PLP 2016-17 Ukhrul District 1 EXECUTIVE SUMMARY The Theme of the PLP is “Accelerating the pace of capital formation in agriculture and allied sector” Ukhrul District is one of the hill district of Manipur, which is located between 24°28' to 25°41' North and 94°45' to 94°80' East. It is bound by Myanmar in the East, Chandel District in the South, Imphal East and Senapati Districts in the West and Nagaland State in the North. The geographical area of the district is 4544 sq. km. The major crops grown in the district are paddy, maize, mustard seed, pulses, potato, ginger, pineapple, banana, chillies, pea, turmeric, passion fruit, etc. Major constraints are absence of regulated markets, practices of traditional way of cultivation, lack of processing units, transportation, law & order problems, etc. The population of the district is 183998 as per 2011 census of which 156811 is the Rural population and 27187 is the Urban population. The number of male population is 94718 and total number of female population is 89280. The total number of households in the District according to the 2011 census is 35694. Ukhrul district is divided into Five Blocks viz. Chingai, Ukhrul, Kamjong, Phungyar and Kashom Khullen. The number of cultivators in the district is 46089 out of which the number of marginal farmers is 20205. There are 13 PACS/LAMPS in the district. State Bank of India is the lead bank of the district. The outstanding deposits of the district as on 31.03.2013, 31.03.2014 & 31.03.2015 were 11794.80 lakh, 13446.13 lakh & 12576.95 lakh respectively. The CD Ratio as on 31 st March 2013, 31 st March 2014 and 31 st March 2015 were 25%, 22.61% and 27.98%. The ACP achievement for the year 2014-15 was 669.07 lakh against the target of 2578 lakh which is 25.93% of the target. Under Priority Sector, the achievement was 565.65 against the target of 2280 lakh which is 24.80 % of the target while under Non Priority Sector; the achievement was 103.42 lakh against the target of 298 lakh. There are 30 numbers of Farmer Club in the District. The number of SHGs Saving Linked and Credit Linked stood at 1596 and 171 respectively. Credit estimates for 2016-17 A base PLP for Ukhrul district for the Five Year Period 2012-13 to 2016-17, co-terminus with XII Five Year Plan, was prepared by NABARD and the projections made in the base PLP for the year 2016-17 are reviewed and updated taking into account the revisions in costs, infrastructure development and other relevant factors. The potentials estimated under PLP for the year 2016-17 stood at 7460.16 lakh which is 8.90% more than the projections made in the base PLP for 2016-17. The Potential Linked Credit Plan prepared by NABARD highlights the bankable potential of the various sectors of the economy. The estimated institutional credit potential for 2016-17 broad sector wise and sector wise are given below:

There are 7 Banks in the district of which United Bank of India and State Bank of India have two branches each, UCO Bank, Manipur Rural Bank and Manipur State Co-op Bank Ltd. have one branch each. There are 13 PACS/LAMPS in the district. State Bank of India is the lead bank of the district. The potentials estimated under PLP for the year 2016-17 stood at 7460.16 lakh which is 8.90% more than the projections made in the base PLP for 2016-17.

As the scales of finance approved by DLTC for 2015-16 have been adopted for estimation of crop loan for 2016-17, the projections under crop production, maintenance and marketing for 2016-17 has been revised. Due to the revision of unit costs, revision of physical units, addition of new sectors/sub sectors because of revision of priority sector lending classification norms by RBI, considering the performance of banking sectors in the last few years, infrastructure development and other relevant factors etc. in respect of other sectors, the projections made in the base PLP for 2016-17 have been revised (details are given at Chapter No. 3).

Major constraints and suggested action points for State Govt. and banking sector that would translate PLP into a reality are as indicated below:

Poor road connectivity and condition of the roads is a major area of concern. Major thrust area remains the animal husbandry and horticulture sector where there is demand as well large scope for market exploitation. JLGs/SHGs financing has scope with the coming up of NRLM. There is considerable scope for improvement in basic rural infrastructure facilities like rural connectivity, development of markets, irrigation facility, storage godowns, extension services and training support etc.

Area Development Plans/Schemes: In view of abundant resources and opportunities available in the District, piggery and fishery have been taken as area based schemes where financial institutions and State Govt. should play an active role for development of these activities.

Successful implementation of the plan can be achieved through a well orchestrated coordinated approach with all stakeholder functioning as a team and extending necessary cooperation for exploiting the potentials estimated under the plan and more particularly in achieving the common goal of enhancing capital formations. Optimum use of authentic and accurate data generated under SAMIS will facilitate a thorough and effective review of the progress in achievements at periodical intervals in various forums like BLBC,DCC meetings etc. and initiating prompt remedial/corrective action. Effective implementation of Financial Inclusion Plans including coverage of oral lessees, tenant farmers into JLGs etc. will provide necessary catalytic and trigger desired pace in implementation of the plan.

District Profile

Ukhrul District is one of the hill district of Manipur, which is located between 24°28' to 25°41' North and 94°45' to 94°80' East. It is bound by Myanmar in the East, Chandel District in the South, Imphal East and Senapati Districts in the West and Nagaland State in the North. The geographical area of the district is 4544 sq. km.

The population of the district is 183998 as per 2011 census of which 156811 is the Rural population and 27187 is the Urban population. The number of male population is 94718 and total number of female population is 89280. The total number of households in the District according to the 2011 census is 35694. Ukhrul district is divided into Five Blocks viz. Chingai, Ukhrul, Kamjong, Phungyar and Kashom Khullen. The literacy rate is 71 per cent in the district. The number of cultivators in the district is 46089 out of which the number of marginal farmers is 20205.

Agriculture and Allied activities are the main source of livelihood of the people in the district. Paddy is the predominant crop in the district. Other major crops include maize, cabbage, cauliflower, potato and pulses. The net sown area is 13,560 ha and area sown more than once is 8,150 ha as per 2015 Statistical Year Book of Manipur. The cropping intensity is 153%. The net irrigated area of the district is only 400 ha as per 2009 Statistical Abstract, Manipur. The new and emerging sectors/economic activities in the district are Dairy farming and Fish Farming. Due to the lack of milk production in the district and demand for fresh milk, farmers are nowadays starting taking up Dairy activity to earn their livelihood.

Maklang and Tuyeng are the important rivers for Kasom Khullen and Kamjong Sub- division. The Thoubal river starts from the district and run through the Ukhrul North and Ukhrul central sub-divisions. It is the longest and biggest river in the district. Chammu and chingai rivers are running through Ukhrul North Sub-division. These rivers are not useful for transportation as the current of the rivers are very strong and wild during the rainy season and very thin during winter. They are useful for fishing and irrigation.

The Ukhrul district is a hilly undulated terrain with steep slope and gorges making soil conservation, water shed treatment extremely difficult. The district has a lot of critical issues which are required to address urgently like road communication, Law and Order situation, Tele Communication facilities, Lack of industries, lack of quality school and colleges, Hospital, Police station, Banking Services etc. Out of the critical issues mention above, we can consider N150 which connect the district headquarter with State capital and road connecting the subdivision with the district headquarter as the most critical issues as its affect the livelihood of thousands of villagers . Once the road connectivity is developed the credit flow into various sectors is expected to improve which directly or indirectly can change the livelihood of general public. Non-availability of improved, high yielding variety and hybrid seeds and planting materials.

The number of cultivators in the district is 46089 out of which the number of marginal farmers is 20205. Moreover there are 79887 and 16182 of non workers population in the rural and urban areas of the district respectively leading to vast unemployment.
