The Varmul Post Jan 23 - 29 Jan 2015 P/2WEEKLY SNIPPETSElected Members Not Entitled To Any Perks Including Security: Former LA Speaker

With Jammu and Kashmir’s 11th Legislative Assembly having com-pleted its term, the former legislative Assembly Speaker Mohammad Akbar Lone Wednesday said that the members of newly elected Assembly are not en-titled to any perks including the secu-rity.

“We cannot call them legislators until they take oath which is only pos-sible after the formal formation of the government. Though they are elected by the people but we cannot call them legislators until they take oath and par-ticipate in the legislature proceedings. The oath is only possible after the for-mal formation of the government,” Lone told KNS.

He said that they also are not entitled to perks including security and Con-stituency Development Fund (CDF). “The newly elected members of Leg-islative Assembly are not entitled to any perks and security from the gov-ernment as they are yet to take oath,” he said.

APHC hails china’s statement on Kashmir

All Parties Hurriyet Conference has welcomed the recent statement of Chi-nese foreign ministry that Kashmir issue should be resolved on urgent ba-sis.

APHC in a statement issued in Sri-nagar said that peace and stability in south Asia was linked with the solution of the Kashmir dispute.

“Such international statements reflect the growing feeling in the global com-munity about the lingering Kashmir issue that continues to pose a threat to peace in the region apart from increas-ing the confrontation between India and Pakistan, which can turn the situ-ation explosive anytime thereby plung-ing the future of South Asia into un-certainty and insecurity,” he said.

“The Kashmir dispute is the major cause of confrontation between the two nuclear-armed neighbouring countries. The Chinese reservation over the un-resolved dispute is legitimate since this internationally recognized dispute continues to be on the map for past 68 years and has been the source of three wars between the two countries and a major cause of bloodshed and confron-tation on borders,” it said.

The UN Secretary General, Ban Ki-moon has also stressed the resolu-tion of the dispute, it added. “How-ever, the leadership of India has always adopted an unrealistic attitude to the international demands. India should realize the historical and political real-ties attached to the Kashmir dispute and that it could not turn away its eyes from the international demands for long,” the APHC said.

Saudi Embassy ‘refuses’ to entertain IGNOU

degreesSaudi government’s refusal to en-

tertain the degrees awarded by the Indira Gandhi National Open Univer-sity (IGNOU) has left hundreds of Kashmiri students in lurch.

Waseem Ahmad, a job aspirant said, “I have done Masters in Computer Ap-plications (MCA) through IGNOU. Though I was selected by one of the reputed companies of Saudi Arabia for a job, when I submitted my degrees the Embassy rejected it and told me IGNOU degrees are not valid in Saudi Arabia.”

“I apprised the IGNOU authorities about the matter but they are acting as mute spectators,” he added.

A group of students who had com-pleted their degrees from IGNOU and are presently working in Saudi Arabia told the news agency over phone that the authorities there have directed them to leave the country on the grounds that they have done degrees through IGNOU.

IGNOU authorities say that they have taken up the matter with the Sau-di Government. “It is a fact that some IGNOU passouts have complained about the matter but the matter will be solved soon,” one of the officials of the IGNOU told the news agency.

The aggrieved aspiring youth have made a fervent appeal to the Governor N N Vohra, to intervene in the matter to save their career.

Muslim population grows 24%, slower than previous decade

The latest census data on the popu-lation of religious groups, set to be released shortly, shows a 24% rise in the Muslim population between 2001 and 2011, with the community’s share of total population rising from 13.4% to 14.2% over the 10-year period.

While the growth rate of the Muslim population has slowed from around 29% between 1991 and 2001, it is still higher than the national average of 18% for the decade.

The data showed that the most rap-id rise in the share of Muslims in the total population was witnessed in As-sam. Muslims constituted 30.9% of the state’s population in 2001, but account-ed for a 34.2% share a decade later.

Other states with a significant rise in the share of Muslims in the total population as per the 2011 census were Kerala (from 24.7% to 26.6%), Goa (6.8% to 8.4%), Jammu & Kashmir (67% to 68.3%), Haryana (5.8% to 7%) and Delhi (11.7% to 12.9%).

Interestingly, Manipur was the only state to show a fall in Muslim popula-tion as a percentage of its total popula-tion (a fall of 0.4 percentage points).

‘Jr official from Wild Life posted at sr posting making fortune’ ‘Adhoc employee making payments at the behest of project chief’

While prestigious Wullar Lake Conser-vation project is on the brink of closure due to the tardy approach of officers posted in the project, it has come to fore that funds worth crores meant for the conservation of the Lake have gone down the drain.

