This year’s courses are listed by competencies which are intended to: - establish a framework with different categories of training which government considers essential and a priority for officers within the public administration; - help line-managers and employees identify relevant training under the different categories. This document should be used as a guide. Line managers and employees should consult with the Prospectus to see whether they, or their subordinates, need training in any of the competencies for their personal development as Public Officers and for carrying out their duties efficiently.

In order to apply, Public Officers have to refer to the Target Audience which is listed under each course to check if the course is relevant to their grade and then fill in an Application Form and send it to CDRT. One can access the following two application forms from the CDRT website: 1. CDRT Application Form - to be filled for the courses not marked with an asterisk 2. ESF Application Form - to be filled for the courses marked with an asterisk (*) Under each course Public Officers can also refer to the Section responsible for each training programme. A €20 cancellation fee for each half day of training applies in cases where applicants fail to show up for the course/workshop without any justified reason.

Meetings are an essential tool for establishing communication links within organisations and they provide opportunities for enabling decisions to be made and followed through. Minutes serve many purposes including the provision of a factual record demonstrating transparent actions, a list of those responsible for a given task and a record of decisions taken. This programme will cover:

preparation needed for the meeting; rules and procedures in sending out notice of meetings; the importance of the agenda to a meeting; the different types of minutes; the purpose and use of minutes; preparation for taking minutes; the tasks of the effective minute taker; the role of the chairperson and how to work with your chairperson; tips and tricks for note-taking; practical exercises to practice taking minutes.

This introductory course is ideal for those who have no experience with computers. This course will cover the basics of using a computer including basic use of Word, Excel, Email and Internet. At the end of this course participants will sit for a short test to demonstrate the learning achieved. If they successfully pass the test, a certificate of achievement will be awarded. Touch Typing for Computer Keyboard

Participants will learn how to type quickly and efficiently. The aim is to provide accurate and speedy results on the computer keyboard. The aim of this workshop is to give a general overview of the Windows 8 operating system. It will also tackle file management.

Electronic Public Procurement

This course is targeted at those public employees who work in public procurement and carry out any of the activities of the procurement cycle from notification to the awarding of tenders. Participants must have reasonable experience in public procurement in order to reap all the benefits of this course. Furthermore, at the end of the course participants will be asked to complete a small test which will assess the trainee’s understanding of the basic functionalities of the electronic public procurement system. This course covers the different stages of the procurement process through the Electronic Public Procurement System (ePPS), which is the electronic procurement plat-form for the Government of Malta. In fact, the use of the ePPS is mandatory for all tenders published by the Department of Contracts and for all tenders published by Schedule III Entities that are above the EU thresholds. Course Outline:

introduction and general overview;

creation and set-up of an appropriate public procurement procedure (creation of workspace and association of roles);

tender structure creation (preparing an e-tender);

compiling, packing and uploading an e-tender (submitting an e-tender);

opening, evaluating and awarding of tenders.

This course covers one of the ECDL base modules, providing participants with information about the main concepts relating to Information and Communication Technol-ogy (ICT), computers, devices and software. Participants will also appreciate how IT systems are used in everyday situations by helping participants to become competent in using the common functions of a personal computer and its operating system. Participants will learn how to operate within the desktop environment and work with desktop icons and windows, managing and organising files and folders, duplicating, moving, deleting, compressing and extracting them. Candidates will also learn about computer viruses and get acquainted with the use of simple editing tools and print management facilities available within the operating system. Participants will also understand the importance of protecting data and devices from malware, the importance of backing up data and recognise considerations relating to green IT, accessibil-ity and user health.

Participants will learn how to create, format, modify and produce presentations using different slide layouts for display and printed distribution. Participants will be able to manage common operations with images, charts and drawn objects and to use various slide show effects.

During this course participants will learn how to use this important tool by creating new messages using different formats. Participants will also learn how to see and share multiple calendars, and how to schedule meetings and confirm or decline participation.
