-N)falling close to the touch line of simplemajority in the national assembly andeasily crossing the number requiredfor formation of government in thePunjab Assembly, the independentlyelected members to both the housesare not of that worth as they were inthe 2008 post-election scenario.The general elections 2013 results

have put the independents in a weakerposition as far as their bargaining forjoining the respective governments isconcerned. Irony is that this time theindependents themselves arecontacting the political parties insteadthe political parties run after them towin their support. In view of its thinpresence in the upper house of theparliament and visibly lacking simplemajority in the house, the PML-Nwhich is going to form its governmentin centre is focusing more on thesmaller parties which haverepresentation in the Senate so that itget support of those parties and didnot face that diOculty in carrying outlegislation.The PML-N secured 124 general

seats in the national assembly with 28elected independently. As a number ofindependents including JamshedDasti and Legharis have announced tojoin the PML-N, the PML-N hasextended invitation to JUI-F to jointhe federal government. The reasonwhich seemed to have compelled the

PML-N to take along the Fazl-ledparty in the national assembly issimply the Senate and not the nationalassembly though it has won 10 seats inthe lower house of the parliament. In Punjab Assembly, PML-N has

gained 214 general seats out of the 293so far announced by the ECP. Punjabassembly has 297 seats and thenumber of independently electedmembers stood at 42. PML-N does notneed the independents at the momentto form government rather theindependents are going mad to join itand take benefits of treasury members.The situation in Sindh Assembly is

also similar to the Punjab Assembly asfar as utility of independents isconcerned. PPP has won 65 seats outof 123 announced so far by the ECP.The house consists of 130 members.PPP’s former ally MQM has bagged37 seats. The independents in theassembly are five only. If PPP andMQM form a coalition government inthe province, the independents are notof that worth.In KPK Assembly, PTI has gained

35 seats out of 97 announced so far.The house consists of 99 members. 13independents were elected to theprovincial assembly. PTI, JI andQaumi Watan Party have decided toform coalition government in theprovince and the independents arejoining the PTI so as to have taste ofpower in the coming days.In Balochistan Assembly, the

situation is somewhat diPerent.Although 8 independents were elected

to the provincial assembly but nopolitical strife is likely in the post-election scenario between diPerentpower groups on independents forformation of government as twomajor parties; PML-N andPakhtunkhwa Milli Awami Party havealready announced to jointly formgovernment in the province. In 2008,the independents including MianManzoor Wattoo not only enjoyedminister-ship but also succeeded incommanding PPP Punjab chapter inreturn of his support for the party atcentre.The ECP has already asked all the

independent candidates to submit anaOdavit stating that each one of themis joining a particular political partyvoluntarily and without any coercion.The aOdavit shall be duly swornbefore the Oath Commissioner andshall be deposited with the ProvincialElection Commissioner concerned.All the successful candidates for

General Elections, 2013 shall file theirReturns of Election Expenses latest by20th May, 2013 with the ReturningOOcers concerned. The candidateswho shall be elected against reservedseats for women and minorities shallalso file their Returns of ElectionExpenses with the Returning OOcersconcerned.Any successful candidate including

the candidates for seats reserved forwomen and non-Muslims shall not benotified in the oOcial gazette, unlesshe deposits the Returns of ElectionExpenses as required under the law.

Former complainant against MusharrafAdvocate Aslam Ghumman said that he had gotregistered an FIR against Musharraf in 2009after a long struggle. “I had just fulfilled myresponsibility of informing the police about whatI had witnessed during that period but now Ihad withdrawn from the case,” said Ghumman.Replying to a query, he said that there were no

direct threats to him but he was feeling insecure.Ghumman went on saying that his decision wasfor the sake of national interest. “In current

situation, the trial of Musharraf was not innational interest due to which I had withdrawnfrom the case,” he added.It is relevant to note here that during the last

few weeks, at least three lawyers includingspecial prosecutor of Islamabad police, SyedTayab have dissociated themselves from theJudges Detention case.Meanwhile, the lawyer for Musharraf on

Saturday submitted a bail plea Anti TerrorismCourt (ATC) Islamabad for bail of his client. Thecounsel for Musharraf submitted before the courtthat complainant of case has withdrawn whereasthe challan was also yet to be submitted before thecourt and under such circumstances accusedshould be released on bail. During the course ofhearing, new Public prosecutor of case AamirNadeem Tabish requested before the court that heneeds some time to study the case. Upon which,the court rejected the bail plea of Musharraf andadjourned the hearing till May 22nd.In a separate hearing of judges detention case,

ATC Islamabad Judge Kosar Abbas Zaidiextended the judicial remand of the Gen(retired) Musharraf for further 14 days.After the judge resumed the hearing of case,

Musharraf ’s lawyer on behalf of his clientpresented an application before the court,seeking exemption of appearance of the accused.The lawyer appraised the court that that formerpresident, due to security reasons could notappear before the court. The court exempted theformer president from appearing in one hearing.Upon the expiry of Musharraf ’s 14 days remand,the court extended his remand for further 14days and directed the police to produce theaccused before the court on June 1, 2013.