Sources told KNS that out of the Rs 60 crore released by the Center under the 13th Finance Commission most of the money has went down the drain. “Due to the posting of inefficient officers in the prestigious project the money meant for conservation of the Lake has been wasted. The officers posted in the project have only one aim and that is to make

money,” they said.Quoting examples, the sources said, a

junior officer from Wild Life Department, Rashid Naqash managed his posting at a higher position in the project almost two years back. “Naqash with the blessings of project chief Abdul Razak Khan has been making merry. Naqash has been posted as coordinator Water Management part of the project which before him was occupied by a senior IFS officer of conservator rank,” they said.

“An adhoc employee who is close confi-dant of Khan and Naqash has been given the charge of accounts who has made payments worth crores in violation of norms,” sources added.

A senior officer in the Forest Department told KNS that Naqash is a junior level officer in Wild Life department and has no experi-ence in executing such works. “He has been given drawing and disbursing powers for Razak Khan despite the fact that the same used to be with the Executive Engineer

posted in the project a few years back. Why is Khan so kind to Naqash?” he asked.

In 2011, the Centre had cleared the Wul-lar Conservation Project under the 13th FC at Rs 120 crore. Under the plan, the state was to get Rs 30 crore each year from 2011 to 2015 to complete the ambitious project.

However, due to the casual approach of Razak Khan who is posted in the project since its inception has been the biggest hur-dle in executing the works in transparent manner. “While Rs 32 crore have been spent so far and liabilities worth cores have been created but on ground most of the works don’t exist. The works have been carried out on papers only and payments drawn on fake works,” the officer alleged.

The State Vigilance Organisation had registered several cases against the corrupt officials on LAWDA in the last one decade. “Now it is to be seen whether the government is serious in restoration of Wullar lake or it will also go the way Dal went,” the officer said.

Hurriyat (G) Condemns Slapping Of PSA On

Baramulla YouthTerming the slapping of fresh PSAs on the two

students of Baramullah Sameer Ahmad Gojri and Asif Ahmad Halwai as worst kind of “state terror-ism”, Hurriyat Conference (G) Wednesday con-demned it in strong words.

In a statement Hurriyat (G) spokesman Ayaz Akbar said, “The PSA has although been termed as “lawlessness law” by the Amnesty Interna-tional but it is readily applied over common people particularly the students of the Jammu & Kashmir and the people of this region are detained for years together in the name of preventive custody.”

“Both the youths of Baramullah were arrested some four months back and till date they are being moved from one police station to other but on the recommendation of SP police, the district admin-istration today slapped PSA on them and they were shifted to Kupwara District Jail. Both the youths are economically weak back at home and their parents work hard to earn the livelihood for their children. Besides studying, Sameer and Asif used to help their parents in their work but the police showed absolute cruelty in detaining them.

Baramulla:January proved to be bloodi-est month of recent Kashmir history as 8 planned mascres took place in this paradise. From Sopore to Wandhama more than 200 civilians were killed by Different forces and unknown gumnmen.Local human rights fo-rum Voice of Victims has issued a report on the eve of 25th anniversary of Gaw Kadal massacre which occurred on 21st January 1990.As per the report from last 25 years every January witnessed a massacre and may-hem. While releasing the report VOV Execu-tive Director Abdul Qadeer has said that Gaw Kadal massacre of 21 January is considered as the first massacre by the Indian forces and it is believed that this massacre acted as a catalyst for the armed uprising in Kashmir. On 21st January, house searches were being carried out to check if militants were hiding. The whole Srinagar city was put under siege. The news was spread that as many as 400 hundred people had been arrested and many women had been molested. It enraged the Kashmiris and people started coming out from their homes, defying curfew. From the many parts of city, people marched towards Maisuma area. When the protestors reached near Gaw Kadal (a small bridge), a huge con-tingent of paramilitary forces was already on the other side of the bridge. They had mount-ed an LMG on one side of the bridge. As the protestors neared the bridge, the forces start-ed firing indiscriminately on them.At least 52 people, according to various Human Rights groups, were killed in the firing, scores injured. Some independent rights groups maintain the

numbers were much higher. No action was ever taken against the forces responsible for the massacre till date.As per the report A day after the Gaw Kadal Massacre, people in Alamghari Bazar came out of their homes to protest against the killings of 50-plus civilians at the hands of Indian forces. The protestors were fired upon by Indian forces and at least 10 protestors were killed, injuring scores of others. This incident was second of its kind in 24 hours where unarmed civilians were mas-sacred merely for protesting against the bru-talities committed by Indian forces. The events that unfolded after these incidents changed the political and administrative scenario of Kashmir forever. As per the report In Handwara area of North Kashmir, when people learnt about the massacre in Gaw Kadal, they came out of their homes to protest. The protestors were heading towards Handwara Chowk to assemble, but as soon as they reached near Police Station Handwara, the Indian forces came from the other side and started indis-criminate firing over the protestors.25 people were killed in the accident.According to report VOV Executive Director Abdul Qadeer , On the morning of 19 January, 1991, suspected militants hurled a grenade at a patrolling party of Indian forces near Lal Chowk Srinagar. However, none of the Indian army personnel was hurt in the attack. The Indian forces, in order to avenge the attack, came all the way from Lal Chowk to Magarmal Bagh (a con-siderable distance) and started to fire indis-criminately on the general public. 4 civilians died on spot while 10 others succumbed to

