On behalf of the Board of Directors of AIRC, I am very pleased to welcome you to our third annual conference.

In the two years that have passed since we first gathered in Miami, AIRC has grown rapidly and evolved into a strong and highly recognized force for change in U.S. higher education. The commitment of you, our members, to quality and professionalism in the use of agency based recruitment has impressed government agencies and association executives as well as a broad range of leaders in higher education institutions and partner agencies. We are pleased that many of those associations and agencies have chosen to join us this year.

AIRC is above all a community of individuals who care about students and student mobility. The third annual conference is an opportunity for members of the community to continue to get to know each other and share ideas.

Understanding the Benefits of Conditional Admission as a Recruitment ToolTarget Audience: AllThe session will discuss how offering a conditional admission to students who lack the required language proficiency can be an effective, low-cost way to expand an institution’s applicant pool without affecting admissions standards. We will explain why offering conditional admission can help increase applicants from various countries. Agency members will have the opportunity to share feedback on the need for conditional admissions in their markets. Institutions will learn how to design and implement a conditional admission policy and procedure and what challenges to consider. Agent Management 2.0: Lessons Learned from Managing an Agent NetworkTarget Audience: Institutional MembersThe University of Cincinnati began working with commission-based agents in 2006. After five years of working with agents in a variety of countries, UC has faced several issues and had many successes in regards to agent management and international enrollment. This

roundtable discussion will provide an opportunity for universities to discuss challenges and solutions in managing their agent network while accomplishing international enrollment goals. UC’s leaders in agent management and international enrollment will share “lessons learned” from the past five years of active agent management. Relationship Management in your Recruitment Distribution Channel to Create Innovation and SuccessTarget Audience: AllAs the business of international education matures to meet the needs of an ever increasingly savvy student population, the way in which we view our traditional student recruitment channels must also change. Many institutions suffer from poor results because they only rely on a limited range of building blocks or build their processes and partnerships poorly with short-term vision. When institutions combine good agent selection and management, good partnerships with intermediaries and accreditation authorities, good business processes and first class technology it allows them to lift their results significantly without adding to expenditure. The panel will provide views on the topic from the perspective of an institution, an agent, a technology provider and an agency networking organization.

Building Trust & Transparency: Tools Available to Build Positive University–Agent RelationshipsTarget Audience: All This session will review options available to manage the international recruitment and enrollment process, identifying how greater trust and transparency can be achieved. Included is a video of a group of international graduate students and their experience working with agents and choosing a U.S. school as well as results of recent surveys on both student experience and university recruitment practices. The session will also identify the strategies and digital tools available to maximize success given different priorities and budgets. E-brochures for International MarketingTarget Audience: All This session will outline the process of implementing an electronic brochure (e-brochure) at a mid-sized, public institution. We will discuss the transition from hard copy marketing material to an online format, the nitty-gritty details of actually writing and creating the material, getting creative with our work force (including the use of students), going live, tracking use across the globe, and translating the material into 8 languages for use by partners, both institutions and agents. The Knight Review-Implications for the U.S. Higher Education CommunityTarget Audience-AllThis session will review the recommendations of the Knight Review which is the first Australian government review to consider the Australian Student Visa Program in the broad context. The Next Stage in Corporate Social Responsibility:The United Nations Global Compact, Educational Institutions and International RecruitmentTarget Audience: AllThe United Nations Global Compact is an eleven year old global initiative created by the UN under the leadership of Kofi Annan. The UNGC is intended to establish a new normative framework for global corporate social responsibility, and has now been embraced by thousands of companies and organizations around the world. The UNGC is based on 10 universal principles to which participating organizations commit. These principles fall into four broad categories: Human Rights, Fair Labor Practices, Environmental Responsibility and Anti-Corruption.Since 2010, a global working group headed by Mitch Leventhal has been developing a framework for educational institutions to adopt the UNGC principles in the same manner that corporate participants already do. This framework is now being piloted and will be launched in May, 2012 at the Rio+20 conference in Brazil. The UNGC provides a means for AIRC member institutions and agencies to take broader leadership in the movement for global corporate social responsibility. Our VisionAIRC was conceived and created by accredited U.S. colleges and universities as a 501(c)(3) non-profit Standards Development Organization in order to address known deficiencies in the higher education marketplace through the adoption of ethical standards. Such standards are used successfully by a range of associations concerned with the intersection of business and professional practice.

AIRC believes that international students considering a U.S. education make an investment not only in their future, but also in the future of U.S. interests when they return home, mature, and build new business and diplomatic partnerships. AIRC believes these students’ investment decisions should be made with the most in-depth knowledge available to ensure the investment is sound and objective. AIRC also believes that the internationalization of U.S. institutions of higher education is a vital step to their educational missions. This process is best served by attracting students from other countries who are well matched to the institution and whose expectations are met by transparent knowledge of the institution’s strengths and weaknesses. Few institutions have the staff or budget to adequately perform this role; therefore in-country agencies with recognized standards and practices are critical to realizing this mission. Agency compliance with AIRC standards make it possible for institutions to choose agencies that have adopted these recognized standards, are well trained on all aspects of U.S. higher education, and have consented to periodic external review as part of a comprehensive certification process. AIRC professional development processes ensure that both agents and institutions can collaborate in ways which enhance the interests of the students while meeting the goals of both institutions and agencies.

They have demonstrated that the creation of recognized and ethical standards in the recruitment agent industry is a highly effective means of ensuring an enduring match between students and institutions and that students are treated honestly and with respect, thereby improving both student mobility and the productivity of the educational process.

Our MissionAIRC is a non-profit organization controlled by accredited United States educational post-secondary institutions. The purposes of the organization are to • Develop standards of ethical practice pertaining to recruitment

of international students to American educational institutions, such standards to address two constituencies: educational institutions and student recruitment agents;

• Develop best practices and training to assist overseas student recruitment agents and institutions themselves to better serve both students seeking admission to American educational institutions, and

• Establish a framework through which participating agents can have their practices certified.

• In addition, the organization may undertake other activities as are necessary to accomplish its goals.
