Policy and Planning Department Recommendation: That the GVRD/UBC Joint Committee: a) advise on UBC’s proposals on the future use of the UBC Farm and determine the implications for the UBC Official Community Plan; b) evaluate the merits of requesting the Agricultural Land Commission to include the UBC farm in the Agriculture Land Reserve following the assessment of the implications for the UBC Official Community Plan; and c) advise the Metro Vancouver Board and UBC Governors on how the two organizations might work collaboratively to support and enhance UBC Farm as a regionally significant asset providing broad-based educational programs, community involvement, and research in cooperation with Metro Vancouver’s Sustainability Academies.

3. DELEGATIONS 3.1 Matt Filipiak, Friends of the Farm

Matt Filipiak, Friends of the Farm, emphasized that the UBC Farm is an integral part of the campus and the broader community. He noted that 14 Faculties participate in farm-integrated academic activities, and that the farm’s activities utilize 12 hectares. Comments were also offered on the Main Campus Plan workshops in terms of their impact on the UBC Farm, and on the importance of consultation with farm users. The Committee was requested to acknowledge the function of the UBC Farm site, clarify the scope and size of the farm site, and clarify how public input will shape the UBC Farm in the long term. Presentation materials were distributed at the meeting and are retained with the April 16, 2008 GVRD/UBC Joint Committee agenda package.

Agenda varied Pursuant to Item 1.1, the agenda was varied to consider Item 5.4 at this point.

5.4 Review of the Wesbrook Place (South Campus) Neighbourhood Plan

Report dated March 28, 2008 from Joe Stott, Director, Campus and Community Planning, University of British Columbia, updating the GVRD/UBC Joint Committee on the commencement of a planning process by Metro Vancouver and UBC staff that would examine the opportunity to revise the South Campus Neighbourhood Plan. Members were updated on the Westbrook Place development, and assured that the plan would take into consideration the UBC Farm. Discussion ensued with respect to the following: • impact of delays in the planning process on the development; and • public participation in the planning process, generally and also specifically

with respect to the UBC Farm.

Agenda varied The order of the agenda resumed, with Item 3.2 before the Committee.

3.2 Diane King

Diane King expressed concerns with the UBC Fall 2007 Transportation Status Report, particularly in terms of a discrepancy in the report related to truck traffic that is different from information in the transportation study. Members were informed that no mention of targets or distribution of trucks appears in the report, but were reminded that 77% of truck trips were on SW Marine Drive when 50% is the target. Discussion ensued with respect to reviewing the report in terms of truck targets, and to a recent meeting of the SW Marine Drive Residents Association, attended by Stephen Owen, Vice President External, and Nancy Knight, Associate Vice President, Campus and Community Planning, UBC.

5.1 Metro Vancouver Referral Regarding Review of the South Campus Neighbourhood Plan Report dated March 20, 2008 from Tina Atva, Electoral Area Planner and Administrator, Policy and Planning Department, updating members on the planning process related to the South Campus Neighbourhood Plan. 5.2 Metro Vancouver Referral Regarding UBC Farm Report dated March 20, 2008 from Tina Atva, Electoral Area Planner and Administrator, Policy and Planning Department, informing members of a Land Use and Transportation Committee resolution in respect of public input for the UBC Farm. It was MOVED and SECONDED That the GVRD/UBC Joint Committee receive for information the report dated March 20, 2008, titled “Metro Vancouver Referral Regarding UBC Farm”.

CARRIED 5.3 UBC Fall 2007 Transportation Status Report

Report dated March 25, 2008 from Joe Stott, Director of Planning, UBC Campus and Community Planning, providing an update on the transportation commitments in the UBC Strategic Transportation Plan and the UBC Official Community Plan. Richard Drdul, Transportation Planning Consultant, provided an overhead presentation describing travel patterns and trends for trips to and from UBC over the last 10 years, and summarized factors affecting each mode of travel: transit, automobile, bicycle, pedestrian, and heavy truck. Discussion ensued with respect to heavy truck targets and truck management plans to mitigate impacts of heavy truck travel from construction projects. Members identified that 77% of truck trips are on SW Marine Drive which exceeds the 50% target. City of Vancouver staff, Mr. Jerry Dobrovolny and Mr. Lon Leclaire, joined the discussion and noted that the City requires trucks to use the shortest designated truck route between the truck origins and destinations and the construction sites. City staff also noted that other truck routes on the west side of Vancouver, such as West 41st Avenue, also have large bus volumes. UBC staff noted that South West Marine Drive is the shortest designated