their injuries in SMHS hospital.Though an inquiry was ordered into the incident and two Constables were suspended, no one was pun-ished ever.According to VOV report on 6 January, 1993, a group of militants attacked BSF (Border Security Forces) at Baba Younus Lane near main market Sopore in North Kash-mir. It was a time when militants would roam freely without the fear of being caught or killed: the spirit of freedom and resistance was fresh, so was the armed uprising. Two personnel of BSF were killed in the gun-fight. The weapons of BSF men were also snatched by the militants. Enraged by the incident, the BSF men ran amok and burned everything that came in their way, fired bullets on anyone they came across. As a result, at least 57 civil-ians were killed and hundreds sustained in-juries. Around 350 shops and residential structures were completely gutted in fire after Indian forces sprinkled gun-powder on them. The main market of Sopore, Iqbal Mar-ket, and Women’s College Sopore were bad-ly damaged in fire.As per the report ,In Kup-wara, in1994, Indian forces had warned the locals, a day before, against observing a strike on 26th January. But the locals observed the strike, sending a message of protest and re-sistance to the Indian government. Next morn-ing, on 27th January, when the shopkeepers were opening their shops and others were going to their respective workplaces, the In-dian forces who had issued a threat two days ago started indiscriminate firing on everyone who came across. 27 people were killed in the incident.Nearly two decades had gone but

till date no one has been punished for the massacre. The case was closed on the basis of non-cooperation from the army authorities. VOV Executive Director Abdul Qadeer in his report has revealed that On the intervening night of 25 and 26 January, 1998, that was being observed as Shab-e-Qadr (A night in the Holy month of Ramadhan when Muslims stay awake all night for prayers), a group of unknown gunmen entered the village of Wand-hama Ganderbal and dragged all the Pandit villagers out of their homes. Since the mem-bers of Muslim community were busy in mosques, they could not know what was hap-pening outside with their Pandit brethren. The gunmen shot all the Pandits and set ablaze their homes and temples.23 Pandits were killed with only one survivor to narrate the incident. 14 year old boy, Vinod Nath, was the only survivor. The blame was put on the foreign militants, of whom police claimed that 20 had been killed in different encounters. However, the investigations and the police report have been questioned for various ambiguities in it. The militant groups and pro-freedom groups blame the Indian forces for the massacre, terming it a conspiracy to make the Pandits flee from the valley and cause a sense of fear among them. Like the Barshala massacre, Wandhama presents an obscure picture of truth. There have been hundreds of other such incidents that occurred in January and where innocents were killed in cold-blood. They need to be written and engraved in the pages of our history.

By Noor-Ul-Haq

Baramulla, a town on the banks of river Jhelum, once Gate way of Kashmir Valley is in shambles for many a reasons. Merely 52 kms away from capital city Sri-nagar, the main town of Baramulla which opens its heart for the smooth passage of famous Srinagar- Muzaffarabad bus service, looks like a town of stone age with no proper management, where the roads, in-ner links are in dilapidated conditions; where heaps of garbage welcome you; where civic sense which makes authorities re-sponsible and helpful is nowhere. Heavy rush of traffic without proper management,

lack of parking lots, absence of civic sense among local business community and pub-lic who park vehicles on roadside without caring about pedestrians and commuters, provide a grim look of this town. Construc-tions on agricultural land with due help of certain departments of administration is

another problem which this town is going through.

Neither the authorities nor the public is going to take the responsibility for all this mess. Authorities pass the buck on people while as residents blame everything on authorities. The locals of this town are astonished with the authorities who blame them of improper sanitation, traffic mis-management, non allotment of parking lots besides various other problems regard-ing this town.

Fayaz Ahmad Wani, a local shopkeep-er fuming at the negligence of the author-ities said that the drainage system is fully blocked. Nobody is going to care of this. Traffic jams are creating a mess and au-thorities are in a deep slumber.

However, Imtiyaz ul Haq, the Executive Officer Municipal Council Baram-ulla categorically says that there are lacunas but mu-nicipal council is doing its’ bit to help the locals, to keep Baramulla neat and clean.

