May 2017 Parish Council Election Results May 4th saw elections of a new Parish council for Dobwalls and Trewidland. Nine local people stood as candidates for the eight councillor places representing the ‘Dobwalls ward’ of the parish (Dobwalls village, from the railway to the north east).The newly elected members of the parish Council are shown opposite.
The ‘Trewidland ward’ (which covers the southern and western areas of the parish including
Doublebois and Boduel) had only two candidates standing for re-election, so both were confirmed. However this does mean that there is still one council place designated for this ward which has not been filled. Parishioners in the western area of the parish e.g. Doublebois or Boduel etc. might consider putting themselves forward to represent this area in the future. Responsibilities of new Parish Councillors will be agreed at the first meeting of new council at the Annual Parish Council meeting on the 17th May. Contact details for all councillors and details of their responsibilities will be available in the Minutes of this Annual Parish Council meeting, which will be available at: www.dobwallsandtrewidland.org.uk. Councillors will be pleased to give you advice on any matters relating to their area of the parish or responsibilities.

Parish Marquee
Several years ago the Parish Council purchased two 6m x 6m marquees (which can be assembled together to form a 6m x 12m unit). The marquees are available for use by any Parish organisations, free of charge and can be used by other parishioners for a donation towards their upkeep. However, please note that we do not generally allow the marquees to be used outside the confines of the parish. Parish Litter-Pick
Dobwalls had a good turnout for the 8th April Litter-pick! As a Parish Council we should be very pleased with the turn out and also on the way around two young children called Storm and Jamie tagged along to help. The full black bags shown below indicate what a worthwhile event it was for everyone involved.
Trewidland’s Litter-pick was not quite such a community event, although
Councillor Hugh Francis managed to collect a whole bag of litter between Horningtops and the lower end of Trewidland Village. Last year’s ‘Clean for the Queen’ efforts are still ensuring that the lanes in Trewidland have been more troubled by mud and potholes than by litter – though even the potholes have now been dealt with!

Lunch at School…
brings back good memories!
Dobwalls School will be starting its Lunch project this Summer. In an attempt to help bridge the generation gap they are inviting retired members of the community into the school at lunchtime to share a meal with the children.
Our meals are freshly cooked daily on site and will cost £2.64 for a main meal and pudding. At 12 noon Diners will be met by a child at the door and shown down to the hall where they will sit with a group of children and chat while eating the lunch they previously ordered. Our Wednesday menu is our roast day, always a popular choice amongst the children; however jacket potatoes or a vegetarian option is always available as well. Children usually take about half an hour to eat their meal and then go outside to play. You will be invited to go outside with the children if you wish where we have lots of seating available and where I am sure children will want to sit and chat with you. Lunchtimes ends at 1pm when the children return to class and bid you goodbye.
Access around the school is good with a gentle slope leading down to the hall. Disabled toilets are close to the hall if required. We have no steps that need to be negotiated as we always have a slope option with plenty of hand rails.
Our first lunch session will be at 12 noon on Wednesday 7th June followed by 14th, 21st, 28th June and then 5th, 12th,19th July.
We would love to hear from you if you would like to come and join us. There is no commitment to visit every Wednesday. Why not pick a date and give it a go. It’s a great way to meet the children in our village and make new friends. We are hoping for about six visitors per session initially but may extend it if it becomes popular. Ring Dobwalls school on 01579 320527 and give your name and phone number (so we can ring you on the day to check you are still coming and tell our chef your chosen meal)

Neighbourhood Development Plan Update The formal designation of the Dobwalls and Trewidland Parish as the Neighbourhood Development Plan Area has been approved by Cornwall Council.
Initial Questionnaire Responses Sixty eight parish households (just over 7%) returned their completed Initial Questionnaire and these have now been analysed by the Steering Committee. The table below shows the priorities that have emerged from the exercise.

Thank you for your comments- There were many extremely useful
comments made and some detailed suggestions for how things can be improved in the parish. It is clear that those in Trewidland have a rather different take on some key issues from those living in Dobwalls. With such a limited level of response we are clear that this can only give us a starting point for further discussions. However it does provide a good guide to which issues are of most significance to those of you who did respond. These responses will now set the focus of the Theme/Topic Groups research for the research phase of the Neighbourhood Development Plan project.