truck route for the majority of origins and destinations for trucks associated with construction activity at UBC. Request of Staff UBC staff were requested to provide an interim update to the next Joint Committee meeting on ideas being explored to mitigate truck traffic impacts. It was MOVED and SECONDED That the GVRD/UBC Joint Committee direct staff to clarify the conclusion of the report dated March 25, 2008, titled “UBC Fall 2007 Transportation Status Report” by changing the phrase “a significant portion of the heavy trucks” to identify that 54 of the 377 trucks observed were non-UBC trucks.

UBC is in compliance with, or exceeding, the housing-related targets in the OCP, and is in compliance with most of the transportation-related targets. Despite significant efforts to mitigate the number of heavy truck trips to and from campus, managing the amount of heavy truck traffic remains an issue. B. REPORT Background The Official Community Plan (OCP) is a bylaw (Bylaw 840-1996) of the Greater Vancouver Regional District (GVRD) now doing business as Metro Vancouver. The regional district Board adopted the OCP bylaw in July 1997, after three years of consultation and analysis. The OCP, which has a twenty-five year planning horizon, sets housing and transportation targets. UBC also has a Strategic Transportation Plan, which is an implementation tool for the OCP and also contains transportation targets. Each year, UBC assesses its progress against these targets and reports them to the Board of Governors, along with a general update on the status of implementation activities. The report is also provided to the GVRD – UBC Joint Committee which also monitors implementation of the OCP. The transportation results are reviewed each year with the Transportation Plan Advisory Committee which is comprised of university and community representatives from on and off campus. Previously the Board of Governors received two separate reports annually; one on the housing and community aspects of OCP implementation and another on the transportation aspects. This information will be provided in a single report in the future. Previous Board History is provided in Attachment 1. Discussion Official Community Plan One of the key steps in implementing the OCP is the preparation of Neighbourhood Plans for areas intended for more family housing. All but one of the Neighbourhood Plans is complete. The Gage South Neighbourhood Plan will be completed when the new bus terminal is nearing completion. One other area identified as a future family housing area in the OCP – the Thunderbird area north of the Thunderbird Parkade – has been largely allocated to institutional uses. While some family housing in that area could still be accommodated, the use of this area is being reviewed in the current campus planning process. Once Neighbourhood Plans are completed and confirmed by the UBC and GVRD Boards and the provincial government, UBC Properties Trust begins site servicing and land leasing activities (with the exception of Chancellor Place which was managed by the theological colleges). After technical and design reviews, each individual project is reviewed for compliance with the Neighbourhood Plan by the Development Permit Board, acting on behalf of the Board of Governors. In addition to Hampton Place, which was completed prior to the OCP, the Chancellor and Hawthorn Place neighbourhoods are complete or nearly complete. North Campus is not anticipated to experience much change in the future now that the Museum of Anthropology expansion is nearing completion. East Campus is 50% complete, and thus the majority of construction activity is now in Wesbrook Place, south of 16th Avenue. The projects in the mixed use village in Wesbrook Place are well underway. In addition to the grocery store/residential rental project due to open this summer, the restaurant/office project, MBA House student residential project and the seniors housing/retail project are underway. On February 18, the Development Permit Board approved the retail/rental residential project on the west side of Wesbrook Mall, thus completing the “high street” element of the Wesbrook Place neighbourhood. Student housing is also a very important part of the OCP’s goals and targets, and UBC has put a great deal of effort into adding student housing to campus. The Marine Drive Student Residences are the latest significant addition of student housing capacity to the campus, and the commons block for that project is nearing completion. The commons block will add valuable social space to the campus. The development of all of the UBC neighbourhoods is in compliance with the neighbourhood plans and the University’s commitments to planning targets in the OCP, including ground-oriented housing, work-

study housing occupancy, and rental housing targets. The table at the end of this section provides metrics that identify our progress as of 2008, for the Board’s information. As these targets are intended to be achieved over time, the main reason for annual reporting is to highlight areas that require additional attention rather than judging UBC’s performance as ‘pass’ or ‘fail’ against the target. Highlights of the Fall 2009 Transportation Status Report Key features of the University’s transportation objectives are to reduce travel to and from the campus overall and restrain automobile traffic as a share of travel patterns. Because the Official Community Plan was adopted in 1997, the transportation objectives are targeted against the 1997 travel patterns. The University has undertaken an analysis of travel patterns to and from the Vancouver campus every year in October since 1997. Travel characteristics are measured across five screen lines (major entry points on roadways serving UBC) to assess use of transit, private vehicles, bicycles and other modes of travel. The report also reviews campus traffic speed, intersection counts and vehicle occupancy rates. Highlights of the changes in travel patterns from 1997 to 2008 detailed in the Fall 2008 report are:

