It likely is the most significant issue to face this area in more than two decades. Baltimore County Public Schools Super- intendent S. Dallas Dance has set forth a proposal to “revitalize” the former Loch Raven Elementary School and again to utilize the structure as an elementary school. After hosting a meeting at Babcock Presbyterian Church on September 25, which was attended by nearly 200 residents of Loch Raven Village and the surrounding communities and was intended to solicit residents’ thoughts regarding the foregoing proposal, the ALRV drafted and sent a “position letter” to the Honorable Kevin Kamenentz, Baltimore County Executive. In voicing the Associates’ opposition to the proposed revitalization, the letter sets forth the following five key points: Neither the ALRV, the residents of Loch Raven Village, nor any other interested parties have been given information about the aforementioned proposal sufficient to develop an informed opinion regarding whether and how Loch Raven Village will be affected. It is possible that the former Loch Raven Elementary School, if revitalized, could comprise a 100% commuter-based student body. The school structure itself is a Baltimore County Landmark that was built as part of the planned development of Loch Raven Village, one of the first planned suburban neighborhoods built following World War II. Significant remediation will be required to make the structure suitable for use as an elementary school, and this remediation will be very disruptive to Loch Raven Village and the surrounding communities. Dear Neighbors –

As the weather cools and summer morphs into fall, the Associates of Loch Raven Village (ALRV) has been taken a bit off-guard by an issue that could have signifi cant implications for Loch Raven Village and the surrounding communities. It likely is the most signifi cant issue to face this area in more than two decades.

There are petitions circulating both online and door-to-door through resident volunteers in the area, and there has been a spirited dialogue on Facebook since news of the proposed revitalization became available.

I encourage you to stay informed about this topic and to get involved in the ALRV by attending our monthly meetings. Unless otherwise published in The Village Crier and/or on the Associates’ offi cial website, which may be found at lochravenvillage.com, the Board of Directors of the ALRV meets on the second Tuesday of each month at 7 p.m. in Room #102 of the Loch Raven Center (formerly the Loch Raven Elementary School), which is located at 1801 Glen Keith Boulevard, right in the heart of Loch Raven Village. Remember too that Loch Raven Village has a growing presence online with Facebook as well as through the Associates’ offi cial website. We continue to need more support and involvement from residents, so please consider attending a meeting and getting involved.

Citizens On Patrol Loch Raven Village Citizens On Patrol (COP) keeps a watchful eye on our community. COP is dependent upon participation by residents like you. Could you spare an hour a month, or even an hour every other month to volunteer? Contact [email protected] to sign up.

Keep your property safe, secure and in your possession! Sergeant Fink, of the Towson Precinct sends these words of advice to help deter petty thieves.

• Put your belongings in a secure location when not using them. Unsecured, unattended property can easily be removed from yards, vehicles, garages, and sheds at all times of the day and night.

• Take your valuables with you when you exit your car. Do not leave your GPS, cell phone, loose change, etc. in plain view inside of an unlocked vehicle. Take these items into the house with you, or place them out of sight in your locked car.

• Place your holiday purchases in your trunk if you are going to multiple stores in one trip.

• Keep an eye on your property as you come and go. Be observant of everything going on around you.

• Call 9-1-1 if you see someone unfamiliar to you in your neighborhood or activity that you recognize as unlawful. Offi cers are available to help. While few citizen-offi cer contacts result in an arrest, police response and investigation will determine the nature of the situation and handle accordingly. Should the original caller wish to know the outcome of his or her complaint, he or she can contact Towson Precinct, 410-887-2361, and request to talk with the Offi cer or his/her supervisor.

Nearly 200 people gathered at Babcock Church for a special Associates of Loch Raven Village (ALRV) meeting on Wednesday, September 25. The meeting was held in response to proposals to address overcrowding issues in Central area elementary schools. ALRV board member Kate Walkinshaw led the meeting with assistance from board member Antoinette O’Donnell and resident Thea Mussman.

