Hello GLSF Club Members and Associates,

Happy Thanksgiving! The leaves are mostly gone (ex-cept for my yard!), the spawning Chinook have returnedand expired and there is quite a chill in the morning air!Where did the Autumn go? Most of us have put the boataway and traded for shotguns and bows, and soon, riflesfor our annual Fall hunting excursions. The excitement for next year’s Lake Michi-gan fishing success is just starting to stir. As we dream about more and bigger LakeMichigan fish, some of us will be trying our luck soon, by drilling holes throughWisconsin’s Winter “hard water!”

Coming up in a week is our November membership meeting, on Tuesday, No-vember 13th.We will be having elections for 3 positions on the Board of Directors,a brief business meeting and, EVERY15MINUTES, we will be drawing for a newrifle of shotgun! The tickets have been available for several weeks and are only$20 a piece, or 3 for $50.While they might seem a little high, there are 10 individualdrawings for 10 prizes and, if you win, your ticket goes back into the drawing forthe rest of the draws. Conceptually, if you’re super lucky, you could win all 10guns! One thing is for sure, if you did not purchase a ticket, you can absolutelyNOT win! Ron will be there early to sell tickets prior to the first and subsequentdrawings! Remember, all proceeds from this raffle directly benefit your GLSFFoundation! How would you like to win a new gun for a small ticket expense? Thelast drawing on Tuesday will be for a Browning Double Barrell shotgun worth over$1000.

Remember, our Ongoing Fishing Contest for 2018, ended October 31st. Look forthe final results to be posted soon. Remember, the winners will be recognized andreceive their awards at our Awards Banquet scheduled for Saturday, February 9that the New Berlin Ale House. Watch for more details in January!

November is Our Boardof Director Elections

Our current charter calls for us to have 15 members onour Board of Directors. The current Board is looking at thepossibility of shrinking that number due to our decreasedmembership number from when the charter was created.We used to carry a membership level around 400-600 pay-ing members back in our hay-day! Now we are carryingaround 175-200 members on our active roster. With the de-crease in membership, it would be acceptable to decreasethe number of Board members, if we meet the rest of therequirements to change our corporate bylaws.

We have 2 current Board members who are not runningfor re-election this November. Once a Board Member iselected, they are expected to fill a 3-year term. If the Orga-nization’s By-Laws are not altered by the November Elec-tions, we will need to have 2 candidates to fulfill the openpositions.

If you’d like a chance to see and experience the actionsthat keep the club running, you need to become a BoardMember. As I said, it is a 3-year commitment, with an ad-ditional meeting every month. The Board of Directorsmeets at 6pm on the 1st Monday of the month from Sep-tember through May and again in July. While there is nopay for becoming a Board Member, I can guarantee pres-tige and notoriety through your additional volunteer activ-ities! You can declare earlier or be nominated from thefloor at the November Meeting!

As of this newsletter, we are down to 120 Regular membersand 49 Senior members on our roster. We have shrunk a little dueto a few members not acknowledging the reminder messages theyreceive in the US Mail about their GLSF dues expiring. Oncememberships expire, their website login permission are cancelled,and they get no further indication that they are in arrears. Pleasetake the time to renew your dues when you get the automated mes-sage that your dues are about to expire. Over the next few months,many of you will be receiving these notices. It helps the club andhelps support the LakeMichigan Fishery as well! use the form on the back of the Tightline and send in, or hand inyour check or cash at our meetings, pay with a credit card at ourmeetings, or renew on-line by logging in with your personal loginand select the new membership option for either a Regular or Sen-ior Membership. The application already knows it is you whenyou’re logged in, so all you will need to do is confirm your mem-bership data and input your credit card payment on our secureserver connection.I get notification of all transactions and verify that they are

recorded correctly in the membership application to guarantee noerrors are committed. When you do your renewal in this manner,12 months gets automatically added to whatever date your mem-bership was set to expire. This allows us to treat everyone thesame. If you joined or renewed in June 2017, you will not see yourreminders until May 2018.Please do not let your membership lapse, as we need your sup-

port to continue to push for better measuring and support forSalmon and Trout in Lake Michigan, now more than ever! If theinvasive species don’t worry you, perhaps the commercial fisher-men’s’ request to deploy gill nets in your fishing grounds to harvestwhitefish will. They are also planning to start harvesting LakeTrout and to keep and sell their dead by-catch caught in the gillnets they want to deploy! Our support is in our numbers!Amazingly, we still have many “past members” who have cho-

sen to not renew at this time! Please get your dues in. If you reg-ister a big fish and your dues are not current, you will bedisqualified because the rules specifically state that all entries mustbe for members “in good standing.” (This means your dues mustbe current!) Likewise, if your dues are not current, you will not beable to register any fish for an upcoming Fish Ins or enjoy the $5complete lunches.GLSF looks forward to your renewal and continued support of