“I don’t say that there are not lacu-nas in the system but before coming to office from

home, I just visit the town to check wheth-er my employees are doing their assigned job honestly or not, whether they are clear-ing the garbage from streets, lanes and by lanes or not,” added Imtiyaz ul Haq.

Taking head on the society about the use of polythene in the markets and at their

homes, Imtiyaz ul Haq said that let the locals cooperate with me in this regard, I promise I will come to clean their houses instead.

“When there will be no use of polythene in the mar-ket and at homes, there will be no garbage on roads. 90% of the garbage we dump is of polythene. Let the locals, the traders federation help me in this regard, by putting a ban on the usage of poly-thene, I and my department will come to clean your houses, because there will be no garbage in the market”, promised Imtiyaz ul Haq.

But on the other hand President Traders Federation Baramulla Ishfaq Ahmad Qazi has something differ-ent to say. He blames au-thorities for incompetence. “You have the power, why can’t you put a total ban on

the use of polythene, can’t you stop poly-thene at the entry points, can’t you punish those using polythene, why are you seeking support of local bodies”, he said.

“If any shopkeeper has encroached the foot-path, traders federation can simply request the shopkeeper not to do anything illegal but municipal council has powers, police has the powers, administration has the powers. Let them come forward, I on behalf of traders federation will provide them full support in this regard”, added Qazi.

Qazi while accusing the authorities of corruption said that whenever there is any drive or action by the administration shop-keepers and hawkers are informed before hand by the employees of the same depart-ment to clear the roads and foot paths.

Besides all this Baramulla town has many a problems and one of them is traffic mismanagement, illegal parking and un-

registered hawkers and street vendors. Authorities blame the drivers for illegal parking and traffic jams besides the street vendors and hawkers while as the com-muters blame the non availability of park-ing lots.

Executive Officer MCB blames the com-muters for traffic jams in the town espe-cially the Eicher Mini Bus service running from Baramulla to KhawajaBagh. Shop-keepers also seconded this who not only blame them but the traffic managing au-thorities who for a few bucks let the mini

bus drivers to park their vehicles on the vital points.

“We witness regular jam at Hospital road, Karriapa Park, Tanga Adda, Main chowk and the main reason is the Baram-ulla- Khawajabagh mini bus service. I must say hand carts, hawkers are not the reason for traffic jams but these selfish mini bus drivers who come out of the stand and park their vehicles on these junction to get more passengers”, said Imtiyaz ul Haq.

However locals and drivers blame the traffic mess on passing of army convoys during the business hours.

“Authorities just blame us for traffic jams but they keep mum when army con-voys pass through the town during business hours, thereby causing jam,” said Irshad Ahmad a mini bus driver.

Hawkers and street vendors are of the opinion that if provided a space at a par-ticular point we will never roam here and

there in market. We have no specific place to sell our items. We were assured that rehabilitation of street vendors will be car-ried out soon in the town, however nothing has been done in this regard so far. In this regard Executive Officer Municipal Coun-

cil said we have put forth a proposal with the higher authorities and we are planning to put a concrete slab over the Nallah right from sumo stand upto Masjid Bait-ul-Mukaram, so that we can shift the vendors there. Since we have no other place in town, so this is the most suitable place where we

Moreover Addl. District Development

Commissioner Baramulla Ravinder Kumar said that we are working on a proposal in which we have to identify the land for park-ing of vehicles and construction of Slubh type lavatory blocks for the convenience of the general public in municipal council Baramulla.

A proposal by MCB vide number MC/Bla/2014/3090, Dtd 17-01-2015, has been sent to DC Baramulla for final decision about the identified sites viz; a patch of land in front of Carriapa Park adjacent to sumo stand, in front of Girls Higher Sec-ondary School Baramulla. land between in between fire service and State Bank of India, land in front of Veterinary Complex Baramulla, near Boys Higher Secondary School in front of R&B quarter for parking of vehicles, and for Slubh type lavatory blocks near garbage collection point at Azad Gunj and in general bus stand adjacent to booking counter.

Significantly the Baramulla district administration in its latest drive against the illegal encroachments initiated an anti-encroachment drive against street vendors and footpath encroachers here on Wednesday. In this regard a team compris-ing of Addl. District Development Com-

missioner Baramulla Ravinder Kumar, Tehsildar Baramulla, Executive Officer Municipal Council Baramulla, Imtiyaz ul Haq, SHO Baramulla and other officials

took first hand report and removed the il-legal encroachments made by certain shop-keepers, vendors and hawkers.

Though some ven-dors tried to disturb the proceedings by pelting stones at the enforcement squad resulting in damages to a vehicle of Mu-nicipal Council but the police accompanying the enforcement squad

chased the miscreants away. Addl DDC Baramulla Ravindar Kumar

while talking to media persons said that they received dozens of complaints from the public that most of the shopkeepers illegally occupy the footpaths and roads at various places.

