Some Things Don’t Change Life sure has changed since our first newsletter of 2020. The one thing that hasn’t changed at Lake Elmo Bank is the dedication and ability of our employees to step up and help our community and customers when they need it most. This has definitely been an “all-hands-on-deck” period for us at LEB. Our lenders and lending staff worked around the clock to review and process over 350 SBA loans totaling over $34 million through the Paycheck Protection Program. As this crisis has shown, small businesses were able to rely on community banks because Main Street was there when Wall Street wasn’t. Our employees have also been our front line heroes. Tellers, bankers and customer service staff have taken deposits, answered questions, and assisted customers with digital banking solutions. At LEB we are whole-heartedly committed to helping our customers thrive in good times as well as in times of adversity. We know that many of you have been facing significant disruptions in your life. We want to assure you that we are here to help you navigate this uncertain future. Historically, Individual Retirement Accounts (IRAs) do not really change much on a year to year basis. IRA owners only had to remember certain birth dates: 50, 59 ½ and 70 ½ and annual contribution limits.

However, at the end of 2019, Congress passed the Setting Every Community Up for Retirement Enhancement (SECURE) Act to begin January 1, 2020. Then, in response to the COVID-19 pandemic, Congress passed the Coronavirus Aid, Relief and Economic Security (CARES) Act on March 27, 2020.

Between these two Acts, a lot has changed that directly affects IRA owners. Below is a brief overview of:

The SECURE Act:• Delayed the age for taking Required Minimum

Distributions (RMDs) to age 72 for individuals born on or after July 1, 1949.

• Effective for 2020 and subsequent years, individuals with earned income may contribute to an IRA. Previously, an individual who reached age 70 ½ could no longer contribute.

• Changes that may affect estate plans using trusts as beneficiaries including a shortened distribution timeline for Inherited IRAs.

• Distributions taken for the birth or adoption of a child avoid the 10% early withdrawal penalty up to $5,000 per occurrence subject to certain requirements.

The CARES Act:• Delayed the tax filing deadline to July 15.

o Prior year IRA and HSA contribution deadline extended to July 15.

• Waived the Required Minimum Distribution (RMD) for IRA and Qualified plan owners and beneficiaries for 2020. o If a distribution has already taken place, it may be eligible to roll back into the account. o If the 60-day rollover period would have ended on or after April 1, it is extended to July 15. o Subject to Once-per-year IRA rollover rule.

• The 10% early withdrawal penalty is waived for distributions up to $100,000 in 2020 for Coronavirus Related Distributions (CRD), which include a COVID-19 diagnosis or adverse financial consequences due to the virus.

This is not an exhaustive list of the programs & changes and does not cover everything in full detail. As always, if you have questions specific to your situation, please call one of our Personal Bankers, your attorney or tax preparer.

Looking Back On 40 Years… We had a few minutes to sit down with Mike Mazzara – Loan Officer, who has been with the Bank for more than 42 years.

What drew you to LEB for employment?I was a struggling college student at the time. My girlfriend was a teller, and suggested I apply. I met with Bruce Beutel and the rest is history.

Biggest change you have seen in LEB over your career? The bank has grown from an $11M bank with one office and 10

employees to a $375M bank with three offices and 81 full-time equivalent employees. And of course all of the technology changes/advancements.

Is there a particular customer story that stands out?I financed a new Honda motorcycle in June 2001 for a customer. Jokingly I told the customer that the fine print stated “the loan officer gets to use the motorcycle one weekend a year.” On January 21st which happened to be my birthday and a balmy 10 degree day, he stopped in my office and set the motorcycle keys on my desk and said, “Mike it’s your weekend.”

One Word to describe LEB.Family

What you will miss most about Lake Elmo Bank?After 42 years, it becomes a part of your life. I will miss my co-workers and our customers. I will miss the satisfaction of knowing I played a part in helping customers.

How do you plan to spend your time during retirement?Spend more time with my family – my wife Becky, my sons Matthew and Adam, my granddaughter – Finley Mae and my step children – Olivia and Anthony. I want to work on my golf game, spend more time on the water and fish. Visit some national parks and historical sites around this great country.

LEB Names 2020 Tradition of Service Award Winner - “Our Employees”Every April, Lake Elmo Bank sets aside one week to honor employees. The annual Employee Appreciation Week is marked with team building fun, staff breakfast, competitions throughout the week, prizes and an after-hours social event. It is also the time when we recognize one employee for his/her high level of service. Selected by the board of directors through employee nominations, one individual is named “LEB’s Tradition of Service Award” winner.

With the arrival of COVID -19, we were forced to pause all of our employee activities and traditions – including this

week and the Tradition of Service Award process. As an essential business, our employees have worked countless hours to meet the financial and banking needs of our customers while dealing with personal uncertainties. They have adjusted how to deliver our tradition of service and for this commitment, we have selected “Our Employees” as the recipient of this year’s award. Our employees are truly the foundation of our organization – and we thank each and every one of them for their continued commitment to our mission...even during such uncertain times.

Same Service, Same People.It has been over three months since we made the decision to close our lobbies. While it was the right decision at the time, we are now in the process of transitioning to a safe re-opening.

We continue to offer full-service banking at all locations. All bankers and loan officers are available by appointment. Please contact us in advance and we will prepare all necessary paper work to minimize your time in the lobby. This also allows our staff to clean between client visits.

We are pleased that we have not laid off or furloughed any of our staff and they have done an amazing job of continuing to provide personal service – even in this new environment. As we move to an open lobby, we have taken steps for a safe environment including signing stations with plexiglass protection. We do recommend a mask when meeting face-to-face without a germ shield.

LEB Employees & Community Raise Nearly $10,000 for Local Food ShelfOur Community Bank Challenge was disrupted in March as the COVID crisis forced us to stay home and close lobbies. Given our challenge got cut short, LEB and our employees/customers still raised $10,000 and over 600 pounds of food for Valley Outreach’s Food Shelf. Thanks to all who donated.
