Dear Third Ward Resident, As I hope you have seen around the 3rd Ward, my office has designed and ordered special "Clean Up After Your Dog" signs for residents to place on their property. These signs are FREE to residents and can be picked up in my office at 5046 S. State. I believe this friendly reminder to all the dog lovers out there will go a long way in helping keep our community clean. Speaking of that, the Chicago Department of Streets and Sanitation has implemented a program for yard waste debris collection across the City. Please call 311 to request separate bagged yard waste collection. Bags can be left in the alley or at the curb, outside of your black or blue carts. Yard waste should not be throw into the recycling cart as it can contaminate the recycling stream. For more information on yard waste collection, please go to www.cityofchicago.org/ streetsandsanitation. The City is doing what it can to keep our community clean. Besides the "Clean Up After Your Dog" signs and yard waste collection program previously mentioned, we are in the process of mowing all of the vacant lots across the ward, sweeping the streets, cleaning city property and ticketing individuals who are in violation of the City's Sanitation Code. If you would like to help, the City can supply cleaning tools and schedule pick up of your bagged garbage after your "Clean and Green" event. 3rd Ward Parade of Homes Ribbon Cutting On May 31st, Alderman Dowell was joined by the developers of the 3rd Ward Parade of Homes initiative and officials from the Department of Planning and Development for a very special ribbon cutting ceremony that officially launched the next phase of the project - selling these beautiful homes!! The four new market-rate, single-family homes were built on the 4500 block of South Prairie Avenue on formerly city-owned property. Thank you to everyone who made this day so special. The Parade of Homes project will continue with the goal of developing 42 additional linked city-owned lots, returning these properties to productive use. 3rd Ward Town Hall Meeting Join Alderman Dowell for an important Town Hall Meeting on Wednesday, June 13th at 6:00 pm at PianoForte (1335 S. Michigan Ave.). At the meeting Alderman Dowell will host the developers of the former Ickes site at Cermak Rd. and State St., two other potential developers in the South Loop, Chicago Public Schools, and the 1st District Police. We will also be briefly discussing parking and traffic in the South Loop. Learn about what is happening in your neighborhood!

Shred-a-Thons Alderman Dowell is partnering with State Senator Mattie Hunter (D-03) to offer two free paper shredding events in the 3rd Ward. The first is Saturday, June 16th from 1:30 to 4:30 pm at the 3rd Ward Public Service Office (5046 S. State). The second is on Wednesday, June 27th from 1:00 pm to 4:00 pm at Second Presbyterian Church (1936 S. Michigan Ave.). Please join us to de-clutter your house and safely dispose of any sensitive paper documents you need to get rid of!

3rd Ward Gets New Police Officers; ShotSpotter Continuing her commitment to improving public safety in the 3rd Ward, Alderman Dowell was happy to be joined by Mayor Rahm Emanuel, Police Superintendent Eddie Johnson, Public Safety Committee Chairman Ariel Reboyras and 2nd District Commander Crystal King-Smith at the 2nd District Police Station (5101 S. Wentworth Ave.) to announce an increase in police manpower for the districts that serve the ward. At the event, it was announced that the 1st District will receive 10 new probationary police officers, the 2nd District will also receive 10 probationary police officers and the 9th District will receive 10 police officers. This is in addition the dozens of new police officers already assigned to the 1st, 2nd, 7th and 9th Districts over the last year.

Furthermore, the 2nd District has received "ShotSpotter" technology and a Strategic Decision Support Center, which will work together to run crime analytics software to assist police in stopping crime before it starts, identifying criminal activity and apprehending suspects. This is part of a larger district-wide strategy to allow the police to be more predictive and proactive in their policing strategies. So far this year, districts equipped with a Strategic Decision Support Center have seen an average of a 26% reduction in crime, outpacing the also outstanding 22% citywide reduction in crime. However, Alderman Dowell realizes that while policing is a vital part of public safety, a lot needs to be done to restore trust between the police and the community. That is why Alderman Dowell co-sponsored multiple ordinances to reform policing in the City of Chicago and insure that her residents are part of this important discussion about the future of policing.

