SMARTTool Review

• Project to establish a refreshed (more cost-effective and efficient) carbon measurement and reporting tool for the CNG program

• RFQ issued last year• Currently working towards issuing an RFP

by end of April 2015• Have a new tool in place for Jan 1, 2016• New tool may include energy

management functions as well as inventory

• Compatible with EDX• No drastic changes for PSOs!• Updates to come in monthly newsletter

Use of Portfolio Manager by PSOs

• Proposal from BC Hydro and Ministry of Energy and Mines to use Portfolio Manager to benchmark buildings in BC

• PM provides excellent way to compare and benchmark building energy use

• BC public sector use could provide a leadership role

• CNG response is that PM does not provide more valuable data for GHG reductions than we already have

• Public sector use should be phased in and voluntary

The current LiveSmart Leaders site, including the Carbon Neutral Corner, will be shut down April 1, 2015 and transitioned to….

EDX Update

• Electronic Data Exchange is up and running

• Allows for automatic loading of BC Hydro and Fortis BC utility data into SMARTTool

• To be set up to use the EDX, send an email to: [email protected]

Legislative Changes

• NO CHANGES FOR PSOs!• The offset regulations in the CNGR are

being repealed as part of the new Greenhouse Gas Industrial Reporting and Control Act

• All offsets regulations will be placed in the new act

• No changes to CNG or PSO offset obligations

Offset Payment Process

• New process for 2014 offsets• Invoice issued on May 15, 2015• Payment to the “Minister of Finance”• EFT info sent out in March newsletter• Core Government NOT part of this

process• CNG newsletter will contain updates

• Key result of CNG symposium• Development of a “GHG Reductions

Strategy for the public sector”• Goal is to provide a business case for

each sector to take forward – request for funding

• Need to collect basic data from PSOs