Since the fall of 1997, the daytime population at the Vancouver campus has increased 36% for a total of 57,650 Students, Faculty and Staff (full time and part time).

In the fall of 2008, transit person-trips reached 51,000 and accounted for 44% of trips to and from the UBC Vancouver campus – the largest mode share of all trips. In 1997, the number of transit trips was 19,000 per day.

More opportunities to live on campus has resulted in a decrease in the number of daily trips-per-person, which declined from 2.51 trips in Fall 1997 to 2.02 trips in 2008.

Weekly automobile volumes across the UBC/UEL screenline have decreased by 18% over the period from 1997 to 2008, compared to the OCP target of 20%. When SOV and carpool/vanpool volumes are combined, the Fall 2008 travel counts indicate a decrease of 11,000 vehicles in weekday automobile traffic volumes.

Heavy truck trip volumes exceeded the target of 300 average daily trips. An average of 552 heavy truck trips per day were observed crossing the UBC/UEL screenline in 2008. The largest share of this heavy truck volume is for dump trucks (305 average daily trips) with the peak volume occurring in June through September 2008. Note that a round trip by one truck is the equivalent of two trips.

Through management of excavated material on-campus by UBC Properties, it was possible to re-use some excavated material rather than haul it off site. Soils excavated from Wesbrook Place neighbourhood development projects, the Athletics Fields, and the 16th Avenue roundabout construction were reused, Together with topsoil processing in south campus, these activities saved the equivalent of 21,000 heavy truck trips to/from campus.

The Transportation Advisory Committee met in February 2009 to discuss the Fall 2008 Status Report. The advisory committee discussed the heavy truck traffic challenges as well as the on-street parking of U-Pass holders in nearby Vancouver neighbourhoods. Affected community representatives have documented these concerns in correspondence to the Vice President External, Legal and Community Relations. Follow-up correspondence related to the truck traffic issue is provided in Attachment 2. At their February meeting, the advisory committee passed resolutions requesting additional information to be included in forthcoming annual reports. These additional survey items were:

Items a) and b) in the resolution acknowledge that UBC is undertaking a review of the 24 hectares that include the UBC Farm and there will likely be implications for the Official Community Plan and land use designations. Item c) arises from the potential for a significant relationship between the programs associated with the UBC Farm and the development of Metro Vancouver’s Sustainability Academies. The Academies form a key component of Metro Vancouver’s public campaign to inspire the achievement of a sustainable region. The concept directly links the need for research and innovation and collaborative efforts, building on and strengthening areas of education, research, visitor services and community outreach. Metro Vancouver has identified five sustainability academies, including Colony Farm – Sustainable Food Production which already has an initial relationship with the UBC Farm. CONTEXT Background The future of the Centre for Sustainable Food Systems at UBC Farm, better known as the UBC Farm, has been the subject of considerable discussion over the past months. At its meeting of October 9, 2008, the Agriculture Committee received and endorsed a report titled “AAC Support for the UBC Farm”, prepared by the Agricultural Advisory Committee (Attachment 1). On October 31, 2008 the Board reviewed the report and the following recommendations were endorsed: “That the Board: a) send a letter in support of a long term role for the existing Centre for Sustainable

Food Systems at the UBC Farm and that in the review of the Official Community Plan for Part of Electoral Area A the land currently dedicated to the farm (24 hectares) be designated for Agricultural uses;

b) forward the memorandum dated September 19, 2008, titled “AAC Support for the UBC Farm” to the Agriculture Advisory Committees within Metro Vancouver for their information and endorsement”.