CPS Invests in Science Labs Chicago Public Schools has announced a $75 million investment that ensures every high school in Chicago will have a state-of-the-art science lab by 2021. More than 80 schools in neighborhoods throughout the city will get major capital improvements. This new investment will not only provide students with the tools they need to succeed, but it also means that all Chicago's students will have high-quality places to learn and practice science. Specific additional details regarding this investment in each school will be provided but is not available at this time. The following schools in the 3rd Ward are scheduled to receive a new science lab: Bronzeville Scholastic Institute, Chicago Military Academy High School, Phillips High School, Williams Prep School of Medicine and Ray Graham High School.

Dowell Attends Community Meeting on Civilian Police Oversight Alderman Dowell, as part of her outreach effort on police reform, attended a public meeting to discuss the four ordinances under consideration by the City Council to create civilian oversight of the police department. At the meeting, it was clear that there was frustration with the way the meeting was organized but support was voiced for the Civilian Police Accountability Council model and the Grassroots Alliance for Police Accountability model. Some 3rd Ward residents showed attended and two of them spoke out on the various models.

South Side Community Arts Center Approved by Chicago Landmarks to be a Part of the National Register for Historic Places The Program Committee of the Commission on Chicago Landmarks approved the recommendation of the National Trust for Historic Preservation to designate the South Side Community Art Center located at 3831 South Michigan in the 3rd Ward to be placed on the National Reg-ister for Historic Places. Approval by the State is next and the last hurdle is the National Park Service. Alderman Dowell was proud to speak in favor of the designation as the Center continues to be a place for Black artists to present their talents and a gathering place for the community to learn and discuss important matters. Congrats to Masequa Myers, Executive Director for her leadership in moving the SSCAC forward and to Carolyn Brackett, Jennifer Sandy and Mary Lu Siedel of the National Trust for documenting the tremendous history of the Center which opened in 1940.

2018 City of Chicago Senior Awards In commemoration of Older Americans Month, Alderman Dowell joined Mayor Rahm Emanuel for the 2018 Seniors of the Year Awards, hosted by XS Tennis right here in the 3rd Ward! Leola Lewis is the 3rd Ward honoree this year. Ms. Lewis was recognized for her outstanding service as a community organizer and for her role on the Tenant Council of her building. She was joined by Leo Lewis (father), Ella Mae Lewis (step mother) Ella Lewis-Rush (sister), Christian House (grand daughter), Stephanie Ford (sister), Olinda McKinley (god sister), and 102 year old god father Lester Goodman, who was a recipient of the same award in the mid 1980's. Congrats Leola!

Project SYNCERE ENpowered Games Project SYNCERE (Supporting Youth's Needs with Core Engineering Research Experiments) is a non-profit organization designed to encourage disadvantaged students grades 1-12 to pursue of careers in STEM(Science, Technology, Engineering and Math) fields. Founded in 2008 by three African American men who recognized the lack of diversity in the fields of engineering and financial management, Project SYNCERE helps students discover a pathway to post-secondary education while increasing their interests in STEM and improving their critical thinking and problem-solving skills. Project SYNCERE hosted its 1st Annual ENpowered Games, a Middle School Engineering Competition on May 25th at the Museum of Science and Industry. It's the first competition of its kind bringing together 400 of the best and brightest underrepresented students from 16 schools across the city. Students will work in teams to solve a series of mechanical and electrical engineering design challenges to determine which team and school will reign supreme. Participating schools and communities include:

Minnie Riperton Apartments Gets Renovated In order to improve the quality-of-life for senior residents of the building, the Chicago Housing Authority has renovated the apartments and community spaces in the Minnie Riperton Apartments. Please join Alderman Dowell and residents in thanking CHA CEO Eugene Jones for investing in the renovation. At the event, Alderman Dowell was able to speak with many of the building's residents and they very happy with the end results of the renovation. Kudos to Ms. Whatley for organizing a fun re-dedication celebration for everyone.

