The projects were aimed to acquire and unite
three national Crisis Management Simulator
Centers (CMSC) as one network capable to
simultaneously train contingency, response
and clean up procedures and personnel in the
same spill scenario in all three countries
(Russia, Finland and Estonia).
All projects also had an objective to
harmonize oil spill related training courses as
well as share training scenarios, databases
and expertise.

Use of integrated crisis management simulators is intended for:
• Effective OSR/SAR/VTS personnel training
• Table-top exercises
• Decision support tools as well as consulting instrument

The main aim is to reduce time needed for decision making that allows:

1. ECDIS, GIS, including 3D models of an area and satellite photoes

Conclusions:
1. International Arctic Crisis management simulator for SAR could be a
possible research project.
2. Arctic CMS may be used for training, R&D, table-top exercises, consulting
and decision support toolkit
3. International projets for OSR and VTS could be of use for Arctic SAR
simulators integration .
4. Further development of simulator-based CMS as well as Web-based
integrated systems are TBD.
