1 MR. CARWELL: We will now move on to

2 the hearing for First State Math and Science

3 Academy. So, good afternoon. I declare this

4 portion of the hearing now open. My name, once

5 again, is John H. Carwell, Jr. I'm the charter

6 school officer for the Department of Education,

7 and I've been appointed by the Secretary of

8 Education to conduct this public hearing.

9 The First State Math and Science

10 Academy has filed an application for a new

11 charter. As is required by law, the matter was

12 referred to the charter school accountability

13 committee for review, investigation, and report.

14 This joint public hearing is being

15 held by the Department of Education and the State

16 Board of Education to give the school an

17 opportunity to respond to the final report of the

18 accountability committee, which recommended that

19 the school's charter be declined, and also to

20 receive public comments.

21 Notice of the hearing. I would like

22 the record to reflect that the notice of the

23 time, date, and place of today's public hearing

24 was published in The News Journal and the

1 Delaware State News on March the 15th, 2011.

2 In addition, notice was posted on

3 the charter school accountability committee's

4 official place of business, on the Department of

5 Education's official website, and on the State's

6 public meeting calendar on the State's official

7 website on March 15, 2011.

8 Further, the applicant was

9 personally notified of the date, time and place

10 of today's hearing on March the 1st, 2011.

11 A court reporter is present so that

12 the record of this hearing can be made. It will

13 be necessary for each speaker to clearly identify

14 his or herself before beginning to speak, so the

15 court reporter will be able to note who you are.

16 The record of this hearing will be

17 provided to the Secretary of Education and

18 members of the State Board of Education, together

19 with any written or electronic comments received

20 at or before this hearing. And I haven't

21 received any comments.

22 We will proceed as we did

23 previously, in the following manner: First we

24 will hear from any representatives of the charter

1 school who wish to comment on the committee's

2 final report. Then we will take comments from

3 anyone else who desires to speak.

5 for folks who desire to speak. If you wish to

8 So, at this point, we will take

9 comments from anyone who desires to speak on

10 behalf of First State Math and Science Academy.

12 MR. KARABURK: I'm Hasan. I'm the

13 CEO of Washington Education Foundation. I can't

14 speak on behalf of the applicant, but I can speak

15 on behalf of the content of the application.

16 I think they did a good job, and I

17 know we learned a lesson this time, and probably

18 will do a better job next time, and hope that

19 we -- out of 13, we already passed 11 of them,

20 and two left on the table.

21 We'll go back and, you know, do a

22 good job, and we will come back next time.

2 everyone. Welcome. We are going to proceed with

3 the public hearing. The sign-up sheets are right

4 there. I declare this public hearing to be open.

5 My name is John Carwell, Jr. I'm the charter

6 school officer for the Department of Education,

7 and I have been appointed by the Secretary of

8 Education to conduct this public hearing.

9 We're going to proceed with the

10 application for Maurice J. Moyer Academy first.

11 As I mentioned, I've been appointed by the

12 Secretary of Education to conduct this public

13 hearing.

14 The application for the new Maurice

15 J. Moyer Academy has been applied for as a new

16 charter. As is required by law, the matter was

17 referred to the charter school accountability

18 committee for investigation and report.

19 This joint public hearing is being

22 then, I would simply ask, is there anyone here

23 who desires to give any comment at this time?

2 MR. FREDIE: Sure. Edwin P. Fredie.

3 I'm from Moyer Academy, vice president of school

4 solutions for K-12. My statement is short and

5 sweet. The school, the faculty, the children,

6 and the parents of Moyer Academy wish to thank

7 the review team and the Department of Education

8 for the very thorough and exacting review, the

9 high standards that they placed for the receiving

10 of a charter. But more importantly, the level of

11 openness and directness that allowed us to get to

12 this point.

13 So, we're most appreciative of the

14 process. We thank you very much for your

15 diligence. It will make us a better and stronger

16 school, and we certainly appreciate the many,

17 many hours that the review team put into

18 examining, discussing, evaluating, and

19 reexamining our presentations. So, thank you

20 very much.

21 MR. CARWELL: Thank you, Dr. Fredie.

22 And at this point, I'll accept any other comments

23 from this applicant before we close.

24 Okay. I just wanted to provide that
