1. Background

Youth Development through Football (YDF) is a supranational programme implemented in up to

ten African countries with the hub in South Africa. It is operated by the German Technical

Cooperation (GTZ) in partnership with the Department of Sport and Recreation South Africa

(SRSA). The project is supported by a steering committee. YDF liaises with non-governmental

and governmental organizations, actively engaged in youth development through football, but

also strives to involve private partners. The project forms an important part of the German –

South African FIFA World Cup 2010™ cooperation and is funded by the German Federal

Ministry of Economic Cooperation and Development.

YDF builds on existing initiatives and structures which are already successfully working

throughout Africa in the field of youth development through football instead of re-inventing the

wheel. These initiatives deliver innovative work that deserves to be strengthened, documented

and standardized in order to successfully spread the approaches and make them accessible as

tried-and-tested tools for other or new initiatives. The project uses a holistic approach and also

includes peer groups, families and other important members of the community. As an

implementer of technical cooperation the GTZ contributes mainly to the capacity building of

partner organizations and individuals. The work in South Africa supports the sustainable

realization of the government’s policies.

Since the mid of 2008 GTZ’s Youth Development through Football (YDF) project has embarked

on a process of investigating the possibilities and opportunities of implementing various

activities that are in line with the concept of youth development through football in the greater

Western Cape area. In order to decide on the nature of the relevant activities that could be

pursued, the YDF project together with the National Youth Commission (NYC) – being one

member of the above mentioned steering committee – organised a joint provincial Western

Cape Youth Development through Football (YDF) Project “Kick-Off” Workshop within the

framework of the official programme for the National Youth Day during June 2008. It was held

on the 13th of June in Lwandle/Strand where organizations involved in youth development

through football were introduced to the YDF concept. This workshop sought to bring together all

the relevant stakeholders that are active in the relevant field in order to deliberate on the current

status quo and the possible needs that exist within the province. The workshop resolved to

establish a Western Cape Provincial Task Team with the aim of discussing the needs and any

other issues that are vital in crafting a provincial interventions plan for youth development

through football programmes. At the end of the workshop it was also agreed that the Task Team

would work towards holding a Provincial Conference to launch the YDF programme. YDF also

showed how the initiative works in practice and organised together with the local partners, an

educational circuit in Strand/Lwandle and an exhibition football match in Nyanga.

In a next step the Western Cape Region Youth Development through Football (YDF)

Project Task Team Workshop held on the 08th of August 2008 was organized as a follow-up of

the Western Cape Region-wide “Kick-Off” event. In conclusion of the workshop it was agreed to

meet weekly in the Western Cape National Youth Commission (WCYC) Offices in order to

discuss all conference preparatory issues. The weekly Task Team meetings were attended by

members who were nominated at the “Kick-Off” Workshop in Lwandle/Strand consisting of

various NGOs, the National Youth Commission (NYC), as well as the Western Cape Youth

Commission (WCYC), representatives of the provincial and local government, and the Youth

Development through Football (YDF) Project of GTZ.

Ultimately, the provincial wide Western Cape Youth Development through Football (YDF)

Conference was held from 12-14th of December 2008 at the University of Cape Town (UCT).

The Conference, supported by GTZ, the National (NYC) and Western Cape Youth Commission

(WCYC) and the Western Cape Provincial Department of Cultural Affairs and Sport, was

organised by the above mentioned Task Team and facilitated and supported by GTZ’s Youth

Development through Football (YDF) Project. The event brought together around 300

representatives from all over the Western Cape, from as far as Bitterfontein on the West Coast

to George in the Southern Cape. Participants represented both rural and urban organisations,

formal and informal formations, with a 25% female attendance. Thus, the Western Cape Youth

Development through Football (YDF) conference was attended by stakeholders from more than

100 civil society organizations working in the field of youth development through sport, high

profile representatives from national, provincial and local government, as well as the South

African FIFA World Cup 2010™ Local Organizing Committee (LOC). The conference at the

UCT was essentially aimed at bringing greater organisation and coordination to the activities of

the sector. The conference elected a representative Steering Committee (SC), responsible for

policy formulation while a smaller representative Management Committee (Mancom) which

takes responsibility for the implementation of the organisation’s Strategic Management Plan