New Business - Starbucks Alderman Dowell has received notification that a new business, Starbucks, has applied for a license to open at 111 E. Cermak Rd, on the first floor.

Greater Grand Mental Health Center Hosts Open House In it's continued commitment to providing for the mental health needs of it's resi-dents, the City of Chicago's Greater Grand Mental Health Center hosted an open house on Wednesday, May 30th from 10:00 am to 2:00 pm a their facility in the Martin Luther King Jr. Center (4341 S. Cottage Grove Ave.). Many people are unaware of the many services provided at the King Center, including mental health services, and this open house was used to ensure that residents who may need wraparound services know where they receive them in their community. April 2018 Streets and Sanitation Requests Bee Library Update The Chicago Bee Library (3647 S. State St.) has been undergoing extensive renovations. The scope of the project includes the complete renovation of first floor including: new flooring, paint, ceiling tile, lighting and creating the YouMedia room. The work also includes: expanding the library program to the second floor to create an adult area and relocating the community room. Lastly, the renovations will perform a "white-box" build-out of the 3rd Floor and upgrades, as well as repairs to façade, roof, fence and parking lot. The project was expanded to include a new staircase on north side of the building and a new storefront which will tie both buildings together and create a more inviting and

modern facade. Currently, construction is around 65% complete and following activities are underway: State St. façade restoration, new finishes, electrical outlets, ceiling grid and lighting fixture installation in-progress. Circulation and self-service stations/desks are in fabrication. The library is scheduled to reopen in

ARIS Outdoor Lighting at Beethoven The ComEd Aris Outdoor Lighting Project is slated for installation at Beethoven Elementary School just in time summer classes. This project is a part of the Community of the Future initiative in Bronzeville and aims to improve the lighting near the CPS campus in cooperation with CHA and the designated Safe Passage Route. the 2 Units will be located at the southwest Corner of 47th Street and State Street. Pictured is a visual example of Aris Units nearby at IIT.

Chicago Teachers' Pension Fund Update The 3rd Ward is home to 579 Chicago Teachers' Pension Fund (CTPF) members, made up of 438 active/inactive members and 141 annuitants. The economic impact of these pension benefits of in the 3rd Ward alone is over $12

million. CTPF educators do not contribute to Social Security during employment and must pay for their own health insurance when they retire. The CTPF's funding ratio is on track to me 90% funded by the year 2059.

Troubled Business - Five One Food Mart The Department of Business Affairs and Consumer Protection has performed an inspection of the Five One Food Mart at 51 E. 51st St. on May 16, 2018. At the inspection, the City issued six (6) citations for offering for sale outdated merchandise mixed with non-outdated merchandise. The owners are scheduled to be in court on these citation on July 13 at 11:00 am

Chicago Releases Summary of the FY2019-21 Area Plan on Aging The FY2019-21 Area Plan on Aging is the comprehensive guide to the City's programs and policies that affect seniors. A copy of this summary is available at www.cityofchicago.org/familysupportservices. Contained in the report are agency highlights and programmatic plans for the future of the Department of Family and Support Service's work for seniors. Among the highlights are the City's work on abuse, neglect and exploitation of seniors, the Senior Advocacy Program and Domestic Violence Services, Case Advocacy and Support, Benefits Check Up, the Senior Health Insurance Program Integration Grant and the Well Being Task Force. Priority issues to be addressed in the coming years include: providing better social/nutritional services for seniors, enhancing the existing community-based services delivery systems to address social isolation among older adults, helping older adults age in place through the Village Interdependent Collaborative model, and offering more effective and efficient existing direct services from the Department of Family and Support Services.

Dowell Co-Sponsors Ordinance to Ban Salary History in Hiring Process Alderman Dowell has supported an ordinance that bans City departments from screening job applicants based on their salary history. This ban would extend to workers for companies that receive City contracts. This ordinance would help close the gender pay gap by eliminating an employer's ability to pay less for employees, in particular women applicants, because of lower salaries from previous jobs.