It would beimpossible to undo what hadhappened; the wilderness that hadtaken over the people, the sins theynow committed and the malice thatnow ran in their blood was all out oftheir control. Indeed, it is not just asection of our society battling for ourrights otherwise it should beassumed that Taxila has moremummy-daddy youth thanLahore…highly unlikely!To these confident individuals theproblem is clear, the elections wererigged and the unprecedentedturnout onMy 11 stands witness tothat. No customary remarks by theriggers and their apologists can nowconvince those who have experiencedthese crimes with their own eyes.Luckily, the entire electoral exercisehas not gone futile as it soondeveloped into an eye-opener formillions of ignorant populaceregarding the corrupt system thatcontrols their lives.Interestingly, what this newlypolitically aware youth isrecommended today by the matureand experienced advisors is to letthings be as they have always been.To them the solutions seem to beeither surrendering to their tricks,learning their wickedness or becomeif possible become like them. Theyare being counseled on our main-streammedia to bathe in thedemonic rain to come out of thistorture of watching their nationsuWer. When the judge askedme thereason for the delay, I told him that Iwas a teacher and that I had been busyfor some days, before I could completemy sentence, the judge said, ‘A teacheris in the court.’ On hearing this, all thepeople present there stood up, alongwith the judge. That day I realised thesecret of the development of thosenations”. His point was that there aresome professions and relations thatdeserve respect without asking, but inour schools and colleges, the teachersare not respected anymore. Studentsdon’t stand up to great the teachers, or

stand up while answering a question.In our anxiety to copy the west, we aretaking only bad habits andabandoning our good traditions.

It is time thetraVc authorities took strongmeasures against these recklessdrivers, which could include heavyfines and forfeiting of driving licenses,if found guilty.

Sheeshasmoke is definitely not only as toxic ascigarette smoke in equivalentamounts, but the smoker also gets ismuchmore compared to that ofsmoking a cigarette. Twenty-one persons were killed and around 60 others sustained injuriesin two separate bomb blasts during the Friday prayers at two mosques inBazdarra village in Palai Union Council of Malakand Agency. Theirtarget most of the times are though innocent citizens, security assets andinstallations are not immune either from their thuggery. On one handTTP spokesman oWers olive branch to the government and on the otherhand the militants continue with their barbaric acts. When the PPP andANP, the parties the TTP considered as pro-American and anti-Talibanhave been routed in Khyber-Pakhtunkhwa (KP), and the PML-N andTehreek-i-Insaf are poised to form federal and Khyber-Pakhtunkhwa(KP) governments respectively, the TTP should have stopped the attacksas a gesture of goodwill. That point besides, the KP administration likeother provincial administrations has failed in saving the people’s livesbecause the local intelligence set up is not working eVciently andeWectively. Therefore, provincial administration should revamp police,CID and other intelligence departments, and they must coordinate withthe federal government agencies.As a matter of fact, the militants had been targeting schools, videoshops, shrines and mosques during the MMA tenure in KP from 2003 to2008, though the MMA was against any military action against the TTP.The militants tried to take advantage from the rift between the federalgovernment and the MMA, as latter’s leadership was opposing tooth andnail the operation in Waziristan. Militants had expected that the MMAwould be able to build up enough pressure that the federal governmentwould ask military to end the operation. Perhaps the TTP is resorting tosimilar tactics, and even before the elected governments are in place,they continue with their heinous acts to exert pressure to stop themilitary operation. In the past, they used the gimmick of talks to gaintime, to regroup and reorganize. Of course, previous provincialadministrations had failed, as there pervaded such a startling slothamong the provincial hierarchy’s ranks to get over the preliminaries thatthey were not aware of the tough fight they had at their hand.Since 1980s, Pakistan is in the vortex of violence having diWerentdimensions, and before that sacrilege of or targeting mosque orImambargah was unheard of in Pakistan, but later attacks in FATA,Hangu, Quetta, Lahore, Charsadda, Peshawar, Dir and Jamrud made thepeople wonder as to how human beings could descend to such acts ofbarbarism. PML-N and Tehreek-i-Insaf should put their act together,and even before forming their governments they should work out as towho they should talk to because there are diWerent groups in the TTP.Secondly, they should do a bit of homework and formulate theframework for holding talks with the TTP. Finally, they must take thenation into confidence vis-à-vis if the TTP refuses to accept theconstitution, the judiciary and the parliament the government wouldhave no other option but to establish the writ of the state with full force.The TTP perhaps considers PML-N and PTI’s desire for talks as a sign ofweakness.They have to act fast and give the TTP the message, if theywish to hold negotiations, they must stop the attacks.

