MICELI

Officer Miceli was chosen as Officer Of the Quarter, for his

outstanding work getting drug dealers off the street.

He was responsible for multiple large narcotic arrests and

drug seizures, during the first quarter of the year.

Officer Miceli not only was awarded the Officer of the

Quarter, for his exceptional police work, by Captain Means,

Officer Miceli was also chosen as the newest member of

The St. Louis County Police Department’s K-9 Unit.

Congratulations to Officer Miceli and good luck to him in

his new position, as he and his new K-9 partner, Yago,

continue to take “a bite out of crime”.

OFFICER TAYLOR HELPS RESCUE

AN ABANDONED DOG NAMED

SMOKEY

Officer Taylor received a call to contact the management of an apartment complex in reference to an eviction, where the leaser of the apartment had abandoned a dog. Inside the apartment the management team and Officer Taylor found Smokey, a dehydrated, malnourished dog, who had been left inside the apartment to fend for itself, for over two months. Smokey couldn’t move or get up, other than to drink the bowl of water the team provided for Smokey. St. Louis County Animal Control responded to take custody of Smokey and provide the dog with immediate medical care, food, and love. Officer Taylor continued to check in on Smokey during his rehabilitation. Smokey is now able to stand, and is eating healthier by the day, and gaining weight. There is a wonderful person who has applied to adopt Smokey, as soon as he is further along in his rehabilitation. Soon, Smokey will be in a loving home. After this incident, the apartment complex has adopted “Smokey’s Rule” which will be added to their procedures and leases that will allow for the management to have the right to enter an apartment and take an animal, if they feel the animal is endangered. Nice Job, Officer Taylor, St. Louis County Animal Control, and to the apartment complex management team. Officer Taylor is seeking animal cruelty charges against the apartment’s last tenant, who left Smokey.

ARRESTS MADE FOR BURGLARY AND

STEALING COPPER-in April, 2014

Four suspects were arrested for breaking into a home and stealing

copper tubing and wiring. Officer Page and other Officers from the

Central County Precinct, responded to the area of the 29XX block of

Lyndhurst for suspicious activity. They stopped the described vehicle

involved, and arrested four suspects who had just broken into a

residence and stole the copper. The copper was recovered. Detective

Keim, of the Burglary Unit, interviewed the suspects and warrants

were issued for the burglary of the home and the theft of the copper.

DRIVING WHILE INTOXICATED, PEACE DISTURBANCE,

TRESPASSING AND THE SHOOTING OF A GUN-

In the Bentwood Condominiums-June, 2014

Officer Stinson and other Officers of the St. Louis County Police

Department, while responding to a call for a peace disturbance,

observed the described vehicle exiting the condo complex. Upon

stopping the vehicle, Officer Stinson found the driver to be intoxicated.

While investigating this incident, Officer Stinson was able to connect the

driver to a previous “shots fired” call, from 2013, in the same area.

Officer Stinson was able to charge the driver with both

criminal cases, and recover the gun that was used.

ROBBERY SUSPECT ARRESTED-phone recovered

IN MCDONNELL PARK-in May, 2014

Victim went walking with an acquaintance, who later, beat him up and

stole his cell phone. Officers Stinson and Baumhardt, of the Central

County Precinct, located the suspect, and made the arrest,

and recovered the cell phone.

Warrants were issued. Excellent Police work!

DRUG VIOLATION &

UNLAWFUL USE OF A FIREARM-Hanley Rd. and Hwy. 70 area,

in June, 2014

Officers Krinitskiy and McCarthy were on patrol and observed a vehicle

driving the wrong way, and committing numerous other traffic violations.

As they stopped the vehicle, the driver threw a gun out the window.

The driver and the passenger were arrested on numerous outstanding

warrants as well as a drug violation and weapons charges.

Terrific observations and Police work, Officers!

SUSPECT ARRESTED FOR SLASHING TIRES

AND ASSAULTING OFFICERS-in June, 2014

Officers responded to the Village of Uplands Park in reference to a

report of a vehicle’s tires being slashed.

Upon their arrival, they found numerous vehicles had their tires slashed.

The suspect was known to one of the victims. After the suspect fled the

area, he was later located, and after attempting to injure Officers,

the suspect was arrested.

Our Purpose The Citizen’s Police Academy was developed to promote understanding and cooperation between The St. Louis County Police Department and the people it serves. We are proud to offer the Citizen’s Academy to local residents and business employees throughout our community. We encourage our citizens to become actively involved in their neighborhood, by providing information that can form a partnership with local law enforcement to aid in solving community problems.

