New Delhi: India has two candi-date vaccines against Covid-19 inhuman clinical trials and it is a“moral duty” to ensure there is noteven a day’s delay in regulatoryclearances in ensuring that reme-dies are available at the earliest, In-dian Council of Medical Researchdirector general Balram Bhargavasaid on Tuesday.

“From India’s perspective, wehave two candidates and are makingall efforts to fast-track them and it isour moral duty that there should notbe a delay of a day for regulatory

clearances for the vaccine so that wecan break the transmission of thevirus as soon as possible,” Bhargavasaid. He said the two locally devel-oped vaccine candidates would un-dergo clinical trials.

Though there was no referenceto the letter he had sent to partnersdeveloping one of the vaccineswhich had referred to launch forpublic use by August 15, Bhargavastressed the need to develop the vac-cine without “compromising on thescience, quality and ethics part ofit”. India is among countries suchas Russia, China, the US and theUK in fast-tracking processes to

develop a vaccine for Covid-19,Bhargava said, underlining India’simportant role as supplier of 60%vaccines administered across theworld. He said all countries devel-oping a vaccine were in touch withIndian companies because irre-spective of where a vaccine was de-veloped, the country would play akey role in manufacturing it for themasses.

“Any vaccine candidate devel-oped and produced in any part of theworld will ultimately have to be scaledup by India or China because theseare the two main producers. That iswhy every developed nation is in com-

munication with India on vaccines,”Bhargava said. He referred to two UScandidate vaccines being fast-tracked.

“We don’t want to waste a singleday on the regulatory front or ap-proval.”, he added.

“There are two Indian indige-nous candidate vaccines that haveundergone successful toxicity stud-ies in animals and data is submittedto the drug controller. Both gotclearance to start early phase hu-man trials this month... clinicalstudies on 1,000 human volunteerseach,” Bhargava said.

New Delhi:Around 22 states in Indiaare conducting at least 140 Covid-19tests per day per million population,meeting the WHO criteria of “com-prehensive” testing, the health min-istry said on Tuesday while directingother states to ramp up testing tomatch the standard.

At present, India is conductingaround 201 tests per day per millionpopulation.

Among the states with high dis-ease burden, Delhi’s testing rate isthe highest at 978 tests per day permillion population, whereas TamilNadu is doing 563. Maharashtra isconducting 198 tests per day per mil-lion population.

Gujarat and West Bengal wereamong the states with testing rate be-low the 140 mark. “We have told statesthat WHO guidelines emphasise theneed for comprehensive testing ofsuspected cases. It also defines com-

prehensive in the same document.They say if you are testing 140 peopleper day per 10 lakh people, that is com-prehensive,” Rajesh Bhushan, offi-cer on special duty in the health min-istry said, elaborating on the debatewhether India is doing adequate test-ing or not. “Some states are doingtesting at that rate but not all are.That is why our advice to states is topull up testing to WHO prescribedlevels,” Bhushan added.

‘22 states are meeting WHO criteria’

Madurai: Madurai chief judicial ma-gistrate (CJM) court on Tuesday grantedCBI the custody of five policemen whowere arrested in connection with thecustodial deaths of P Jeyaraj and his sonJ Beniks at Sathankulam in Tuticorindistrict. The CBI had on Monday filed anapplication before the CJM seeking fivedays custody of inspector Sridhar, subinspectors Raghu Ganesh and Balak-rishnan, head constable Murugan andconstable Muthuraj.

On Tuesday, all five policemen, whowere lodged at Madurai Central Prison,were produced before the CJM. CJM T VHemanandakumar granted CBI the cus-tody of the five policemen and directed itto produce them before the court on July16 at 5.30pm. Though initially the CBIhad registered cases under sections 176(1-A)(i) Cr.PC, the case was subsequentlyaltered under sections 302 (murder), 342

(wrongful confinement), section 201(causing disappearance of evidence ofoffence or giving false information toscreen offender) and section 109 (abet-ment) of IPC.