What happens next? 1. Research into the key themes, our Neighbourhood and its needs - Topic
groups; At the 24th May Steering Group meeting in Trewidland we agreed an initial set of ‘Topic Areas’ based on the priorities identified in the Initial Questionnaire responses. Topic research groups will be formed to investigate and research each of the key sets of information needed to help us understand both the current issues and what we can do to improve the local situation in future. We would be very interested to know of any members of the community who have specific experience or knowledge of these Topics/Issues who would be able to be involved with these groups. 2. A Public Engagement Strategy is being developed to ensure that we have the best possible opportunity for feedback from everyone in the parish community - across all age groups and interests, including those of business and farming as well as households. We would like to be able to attend any activities planned with local groups over the summer so that as many people as possible have a chance to learn more about the Neighbourhood Plan and give us feedback on their thoughts about:
the future of Dobwalls and Trewidland, the results of the questionnaire and what they think needs to happen in the Parish and their local area.

3. Defining Themes, Vision and Objectives for the plan: Once we have gathered information and understood the issues, further meetings will be held to explore particular issues – and the concerns of particular villages in more detail. The dates for these events will be published on the Parish Council Website and on the Parish Notice Boards.
4. Steering group meeting dates for June, July and August 2017 are published in the What’s on in D&T page. If you would like join the group please come along.
Why is it worth getting involved? The Neighbourhood Development Plan ( after it has been completed and voted on by local people, and gone through its External examination by Cornwall Council and an Independent Examiner), will form the basis of the official position of Dobwalls and Trewidland Parish Council. This can be used to challenge and to support particular developments in the Parish. It will allow us to identify the type of development we would like to see in the future, and where that development might best be located. It will also allow the Parish Council to give evidence of the needs of the area which might form the basis of Section 106 agreements – whereby developers will help support local facilities and services as part of their community contribution.

Trewidland Community Group News During the last couple of months we have been quietly busy here in Trewidland. In early March we had a brilliant quiz evening which was very well attended. These are always really great fun - so watch this space for information about the next one. At the end of April regular Tai Chi sessions began at the Village Hall. These take place between 10.00 -11.00 on Monday mornings with refreshments available at the end. The Post Office is open immediately after the Tai Chi session which might be useful too!
After a great deal of hard work and close scrutiny the Stage I Big Lottery application will have been completed by the time you read this. Fingers crossed that we succeed in moving on to Stage II without any hiccups. A significant component of success in bidding for funding is that we demonstrate a need for a new hall. We have a growing list of events and activities taking place and more in the pipeline. These are being selected in response to what was identified in our extensive survey last year. So please come along to as many events as you can. If you have any more ideas which you think would work please get in touch with us (contact details below).
Each month we now send out an electronic newsletter to all members of Trewidland Community Group (TCG) to keep them up to date with progress on the project for the new hall as well as a regular calendar of events in the village. Local History Archive for Trewidland! At the recent Annual General Meeting of the Trewidland Local History Group, there was an opportunity to hear about the development of the Trewidland History Archive, now located in Trewidland Village Hall,
The Archive contains copies of material which has been gathered by and from local people (for example family photographs) and from the research which members of the group have undertaken over several years to support the Local History Walks and the Exhibition in the Trewidland Shop.
“We had got to the point of having each gathered masses of information, but without any safe and permanent place to store it”, said Nikk Hoult (Chairperson). “It became clear from the increasing number of enquiries that we are getting (from as far away as California) that we needed to organize the information both as a physical collection and, hopefully, eventually make it available in a digital format.”
The Trewidland group has been invited to join the Cornwall Archives Network (supported through the Cornwall Record Office) which links many groups involved in the gathering of historical information across Cornwall. If you would like to know more about the Archive, have material that you think could be included in the new collection (e.g. copies of photographs/ house deeds or other publications, or if you are interested in joining us, we would be very pleased to meet you! NEIGHBOURHOOD DEVELOPMENT PLANS – A PERSONAL VIEW FROM MICHAEL TAYLOR If there was a referendum which simply asked: "Do you want a better life? Yes or No?" you would probably vote and tick the "Yes" box.
Well, I've got news for you. If there was a referendum which simply asked: "Do you want a better NHS? Yes or No?" you would probably vote and tick the "Yes" box. You have just had what amounts to a referendum asking you if you want a better life here in your very own parish! Yes or No?
It was the questionnaire which was tucked inside the last edition of The Villager asking you for your views on what the parish needs and doesn't need in the future. Your opinions were sought to help form the basis of the creation of a Neighbourhood Plan for the future of the parish. Neighbourhood Development Plans allow individual communities to shape their own destiny. They cover lots of important topics, but one of the most significant advantages must surely be the right to draw up planning policies, tailor-made to suit the specific area you live in. So Dobwalls and Trewidland Parish could have a Neighbourhood Plan which identifies where housing should be built, what type of housing it should be and how much development should be allowed. I think if development isn't controlled in line with the wishes of those in the parish, parts of the parish will be in danger of gradually being geographically linked to Liskeard town itself through housing and, as a result, the identity of the parish will be diluted as we become a suburb of Liskeard. This is my personal opinion, but I can't imagine many people in the parish wanting to be part of an expanding, large town. The Villager devoted two pages to explain what the Neighbourhood Plan was all about and asking people to fill in and return the questionnaire. There was