By contrast,Abe said he could sit down with SouthKorea over another sea breeze stare down,since “both nations share liberal anddemocratic values, and have respect forbasic human rights and the rule of law,”unlike China, that is.Such a verbal reverse kick won’t soon beforgotten, especially from an adversarywhose meat and bone crimes are still fresh.Three quarters of a century ain’t ish in Asia.The chiefs of Honda, Toyota, Mitsubishi,Sony and Sanyo, etc., must be gagging atAbe’s posturing, for it’s never wise to giveyour best customer the finger, and overwhat, a few symbolic rocks, with a fistful oftuna thrown in, wasabi not included? territory has been claimed entirely byChina, including islands just off theVietnamese coast, explored, mapped andexploited by the Nguyen Dynasty since the17th Century. By contrast, the officialChinese map from 1904 still showedHainan, much further North, as China’ssouthernmost point. Whatever. With itsmuch improved navy, China sees preciousoil within reach, so it simply shovesVietnam, the Philippines, Malaysia andBrunei out of the way. No profit sharingagreement here. Everything will go to thenew boss, same as the old boss, what EastAsia has had to contend with for millennia.If the American Empire can claim thePersian Gulf as a key territory to bedefended and exploited, what’s stoppingChina from doing the same to the SouthChina Sea? But this is not really aboutlogics, only might. One does what one canget away with. America has also inserteditself into the South China Sea fracas, andhas even conducted joint military exerciseswith its former enemies, Vietnam andCambodia, all to counter China.Cambodia’s Prime Minister, Hun Sen, wasgroomed by the Vietnamese to be their ally,after an invasion to dislodge Pol Pot, whowas backed by the Chinese. For smokingPot, Vietnam was invaded by China in 1979,

during a 28-day war that caused 6,000Chinese deaths, with Vietnamese casualtiesunknown. (In 1995, locals in Sapa told meeveryone just ran for the hills, and theChinese simply destroyed everything intheir paths, including the church in themiddle of town, and bridges they hadthemselves built during the Vietnam War.)Sen, once dubbed “The One-Eyed Lackey ofthe Vietnamese,” then became friendliertowards the deeper-pocketed Chinese, andeven allowed a Chinese navy ship to dock inSihanoukville in late 2008. Now he’sgetting chummy with the US, thus pissingoff China, but not totally. A very corruptman, Sen will hug anyone or anything ifyou shove enough bills into his pocket, butthese strange maneuvers are also notuntypical of the complicated flirtation,hedging and whoring of many smallcountries. For the lastmonth or so, the Vietnamese blogospherehas been howling over a leaked tape by oneColonel Tran Dang Thanh, of a ramblingspeech he gave to Hanoi’s universityprofessors. In it, Thanh revealed Vietnam’sstance towards Russia, Iran, North Koreaand, most interestingly, China and the

United States.Thanh praised Iran and North Korea,“someone we must emulate,” for standingup to a super power, the US, but went atextreme length to explain why Vietnammust yield to China, whom he waxedpoetically as “a friend whose mountainjoins our mountain, whose river joins ourriver, who shares with us the East Sea, amutual friendship,” then added this joke ascoda, “though our hands may shake, ourlegs still kick furiously,” prompting chucklesfrom his audience. The bottom line,though, is that Vietnam can’t go to waragainst China because it will get its asskicked. China is simply too big, Thanh said,stating the obvious. As for leaning on theUS, Thanh declared that America is simplyan unreliable ally, that it will only useVietnam as a pawn against China. Further,“They have never been truly good towardsus [!], their crimes the heavens won’tforgive, and the earth won’t pardon.”Evoking Vietnam’s struggle against theWest, Thanh reminded his audience ofChina’s contributions, “During our four-year fight against the French, our 21-yearfight against the Americans, the people andgovernment of China had sacrificed theirrice and torn from their own shirts to giveus each grain of rice, each gun, each pair of

sandals so that we could be victoriousagainst the French and Americans.” Thanhdid admit that China has invaded Vietnamabout twenty times altogether, and isencroaching now, but still, it is a neighbor,a huge and permanent nuisance thatVietnam must forever deal with, and itwould be foolish to expect help fromAmerica, a distant pseudo friend that notso long ago tried to bomb Vietnam back tothe Stone Age.Soon enough, though, we’ll see Chinese oilrigs erected off Vietnamese coastline.Humiliated by China, and pressured bydomestic disgust at governmental, orrather, national impotence, Vietnam mayjust turn to the US to help it deal with itsrecurrent foe. Such is the fate of a smallcountry. To be born small is to have ahandicap one must live with. Collectively,Americans are spared from this condition,hence our swagger, although individually,we can feel pee wee enough, especially aswe are jettisoned, individually, from allcollective aims that make any sense. Oureconomy is illusory, our government puffedup by slogans and lies, and there’s nonational agenda beyond boundlesscorruption and endless war, against muchof the world, and even ourselves.

Pakistanis believethat Washington has never beengrateful for the sacrifice of thethousands of Pakistani military andsecurity oOcials who have diedfighting terrorists in recent decades,nor mourned the tens of thousands ofPakistani civilians whom thoseterrorists have killed. Many in thecountry, including President Asif AliZardari and General Ashfaq Kayani,the army chief, recognize that Pakistanhas at times gone oP the Americanscript, but they argue that the countrywould be a better ally if only theUnited States showedmore sensitivityto Islamabad's regional concerns.On the other side, Americans see

