• In 2006, the ‘Philippine Science and Technology Program for the Development of the Halal Industry’ was conceptualized;
• In 2008, the said program was launched in General Santos City, South Central Mindanao, Philippines during the holding of the 1st National Halal Forum;
• Official implementation of the program started right after the launching;

• In 2008, the program was comprehensively presented at the 3rd World Halal Forum in KL, Malaysia;
• In 2009, the 2nd National Halal Forum- Philippines was held at the Makati Shangri-La, Manila;
• In 2010, initial funds for the construction of the Philippine National Science and Technology Center was approved and provided by the Philippine Government;

• In 2010, construction of the Philippine National Science and Technology Center building begun and is now on-going;
• In 2010, started building-up of state-of-the-art equipment for Halal testing/ forensic and analyses, with Halal Laboratory temporarily housed at the DOST XII Office building;
• In 2011, status and accomplishments under the program, ‘Philippine Science and Technology Program for the Development of the Halal Industry’ were reported at the National Science and Technology Week (NSTW) – Regional Celebration;

• In 2012, the program was highlighted at the Science & Technology Forum conducted during the NSTW –Mindanao-wide Celebration.
• In 2013, the 3rd National Halal Forum (NHF) was held at the Makati Shangri-La, Manila.
• It was during the NHF 2013 where primary Halalstakeholders from the government, academe, private sector/ industry/ Certification entities of the country unite with the following direct and extraordinary outputs:
1) inked Memorandum of Agreements;
2) Declared Commitments publicly delivered.

5-POINT FRAMEWORKFOR INNOVATION
PROMOTION
• Establish performance-based reward system in providing technical and financial assistance to anchor MSMES for the adoption of appropriate technologies, innovation and best practices;
• Establish Philippine Halal Science Center, Forensic Laboratory and Technology Business Incubation (TBI) Center;
• Ensure Halal integrity thru effective farm-to-fork monitoring and improved technologies essential in detecting Haram for food and non-food products;
• Establish mechanisms for complementarities and resource-sharing of government and private resources to ensure sustainability;

• Lower level of awareness on Halal product labelling;
• Proliferation of Certifying Bodies (CBs) with no technical capabilities;
• Doubt, fear and hesitation among Halal consumers/ buyers;
NOW: with S&T Interventions
• Increasing demand for genuine Halal products;
• Many CBs had given up operations, acknowledging their inadequacies;
• Consumers are now looking for seal of quality for guaranteed Halalness of product;
