Theory of Action defines how Dallas ISD works

Systematic approach that rests on organizational philosophy

TOA scripts the path from

vision to goals

rooted in shared

philosophy and beliefs

The Dallas ISD theory of action is Managed Instruction with

Earned Empowerment

Theory of Action Spectrum

Three main theory of actions seen in districts across the country

Managed Instruction• Tightly controlled, scripted

curriculum and instruction

• Same content, taught at

the same time in the same

way

• Little to no educator

autonomy and room for

innovation

Managed Instruction with

Earned Empowerment• Strikes balance from

extremes

• Rests on a managed

foundation but provides

flexibility based on

performance

Performance

Empowerment• Nearly all decentralized

• Each campus makes

separate decisions about

curriculum and instruction,

operations, etc.

• Schools and school

leaders face super high-

stakes accountability

Tightly Controlled Loosely Controlled

Managed Instruction with Earned Empowerment

Establishes best-practices foundation for all with autonomies based on results

Managed Instructions with Earned Empowerment benefits…

How does Managed Instruction with Earned Empowerment work?

1. Managed foundation: Every school begins with the managed foundation for instruction and

operations, which is best-practice instruction and legal requirements

2. School performance ratings: Every year, schools are rated according to the School

Performance Framework using a whole child approach, which rates schools in one of five

categories (accomplished, breakthrough, competing, developing, focus)

3. Flexibility and empowerment: Based on ratings, school’s earn autonomies from the

managed foundation, allowing schools to innovate & explore alternative methods and models

Managed Instruction with Earned Empowerment

Tying the theory of action together

Determines schools’ ratings

Quantifies belief system on what

matters most (e.g., growth)

Measures campus performance

according to beliefs

Provides flexibility to campuses

based on performance

Embodies belief system that flexibility

motivates leaders

Only possible when foundation of “tight”

is clear