even a financial incentive: two prizes of £25 for the first two names drawn from a bag containing returned questionnaires. They were delivered in The Villager to 957 properties across the parish. The response, reported to the April meeting of the plan's steering group, was an astonishing - wait for it - 68. As they say in the USA, do the math! 7%! In the case of the Neighbourhood Plan, not voting when we have the chance to vote and not commenting on life-shaping issues when we have the chance to is a wasted opportunity. Let's not end up in the position that we leave it too late to make a contribution. You may think your voice doesn't count but that's not the case. You can influence the content of the plan, because you're local, you live in the parish and you have a right to a voice. If you choose not to comment, then don't turn round when the deed is done and the plan is published and start moaning that you don't like this about it, or you don't like that, or this should be in the plan or that shouldn't be in the plan. “Too late" might be the cry, but you're in luck. The good news is there will be numerous opportunities for you to have your say and get involved as the plan evolves, so don't miss them. And, thankfully, although the response to the questionnaire was abysmal, it has helped highlight the many issues which will shape our future.
It's also important to bring on board the imagination - and wisdom - of the young who are still too young to vote for or against anything. That's why there will be a painting competition for the parish schools asking the children to give us their vision of the future of the parish.
I am a member of the steering group but, I don't really feel myself experienced enough to qualify as a fully-fledged member. All I can say is this: The other members of the steering group are a bunch of committed parish people who are prepared to dedicate and devote their time and efforts to achieve a better future for this parish - your parish. So the poor turn out with the questionnaire is disappointing for them. But they won't let that deter them and they are optimistic that as the weeks and months go by more people will express opinions and come on board so that all of us, together, can be proud of our Neighbourhood Plan, happy in the knowledge that we played are part in it and it is the right way forward for our parish. Honey Meadow Skate Park now open! Dobwalls children have been enjoying the new Skate Park in Honey Meadow which has now been completed. We would ask all those using the skate park to be considerate of the residents in the area and to ensure that everyone gets a chance to enjoy the new facility.
Snooker Club News Dobwalls Snooker Club looks a bit uncared for on the outside but on the
inside it has central heating, is painted a light blue with two full-sized snooker tables plus a meeting room/card darts room. It is open 24/7 to members.

Trewidland Snooker Club - Located in the village of Trewidland is a well-
maintained snooker table that is available for the use of all club members. Members have a key and therefore can use the facility at any time. A club member can sign in guests. There are separate payment meters for both light and heating. The club has a snooker team that plays in the Liskeard Snooker League and against other local village teams. There are also year round weekly practice nights for members. Interest from new prospective members would be very welcome therefore

Dobwalls School: sports news Fifteen runners from the school were part of 604 from across Cornwall who took part in the Annual Landrake fun run. The course is a mixture of road, fields, woodland paths and the infamous "Marsh"!! All the runners completed the run and a few made it into the top 150 places. Mr Jones had to Hare the race and show the lead runners where to go. The winning time was 22min 30 sec. One of the Dobwalls runners came back missing a shoe which was gobbled up by the muddy marsh. Well done to all runners.
Netball Dobwalls School has once again taken part in the High 5 netball league which is run by Liskeard School and community college. The league takes place at Lux Park over several weeks and involves a number of local primary schools. Each game consists of four quarters lasting six minutes with a two minute break in between enabling each team to rotate their players in accordance with the All England rules for High 5 Primary Netball. Each team must have a minimum of seven players, with five on court at any one time.
The competition was a close run thing but Dobwalls won all of their games and so became this year’s champions. As a result, it meant they were invited to take part at the Schools Games Qualifier at Callington, in order to find a winner to represent East Cornwall at the Youth Games later this year. Unfortunately they were unsuccessful although they played well and as always, and demonstrated good sportsmanship.
