Key Challenges To Overcome for Better Trade Facilitation
The Middle East Currently accepts only manual sealed and
signed Certificates of Origin this due to the following factors:-
A gap in coordination between the Customs and the Chambers
(PPP)
Chambers need to update customs regularly of the best
practices in trade facilitation documents; including Certificates of
Origin
More Trust must be built between the Customs and the
Chambers
Lack of joint Customs and Chambers workshops seminars to
share and discuss issues of common concerns
Lack of technology availability & training of human resources

Key Challenges To Overcome for Better Trade Facilitation
Acceptance e-services need to be encouraged and not discouraged
Overcoming the fear of danger security and frauds
Lack of joint intelligence sharing between the Customs and the
Chambers
No agreed mechanism or process on post verification for certificates of
origin
Customs and Chamber needs to appoint points of contacts to solve
issues on the spot
Should the Middle East stay behind or advance in the techno era?
Acceptance of e-Certificates of Origin is the only way forward, as the
world is changing & advancing fast & the GCC needs to stay
competitive

Moving At The Speed of Business
The Way Forward In The GCC April 23, 2013 Page 7
• Strengthen Coordination Between Chambers & Customs (PPP)
• Continuous communication between Chambers & Customs
• KYC (Knowing Your Customer) can never be replaced by security features & it is essential part of the Value a Chamber adds
• On the International level ICC World Chamber Federation & World Customs Organization should encourage both their members to allow the acceptance of trade Documents
• Pure Reliance on Physical Documents, Manual Signatures, & Manual Stamps Only Gives a False Sense of Security & Authenticity
• Focus on the use of Technology to Facilitate Trade As Well As Maintaining Security is Essential
• Training of Staff is Vital
Conclusion: For GCC To Remain Competitive in Trade Facilitation

However - The Ultimate Security Test
• More Reliable
• Direct from the Source (Our Servers)
• Open to Anyone
• Individuals Cannot Pull Random
information on company COs as all 4
variables have to match
• This bypasses any attempt of
physical forgeries

A Chain is As Strong As its Weakest Link
• We are a part of chain of trust that is
relied upon around the world for
transactions in good faith
• The ICC WCF CO Accreditation
Chain targets to have your staff
adequately trained and certified
• It is an audit & compliance system to
ensure that all your practices are up
to the international standards of the
ICC CO Guidelines
• It ensures that all certified Chambers
are trusted in the link creating more
confidence in the Chain
• This initiative will ensure the
continued relevance of Chambers in
International Trade Facilitation.
• Should be Adopted Across GCC