Pakistan as the ungrateful recipient ofalmost $40 billion in economic andmilitary assistance since 1947, $23billion of it for fighting terrorism overthe last decade alone. In their view,Pakistan has taken American dollarswith a smile, even as it covertlydeveloped nuclear weapons in the1980s, passed nuclear secrets to othersin the 1990s, and supported Islamistmilitant groups more recently. Nomatter what Washington does,according to a growing cadre of U.S.senators, members of Congress, andeditorial writers, it can't count onPakistan as a reliable ally. Meanwhile,large amounts of U.S. aid have simplyfailed to invigorate Pakistan'seconomy.The May 2011 U.S. covert operation

in Abbottabad that killed Osama binLaden brought the relationship to anunusually low point, making it harderthan ever to maintain the illusion offriendship. At this point, instead ofcontinuing to fight so constantly for solittle benefit - money for Pakistan,limited intelligence cooperation for theUnited States, and a few tacticalmilitary gains for both sides - the twocountries should acknowledge thattheir interests simply do not convergeenough tomake them strong partners.By coming to terms with this reality,Washington would be freer to explorenew ways of pressuring Pakistan andachieving its own goals in the region.Islamabad, meanwhile, could finallypursue its regional ambitions, whichwould either succeed once and for allor,more likely, teach Pakistani oOcialsthe limitations of their country'spower.

FRIEND REQUESTIt is tempting to believe that tensions

between the United States andPakistan have never been worse. Andto be sure, the public in each countrycurrently dislikes the other: in a 2011Gallup poll, Pakistan ranked amongthe least liked countries in the UnitedStates, along with Iran and NorthKorea; meanwhile, a 2012 Pew pollfound that 80 percent of Pakistanishave an unfavorable view of theUnitedStates, with 74 percent seeing it as anenemy. Washington's threats to cut oPaid to Pakistan and calls in Islamabadto defend Pakistani sovereignty fromU.S. drone incursions seem torepresent a friendship that is spiralingdownward.But the relationship between the

United States and Pakistan has neverbeen good. In 2002, at arguably theheight of U.S.-Pakistani cooperationagainst terrorism, a Pew poll foundthat 63 percent of Americans hadunfavorable views of Pakistan,makingit the fifthmost disliked nation, behindColombia, Saudi Arabia, Afghanistan,andNorthKorea. Before that, in 1980,soon after the Soviet invasion ofAfghanistan, aHarris poll showed thata majority of Americans viewedPakistan unfavorably, despite the factthat 53 percent supported U.S.military action to defend the countryagainst communism. Pakistanidistaste for the United States isnothing new, either. A 2002 Pew pollfound that about 70 percent ofPakistanis disapproved of the UnitedStates. And their negativity predatesthe war on terrorism. The September1982 issue of The Journal of ConflictResolution carried an article by thePakistani civil servant ShafqatNaghmi

based on analysis of keywords used inthe Pakistani press between 1965 and1979. He found evidence forwidespread anti-Americanism goingback to the beginning of the study. In1979, a hostile crowd burned down theU.S. embassy in Islamabad, andattacks on U.S. oOcial buildings inPakistan were reported even in the1950s and 1960s.From Pakistan's founding onward,

the two countries have tried to paperover their divergent interests and thefact that their publics do not trust oneanother with personal friendships atthe highest levels. In 1947, Pakistan'sleaders confronted an uncertainfuture. Most of the world wasindiPerent to the new country - that is,except for its giant next-door neighbor,which was uncompromisingly hostile.The partition of British India hadgiven Pakistan a third of the formercolony's army but only a sixth of itssources of revenue. From birth,therefore, Pakistanwas saddledwith ahuge army it could not pay for andplenty of monsters to destroy.British oOcials and scholars, such as

Sir Olaf Caroe, who was the pre-partition governor of the North-WestFrontier Province (now KhyberPakhtunkhwa), and Ian Stephens, theeditor of The Statesman, encouragedPakistan's founding fathers to keep thecountry's large army as a protectionagainst India. Lacking financing for it,though, Pakistani leaders turned to theUnited States, reasoning thatWashington would be willing to footsome of the bill given Pakistan'sstrategically important location at theintersection of the Middle East andSouth Asia.Muhammad Ali Jinnah, the

country's founder and first governor-general, and most of his lieutenants inthe Muslim League, Pakistan's mainpolitical party, had never traveled totheUnited States and knew little aboutthe country. To fill the role ofambassador to the United States, theychose the one among them who had,Mirza AbolHassan Ispahani, who hadtoured the United States in the mid-1940s to drum up support for anindependent Muslim state in SouthAsia. In a November 1946 letter toJinnah, Ispahani explained what heknew of the American psyche. "I havelearnt that sweet words and firstimpressions count a lot withAmericans," he wrote. "They areinclined to quickly like or dislike anindividual or organization." TheCambridge-educated lawyer tried hisbest to make a good impression andbecame known among theWashington elite for his erudition andsartorial style.Back in Pakistan, Jinnah attempted

to befriend Paul Alling, the newlyappointed U.S. ambassador inKarachi, then Pakistan's capital. In oneof their meetings, Jinnah complainedabout the sweltering heat and oPeredto sell his oOcial residence to the U.S.embassy. The ambassador sent him agift of four ceiling fans. Jinnah wasalso at pains to give interviews to U.S.journalists, the best known of whomwas Lifemagazine'sMargaret Bourke-White. "America needs Pakistan morethan Pakistan needs America," Jinnahtold her. "Pakistan is the pivot of theworld, the frontier onwhich the futureposition of the world revolves." Likemany Pakistani leaders after him,Jinnah hinted that he hoped theUnited States would pour money andarms into Pakistan. And Bourke-White, like many Americans after her,was skeptical. She sensed that behindthe bluster was insecurity and a"bankruptcy of ideas . . . a nationdrawing its spurious warmth from theembers of an antique religiousfanaticism, fanned into a new blaze."The visceral anti-Americanism