“We seized large quantity of goods today. Stern action will be taken against those shopkeepers who will indulge in such il-legal activity in future and I assure you that this drive will continue until all roads and footpaths are cleared form the illegal encroachers,” he added.

However, eyewitnesses said, some shop-keepers again occupied the footpaths as soon as the enforcement squad led by the additional district development commis-sioner, Ravinder Kumar, and Executive officer Municipal Council, Imtiyaz-Ul-Haque left the market.

Meanwhile, the general public has hailed the move.

SOPORE

Meanwhile Municipal Council Sopore under the chairmanship of Executive Of-ficer Peerzada Abdul Rashid Shah held a

meet with the safai karamcharis besides other department employees. In this meet-ing it was discussed at length as how to tackle with any eventuality regarding to snow and announcements will be carried out on loud speakers directing the encroach-ers to remove all the encroachments with-in three days. The municipal council Sopore employees lauded Shah on this occasion.

While talking to media Peerzada Abdul Rashid Shah said that sanitation employ-ees were kept ready for any eventuality as heavy snow is predicted in coming days.

“Mechanical and manual strength is ready. Snow clearance team is ready. My employees are working hard and are ready to face any eventuality in coming days,” he added.

Significantly Municipal Council Sopore (MCS) also initiated an anti-encroachment drive against street vendors and footpath encroachers.

After the ‘ The Varmul Post ‘report (So-pore The Neglected Town ), a proposal has been sent to district administration for identification of sites for car parking , slubh type lavatory blocks and urinals.

“We have taken up the issue with pres-ident Traders Federation Union and Dep-uty Commissioners office, we will see what happens next. We are planning to use SRTC Sopore Depot as a car parking slot, which will help us in minimizing the chances of traffic jams,” said Executive Officer MCS.

Every once in a while the government passes out an order banning shop keepers from providing plastic bags to customers for carrying their purchases, with little lasting effect. Plastic bags are very popular with both retailers as well as consumers because they are cheap, strong, lightweight, functional, as well as a hygienic means of carrying food as well as other goods. Even though they are one of the modern conveniences that we seem to be unable to do without, they are respon-sible for causing pollution, killing wildlife, and using up the precious resources of the earth.

About a hundred billion plastic bags are used every year in the U.S. alone. And then, when one considers the huge economies and populations of India, China, Europe, and other parts of the world, the numbers can be staggering. The problem is further exacerbated by the developed countries shipping off their plastic waste to developing countries like India. There are many harmful effects of plastic bags.

How Are Plastic Bags Harmful to the Environ-ment?

Plastic bags are used by everybody. You get them, right from a vegetable vendor to a designer store. They are convenient and easy to use. But, most of us are blissfully off the repercussions that are occurring and will take place in the future. The following paragraphs discuss the impact of plastic pollution on the environ-ment.

Litter the Landscape

Once they are used, most bags go into landfill, or

rubbish tips. Each year, more and more bags are ending up littering the environment. Once they become litter, plastic bags find their way into our waterways, parks, beaches, and streets. And, if they are burned, they infuse the air with toxic fumes.

Kill Animals

About 100,000 animals, such as dolphins, turtles whales, penguins are killed every year due to these bags. Many animals ingest plastic bags, mistaking them for food and therefore, die. And worse, the ingested plastic bag remains intact even after the death and decomposition of the animal. Thus, it lies around in the landscape where another victim may ingest it.

Non-biodegradable

One of the worst environmental effects is they are non-biodegradable. The decomposition takes about 400 years. No one will live so long to witness decomposition of plastic! Thus, save the environment for the future generation of humans as well as animals.

Petroleum Is Required to Produce Plastic Bags

Petroleum products are diminishing and getting more expensive by the day, since we have used this non-renewable resource, increasingly. Petroleum is vital for our modern way of life. It is necessary for our energy requirements -- for our factories, transport, heating, lighting, and so on. Without viable alternative sources of energy yet on the horizon, if the supply of petroleum were to be turned off, it would lead to, prac-

tically the entire world grinding to a halt. And to make plastic, about 60 - 100 million barrels of oil are needed every year around the world. Surely, this precious re-source should not be wasted on producing plastic bags, should it?

So, What Can Be Done?

Single-use bags have become such a ubiquitous way of life that it seems as if we simply cannot do without them. However, if we have the will, we can start reduc-ing their use in small ways.

A jute bag can make a good substitute for holding the shopping. You can keep the bag with the cashier, and then put your purchases into it instead of the usual plastic bag.

Recycling the bags you already have is another good idea. These can come into use for various purposes, like holding your garbage, instead of purchasing new ones.