Dowell Joins Colleagues to Rename Balbo Dr. as "Ida B. Wells Drive" Italo Balbo was an Italian aviator, fascist organizer and marshal in Mussolini's air force. He was honored with the renaming of 7th St. for his 1933 Rome to Chicago transatlantic flight during the Century of Progress World's Fair. Alderman Dowell has joined dozens of her colleagues in City Council to rename Balbo Drive to Ida B. Wells Drive in honor of the local African-American journalist, educator and women's suffrage leader. Ida B. Wells is a revered leader in Chicago's history and is well deserving of this honorarium, not a pro-fascist aviator.

Alderman Dowell Works to Strengthen Diversity Protections in City Contracting While existing Minority Business Enterprise/Disadvantaged Business Enterprise requirements are in place for City of Chicago contracts, Alderman Dowell is pushing to strengthen these protections to ensure City contract funds are disbursed equitably and everyone can receive their fair share of City-sponsored work. This ordinance would add bid incentives to City contracts based on the percentage of management and workforce for the bidding company that is diverse. Meaning the more diverse the company is, the greater the bid incentive the company receives when bidding on a City contract.

Expungement Summit and Ex-Offender Job Seminar If you have been touched by the criminal justice system and would like to apply to have your record expunged or sealed, The Honorable Dorothy Brown, Clerk of the Circuit Court of Cook County is offering an opportunity to clear your criminal record. The application, preparation and filing only applies to incidents that occurred in Cook County and can include: Adult felony and misdemeanor expungement - $120 per petition + mailing and copy fees Adult felony and misdemeanor sealings - $120 per petition + mailing and copy fees Juvenile record expungement - NO FILING FEES, ONLY MAILING AND COPY COSTS Clemency and certificate information Be sure to bring your criminal history documents with you to the event. If your conviction was a result of a drug offense, drug test results are required. You can get a drug test at ACCU Lab Medical Testing, 2600 S. South Loop Event Parking Restrictions Parking restrictions are in place for the South Loop from Roosevelt Road to Cermak Rd. from Lake Shore Drive to Clark St. during all Chicago Bears football games and many other Soldier Field events, Wintrust Arena events have been removed from the parking restrictions. Vehicles parked in the South Loop w ithout a valid South Loop Event Parking Pass, South Loop Event Guest Pass or Residential Permit Parking pass (for Residential Permit Parking Streets ONLY) are subject to ticketing or towing. Chicago Park District Day Camps The Chicago Park District is currently planning for another fun summer in the parks. Their traditional 6-week day camp will run June 25 - August 3, 2018. Online registration for gymnastics centers begins April 24 at 12 pm. In celebration of Special Olympics' 50th anniversary, the day camp theme, "Unified: We Choose to Include" reflects the Chicago Park District's enduring commitment to provide inclusive recreational opportunities for every community throughout Chicago. CPS Student Safety Announcement In order to best protect CPS students, the Chicago Board of Education asked an independent, outside expert to review all of CPS' practices, policies and procedures for addressing instances of alleged sexual misconduct, harassment or abuse. Maggie Hickey, former Assistant United States Attorney and the Illinois Executive Inspector General, will lead that top-to-bottom review. In addition to this review, CPS is taking several immediate steps to strengthen staffing policies, particularly with regard to background checks, investigations and training. These include background checks for all current employees on a periodic basis, developing a standard framework for investigating reported incidents, set new policies to report inappropriate staff-student relationships, the hiring of at Title IX officer, establishing a centralized eligibility process for all athletic coaches and to work with principals to conduct an audit of all school volunteers. ParkChicagoMap App Helps Find Open Parking Spots ParkChicago has launched a new app that shows the availability of Chicago's 36,000 metered parking spaces throughout the city - for free! With ParkChicagoMap, users can navigate to a desired location or address on their phones. The app will show you the likelihood of finding a parking spot within a four-block square radius of the address. The app also shows the hours of operation of the spaces, the cost of the spaces, how far the destination is from your location, directions and the ability to search by destinations, addresses and designate favorites.