among many Pakistanis today makesit diOcult to remember howpersistently Jinnah and hisambassadors lobbied theUnited Statesfor recognition and friendship in thoseearlier years. Yet the Americans werenot convinced. As a State Departmentcounselor, George Kennan, forexample, saw no value in havingPakistan as an ally. In 1949, when hemet Pakistan's first prime minister,Liaquat Ali Khan, Kennan respondedto Khan's request to back Pakistanover India by saying, "Our friendsmust not expect us to do things whichwe cannot do. It is no less importantthat they should not expect us to bethings which we cannot be." Kennan'smessage was reflected in the paltryamount of U.S. aid sent to the newcountry: of the $2 billion Jinnah hadrequested in September 1947, only $10million came through. That droppedto just over half a million dollars in1948, and to zero in 1949 and 1950.

BROTHERS IN ARMSPakistan finally got what it wanted

with the election of DwightEisenhower in 1952. His secretary of

state, John Foster Dulles, embracedthe idea of exchanging aid forPakistani support of U.S. strategicinterests. He saw Pakistan as a vitallink in his scheme to encircle theSoviet Union and China. Theaggressively anticommunist Dullesalso relished the thought of having alarge army of professional soldierswith British-trained oOcers on theright side in the Cold War. Influencedby earlier descriptions of Pakistanis,Dulles believed them to be especiallymartial: "I've got to get some realfighting men in the south of Asia," hetold the journalistWalter Lippmann in1954. "The only Asians who can reallyfight are the Pakistanis."Muhammad Ali Bogra, who had

taken up the post of Pakistaniambassador to the United States in1952, was also eager to cement thefriendship. He was as successful as hispredecessor at cultivating Americanelites, especially Dulles, who wasalready leery of India's leaders due totheir decision to stay nonalignedduring the Cold War. Bogra ensuredthat his own anticommunistsentiments werewell known toDulles,as well as to the journalists andpoliticians with whom Bogra wentbowling in Washington. Meanwhile,Eisenhower tasked Arthur Radford,chairman of the Joint Chiefs of StaP,with earning the respect of powerfulPakistanis - particularly the militarycommander General MuhammadAyub Khan, who would rule thecountry by the end of the decade. AyubKhan was instrumental in installingBogra as Pakistan's prime minister in1953, after a palace coup, in the hopethat Bogra's friendship with the

Americans would expedite the flow ofarms and development assistance toPakistan. Indeed, military andeconomic aid to Pakistan began to riserapidly; it would hit $1.7 billion by theend of the decade.In return, the United States got

Pakistan to join two anti-Sovietsecurity arrangements: the SoutheastAsia TreatyOrganization, in 1954, andthe Baghdad Pact (later called theCentral Treaty Organization), in 1955.But therewere already signs of trouble.Any notion that Pakistan would joineither alliance grouping in a war wasquickly dispelled, as Pakistan (likemany others) refused to contributemuch money or any forces to theorganizations. Dulles traveled toPakistan in 1954 looking for militarybases for use against the Soviet Unionand China. On his return, he tried toconceal his disappointment in the lackof immediate progress. In a memo hewrote for Eisenhower after the trip, hedescribed U.S.-Pakistani relations asan "investment" from which theUnited States was "not in general in aposition to demand specific returns."According to Dulles, the U.S. presencein Pakistan meant that the UnitedStates could expand its influence overtime, leading to "trust and friendship."Ayub Khan, for his part, assumed

that once Pakistan's military had beenequipped with modern weapons -ostensibly to fight the Communists --it could use them against Indiawithout causing a major breach withthe United States. In his memoirs, heacknowledged that "the objectives thatthe Western powers wanted theBaghdad Pact to serve were quitediPerent from the objectives we had inmind." But he argued that Pakistanhad "never made any secret of [its]intentions or [its] interests" and thatthe United States knew Pakistanwould use its new arms against itseastern neighbor. Still, when Pakistantested Ayub Khan's theory in 1965, byinfiltrating Kashmir and precipitatingan all-out war with India, USPresident Lyndon Johnson suspendedthe supply of military spare parts toboth India andPakistan. In retaliation,in 1970, Pakistan shut down a secretCIA base in Peshawar that had beenleased to the United States in 1956 tolaunch U-2 reconnaissance flights.U.S.-Pakistani relations were scaled

back after the suspension of militaryaid, but neither side could give up ontrying to find some common ground.Ayub Khan's successor as president,General Agha Muhammad YahyaKhan, agreed to serve as anintermediary between the UnitedStates andChina, facilitating the secrettrip to Beijing in 1971 by HenryKissinger, thenU.S. President RichardNixon's national security adviser. Laterthat year, Nixon showed his gratitudefor Pakistan's help by favoring West