While governments may be working out ways to lessen the impact of plastic bags on the environment, however, each of us should shoulder some of the re-sponsibility for this problem, which ultimately harms us. From the above paragraphs, you must have understood the gist of the harmful effects of plastic bags on envi-ronment. They are not only non-biodegradable, but are one of the major pollutants of the sea. For a clean and green environment, try to use alternatives to plastic whenever and wherever possible. Cut down on your use of plastic, and do your bit to save our planet.

When the torrential rain occurred fell for five days in early September, it gave a clear indication that something unusual was about to happen. There ought to look lucidly to de-termine the nature’s horror face which should be taken gravely, instead of finding signs in it we ignored the message altogether. We all are witness to the consequence of our apathy. If the positive steps were taken before the devas-tated flood hit the valley. There would have been minimum deaths and might be insignifi-cant loss of properties it would be only pos-sible when the government conducted some measure steps, but all got vanish, state govern-ment not try to establish rehabilitation camps, it was the locals who have helped each other otherwise the loss would be more than the actual loss. State government should take nec-essary steps, urgently for instance they should open flood channels, keep water boats at dis-posal so that our dynamic youngsters can use them in any eventually and engage honest

engineers to draft a new master plan. The worst-ever flood that hit Kashmir ear-

lier in the month of September has thrown up many challenges for the government, but gov-ernment machinery is still unable to proved ineffectively. Before the formation of govern-ment they were engaged in election manifesto. Now they are busy to the formation of govern-ment. The situation at ground level is much worse than worst; handling the situation is undoubtedly a herculean task for the locals. But now it would be only possible when the political parties take some measures steps to handle the ongoing situation. According to the state government’s survey report, at least 1.30 million families have been affected by the devastated flood, as many as 355000 standing buildings collapsed which include both private and government buildings. In all 5692 vil-lages were affected. The government official have also revealed that more

than 260 people lost their lives, however 30 people are still missing. There are reports that the state has suffered extensive economic loss worth 30000 corer. This is truly an im-mense loss for the people and also for the state government. Off course it will take a long time to recover all the losses. However this is a time not only for recovering losses but introspection as well. Might be it was our bad luck or might be by our bad deeds to which this catastrophe flood scathe our valley, no one can halt fate, and that bloody flood was in our fate.

The winter have shown its unfriendly nature in Kashmir; the chilia-kalan chill is exceed-ingly endured for our people who have lost their home throughout the merciless Septem-

ber flood. The winter is mainly too annuncia-tion stupendous in our valley, and now it would be too rugged for the flood victim families and the people, the government should contemplate on these things, and take this matter

earnestly. Nobody cares about the flood victim families. Every politicians use up their political thoughts in front of disabled Kash-miri people, when it’s a time of election. All parties blame to each other for inappropriate work tend throughout their effective rule, to gain their vote to rule over indisposed Kash-miri. I would

like to tell every politician, every party whether they were in opposition are in power particularly to the chief minister why they don’t remember the flood victim people. I wonder why they always try to play with the emotions of our masses. As the winter have shown their unfriendly expression. This would be too dev-astated for the flood victim people. Who lost their home, who lost their living stuff, who lost their wage earner, if they will not provide well-settled assistance now? It’s a time to assist them rather to blame each other. There are cent per-cent chances of governor rule, now the gover-nor possess all the powers including legislative, financial, executive and judicial, I would like to tell our respected Governor, it is time to do something good for flood victim families as they are still living in collapsible shelters.

In the mean time our Srinagar Municipal Corporation (SMC) and the state bureaucracy should not wait for the formation of govern-ment. But act on securing flood channels, river basins, lakes and also of small streams even we need to care of them, before the new

government start allotting them to their cronies. Our flood channels are shallow and even some places they are nearly horizontal, we construct a building on these channels which is not legal according to the rule of law, and dumping the city garbage in them which hinder the flow of water and therefore the outcome situation get stricken badly, this is not only case in urban cities even rural areas are suffering from this illness. It is achievable to them only because of our gutless administration. They don’t like to deal with these things as they earn money from them. Therefore Srinagar Municipal Cor-poration {SMC} and the state administration should contemplate on those things where people are distress pathetically.

At the same time our people are in anxious-ness state, stuck in depression, over the loss of domicile and self possession thing and their outer look have been stricken due to the loss of their beloved ones. As the winter knocked the door in Kashmir, it’s a time to provide shelter to those families who lost their living shelter during catastrophe flood. Mean while Non Governmental Organizations should come forth to assist the indigent peoples. Otherwise their anxiousness and depression will soak up their inner soul, if they are not given proper assistance. They need our assistance. Let’s hope for the best.