(SMP). The strength of the YDF is that it is a network that operates on the principle of

decentralization, thus devolving the responsibility for programme implementation to District

Structures in order to ensure impact at local community level. The conference produced

important key outcomes, namely:

• The adoption of a YDF vision for the Western Cape

• A framework for a YDF mission statement, including a list of values

• Identification of key YDF programmes and challenges

• Identification of key FIFA World Cup 2010™ Cup legacy programmes

• Proposals for a YDF coordinating structure in the Western Cape

• The election of a YDF Steering Committee for the Western Cape (SC)

The conference mandated the Steering Committee (SC) to engage in a strategic planning

workshop with the objective of refining the inputs into a few key strategic priority areas. The

Western Cape Youth Development through Football (YDF) Strategic Planning Workshop

supported by GTZ was held on 24 and 25th of January 2009 at the Cape Diamond Hotel in Cape

Town.

2. Attendance

The two-day Western Cape Youth Development through Football (YDF) Strategic Planning

Workshop was attended by members of the Western Cape YDF Steering Committee (SC)

constituted at the conference mentioned above. The workshop was also attended by

representatives of GTZ as well as senior officials in the Western Cape Provincial Department of

Cultural Affairs and Sport. The list of the Steering Committee (SC) members and strategic

partners that attended the session is attached as annexure I.

3. Programme

The two-day strategic planning programme was designed to be consistent with the conference

mandate that is, as indicated above, to refine, and to consolidate the inputs emerging from

commissions and furthermore develop objectives, actions plans and time-frames against each

area of priority. A copy of the programme for the two-day strategic planning workshop is

attached as annexure II.

4. Methodology

Several methods were employed to engender maximum participation from participants. Given

the diversity of districts the facilitator employed language understandable to all participants

making engagement enjoyable. To consolidate the conference inputs on programmes and

challenges the facilitator made use of the participlan methodology to create clusters and thus

determine YDF strategic priorities for the Western Cape. The aforementioned was followed by

developing high level objectives, action plans, indicators, time frames and responsibility

informed by a community friendly version of ZOB and Logical Frame Work (Log-frame).

5. The YDF Vision, Mission Statement and Values

The vision presented that was accepted and adopted as the YDF Vision for the Western Cape

during the Western Cape YDF Conference in December 2008 is:

To be a diverse, holistically developed and empowered youth through football.

The draft mission statement presented to plenary was accepted and adopted as the YDF

Mission Statement for the Western Cape and read as follows:

7. Strategic Objectives

Members of the Steering Committee (SC) used the strategic priorities as a basis to develop high

level objectives culminating in the YDF’s strategic objectives for the Western Cape:

9. The Structure

Members of the Steering Committee agreed on the need for a smaller Management Committee

(Mancom) that would take responsibility for the implementation of policy and of the day-to-day

running of the YDF. In this respect they elected 7 members onto the Mancom consisting of 3

metro- and 4 rural representatives.

Participants elected David Abrahams and Francisco Naude as co-chairs responsible for

convening Mancom and Steering Committee (SC) meetings, as well as to ensure the

implementation of the strategic management plan (SMP).

Members of the Steering Committee (SC) furthermore agreed to the appointment of a full-time

coordinator to take responsibility for the operations of the YDF. It was agreed that the co-chairs

would take responsibility for this function until a full-time person is appointed. The co-chairs

were also charged with the responsibility to put together a budget informed by the strategic plan

and present a proposal to the Western Cape Provincial Department of Cultural Affairs and Sport

as well as GTZ.

10. Conclusion

Members of the Steering Committee (SC) participated with great enthusiasm in the workshop

and left with great commitment to implement the various priorities established by the Western

Cape Youth Development through Football (YDF) Conference in December 2008. It was also

very helpful to have representatives of GTZ and officials and political advisors of the Western

Cape Provincial Department of Cultural Affairs and Sport. The level of representatives from the

Department is laudable and demonstrated the importance the government ascribes to this

initiative.
