Those persons who score five (5) or more points on this scale shall be given top priority for these services. They shall be given top priority and immediately moved to the front of any waiting lists that may exist at the time.
Those persons who score at least three (3) points but less than five (5) shall be immediately placed on any waiting lists that may exist at the time after those persons who have been given top priority but ahead of all persons having been assigned no priority.

As described and required in the Workforce Development Act’s regulations and preamble to the regulations, The Delta Workforce Development Area has developed guidelines to prioritize WIOA Title I adult funds. The Department of Labor assumes, as we agree, that adult funding is generally limited because there are not enough adult funds available to provide services to all of the adults who could benefit from such services. Most importantly, it is the intent of our workforce area to implement these guidelines so as not to preclude providing career and training services to other individuals who are not recipients of public assistance, low-income adults or individual with basic skills deficiencies. This system, designed for use in the fourteen Delta Workforce Development Area counties, consists of a simple rating scale where those individuals who seek career or training services under WIOA Title I adult funding are required to sign this form.
This determination is to be made at the date and time that career or training level services are requested. If necessary, a new determination may be made on behalf of the participant if characteristics or circumstances change. This rating will follow the individual throughout this program participation.
Each one-stop operator will be responsible for completing this form for all persons requesting WIOA Title I adult funded career or training level services within their counties of service. A copy of all completed forms must be placed in the appropriate individual’s file and be available for monitoring review. 1st - Veterans and eligible spouses must be given priority over non-covered individuals for the receipt of services provided under ETA employment and training programs; 2nd – Non-covered person (no-veterans or eligible spouses); 3rd – veterans and eligible spouses who are not included in priority groups listed below; and lastly to non-covered persons outside the groups given priority.

Employment Status Clarification ~ Individuals are “Underemployed” if they are:
1. employed part-time and are seeking full-time employment; OR
2. employed in a position that is inadequate with respect to their skills and training; OR
3. employed and whose current job’s earnings are not sufficient compared to their previous job’s earnings from their previous employment.
Note: Just because someone is “underemployed” does not necessarily mean that they are automatically adult or dislocated worker eligible. The applicant must also meet the adult or dislocated worker eligibility requirements.

• Developing an IEP is an Individualized Career Service. We will do an IEP on everyone!• Roadmap for the participant taking them from unemployed or underemployed to their
desired position of a job or a better job. • Will be developed jointly with the participant and staff, will be continuously reviewed
and modified as needed. • The plan will include an ongoing strategy to identify employment goals and methods to
achieve set objectives. • It will also include an appropriate combination of services designed to help the
participant overcome barriers to build a sustainable career pathway.• Group or individual counseling, career planning, interviewing skills, soft skills,

As described and required in the Workforce Development Act’s regulations and preamble to the regulations, The Delta Workforce Development Area has developed guidelines to prioritize WIOA Title I adult funds. Most importantly, it is the intent of our workforce area to implement these guidelines so as not to preclude providing career and training services to other individuals who are not recipients of public assistance, low-income adults or individual with basic skills deficiencies. This system, designed for use in the fourteen Delta Workforce Development Area counties, consists of a simple rating scale where those individuals who seek career or training services under WIOA Title I adult funding are required to sign this form.
This determination is to be made at the date and time that career or training level services are requested. If necessary, a new determination may be made on behalf of the participant if characteristics or circumstances change. This rating will follow the individual throughout this program participation.
WIN Job Center staff will be responsible for completing this form for all persons requesting WIOA Title I adult funded career or training level services within their counties of service. Average Earnings vs Median Income
• WIA – Average Earnings – If 7 participants had earnings in the 2nd and 3rd QAE. We would average the earnings of all those participants to determine if we met performance. Currently, the 6 month average income must be $12,372 for adult
and $13,310 for dislocated workers.• WIOA - Median Earnings – the performance will be negotiated at a later date.
• If 7 participants show earnings during the 2nd QAE of $4,000; $5,200; $6,001; $6,012; $8,700; $9,900; $32,500 - the Median Earnings would be $6,012. Because $6,012 is the middle wage (or middle number) of the 7 wages reported.
~ The Delta’s WIOA Median Earnings would not be met in this example because the median earnings are $6,186 per quarter for adult. The dislocated worker performance would not be met either since the dislocated worker earnings are $6,655.

There’s really no way to “strategically exit” participants to ensure we meet WIOA performance as we have in the past with WIA participants.• In the past, after a participant completed training, we had 90 days to make
sure the participant was working. • If the participant was not working we would simply give the participant
another service that would restart the 90 day clock. • If the participant was working we would not give another service to
extend the 90 day clock, the participant would exit and we would get our “Employed 1QAE”.
Example: In the past, if a participant completed training on June 30th we had until September 22nd to follow-up (to make sure he was working). If not working, we would backdate a service to restart the 90 day clock. If he was working, we would not provide a backdated service so he would exit OESS. We would get credit for EE 1QAE. That’s still good for now under WIA. Everyone that’s exited in the 3rd quarter of 2015 will also count in at least two of our WIOA performance measures.