Save Flood Victim Families From This Unfriendly Winter

By Nighat Rafiq

Islam means submission to the will of Allah. Islam is not only a way of worship but it is a complete way of life. It gives a complete way to success and prosperity to mankind. Allah declared in His holy book Quran that Islam is the best and only way of life and no other way acceptable. It automatically be-comes obligatory for every Muslim that his whole life must run according to the laws of Islam. God has given unique laws for running the socio-eco-nomic and potential aspects of life.

The politics of Islam is based on sound spiritual and moral foundations and divine instruments. The political system of Islam is unique in its structure, functions and purpose which is based on the follow-ing principles:

1.Every action of a Muslim must be solely inspired by the laws of Allah [THE QURAN].

2.Authority,power and sovereignty belongs to none except Allah. The ruler of an Islamic state is not

sovereign himself but a representative of Allah and his prophet[SAW].

3.The goal of Islamic state is to exercise God’s law practically and to provide justice, equality, secu-rity and protection to all citizens regardless of caste, creed and colour. It also gives full protection and respect to non Muslims minorities.

4.Islamic state is independent.5.Divine constitution is one of the essential

feature of an Islamic state. The Quran is the only constitu-tion of an I s l a m i c state. Mus- lims are directed by Allah to solve their problems through constitutive methods. Every citizen in an Islamic state is most welcome to offer his sugges-tion on common affairs.

6. Under the political setup of Islam every citizen is entitled to enjoy freedom of belief and conscience and freedom of thought and expression provided one should not cross the boundaries fixed by Allah.

7.The administration of the Islamic state is public trust to which the rulers are entrusted in accordance to the laws of Allah. With Allah being the supreme sovereign of the state.

It is very mush unfortunate for humanity that this system of Islam has been wrongly understood and badly destroyed. As we have given up the natural ways, we have created bundle of problems for ourselves. The modern man is restless and frus-trated. He is faced with moral degeneration, nucle-ar holocaust, economic bankruptcy and number of other problems, but if he once comes on natural path of life and adopts Islam as the way of life, not the way of worship, we will surely see that every problems will be solved within no time.

PCB asks forHafeez actionto be reassessed

The PCB has asked the ICC to set a date for offspin-bowling allrounder Mohammad Hafeez to have his action officially reassessed. The test is likely to be in the first week of February, with the PCB hoping to have him cleared to bowl in time for the World Cup that begins on February 14.

While Hafeez is part of Pakistan’s World Cup squad, he will not be allowed to bowl in the tournament unless cleared, having been suspended from bowling in international crick-et in December. Pakistan are already without the services of Saeed Ajmal for the World Cup, who has also been banned.

Hafeez’s action was tested at an ICC accredited centre in Loughborough, England. The analysis, an ICC statement said, found the flex in his action to exceed the 15-degree limit for all deliveries. Later, he was sent to Chennai to un-dergo remedial work and unofficial tests on his bowling action at Sri Ramachandra University. He had failed one of those unofficial tests, in January; he bowled 11 deliveries in that test, and of those the flex in six deliveries was above the 15-degree limit.

If he fails the official test, the ICC’s Bowling Review Group (BRG) will specify a period during which Hafeez will not be entitled to approach the ICC for reassessment.

Hafeez was first reported while playing for Lahore Lions during the Champions League T20 in September, but that sanction did not apply to international cricket. He was re-ported again after the first Test against New Zealand in Abu Dhabi in November.

Ajmal, who is not part of the World Cup squad, will undergo official ICC testing in Chennai on January 24.

Junaid to miss NZ ODIs with injury

Fast bowler Junaid Khan has been ruled out of Pakistan’s two ODIs in New Zealand because of a thigh injury sustained while training last week. He will be replaced by Bilawal Bhatti and will be assessed again ahead of the World Cup.

“If Junaid recovers fitness, he will join the World Cup squad,” Pakistan’s chief selector Moin Khan said. Junaid had a fall while bowling in the nets during training at the Na-tional Cricket Academy in Lahore on January 15.“On re-examining Junaid’s condition, Pakistan’s physiotherapist Brad Robinson and PCB’s head of medical & sports sci-ences Dr. Sohail Saleem concurred that he had not recovered sufficiently from the traction injury of the nerve in the pos-terior right thigh and recommended recuperation at the NCA,” the PCB said. “Subsequently the left-arm fast bowler was withdrawn from the New Zealand tour.”

Moin said Bhatti was set to play the ODIs in New Zealand, should he be needed to replace Junaid in the World Cup squad. “The chairman has considered and approved the request of the skipper Misbah-ul-Haq to include Bilawal Bhatti in the team under the condition that Bilawal Bhatti will play all scheduled matches in New Zealand,” Moin said. “The deci-sion for his selection will be considered in accordance with his performance as to whether he may continue or be replaced. It is, however, clarified that if Junaid Khan regains fitness, he will join the World Cup squad as announced on January 7, 2015.”