Goals To provide greater awareness and understanding between our department and the citizens we serve.

To provide participants with an understanding of the operations and resources of The St. Louis County Police Dept.

To provide insight into the divisions and functions of The St. Louis County Police Department.

Basic Academy The Central County Precinct conducts two Basic Citizen’s Police Academies each year, one in the spring and another in the fall. The Basic Citizen’s Police Academy is held once a week for an eight week period. Each session is two hours in

length.

Advanced Academy The Advanced Citizen’s Academy is conducted in the summer of each year. It is held once a week for four weeks. Each session is three hours in length. Attendance to the Basic Academy is a prerequisite to attend The Advanced Academy. This academy allows more hands-on activities in various law enforcement incidents, included but not limited to advanced traffic stops, active shooter role plays, crime scene investigations.

At the end of the Academy classes, each participant will receive a Certificate of Completion .

The Academy is open to all St. Louis County residents and is free of charge. Advanced registration is required.

AFTER THE STORMS! Home Repair Fraud Prevention Tips

There are many types of home repair fraud committed by less than honest companies. The best way to protect yourself from becoming a victim is through knowledge and common sense decisions making. IF IT SOUNDS TOO GOOD TO BE TRUE- MAYBE IT IS. Most home repair scams occur during the spring and fall. The most popular types of home repair frauds are roof repair, asphalt paving/driveway sealing, house painting, termite and pest control and tree pruning and landscaping services.

ROOF REPAIR FRAUD-As a homeowner, you could be approached by a con artist who says that he has been working in the neighborhood and noticed that your roof is in need of repair. This person will tell you that he has materials left over from another job and can repair your roof for a small amount of money. He may go as far as to say that he will spray your existing shingles with a protective coating that will make your home more efficient. Do not by into this sales pitch. The coating is usually a gasoline and paint mixture that will rinse away during the first rain. The con artist will have shingles, brushes, and the mixture, and look legitimate. They will go onto your roof and replace a few shingles and spray your roof. They will then require you to pay for their services and you will not see them again. ASPHALT PAVING AND DRIVEWAY SEALING-The same method used in roof repair scams is also used in this type of scam. The person was “in the area doing another job” when he saw your property. He has extra product left over from this job and he could repair your property for a certain cost. Once the job is completed, he tells you that the price he quoted you did not include labor. The products they use is substandard, and may end up leaving you with a soft, wet surface that never cures. They are gone before

you can complain, and leave no working phone number for the business they pretend to be with. HOUSE PAINTING FRAUD-Substandard or watered down paint will be applied, that peels or washes away during the first rain. Or, they may ask for additional money stating they have found additional repairs that need doing, that they can accomplish. They take your money and do no repairs. TERMITE AND PEST CONTROL-These con artists, go door to door offering free termite and pest control inspections. When they are done with the inspection, they invariably find signs of termites, and may even show you a piece of termite infested wood. The piece of wood was brought by the con artist and concealed on the con artists person, to be produced only to show you, and convince you that you have termites or pests. They get you to pay them for pest control or treatments, which can consist of water or a water and oil mixture, sprayed around your home, which accomplishes nothing. TREE PRUNING AND LANDSCAPING FRAUD-This con artist will offer to prune your trees and possibly plant some saplings for a low price. Once done, you will be given a bill for a higher price and told that the original price was per branch, for cutting. You may also be sold saplings at an unbelievable low price. These trees will soon die and you will discover that you bought tree branches not saplings. PREVENTION TIPS- ONLY DO BUSINESS WITH WELL KNOWN AND ESTABLISHED BUSINESSES. CHECK WITH THE BETTER BUSINESS BUREAU. (314-645-3300 OR www.BBB.org) BEWARE OF CONTRACTORS WHO JUST “HAPPEN TO BE IN THE NEIGHBORHOOD. “ ALWAYS OBTAIN A CONTRACT WHICH SHOULD CONTAIN: start and completion dates, company’s name, address, and telephone number. Itemized list of materials and costs. ALWAYS OBTAIN A LIEN WAIVER. This says that the contractor bears the cost burden of the materials and prohibits the contractor from putting a lien on your home. BEWARE OF COMPANIES THAT REQUIRE A LARGE DOWN PAYMENT. A reputable company will have the resources to provide the labor and materials to complete the job, without your money up front. The State of Missouri has a law in place that offers protection to consumers. The law provides that you have the right to cancel any credit contract (not cash) within three business days. The time period does not include Saturday, Sundays or legal holidays. This applies if the seller solicited and presented the contract in your home. The sales person must advise you of the law and it must be part of the contract. If you want to cancel the contract, you must do so in writing. If you mail the notice of cancellation, it must have proper postage and be properly addressed. You can not cancel a contract when: The buyer requested the seller provide the goods or services without delay because of emergency, and, the seller, in good faith, made a substantial start toward fulfilling the agreement before the notice of cancellation was given; and if goods are involved, the items cannot be returned to the seller in “substantially” as good condition as when received by the buyer. In circumstances other than the ones described above, a home solicitor must return any payment or trade-in goods received from the buyer within ten days after the notification of cancellation. The seller must also mark the word “cancelled” on the contract. If you cancel the agreement the seller may request that you return any delivered merchandise. The seller must pay postage if you are asked to ship it. However, if the seller does not request that the good be returned within 20 days of cancellation, you may keep the merchandise. If you have materials delivered or your job is partially completed, this may make the case civil, not criminal in nature.