In early September, Baltimore County Public School Superintendent S. Dallas Dance put forth overcrowding solutions that would directly affect Loch Raven Village. Specifi cally, he is considering reopening the former Loch Raven Elementary School (LRES). Among other proposals, Dr. Dance has suggested sending all current Halstead Academy students to LRES and utilizing Halstead Academy as a regional magnet elementary school. Such a school does not have boundaries to determine its student body and is open to all Baltimore County elementary-age students to apply.

In addressing Central area overcrowding issues, Dr. Dance has iterated two main objectives:

1. Construct a facility to accommodate 500 students as soon as possible, and

2. Link the 500 seats, which are considered “capacity relief” to the long-term capital plan in order to maximize effi ciency and effectiveness of the utilization of available funds.

In addition, he wants to “impact as few families as possible and keep communities together.” A long-term capital plan will be presented to the community later this calendar year.

Attendees at the special ALRV meeting consisted of current and past residents of Loch Raven Village, residents of neighboring communities, and other stakeholders. Many people weighed in with their opinions of the situation. After ninety minutes of comments, questions, and answers, the take away was clear. In order for Loch Raven Village to be a part of the decision making process for the use of LRES, residents must be engaged, organized, and vocal. Here is what you can do to stay informed and be involved.

• Check the Loch Raven Village Residents Facebook page for the latest information.

• Look for e-mail updates from the ALRV. E-mail addresses were collected from meeting participants and are collected on an on-going basis when residents pay their dues and include an e-mail address as a means of contact.

• Read the petition online at http://www.thepetitionsite.com/takeaction/582/505/706/.

• Sign the petition if you oppose the re-opening of the former Loch Raven Elementary School building for use as an elementary school and any efforts to relocate the student body from Halstead Academy to this building.

If you didn’t live in Loch Raven Village, where do you think you would live?If I didn’t live in LRV, I’d live in North Carolina as long as all my family and friends came with me!

Colorful Start to Campus LifeLoch Raven Campus Life got off to a colorful start in September when nearly 50 middle school students from the neighborhood participated in the inaugural Campus Life Color War kick-off event. Participants arrived wearing a white T-shirt and went home donning a rainbow of colors from head to toe.

Campus Life is a place for middle school-aged students in the community to have fun, interact with positive role models, and talk about issues relevant to their lives. It is a ministry of Metro Maryland Youth for Christ and aims to provide young people with a balanced approach to life by meeting students where they are mentally, physically, spiritually, and socially.

The group meets on Tuesdays from 6:30-7:45 p.m. at the new and improved Loch Raven Loft, located in the third fl oor youth space at Babcock Church. Expect to play crazy games, eat snacks, meet other students your age, and explore faith and life issues in a safe environment.

PTA Brings Panther Pride Alive at Pleasant Plains Elementary SchoolThe school year has been busy and full of exciting opportunities for students, families, and the greater community at Pleasant Plains. Panther Pride is in the air!

If you have seen cars in the Village sporting a “Euro” magnet with PPES boldly written on it, you are seeing the Pleasant Plains PTA hard at work. Their goal is for every family and teacher to have one on their car.

The Kick, Punt and Pass tournament in September, which also featured a PTA fl ea market, was a successful fund raising and athletic event that brought faculty, staff, students, and their families together. PTA treasurer, Rob Metcalf, participated in the fl ea market and was impressed with one particular table manned by three teenage girls. These Pleasant Plains “alum” sold crafts that they made using duct tape. “To see this kind of community engagement from past students is exactly what the PTA is going after this year.”