Pakistan against separatist EastPakistan and its Indian supportersduring the civil war that resulted in thecreation of Bangladesh. The UnitedStates played down West Pakistaniatrocities in East Pakistan, and Nixontried to bypass Congress to providesome materiel to West Pakistaniforces. But that did not stop thecountry from dividing. As a civiliangovernment led by Zulfikar Ali Bhuttopicked up the pieces in the new,smaller Pakistan, the United Statesand Pakistan maintained somedistance. During a 1973 visit by Nixonto Pakistan, Bhutto oPered Nixon anaval base on the coast of the ArabianSea, whichNixon declined. By the timethe relationship had started to warmagain, when Washington lifted thearms embargo on Pakistan in themid-1970s, Pakistan had already soughteconomic support from the Arabcountries to its west, which were bythen growing flush with petrodollars.

OFF BASEThe next time the United States and

Pakistan tried to work together, it wasto expand a relatively small Pakistani-backed insurgency in Afghanistan atthe United States' request. After theSoviet invasion of Afghanistan, in1979, the United States saw anopportunity to even the scorefollowing its poor showing in theVietnam War and bleed the Sovietarmy dry. The Afghan mujahideen,which had been trained by Pakistan'sintelligence agency, the Inter-ServicesIntelligence (ISI), and funded by theCIA, would help. Pakistan's militaryruler, General Muhammad Zia-ul-

Haq,made his sales pitch: "The SovietUnion is sitting on our border," he toldan American journalist in a 1980interview. "Has the free world anyinterest left in Pakistan?" Later, Ziaeven surprised the U.S. StateDepartment counselor, RobertMcFarlane, with a sweetener: "Whydon't you ask us to grant [you] bases?"The United States was no longer

interested in bases in Pakistan, but itdid want to use Pakistan as a stagingground for the Afghan insurgency. SoWashington not only funneled armsand money to the mujahideen acrossthe border but also quadrupled its aidto Pakistan. DiPerences betweenWashington and Islamabad over whoshould lead a post-Soviet Afghanistanquickly emerged and unsettled the twocountries' unspoken truce. For the firsttime, the issue of Pakistani support forterrorist groups also became a sorepoint. In a 1992 letter to PakistaniPrime Minister Nawaz Sharif,Nicholas Platt, theU.S. ambassador toPakistan, warned that the UnitedStateswas close to declaring Pakistan astate sponsor of terrorism: "If thesituation persists, the secretary of statemay find himself required by law toplace Pakistan in the U.S.G. statesponsors of terrorism list. You musttake concrete steps to curtailassistance to militants and not allowtheir training camps to operate inPakistan or Azad Kashmir [thePakistan-controlled part of Kashmir]."That threat was hollow, but theUnitedStates did find other ways to punish itserstwhile ally. In 1991,Washington cutoP military aid to Pakistan afterPresident George H. W. Bush failed tocertify to Congress that Pakistan wasadhering to its nuclearnonproliferation commitments.Between 1993 and 1998, the UnitedStates imposed strict sanctions onPakistan because of its continuednuclear progress and tests. And itimposed more sanctions between2000 and 2001 in response to the1999 military coup that broughtGeneral Pervez Musharraf to power.Civilian aid,meanwhile, bottomed out.

WITH US OR AGAINST USAcrimony continued to color the

relationship until 2001, when, after the9/11 attacks, Washington once againsought toworkwith Islamabad, hopingthat this time, Pakistan would fix itsinternal problems and change itsstrategic direction for good. But therewas little enthusiasmamongPakistan'spublic or its military elite, where thecountry's decision-making power lay,for an embrace of the United States orits vision for the region. Meanwhile,Pakistani diplomats in the UnitedStates spent most of their timeresponding to Congress' criticism ofPakistan's double-dealing in regard to

terrorists. The role of ambassadorduring this period was first held by aformer journalist, Maleeha Lodhi, andthen by a career foreign service oOcer,Ashraf Qazi. They worked to build thecase that Pakistan was the frontlinestate in the war on terrorism byreaching out to the U.S. media andlobbying Congress with the help of thegrowing Pakistani Americancommunity.With support from the George W.

Bush administration, the ambassadorswere able to fend oP criticism and gethuge aid packages approved. Butskeptics, such as the journalist SeligHarrison, pointed out that Pakistanwas selling "bad policy through goodsalesmen." These particular salesmenwere succeeded by two retired generals,Jehangir Karamat and Mahmud AliDurrani, who attempted to work moreclosely with U.S. military oOcers,assuring them that reports ofcontinued Pakistani support for theAfghan Taliban were exaggerated. Onthe U.S. side, Anthony Zinni, who hadbeen commander of the U.S. CentralCommand at the time of Musharraf 'scoup and remained in touch withMusharraf after his own retirement,spoke publicly of the benefit of beingable to communicate "soldier tosoldier." Still, the soldier-ambassadorswere unable to overcome the negativepress about Pakistan's involvement inAfghanistan.U.S. ambassadors to Pakistan during