Pakistan play two ODIs in New Zealand on January 31 and February 3. They have two World Cup warm-up games on February 9 and 11, before their tournament opener against India on February 15.

The world literally comes to a standstill when these two sides take on each other on the cricket pitch. Yes, we are talking about the highly anticipated clash between India and Pakistan at the ICC Cricket World Cup 2015 on February 15 at the Adelaide Oval, Adelaide. Considering the bitter rivalry the two sides or rather their fans share, the organisers have laid down a few guidelines for the match to be go ahead smoothly. With emotions running high on both ends, Adelaide Oval is keeping ev-erything in check for the exciting match and allow no room for hooliganism.

India and Pakistan have a history of bad blood on the cricket field. And adding to the woes is the ultra passion shown by the ardent fans of the respective sides. The International Cricket Council (ICC) in association with the Adelaide Oval Sta-dium Management Authority (AOSMA)

has made a complete checklist for specta-tors to handy in order to keep unwanted acts in control.

The Adelaide Oval Stadium Manage-ment Authority (AOSMA) has chalked out an 85-point “code of conduct” for the spectators who have secured the elusive tickets for the humdinger on February 15.

In the wake of so much turmoil expe-rienced between the neighbouring countries, even a small act of extremism is seen as a potential threat to additionally restrain their ties. Some of the pointers of the Ad-elaide Oval include carrying of any plac-ard or posters containing any religious or political messages on the ground.

Some of the main guidelines by Ad-elaide Oval are as follows:

1. “24-hour closed-circuit television surveillance operates throughout the Oval”.

2. AOSMA has advised people to not

give any material, which hurts the politi-cal or religious sentiments of any group, without prior authorisation.

3. AOSMA reserves the rights to close entry to the ground irrespective of wheth-er all ticket holders have made their way in or not.

4. An e-mail address and a phone num-ber for sending an SMS alert to security staff have also been rolled out.

Co-host Australia is also taking mea-sures to ensure a safe and secure tournament that begins from February 14 and will last till March 29, 2015. Australia is especial-ly careful after the recent violent attack at the Lindt Chocolat Cafe in Sydney, when a gunman took several people hostage

But for now, all eyes are on the Adelaide Oval for the India-Pakistan match!

India vs Pakistan in ICC Cricket World Cup 2015: Adelaide chalks ‘Code of Conduct’, leaving no room for hooliganism

Abdul Razzaq had lashed out at the national team’s head coach Waqar Younis for launching a campaign against estab-lished senior players.

“Till Waqar is the coach I will never be considered for a comeback to the na-tional team,” Razzaq complained.

“For some reason since Waqar became head coach he had an agenda against us senior players including myself, Yousuf and even Shahid Afridi,” he added.

Razzaq revealed that when Afridi was captain of one-day and T20 squads in 2011, it was Waqar who quarrelled with him in West Indies and later submitted an adverse report about the skipper to the Pakistan Cricket Board that led to his ouster.

He also blamed the board for having no consistent policy as far as appointing key persons in the national team was con-cerned.

“Whether Waqar left midway through his contract in 2011 himself or was told to resign by the board, I don’t understand how the cricket board reappointed him to the same position last year. That means either then or now the board made a wrong

decision,” he insisted.Razzaq, 35, who has appeared in 46

Tests, 235 One-day Internationals and 32 T20 matches, said he had retired from four-day cricket not one-day or T20

cricket and was always ready to play for Pakistan.

His last Test appearance was in 2006 and his last ODI in 2011 but he was picked up for a T20 series against South Africa in 2013 before being discarded after an injury scare.

“The problem with Pakistan cricket today is that players are not being taken into confidence by the captain or manage-ment. There is too much shunting of play-

ers going on which is not good for Pakistan cricket. The truth is, since 2007 our stan-dards have gone down while other coun-tries are improving.” .

Razzaq said while Misbah-ul-Haq was a good bet for Test cricket but he was not a limited overs player and in the upcom-ing World Cup he really needed to change his approach and give more confidence to the players.

“You will see players facing fitness issues when they are not mentally relaxed and this happens when the team manage-ment is not supportive enough,” he said.

The dynamic allrounder said even Pakistan’s domestic cricket standard had gone down.

“We’re still playing a lot of one-day cricket whereas in other countries the stress now is on first class and T20 crick-et. The people responsible for running domestic cricket don’t take it seriously themselves,” said Razzaq.

Razzaq also made it clear that the World Cup team was selected with consensus by chief selector Moin Khan, Younis and Misbah, so they were all responsible for how the team performed.

Abdul Razzaq Hits Out at Coach Waqar YounisWaqar Younis is responsible for keeping him out of Pakistan national team and that the former pacer has an agenda against a few senior players.