If you see a crime in progress or another emergency situation that requires an immediate police response, call 911.

Provide the call-taker with a good description of the incident, the

offender, and the exact location. Use you cell phone to capture images of suspicious

vehicles or persons (if you can do so safely). For non-emergencies, however, do not call 911. Non-emergency calls to 911 can slow the

response time to true emergencies.

As the weather gets warmer, more children will be “wheeling” around- in the streets, driveways, and parks. The safe operation of bikes and scooters are very important to the St. Louis County Police Department. Here are some safety

tips, and the laws associated with riding safely. -BE SEEN: Always wear a helmet and light colored clothing. At night, use the minimum required lights and reflectors. St. Louis County Ordinance requires children under the age of 17 yrs. old, must wear protective headgear on bicycles,

scooters, or motorized scooters.. Bicyclists who go without a helmet are 7 times more likely to suffer a head injury. A cyclist who suffers a head injury is 20 times more likely to die. When worn correctly the helmet should be level,

covering most of the forehead and all straps should be tight when the chin strap is buckled. Helmets should be replace every 5 years, or if involved in an accident where the helmet is damaged.

Bicyclist are also required to have a lighted front head lamp and standard reflectors, when riding at night. Motorized scooters, under the law, are considered motor vehicles. As with motorcycles, all riders must wear a helmet,

and must follow all vehicle ordinances involving lighting. -BE PREDICTABLE: A rider is safest when following the same rules as a motor vehicle operator. Ride with the flow of

traffic. Signal your intentions. Think and Look before you execute a maneuver. Obey all traffic laws. Ride at a speed that is legal and safe. A warning device, such as a horn or bell, may be required on some bike paths. As a motorized scooter rider you have a relatively small profile. You should do everything you can to

increase your road profile. Always ride in a lane position that gives you a good view of the road ahead, and the flexibility to react to cars, trucks or other vehicles on the roadway. As a motorized scooter rider, driving between rows of stopped

or moving cars is illegal and can leave you vulnerable to crashing. -WATCH OUT FOR CARS: Make eye contact to help communicate your intentions to drivers. Anticipate a car’s next

move. Vehicle driver’s often don't see riders until it is too late. Motorized scooters shall not be operated on sidewalks under St. Louis County Ordinance.

Motorized scooters, because they are considered a motor vehicle, require riders to be licensed, per St. Louis County Ordinance. Motorized scooters are also subject to “excessive vehicle noise” ordinances.

Do not hitch rides off the backs of moving vehicles while riding your bike, this is dangerous and illegal. While riding your bike, do not perform stunts in the street. If you are going to try them, do it away from vehicles and use

proper safety equipment. FOR YOUNG RIDERS

-Always let your parents know where and with whom you are going riding with. -Be sure to let your parents know when you will return from your ride.

-Dismount and walk across the street which has heavy traffic. IF your bike is lost or stolen, could you provide the following information to the Police?

MAKE, MODEL, COLOR, SERIAL NUMBER A-B-C QUICK CHECK OF YOUR BICYCLE FOR SAFETY

A-AIR, check tire pressure, B-BRAKES, check the pads for wear, C-CRANK SET, grease the chain and bottom bracket, QUICK-make sure your quick releases are tightened and in the correct position, CHECK-take a short, slow, preliminary

ride to see that your bike is functioning safely.