this period focused on forging close tieswith the country's leader, Musharraf.When Musharraf 's control weakenedtoward the end of the decade, AnnePatterson, who was U.S. ambassadorbetween 2007 and 2010, tried to reachout to civilian Pakistani politicians bymeeting the leaders of all of thecountry's major political parties. Tocover the waterfront, Admiral MikeMullen, whowas chairman of the JointChiefs of StaP, pursued a personalfriendship with Pakistan's army chief,General Ashfaq Kayani. Mullen held26 meetings with Kayani in four yearsand often described him as a friend.But by the end of his tenure, Mullenexpressed frustration that nothing hadworked to change Kayani's focus: "Inchoosing to use violent extremism asan instrument of policy, thegovernment of Pakistan, and mostespecially the Pakistani army and ISI,"he said in a speech to the SenateArmedServices Committee in 2011,"jeopardizes not only the prospect ofour strategic partnership but Pakistan'sopportunity to be a respected nationwith legitimate regional influence."In the end, during Patterson's and

Mullen's tenures, Musharraf 's regimecrumbled and a civilian governmenttook oOce. From the start, the newadministration, led by Zardari, soughtto transform the U.S.-Pakistanirelationship into what he called astrategic partnership. Zardari wantedto mobilize popular and politicalsupport in Pakistan forcounterterrorism, as the United Statesmade a long-term commitment toPakistan through a multiyear foreignassistance package including morecivilian aid. At the same time, the twocountries would work together todevise a mutually acceptable Afghanendgame.As Pakistan's ambassador to the

United States from 2008 to 2011, Itried to carry out this agenda and serveas a bridge between the two sides. Iarranged dozens of meetings amongcivilian andmilitary leaders from bothsides. Senior U.S. oOcials, includingJames Jones, Hillary Clinton, weregenerous with their time. RichardHolbrooke, who was the Obamaadministration's special envoy forAfghanistan and Pakistan before hisdeath in 2011, shuttled between thecapitals, seeking to explainU.S. policiesto Pakistani oOcials and securecongressional support for Pakistan.Over several weekends, when ourspouses were away from Washington,Holbrooke and I spent hours together,going to the movies or meeting forlunch in Georgetown. We spoke aboutways to secure a U.S. withdrawal fromAfghanistan with Pakistan's support.Convinced that the Pakistani militaryheld the key to stability in the region,President Barack Obama conveyed toPakistan that theUnited Stateswantedto help Pakistan feel secure and beprosperous but that it would notcountenance Pakistan's support forjihadist groups that threatenedAmerican security.But in the end, these attempts to

build a strategic partnership gotnowhere. The civilian leaders wereunable to smooth over the distrustbetween the U.S. and Pakistanimilitaries and intelligence agencies.And the lack of full civilian control overPakistan's military and intelligenceservices meant that, as ever, the twocountries were working towarddiPerent outcomes. Admittedly,however, things might not have beenall that much better had the civilians

been in full control; it is easier forstrongmen to give their allieswhat theywant regardless of popular wishes,whether it be U-2 and drone bases orarming the Afghan mujahideen. Myown tenure as ambassador came to anabrupt end in November 2011, justweeks after an American businessmanof Pakistani origin falsely accused meof using himas an intermediary to seekAmerican help in thwarting a militarycoup immediately after the U.S. raidthat killed bin Laden. The allegationmade no sense because as ambassador,I had direct access toAmerican oOcialsand did not need the help of acontroversial businessman to conveyconcerns about the Pakistani militarythreatening civilian rule. The episodeconfirmed again, if confirmation wasneeded, that supporting close ties withthe United States is an unpopularposition in Pakistan and that there is ageneral willingness in Pakistan'smedia, judicial, and intelligence circlesto believe the worst of anyone trying tomend the frayed partnership.

TILL THE BITTER ENDGiven this history of failure, it is time

to reconsider whether the U.S.-Pakistani alliance is worth preserving.At least for the foreseeable future, theUnited States will not accept thePakistani military's vision of Pakistanipreeminence in South Asia or equalitywith India. And aid alone will not alterIslamabad's priorities. Of course, asPakistan's democracy grows stronger,the Pakistanis might someday be ableto have a realistic debate about whatthe national interest is and how itshould be pursued. But even thatdebate might not end on terms theUnited States likes. According to 2012poll data, for example, although mostPakistanis would favor better ties withIndia (69 percent of those polled), amajority of them still see India as thecountry's biggest threat (59 percent).With the United States and Pakistan

at a dead end, the two countries needto exploreways to structure a nonalliedrelationship. They had a taste of this in2011 and 2012, when Pakistan shutdown transit lines in response to aNATO drone strike on the Afghan-Pakistani border that killed 24Pakistani soldiers. But this failed tohurt the U.S. war ePort; the UnitedStates quickly found that it could relyon other routes into Afghanistan.Doing so was more costly, but theUnited States' flexibility demonstratedto Islamabad that its help is not asindispensable toWashington as it onceassumed. That realization should be atthe core of a new relationship. TheUnited States should be unambiguousin defining its interests and then actingon them without worrying excessivelyabout the reaction in Islamabad.The new coolness between the two

