NOTICE OF MOTION Minister to say -

Mr President: I give notice that on the next sitting day I will move:

That standing orders be suspended to allow governrnent business relating to the Aboriginal Languages Bill to proceed as follows:

1. On 11 October 2017 business be interrupted at 11.15 am to allow government business notice of motion for leave to introduce the Aboriginal Languages Bill to be called on forthwith,

2. On the motion for leave to introduce the Aboriginal Languages Bill being agreed to, the President immediately leave the Chair until the conclusion of an event to commemorate the introduction of the Aboriginal Languages Bill.

3. On the President resuming the Chair following the commemoration of the introduction of the bill:

(a) two Aboriginal elders be permitted to take chairs on the dais, and

(b) consideration of the Aboriginal Languages Bill continue.

4. During debate on the second reading of the bill, the Minister for Aboriginal Affairs be permitted to invite Minister Mitchell will invite Dr Ray Kelly, Academic Researcher, Purai Global Indigenous and Diaspora Research Studies Centre, University of Newcastle, onto the floor of the House to speak in relation to the bill, either in Aboriginal language, in English, or in both, after which the Minister may continue her speech.

~ On the Minister having concluded the second reading speech, debate ensue as follows:

(a) the Leader of the Opposition be permitted to commence his contribution to the second reading of the bill for not more than 10 minutes,

(b) following the Leader of the Opposition, two cross bench members be permitted to commence their contributions to the second reading of the bill for not more than five minutes each, and

(c) at the conclusion of these contributions, the President adjourn the debate without a question being put, and set the resumption of the second reading debate as an order of the day for five calendar days ahead.

6. On resumption of the second reading debate of the Aboriginal Languages Bill:

5_~7 on Suatlay t October 2017, thousands of people from across New South Wales and Australia came together for the Stop Adani National Day of Action,

in New South Wales, actions were held in Byron Bay, Newcastle, Bondi, Newtown, Orange, Wollongong, Gerroa, Gundagai, Coffs Harbour, Armidale, Albury, Waverton, Port Macquarie, Gloucester and Katoomba,

the Adani Carmichael coal mine ~e a disaster for the land, water, climate, biodiversity and future generations¢ it will extract an unlimited amount of water from th.e Great Artesian Basin and will release hundreds of millions of tonnes of carbon emissions over its life and more than the emissions of many countries annually,

(d) the mine will be 50 kilometres long and will export 2.3 billion tonnes of coal, making it the world's biggest export coal venture, and

(e) Adani's own consultants have said that just 1500 jobs will be created by this mine, in contrast to the false claim of 10,000 jobs circulated by the project's backers, including Queensland Labor and the Federal Government, and that this is a fraction of the jobs that rely ·on a healthy Great Barrier Reef World Heritage Area, which is at risk of dredging and climate change.

2. That this House congratulates the Stop Adani National Day of Action organisers and participants and states its opposition to this coal mine.

1. Condemns the reckless and irresponsible comments

from the former Prime Minister, Tony Abbott that

'climate change could be beneficial'.

2. Recognises that climate change is fuelling more extreme

weather events, undermining global food production

and exacerbating infectious disease transmission, which

is collectively resulting in many thousands of deaths

each year.

3. Supports all action to reduce carbon emissions and

mitigate against the impacts of dangerous climate

(b) Ms McCabe was awarded the All Australian Umpires badge in 2000 and was initially awarded the International Umpires' A ward in 2005 before being re­endorsed in 2009, 2013 and again in 2017 making her one of Australia's longest serving umpires with international endorsement,

(c) Ms McCabe has also been selected by the International Netball Federation to officiate at numerous events, including:

2. That this House notes that broken bail laws, discretionary police powers, forced child removals and chronic housing shortages have created a structural disadvantage where Indigenous Australians are the most incarcerated people in the world.

3. That this House extends its deepest sympathies to the family and friends of Tane Chatfield who are grieving his death.