Environmental groups, wildlifeprotection activists, grocers, restaurantowners and producers of poultry, porkand beef—all have spoken out againstthe RFS with concerns ranging fromenvironmental and habitat protectionto increased food prices and elevatedcosts for farmers and ranchers.The outdated, bureaucratic boon-

doggle that is the RFS should be aprime target for the White House,which has energetically pursued regu-latory reforms, achieving real benefitsfor families and businesses. But theTrump administration may be headedin the wrong direction on ethanol, sup-porting policies that would push evenmore E15 ethanol into gas tanks. To itscredit, the White House is taking aclose look at ethanol policy, conveningseveral stakeholder meetings to findcompromise reforms that will satisfyethanol supporters and everyone else.Boosting prospects for success is

the fact that RFS reform is one of therare issues that enjoys support fromboth Republicans and Democrats inCongress. But when it comes to smartethanol policy, political parties should-n’t matter. The only label that mattersis “consumer.” It’s time to stand up forconsumers and fix the broken RFSonce and for all. �

Availability of lower ethanol fuel is atrisk due to the Renewable Fuel Standard(RFS). Finalized in 2007, before the U.S.energy revolution took off, the RFS re-quires the fuel industry to add moreethanol to the fuel supply each year, re-gardless of market demand. The idea wasto encourage a cheaper, local alternativeto reduce reliance on fuel imports fromoverseas. Ten years later, surging domes-tic crude oil production has taken care ofthe reduced imports goal.As for cheaper energy, the math

doesn’t add up for a higher ethanol man-date. Ethanol has less energy than gaso-line, forcing drivers to fill up more oftenwhen using higher ethanol blends. On topof that, the Congressional Budget Officeprojects gasoline prices could jump sub-stantially unless the RFS mandate’s mar-ket-distorting impacts are reined in.The RFS is more complicated than just

warning drivers to stick with standard E10fuel. For now, yearly ethanol volume re-quirements can be met while still leavingroom for E10 and E0. Without reform, theRFS will eventually require more gallonsof ethanol than the fuel supply can accom-modate as E10.In the nation that leads the world in oil

and natural gas production, restrictingconsumer choice does not make sense. Itmakes even less sense when you factor inthe broad swath of collateral damage un-leashed by government ethanol policy.

U.S. oil and natural gas producers areshattering records, overtaking SaudiArabia and Russia to lead the world incrude oil production. The American en-ergy resurgence is paying off for con-sumers and shielding U.S. markets frominstability overseas.But drivers may need extra cash to

pay the mechanic if regulators keep forc-ing more ethanol into the fuel supply.Multiple industries have long warnedabout the risks of higher-ethanol fuelslike E15 (15% ethanol), which extensivetesting shows can damage engines andfuel systems.Nearly three out of every four vehi-

cles on the road today are not designedfor E15 gasoline, and a number of au-tomakers have even said that E15 maycause damage that is not covered by war-ranties. It’s not just cars. Consumergroups warn that E15 is incompatiblewith lawnmowers, motorcycles, ATVs,power equipment and boats, and manyof these consumers opt for fuel that isentirely ethanol free (E0).With so many drawbacks, who’s ask-

ing for more ethanol in fuel?The Society of Independent Gasoline

Marketers of America and Association ofConvenience Stores say “most retailersthat sell E15 or E85 have seen minimalsales of these products.” By contrast,“there’s a significant demand in the mar-ket” for “non-blended gasoline” or E0.

FRANKFORT, Ky. – Asian carphave become a major concern in the Ten-nessee and Cumberland rivers and manyother rivers within the Mississippi Riverbasin. Asian carp also continue to ex-pand their ranges up many river systemsthroughout the Mississippi River andOhio River basins. In response to the looming threat of

invasions, several federal and state agen-cies and universities are working to-gether to test a sound and air bubblesystem (bio-acoustic fish fence) thatcould be installed below lock chambersto deter fish passage. These systemshave not been tested on Asian carpbelow dams, and the research is neededto assess the technology’s efficiency atreducing fish movement beyond the sys-tem. Bio-acoustic fish fence (BAFF) tech-

nology was invented and has been usedin Europe, by the United Kingdom com-pany Fish Guidance Systems, LTD(FGS). This company’s technology hasbeen chosen for testing in the down-

stream approach to the lockchamber at Barkley Dam inKentucky. The Nashville District

and Research and Develop-ment Center (ERDC) of theU.S. Army Corps of Engi-neers (USACE), U.S.G.S.,USFWS, USEPA, U. ofMinnesota, FGS, TennesseeWildlife Resources Agencyand Kentucky Departmentof Fish and Wildlife Resources arecombining funding, technology or staffto construct a research plan that shouldput a BAFF system in the downstreamapproach to the lock chamber in early2019. The extent of Asian carp movement

from the tailwater into the reservoir willbe assessed using multiple techniquesincluding an existing and expandingtelemetry receiver array. Tests for the BAFF were initially

projected to begin this month; however,significant structural modifications will

be required to protect the BAFF fromlarge, heavy debris that would be pushedor pulled through the lock chambers, de-laying the project until early 2019. The BAFF will be deployed in the

downstream approach of the Barkleylock chamber. The additional time untildeployment will also allow for variousaquatic community samples to be takenand assessed to satisfy permit require-ments for all projects that may affect thebiota or the USACE’s operational proce-dures for recreational and commercialpassage through the locks.