There were some tense momentswhen the cops were brought to court asthe grill outside the windows of the vanin which they were brought collidedwith the gate while entering the courtcampus. No injuries were reported. Ongetting their custody, CBI officials tookthe five accused to government Rajajihospital to subject them to medical ex-amination and they were subsequentlytaken to CBI office at Madurai for inves-tigation. It may be recalled that five morepolice personnel — constables VailMuthu, Chelladurai, Francis, head con-stable Samidurai and special sub inspec-tor Paldurai — were also arrested oncharges of abetment as they allegedlyheld the victims while they were beatenup at the police station.

Teen dies after 4 hospitals deniedadmission, parents turn to Calcutta HCKOLKATA, July 15 (ANI)

PARENTS of an 18-year-old boy turned to the Calcutta High Courton Tuesday alleging medical negligence, following the death oftheir son after being turned away by four hospitals.

According to the parents, the boy, Suvrajit Chatterjee, had test-ed positive for COVID-19 and was denied admission by four hos-pitals in Kolkata, saying that beds were unavailable. Bikash RanjanBhattacharya, senior High Court advocate told ANI, “The StateGovernment produced the report that showed that he was COVIDpositive. The State has failed to give him the treatment he deserves.The patient was also diagnosed with diabetes.

Over 3,000 people gather for templeinauguration amid pandemic in Odisha

THE Supreme Court said onWednesday that from July 27 itwould commence day to dayhearing through video confer-encing on a batch of pleas chal-lenging Maharashtra law grant-ing reservation to Marathas ineducation and jobs.

The top court, which refusedto pass any interim stay order onthe quota, said chances of phys-

ical court seem remote due tothe persisting COVID-19 pan-demic. A bench of Justices L NRao, Hemant Gupta and SRavindra Bhatt asked the partiesthat all parties should sit togeth-er and decide on modalities ofhearing like who will take howmuch time and no one shallrepeat the arguments.

During the hearing, senioradvocate Shyam Divan appear-ing for some of the petitioners,said that this type of a case needsto be heard in a physical court.

“If we are constrained, thengive us the earliest possible date.There is tremendous urgency inthe matter. We may also need torevisit the concept of interlocu-tory relief,” he said, adding thatthere is a whole group of postgraduate students who have theircareers at risk.

Senior advocate Kapil Sibalsaid that there is also an issue of10 per cent reservation for

Economically Weaker Sectionwhich too needs to be heard.

The bench said that if it needsto be heard, then it would con-sider it.

Divan pointed out that thereis a huge chunk of 12 to 13 percent reservation which has beentaken away. He said that HighCourt is bound by the orders ofthe Supreme Court and nine-judge bench of the top court hadalready said that quota shouldnot exceed 50 per cent.

The bench said it is listing thematter on July 27. AdvocateShivaji M Jadhav told the benchthat virtual hearing is not possi-ble looking at compilation of1,000 of pages.

The bench asked the counselas when does he think COVID-19 will subside and regular courtswill start? “Let’s start the hear-ings. But lawyers, please ensurethat you don’t repeat yourselves,”the bench said.

CIVIL services candidates cannow get their medical tests doneat designated hospitals in Statesand Union Territories, accord-ing to the recently amended rulesby the Personnel Ministry in thewake of COVID-19 pandemic.

The civil services examinationis conducted by the Union PublicService Commission (UPSC)annually in three stages - pre-liminary, main and interview orpersonality test – to select offi-cers of the prestigious IndianAdministrative Service (IAS),Indian Foreign Service (IFS) and Indian Police Service (IPS)among others.

A candidate called for the personality test by theCommission is required toundergo medical examination,according to the rules.

The rules provide that a can-

didate must be in good mentaland bodily health and free fromany physical defect likely to interfere with the discharge of his duties as an officer of theservice.

The UPSC has decided to con-duct personality test of candi-dates shortlisted through the civ-il services main examination2019 from July 20. The interviewcould not be completed earlier due to coronavirus-induced lockdown announcedin late March.

The Ministry of Personnelissued an order on Tuesdayamending the existing rules tosay “in addition to the designat-ed hospitals in Delhi, the med-ical examination of the candi-dates shall also be carried out inthe designated Government hos-pitals in the States/UTs, in viewof the situation arisen due toCOVID-19 pandemic”.