Metro Vancouver Support for UBC Farm Electoral Area Committee Meeting Date: March 13, 2009 Page 2 of 4 The Agriculture Committee also requested that the AAC report and committee recommendations be forwarded to the Electoral Area Committee. The Board also directed that staff investigate the possibility of designating the UBC Farm as part of the Agricultural Land Reserve. The Board Chair sent a letter to the UBC Board of Governors on November 7, 2008 which indicated the Board’s support for the continuation of the existing UBC Farm and support for the land to be designated in the UBC Official Community Plan for agricultural uses. The letter also requests a discussion of the future of the UBC Farm occur with the Metro Vancouver Board prior to the completion of the UBC Campus Plan. The UBC Farm is located on a 24 hectare parcel of South Campus, which is located south of 16th Avenue, as indicated on Attachment 3. Metro Vancouver Board of Directors has received 78 letters, about 50 emails and 146 post cards of support for the farm. The authors of the letters and emails are listed in Attachment 2. The UBC Official Community Plan and the UBC Farm Under the Local Government Act, Metro Vancouver is responsible for the Official Community Plan (OCP) for the UBC campus. The UBC OCP was approved by Metro Vancouver in 1996. Currently the area at the UBC Farm is designated in the OCP as ‘future housing reserve’. Section 4.1.20 of the OCP identifies Future Housing Reserve areas as areas in the south and middle campus that are to be held in reserve for academic or future residential use. The OCP states:

“The areas designated on Schedule A: Land Use Plan as ‘Future Housing Reserve’ will be maintained in the current or an appropriate institutional use until such time that an OCP amendment is approved designating them as suitable for residential development consistent with the policies of Section 4.1.16 Future Housing Areas. Redesignation will be based upon the successful accomplishment of the objectives set out in this OCP and verification that these areas are not required for academic use”.

Currently UBC is developing a new UBC Vancouver Campus Plan, which includes the site of the UBC Farm. A preferred option for the Plan will be reviewed in 2009. Any proposed change to the Farm’s current designation as a result of the current Campus Plan process will require Metro Vancouver approval of the appropriate Plan amendment. An amendment to the Plan will require public involvement and a public hearing process. On December 1, 2008 a media release announced that the UBC Board of Governors has asked UBC staff to develop plans to use the UBC farm for teaching and research purposes and that no market housing be pursued as long as a density transfer can be made to other parts of the campus. Further, the UBC Board is committed to the continuation of current land uses until plans are complete and a decision reached on the density transfer. The media release is found at Attachment 4. No discussions have taken place to date on the amount of density transfer and possible locations for transfer. The impacts of any proposals for density transfers on existing neighbourhoods, transportation systems, housing type and tenure and community amenities will all be matters for consideration in the evaluation of potential amendments to the OCP.

The Process for including the UBC farm in the Agricultural Land Reserve The UBC Farm is not presently included in the Agricultural Land Reserve (ALR). The ALR is a provincial zone in which agriculture is recognized as the priority use. Farming is encouraged and non-agricultural uses are controlled. The Agricultural Land Reserve takes precedence over, but does not replace other legislation and bylaws that may apply to the land. Local and regional governments, as well as other provincial agencies, are expected to plan in accordance with the provincial policy of preserving agricultural land. The Agricultural Land Commission Act sets the legislative framework for the establishment and administration of the agricultural land preservation program. The Act is administered by the Agricultural Land Commission. A local government may apply to the Agricultural Land Commission to have lands included into the Agricultural Land Reserve (ALR). The Agricultural Land Commission Act sets out a general process in instances where application is made for inclusion of land to the ALR. The local government, after due notice given, must hold a public hearing on the proposal to include the land under the ALR and the Commission may approve all or part of the land proposed for addition. Metro Vancouver is the local government for the UBC area and can begin the process set out in the Agricultural Land Commission Act to initiate a request for inclusion of the UBC Farm area as lands in the Agricultural Land Reserve. UBC can also submit an application to have the lands included in the ALR. A decision whether to pursue this option is more appropriately made once UBC has completed its Campus Plan process. At this time, UBC may be requesting amendments to the Official Community Plan. The requests will be evaluated in accordance with the Metro Vancouver Board’s objective to support a long term role for the existing Centre for Sustainable Food Systems at the UBC Farm. 3. ALTERNATIVES None presented. 4. CONCLUSION The UBC Farm lands are currently designated under the Official Community Plan as ‘Future Housing Reserve’. Any proposed change to this designation as a result of the current Campus Plan process will require Metro Vancouver approval of an Official Community Plan amendment. The impacts of any proposals for density transfers on existing neighbourhoods, transportation systems, housing types and tenure and amenities will all be matters for consideration and potential further amendments to the OCP. Any amendments to the OCP will require public involvement and a public hearing. Metro Vancouver is the local government responsible for the lands at UBC and can initiate the process set out in the Agricultural Land Commission Act for the inclusion of the UBC Farm in the Agricultural Land Reserve. UBC can also submit an application to have the lands included in the ALR. There are many issues and implications arising in discussions on the future of the UBC Farm lands, including consideration of the merits of seeking ALR status for the Farm. It is recommended that the GVRD/UBC Joint Committee advise on the implications for the OCP of proposals for the future planning and development of the UBC Farm and any associated transfer of densities to other parts of the UBC campus.