countries will eventually provoke areckoning. The United States willcontinue to do what it feels it has to doin the region for its own security, suchas pressing aheadwith drone strikes onterrorist suspects. Once Pakistan'snational security elites recognize thelimits of their power, the countrymighteventually seek a renewed partnershipwith the United States -- but this timewith greater humility and an awarenessof what it can and cannot get. It is alsopossible, although less likely, thatPakistani leaders could decide that theyare able to do quite well on their own,without relying heavily on the UnitedStates, as they have come to do over thelast several decades. In that case, too,the mutual frustrations resulting fromPakistan's reluctant dependency on theUnited States would come to an end.Diplomats of both countries wouldthen be able to devote their energiesto explaining their own andunderstanding the other's currentpositions instead of constantlyrepeating clashing narratives of whatwent wrong over the last six decades.Even if the breakup of the alliance didnot lead to such a dramaticdenouement, it would still leave bothcountries free to make the toughstrategic decisions about dealing withthe other that each has been avoiding.Pakistan could find out whether itsregional policy objectives ofcompeting with and containing Indiaare attainable without U.S. support.The United States would be able todeal with issues such as terrorism andnuclear proliferation without theburden of Pakistani allegations ofbetrayal. Honesty about the truestatus of their ties might even helpboth parties get along better andcooperate more easily. After all, theycould hardly be worse oP than theyare now, clinging to the idea of analliance even though neither actuallybelieves in it. Sometimes, the bestway forward in a relationship lies inadmitting that it's over in its currentincarnation.

Rampantinflation has caused an upsurge of200 per cent in the morbidity ofprostitution and obscenity relatedcrimes.Incidents of crimes in citywitnessed a sharp increase duringthis year despite the tall claims ofstrict security arrangements madeby police to curb the crime rate.According to the statisticscollected from City Police OMcer'soMce, 1,250 vehicles and 800motorcycles were stolen duringJanuary 2013 to up till now, withsoaring number of other reportedand unreported crimes that wererecorded in 2012 while recoveryof the vehicles and motorcycleswas much less.Statistics shows that despitemore than 25 police check postsat entry and exit points of the citythere is no let up in the crimerate as there are frequent reportsof crimes including murdercases, attempted murder cases,kidnappings for ransom,robberies, theft and burglary.According to police, more than4,000 cases of such crimes wereregistered during the period in

It was also diMcult for theinvigilators to observe properlyaround 250 or more candidates in asingle exam hall due to suNocationand intense heat inside, she said,adding that the students did notattempt their papers keenly but

fulfilling the formalities due tounfavourable conditions in the hallsdue to severe temperature.She said sometimes the studentsfell fainted due to high temperatureand suNocation in the congestedhalls. Attempting the papers well andacquiring good marks were beyondthe access in the presence of suchpower cuts, she added. A nephew(Prithivraj) brought up by his chacha(Rishi) as he has serious problemswith his loser father (Kher). Identicaltwins separated as babies, nowgrown into very diPerent individuals(Arjun). Long suPering mother(Azmi) buPeted between the two.Filthy rich businessman (ShroP)with corrupt practices. The troublewith Aurangzeb is not that it isn'tambitious. It is, and that's good.Because after a long time there's afilm which invites you to work on

unraveling the threads. But rightfrom its too-crowded epilogue,

where information about thecharacters comes flying out at you, to

its curiously impact-less lead playerwho sparks to life on occasion, to itslong-drawn scenes where sometimesyou feel the lines are being said onlyfor ePect and not because they haveorganically grown out of theconversation, Aurangzeb is trying fortoo much. This makes the film denseand uneven: some parts have power,the others are inert.These locations in Gurgaon haven't

been heavily exposed yet, but thismix of the builder mafia andcollusive cops and poor farmers havea familiar ring to it. More ePective thanhim, and in fact all the other goodactors in this film, is Rishi Kapoor.As the policeman who will be king,who has not one soft shred in hishard, hard head, and who will kill aclose relative rather than be caughton the wrong foot, Kapoor is terrific.It's also nice to have Amrita Singhback amongst us even if her role isconstricted. their boycott in a press conference tobe held later on Saturday night.Re-elections in 43 polling stationsof NA-250 are set to take place onSunday, amid tight security providedby police, Rangers and the army.PPP’s Rabbani was contestingagainst Pakistan Tehreek-e-Insaf(PTI) leader Arif Alvi for the nationalassembly seat. PPP’s Karamullah wasrunning for PS-112 against PTI’sKhurram Sher Zaman, and the partyhad fielded Asad Hussain Zuberi onPS-113 against Samar Ali Khan of PTI.Ironically, just a few hours beforetheir volte face, the PPP GeneralSecretary in Sindh Taj Haider in astatement to the press said that PPPhad made historic sacrifices in thefight for democracy in Pakistan. on a far older design.Capt Jon Rodgers, commander ofthe USS Ponce which is one of 35ships taking part in the exercise, saidthe Iranian and American naviesregularly photographed each other asthe two navies - widely seen aspotential foes - run up against oneanother in the congested waterswhich many believe could be a futureflashpoint. He said: "As long as weare only taking pictures, then we aregood." The fortnight-long exercise inthe Gulf has seen 41 nations take partin drills aimed at protecting shippingfrom mines, attack by small ships andguarding oil platforms.
