What is Safety Culture?
The safety culture of an organisation finds expression through the complex relationships between people, systems, knowledge and leadership. In essence, it is “how things work” and “what is impor-tant” that gives us “the way we do things around here”.
It is the safety culture of the organisation that influences the deployment and effectiveness of the safety management system, the work environment and underlying perceptions, attitudes and behav-ioural practices of employees at all levels.
Totally 44 members participated in the workshop from across the SCO region to enhance the safety & environment culture.
The welcome address was made by Mr.Ennarasu Karunesan, Director & CEO, DPW Chennai. He thanked Capt.Ankit for having initiated /mooted the novel idea of organizing this innovative workshop at Chennai and he also thanked Capt.Anil, Mr,Andrew, Mr.Nabil and Mr.Charles for having taken the effort of coming down for this workshop at a very short notice.
Opening address was made by Capt.Anil Singh wherein he welcomed Mr.Andrew and his team who despite a very short notice, spared their valuable time to come all the way to India to conduct this workshop. He mentioned that regrettably, 2011 has been a challenge for the Subcontinent in terms of performance in Safety and here he referred to the two fatalities in quick succession even before reaching the half way mark. Apart from these two fatalities, one of our colleagues Sunder Rajan was grievously hurt in which his right arm had to be amputated. We had other incidents where lashers were injured due to falling twist locks. Then, there was a recent accident at NSICT where an RMQC, one of our most important life lines for business sustained damage and had to be put out of action .
Time has come when we need to do a comprehensive health check-up of our region with regard to safety. As a start point, we decided on S&E Workshop and that is how we are all gathered here today. As participants, we purposely chose to have a team of key people from QHSE, Operations and Engi-neering because Safety is teamwork and you all have to drive this together.
The first session was addressed by Mr.Andrew Adam wherein he stressed on 4 topics—
Performance: What we know, Perception: What we believe, Root Causes: What the problem(s) are
& Action Plan: How we can improve. He mentioned that safety management ultimately aims to
prevent harm to people. Lag indicators are direct measures of this harm, while lead indicators measure things that are in some ways precursors to harm.

Analysis of the 8 fatalities in the SCO region were described and mentioned as under:
• All fatality activities had a risk assessment completed,
• 7 of the fatality activities had a procedure in existence,
• 6 of the fatalities were caused by “struck by vehicle” and remaining 2 caused by “struck by
container”
• 6 of the fatalities occurred during night shift,
• Of the 6 fatalities struck by vehicle 4 were contractor related and 2 employee related and
• All 4 contractor fatalities occurred on night shift.
The second session was addressed by Mr.Nabil, the core issue he focused was on “Perception - what
we believe” and on patterns of improving safety. He underlined the following and explained on:
Clarity: Clear strategic direction, principles and expectations.
Commitment: The strategy and expectations are measured and continuously monitored by
the leadership team with an emphasis on sustainability.
Capability: The competency required to achieve sustained performance is engaged.
Consequence: Responsibility and accountability levels are consistently administered.
Care: Increased understanding and trust ingrains safety into how we do business.
He also addressed on the topic - “Root causes— what the problems are”, The main identified root
causes are Incident Reporting,, Quantity of reporting, Quality of reporting, Contractor management,
Direct contractors, External truck drivers, Vessel conformance, Identifying appropriate corrective ac-
tion(s), Traffic management, Systems & Risk management system.
He concluded with stating a ANZ quote : The first step to sustainably improving our
safety performance is not a question of more resources, new tools or different jargon; it is a simple
question of appropriately targeting what we want to focus on and learn from.
The final session was addressed by Mr.Charles, who lucidly explained on the various factors impacting
our environment and what measures we need to undertake to reduce our carbon foot print.