This memorandum describes why the Agriculture Advisory Committee (AAC) supports the Centre for Sustainable Food Systems at the UBC Farm and requests that the Board support a long term role for the existing farm. Recommendation: That the Board support a long term role for the existing Centre for Sustainable Food Systems at the UBC Farm and that in the review of the Official Community Plan for Part of Electoral Area A the land dedicated to the farm (24 hectares) be designated for Agricultural uses. BACKGROUND

On June 6, 2008, Jason Gray and Gavin Wright from the Friends of Farm informed the Agricultural Advisory Committee about the status of the Centre for Sustainable Food Systems at UBC Farm (referred to as the UBC Farm). The farm operates on a 24 hectare (ha) land base (12ha cleared and 12ha in forests) and has been used for agricultural teaching and research since 1965. In 2001, it was re-invented as a student-centred model working farm and has since increased its production, learning, research, and community service activities to encompass over 100 farm-based programs that saw over 20,000 users and visitors in 2007.

On August 8, 2008 the AAC met at the UBC Farm to gain further insight on the plans for the farm site. The UBC Vancouver Campus Plan currently underway intends to identify the Faculty of Land and Food Systems’ requirements for a farm in their planning process. A report released on June 17th, 2008 titled “Needs Assessment: Centre for Sustainable Food System”, reviewed the existing status of the farm and recommended a business case analysis and multi-functional academic/community farm space with a minimum size of eight hectares (Executive Summary in Attachment 1). A letter published in the Vancouver Sun from University representatives has confirmed the continued presence of a farm at UBC but with the possibility of relocation and/or reduction in size (Attachment 2). In response to this letter, the Friends of the Farm confirmed that there is legitimate public concern over the farm’s future (Attachment 3). They believe the farm site is unique asset and cannot be easily relocated. Extensive land improvements have been made since the farm site was chosen in 1965.

AAC Support for the UBC Farm Agriculture Committee Meeting Date: October 9, 2008 Page 2 of 4 The well-drained soils and protected southern exposure enable an extended season for food production and year round teaching. The size of the farm and the surrounding ecology improves the viability of the farm operations and enables flexibility in crop rotations to adapt to changing environmental conditions and market forces. Despite minimal financial support from the University and the uncertain tenure, the farm has maintained economic viability as well as unprecedented growth in farm sales, course enrollment and community involvement since the new vision was adopted in 2001. However, the uncertainty about the future of the farm remains a serious barrier to further improvements and financial investments in the UBC Farm. The Official Community Plan for Part of Electoral Area A (1997) designation is “Future Housing Reserve”. IMPORTANCE OF THE UBC FARM

The AAC sees the UBC Farm as an important academic and community resource that demonstrates agricultural sustainability for both the region and province. Not only does the farm serve interdisciplinary research and teaching requirements but it also provides an essential venue to train new farmers and educate the urban population about the food system.

• Interdisciplinary Research and Teaching What is unique about the UBC Farm is that it’s not just about agriculture. A wide range of university faculties and programs have research and teaching projects on the farm. Many of the 2,000+ student involved in courses hosted by the UBC Farm were not associated with the Faculty of Land and Food Systems. Involving other disciplines in food system issues creates opportunities to investigate social, economic and environmental solutions related to sustainable farm production, climate change, urban agriculture and community health.

• Training New Farmers The knowledge base developed at the UBC Farm is valuable for training new urban and rural farmers about the complexities of food production. A new Apprenticeship program started at the farm provides comprehensive training in farm management and marketing to help engage young people, especially those not raised on a farm, to consider agriculture as a potential career choice. In this region the number of farmers under 35 years old has dropped to less than 5% of total farm operators. There is no better teacher than the practical experience gained on an entrepreneurial farm that relies on selling food to sustain its operations.