Bangalow Food Hub

Mr President, I give notice that on the next sitting day I will move:

1. That this House:

a. Recognises the unique koala population at Bangalow in Northern

NSW and the efforts of the community group 'Bangalow Koalas'

who are working to protect local koala habitat and food trees.

b. Notes the serious concerns of the Bangalow community regarding

the development of the proposed mega Food Hub for a variety of

reasons, including the inappropriate scale of the development,

loss of RUl agricultural land, increase in traffic and impacts on

local koalas.

c. Congratulates Byron Shire Council, Mayor Simon Richardson and

local MP, Tamara Smith for their considered opposition to this

development and their advocacy for preserving RUl agricultural

land and support for a local food hub in an appropriate location

and scale.

d. Calls on the JRPP to reject the Bangalow mega food-hub DA due to

the many deficiencies in the proposal, including impacts on koalas.

c) The calls from the group follows a speech to the Nationals State Conference and a social media post by Deputy Premier and Nationals leader John Barilaro citing the potential for Nuclear reactors to be operating in NSW within a decade.

d) Nuclear for Climate Australia has identified 12 possible regions for Nuclear reactors across NSW including at Jervis Bay in the Shoalhaven.

e) Jervis Bay was identified in the late 60s to be the site of Australia's first nuclear power plant and the destructive effects of seismic testing can still be seen in the seagrass beds within the Jervis Bay Marine Park.

f) The fortitude shown by the Jervis Bay community in their successful opposition to Nuclear power plans over many years.

2) That this House calls on the NSW Government to:

(b) Dr Burton celebrated his 100th birthday on 21 January 2017,

(c) Dr Burton was an iconic figure ofNelson Bay,

(d) prior to moving to Nelson Bay, Dr Burton had worked in the Australian Army's Dental Corp rising to the rank of Captain and had entered public practice in Sydney's CBD,

(e) Dr Burton relocated to Nelson Bay with his wife, Gloria and their three children Belinda Peachey, Jenny Hayes and Marie-Louise Parker (deceased),

(f) Dr Burton was assisted during his career by dental assistant Julie Monin,

(g) Dr Burton devoted his life to numerous community organisations, including helping to establish the Nelson Bay Baptist Church, serving as the President of the Port Stephens Probus Club, and volunteering for Royal Volunteer Coastal Patrol,

(h) in 2001 Dr Burton was honoured as the Royal Volunteer Coastal Patrol volunteer of the year, and

(i) Dr Burton was the grandfather of David, Andrew, James, Amanda, Timothy, Charlotte and John, and great grandfather to his 10 beautiful great grandchildren.

(a) at the recent New South Wales Aboriginal Rugby League Knockout, the Newcastle Yowies defeated Griffith Three Way United 22 to 4 in the grand final,

(b) in the women's league, the Redfern All Blacks won the grand final title against the Dunghutti Jindas 12 to 8,

(c) the New South Wales Aboriginal Rugby League Knockout, known to most as the Koori Knockout, has been held annually since 1971,

(d) the Knockout grew out of a longstanding tradition among Sydney's Aboriginal. community of playing and watching rugby league, starting in the 1930s with the formation of the Redfern All Blacks and the La Perouse Panthers,

(e) the first Koori Knockout match was held in 1971 at the Camdenville Oval in St Peters, with the Sydney teams training at Redfern and Alexandria Ovals,

(f) in 1976, the Knockout was played outside Sydney for the first time following a win by the Kempsey All Blacks and from this came the tradition of the winning team hosting the Knockout the following year,

(g) since 1980, the majority of the matches have been held in regional New South Wales towns, including Dubbo, Armidale, Moree, Walgett, Bourke and Nambucca Heads,

(h) the competition has grown to become one of the largest Aboriginal events in the country, bringing together hundreds of teams from across New South Wales, and

(i) the Koori Rugby League Knockout was a great success and a four-day celebration of Aboriginal talent, family and culture.

Sydney University Violence

(1) I move that this House notes that:

a. On 14 September 2017, the Catholic Society at Sydney

University hosted a rally on campus calling on students to

"Vote No" in the current postal survey concerning same-sex

"marriage".

b. The rally was attended by approximately 15 students.

c. A larger group of approximately 200 "counter-protesters"

appeared shortly after midday and surrounded the rally.

d. The "counter~protesters" used bullhorns and physical

violence to silence the 15 Catholic Society students.

e. Police and campus security had to be called in to restore

order.

(2) Accordingly, I move that this House

a. Reaffirms its commitment to fostering the spirit of free

democratic debate, here, and in the public square;

b. Denounces and disavows any public authority that fosters,

encourages or facilitates the climate of fear and prejudice

against people of faith and conscience;

c. Condemns the extremists who assaulted students,

interfered with their personal property and prevented the

free exercise of their civil rights during their campus event;

d. Calls upon the University of Sydney authorities to declare

their position with respect to:

i. Freedom of Speech.

ii. Tolerance of diverse political opinions.

iii. The physical safety of its students.
