Subject:- Constitution of District Level Task Force in each District of UT ofLadakh for providing care and protection of the children affected andinfected by COVID-19.

Sanction is hereby accorded to the constitution of a District Level Task Forcecomprising the following, in each district, for providing care and protection of the childreninfected by COVID-19 as well as children of COVID-19 infected parents in the UT ofLadakh.

1. District Magistrate/CEO, LAHDC Chairperson

2. Secretary, District Legal Services Authority Member

3. Chief Medical Officer Member4. Addl. Superintendent of Police Member5. District Social Welfare Officer Member6. District Child Protection Officer Member Secretary7. Chairman, Child Welfare Committee or in his Member

absence any member of the committee8. An NGO running a Child Care Institution Member

nominated by the District Maqistrate

The Terms of Reference for District Level task force shall be as under:

1. To identify children who have lost one or both parents due to COVID and identifychildren in need of care and protection (CNCP).

2. To ensure that such children, through the Child Welfare Committee arerestored/rehabilitated with extended family, kith and kin of the child or throughadoption, foster care, sponsorship etc and institutionalization as the last resortas per the provisions of Juvenile Justice (Care and Protection of Children) Act2015.

3. To extend psychological and counselling support to children infected/affecteddue to COVID-19 as well as children of Covid infected/affected parents.

4. To place such children in temporary shelters, whose parents are undergoingCOVID-19 treatment and are left without relative(s) or guardian(s) to takenecessary care.•

5. To ensure timely referral of children infected with COVID-19 to treatment centresalong-with ensuring their nutritional support during post treatment period.

6. To identify and design one registered child care institution in each District andmake arrangements for such institutions as Covid care centres exclusively forchildren.

7. To secure rights of children on family assess/ancestral properties, to ensure thatit is not sold or encroached.

The District Level Task Force shall meet every fortnight and as and whenrequired for intervention for care and protection of these children. The District Magistrateshall be responsible for convening the meeting of the task Force and shall submit astatus report by 7th of each month for the past month (or as called for by the UT LevelNodal Officer) to the SociallTribal Welfare Department, UT of Ladakh.

Administrative Secretary, SociallTribal Welfare Department shall be the UTLevel Nodal Officer.
