FLUORESCENT INVISIBLE DETECTION POwDERPowders are compounded in various natural colors to blend with diverse object backgrounds to reduce visual detection. The chart below lists the powder’s natural color, the color it fluoresces, and what applications to use each for. Good adhesion properties aid in target-to-hand, body or clothing contact. Apply a light dusting to the target object with a soft bristle brush. Highly fluorescent when exposed to longwave ultraviolet radiation using any SIRCHIE longwave (UV) light source. Packaged in 2 oz. DUAL wAVELENGTH DETECTION POwDERThese are unique compounds with multiple fluorescent characteristics. UV FORENSITORCH™ LATENT PRINT KITOur latest fluorescent latent print kit includes the new UVFT100 Longwave UV Forensi-TORCH™ featuring a single, very high intensity 1-watt LED which provides +50,000 hours of life under normal use. Whether the search is conducted in subdued light or broad daylight, the UVFT100 is the perfect choice in the preliminary examination and location of physical evidence. This light-weight unit is powered by 3 AAA alkaline batteries that typically provide uninterrupted light for up to 3 hours.

The UV ForensiTORCH™ produces rich amounts of UV energy at a frequency of 395nm. No special barrier goggles are required to view any fluorescence, but it is recommended that clear UV goggles be worn for general eye protection.

DUO-STAIN™ VISIBLE DETECTION POwDERThe application of this powder is the same as outlined for visible stain detection powders, and the same restrictions apply. The uniqueness of this powder is its dual color development. Initial contact with the target object and the resultant combination with body moisture gives a vivid blue color. A secondary color of dark brown spots will emerge after exposure to natural light.

VISIBLE STAIN DETECTION POwDERSVisible Stain Detection Powders should only be used indoors, subject to the statements regarding their use in the discussion to the right. A visible stain powder should be selected based on its natural color blending with the color of the target object. It should be carefully dusted on the object with a soft applicator brush. When contact with the object is made, a transfer occurs. When the transferred powder contacts moisture, such as perspiration, facial fluids or water, the powder goes into solution and a resulting vivid color appears.

Tagging materials, compounded of aqueous dyes, are used primarily in those situations where there is no reasonable assumption of a suspect.

Major considerations before applying visible stain detection materials are:1. The object to be treated,

if POROuS, will be permanently discolored and probably unserviceable. Materials such as paper, cardboard, textile products and thermoplastics fall into this category.

2. NON-POROuS materials such as steel, glass, thermoset plastics, and painted metal or wood surfaces usually may be restored or cleaned when required.

3. Powders should not be used on objects that are subject to air flow as airborne stain detection particles could contaminate large areas. In situations where air flow is possible, only VISIBLE STAIN PASTE should be used.

4. When in doubt, use only non-destructive fluorescent invisible detection materials.

THREE DAY TRANSPARENT DETECTION FLUIDThis is a highly viscous, transparent detection fluid with the same usage restrictions applying as those regarding visible detection powders and pastes. This fluid should never be applied to unplated or unpainted metals. Wear disposable vinyl or polyethylene gloves and use a cotton swab to apply detection fluid to a target object. When contact is made with the tagged object, the combination of body salts and natural light develops a brown to black color on the skin that cannot be removed by washing, and it will remain visible for approximately three days.


VISIBLE STAIN TAGGING SEQUENCE

VISIBLE STAIN DETECTION PASTEDetection pastes may be used indoors or outdoors without regard to air circulation. Consideration for rain or high moisture and air content should be addressed before applying pastes to a target object since the dye in the compound is water soluble (see previous page). Simply squeeze a small amount of paste on the target object in the area that a hand would have to touch, and spread a thin, even coat that will blend with the object’s color. ALWAYS protect hands with disposable gloves when performing this task. If the target object is touched, transfer will occur and the aqueous dye in the paste will go into solution with perspiration, facial fluids or water with a resulting vivid color appearing.

VISa Voting Integrity Systems application

SIRCHIE Finger Print Laboratories has been involved in assisting election commissions with their voter integrity problems for more than 20 years. SIRCHIE’s participation has ranged from pure consultation to actual on-site supervision. SIRCHIE is familiar with the intricacies of the election commissions and the pressures they face.

Basically, there are two methods that may be utilized. One uses a visible dye solution which is easily applied, readily seen and resists removal with soap and water and common solvents for up to 48 hours. The other method employs an invisible solution which is visible only under ultraviolet illumination and, therefore, is extremely hard to remove (it is difficult to remove what can’t be seen). The invisible solution supplied to one country successfully resisted removal by test washings with pumice soap for a period in excess of 10 days. The visible and invisible solutions may be combined for additional security. To further enhance each solution’s security capabilities, additives may be introduced that will cause the finger tissue to be stained a contrasting brown/black when the visible stain (red or purple) is attempted to be removed. This black stain is particularly noticeable on and around the fingernail and cuticle.

In the past, the standard method for applying both of the solutions was to dip one or more fingers into the solution up to the first joint. This ensures that the fingernail and surrounding tissue are coated. However, due to the international concern over infectious and communicable disease, especially AIDS, SIRCHIE now recommends that the voting fraud solution be dispensed from a dropper bottle that allows the election official to drop three drops of the marking ink onto the fingernail area of one of the voter’s fingers without either party coming into physical contact.

The most efficient way to supply the solution is in a 60 ml plastic bottle, with a control drip plug and a screw-on lid. Each 60 ml bottle of solution will process between 375-400 voters, assuming three drops per voter. The plastic bottles are durable, easily transported and with the screw-on lid, ensure safe storage for periods up to 12 months. SIRCHIE can also supply voting fraud solutions in bulk containers.

The visible and invisible solutions have been formulated to provide the highest reaction without compromising the health and safety considerations of the electorate. SIRCHIE has been careful to formulate solutions that provide sufficient coverage to meet the needs of the election, but will not permanently deface or damage skin tissue.