• Agriculture Awareness The farm is an ideal venue to increase agriculture awareness among resident and visiting academics as well as neighbouring communities. With one quarter of B.C.’s population living within 30 km of UBC Farm, it is one of the few public sites that demonstrate how food is grown. The farm has an incredible potential to engage the wider community in many aspects of a sustainable food system and improve understanding about local agriculture production.

The AAC understands that the UBC Farm is part of the Vancouver Campus Plan review (www.campusplan.ubc.ca/). As part of the consultation process the University is seeking feedback on principles proposed to guide the discussion of the UBC Farm within the Vancouver Campus Plan process. While these principles confirm the presence of a farm at UBC and consider community input, they do not fully address some of the limitations of the existing planning process. The problem is that the current process being conducted by the University is limited to the institutional needs of the Faculty of Land and Food Systems based on the existing conditions at the farm. What is happening today is not an indication of the farm’s potential. The past six years has showed an average 50% growth in student involvement each year, increasing research and outreach activities and the growing community support for the UBC Farm indicates a potential greater role for the farm than what has been accomplished to date. The concern about the existing planning process is that the separation between the institutional and neighbourhood planning processes has restricted the scope of discussions and studies conducted to date. It also limits considerations for more innovative options for the farm’s future on campus. By increasing density in adjacent planned residential neighbourhoods and broadening the understanding of the farm to be considered both an institutional and community asset, the University has an opportunity to meet its existing goals for creating a complete community on campus without removing or relocating the existing agricultural farm system. Also the multi-functional nature of the current farm system, which provides numerous academic as well as community benefits, deserves consideration. The planning process needs to consider all stakeholders and ensure that adjacent neighbourhood and academic uses are appropriately integrated with the farm site. Developing land use policies that enable synergies to develop between a working farm and the expanding urban neighbourhood is an important challenge faced by many municipalities in the region. AAC SUPPORT FOR UBC FARM

The AAC believes that the UBC Farm is an irreplaceable asset for students, researchers, new farmers and the wider community. Despite assurances that a farm will continue on campus, concerns remain about relocating and reducing the size of the existing agricultural farm system. The current location enables year round activities and the size of the farm ensures that research and production activities are conducted at a relevant economic scale. The average size of a commercial farm in the Metro Vancouver region has increased to 16 ha in 2006. A farm is an investment in the future and cannot easily be moved without negative ramifications to soil productivity and the economic viability of the farm operations. Equally important is that the UBC Farm is also addressing important community needs for a range of ages, ethnic backgrounds and social-economic status.

AAC Support for the UBC Farm Agriculture Committee Meeting Date: October 9, 2008 Page 4 of 4 The UBC Farm has demonstrated its value as an interdisciplinary teaching, research and community resource while maintaining a viable farm operation. The AAC has concerns that the current planning process initiated by the University fails to recognize the future potential of UBC Farm as a unique and vital asset for the wider community. The AAC requests that the Board support a long term role for the existing Centre for Sustainable Food Systems at the UBC Farm and that in the review of the Official Community Plan for Part of Electoral Area A the land dedicated to the farm (24 hectares) be designated for Agricultural uses. This would provide the farm with the security needed to seek financial investments to build a vital academic and community resource farm that promotes sustainable food production in the region through its research, teaching and training activities. UBC Board of Governors requests new academic plan for sustainable South Campus The University of British Columbia Board of Governors has directed UBC administration to develop academic plans for a 24 ha parcel of South Campus land for teaching and research purposes that are “academically rigourous and globally significant” around issues of sustainability. The Board directed that the new plans enhance UBC’s position as Canada’s most sustainable university and a recognized world leader in campus sustainability. At the same time, the Board stipulated that no market housing will be pursued on the 24 ha parcel, which contains the UBC Farm, as long as the university’s housing, community development and endowment goals can be met through transferring density to other parts of campus. The 24 ha parcel is designated as “Future Housing Reserve” in the current UBC Official Community Plan, a bylaw of the Greater Vancouver Regional District created in 1997. The Board also committed to the continuation of current land uses until academic plans are completed and a decision has been reached on density transfer.