Trees and Compost from the MWRD The Metropolitan Water Reclamation District of Greater Chicago is offering FREE Burr, Pin and Swamp White Oak saplings and selling compost. If you would like a free tree visit the water reclamation plants every Wednesday from 9:00 am to noon from March to October to pick up your free sapling. CSBG Scholarship Program Community Services Block Grant (CSBG) scholarships are now available for post-secondary education at an accredited institution of higher education or vocational training int he State of Illinois for the 2018-19 academic year. The CSBG Scholarship Program offers financial aid ranging from $500 to $3,000 for income-eligible residents of the City of Chicago who demonstrate academic achievement, career potential and educational motivation. Candidates must submit a complete scholarship application with all required documents and provide proof of residency and income eligibility. 2018 Summer Multi-Sports Camp Join the Chicago Park District at Phillips High School (244 E. Pershing Rd.) for the Multi-Sports Camp featuring football and girl's basketball. This camp, open to elementary school boys and girls ages 9 to 13, is designed to offer a fun and safe environment where campers will get an opportunity to learn the general knowledge of football and basketball through drills and competitions. The camp runs from June 25th through August 3rd. Session I goes from 9:00 am to 11:30 am, Session II starts at 12:30 pm and ends at 3:00 pm. Breakfast and lunch is provided. The cost is FREE. Fab Lab Summer Camp Hosted by the Museum of Science and Industry, campers will explore, discover and re-imagine their world by designing and making their own unique projects. Each morning, campers will be introduced to new fabrication techniques in 3D printing, laser cutting, vinyl cutting, computer-controlled milling, digital embroidery and more. Each afternoon, campers will apply what they learn to make their ideas real. 3rd Ward Participates in Help-a-Hero Homeless veterans throughout Chicago need your help. The City of Chicago and Jewel-Osco are collecting new, store bought, household items for distribution to veterans transitioning out of homeless. We're asking all Chicagoans to consider purchasing personal hygiene, kitchen and cleaning or bathroom and miscellaneous items to support the brave men and women of our armed forces. Donations can be dropped off at the 3rd Ward Public Service Office at 5046 S. State, at any Jewel-Osco or at select Chicago Park District locations. HRDI Problem Gambling Program HRDI Problem Gambling Initiative Program provides individualized treatment for individuals struggling with gambling problems. Treatment is offered in a group or individual setting, depending on your needs with board certified gambling counselors who are authorized to assist with self-exclusion enrollment or removal. Their goal is to provide intervention, recovery support and treatment services to individuals with substance and/or gambling abuse, as well as, community intervention services to schools or local organizations. The services will work to meet the needs of individu-als with gambling abuse and the families that have been impacted by gambling abuse. By providing a safe and healing environment for our clients and their families, they can recover from the negative effects of gambling addiction and learn to maintain a lasting, comfortable and healthy lifestyle. Grant Application Process - Now available Online! We are excited to offer a new tool to make it easier for clients to apply for grants! Clients now have access to a new online option to apply for select NHS administered grants. Grants currently available include:

Target Block grant, which covers exterior home repairs; and

Micro Market Recovery Program Targeted Areas grant, which is for energy efficiency related repairs to help home-owners save on their energy bills Clients can review eligibility criteria, input their address and view a map to confirm they live within the program-defined boundaries for the grant. Rebuild Foundation Artisan Entrepreneur Program How does an artist build a profitable practice while maintaining creative capacity? The Artisan Entrepreneur is a free ten-week program for Chicago South Side and surrounding area artists and makers, working in all mediums, who are looking to grow their practice into a sustainable business, located at the Stony Island Arts Bank. This program is supported by JPMorgan Chase and hosted in collaboration with the Urban Business School. Jackson Park Yacht Club Sailing Scholarship The Open Horizons Youth Sailing Program which will target low-income, minority, at-risk children and youth ages 8-18, will teach leadership, teamwork and conflict resolution skills through sailing. The program will run from June to August and will consist of five sessions of two weeks each. Classes will be held Monday to Friday from 9:00 am to 3:30 pm. Instruction will take place in Jackson Park Outer Harbor in Lake Michigan and will include both classroom and hands-on on-the-water activities.
