report upon the condition of y0ur schools .

In the administration of our public schools , th e elec

tor s of th e d istrict as voters , you as board members , and

myself as a superintendent are working under an entirelydiff erent statute than in past years . Th e act of ou r last

legislature,entitled “ An Act in Amen dment of’

This statute requires us to maintain standard elemen

tary schools for thirty six weeks each year in suitable andsanitary buildings equipped with a pproved furniture ,books

the care of the health and physical welfare of all the pupils .’

For years your high school pupils have attended the

Nashua H igh S chool and your school district h as paid a

Su m per pupil for their tuition at Nashua,a sum

now below-

the actual expense to that city . As long a s our

friends across the river are willing to continue this gener

ous arrangement,there can be no serious obj ection on your

part . Besides this,in recent years

,your pupils gr aduating

fromyour eighth grade have entered the last year of theNashua Junior H igh and the district has paid their tuition .

Such a plan will have to be followed next September . In

Nashua,however

,in accordance with the state program

,

many of the pupils next September will enter the two year

junior high school directly from the Sixth grade,complet

ing the elementary school program in eight year,as our

pupils must do in the future .

I am of the opinion,for several reasons

,that the H u d

son schools should do the work of the elementary program .

including all of the junior h igh school work. Certainly, -if

you are to continue sending your pupils to the second "year

of the Nashua Junior H igh,you must send them over there

at the end of the seventh year in order to comply with the

regulations of the state board .

In consultation with S u perintendents Fassett andNoyes

,I have mapped out a program of studies for a junior

high in H udson which will admit your pupil s, provided thework is well. done , to the Nashua H igh or Ju nior H igh . in

a n y course in parallel grades . Th e studies of this pro"

in wages, _the several school districts should protect them

s elves by raising an emergency fund,to be used only in

event of the state appropriation proving insufficient , that

they may be able to meet such an added expense I b el ieve

for them even if they have to tax themselves beyond the $5per $ 1 ,000 of assessed valuation .