Village Resident Adds A Touch of Color to Pleasant Plains Elementary School What do you get when you pair a talented artist and Village resident, whose child attends Pleasant Plains, with a talented musician who teaches at the school? You get an original piece of art that is incorporated into an upcoming school musical entitled, “Colors.” Vocal music teacher, Uriah Moore, and Will Williams are bringing art and music together and making magic for their students and the greater school community. Williams’ painting – a colorful display of crayons – will be used as the backdrop for a short play that focuses on expressing feelings appropriately, cooperating, and being positive. Each kindergarten, fi rst and second grade class will invite their parents to see them perform the play at school during the week of December 2.

Festival of the Arts OpportunitiesThe annual Loch Raven Festival of the Arts is a free music and visual art enrichment celebration taking place from 1 to 5 p.m. on November 30, 2013 at 6622 Loch Raven Blvd. Artists of all ages and skill levels are invited to submit works of art to showcase their creative talents. There are three showcase categories for submission, all of which must be family-friendly for viewing. The categories are:

1) Community heritage of the Loch Raven communities: "Celebrate the Boulevard” (Loch Raven Blvd)2) The holidays: "Tis the Season"3) The Open theme: "In the Eye of the Beholder."

Deadline for submissions is November 14. This is a wonderful free opportunity for sharing artistic talents. Applications are available by e-mailing [email protected]. On Saturday, September 7, the residents of the alley between Glen Keith Blvd and Cottage Lane had their annual Alley Party. They have been enjoying this tradition since 2006! The day started with a bike parade, and continued with activities that included lawn games, hair braiding, face painting, tattoos, a book exchange, volleyball, a “water park,” and a talent show.

One of the day's highlights was a visit from the Baltimore County Police and Fire Departments. The police escorted the lively bike parade down the alley with fl ashing lights and sirens. Village resident, John Kelly, was on hand to represent the Loch Raven Village Citizens on Patrol. The fi re department offered tours of their fi re truck.

The evening continued with a festive dinner and drinks from Charcoal Grill and The Liquor Pump, as well as live music by Loch Raven Village's own Sons of Obscurity.

“This is always a great community-building event,” said one neighbor. “We got to meet some of the new neighbors, including the new babies who have been born since the last party!”

New this year was fi nancial support from the Associates of Loch Raven Village. Party coordinator Kate Hagen applied for and received $50 that helped pay for paper products. “We were excited to have our annual event supported by our community association. Everyone is grateful for the contribution.”

Glen Keith – Cottage Lane Alley Party A Success!

In 1953, Rev Carroll Doggett visited 3000 newly built homes, including those in Loch Raven Village, in search of potential members for a new church to be built at 6622 Loch Raven Blvd. Sixty years later, on September 15, 2013, Loch Raven United Methodist Church held a special celebration in honor of its milestone anniversary. In attendance was Ardith Luttrell, a Loch Raven Village resident, who was recognized as the only charter member who still attends the church regularly. She explained, “Rev. Carroll Doggett and his wife came to my door in 1953 and as we were new to the area, we liked that a church was to be in our area. Our children were young and we wanted a church home that would be good for them, a place where they could grow. The Doggetts had young children and we knew they could relate to a young family like ours and the many others in our neighborhood.” The anniversary had many alumni members join with current members and their pastor, Reverand Cliff Webner, for celebration activities.

Pleasant Plains Elementary School Aims for Green School DesignationA Maryland Green School is a refl ection of the integration of the environment in all subject areas. Students become stewards of their environment while "Learning Outside the Walls" and can be seen applying their reading, writing, math, social studies, and science skills in the school garden and through outdoor classroom activities.To become a Green School, Pleasant Plains Elementary needs to organize and develop a committee of students, parents, teachers, and administration. The school is looking for parents and volunteers to help plan and carry out Green School activities, lessons, and after school programs. Some of these activities may consist of: • Securing funds to purchase items for

the garden or other initiatives,• Managing students when working in

the garden and maintaining gardens, as well as in other areas of the school grounds that have been enhanced by Green School activities, and

• Working with students and teachers to research best practices and encourage Green School initiatives both inside and outside of the school.
