It gives me great pleasure in welcoming our guests tonight for the Christmas dinner dance of the Standing Committee of Tamil Speaking People and inviting them to savour our hospitality. I am honoured and privileged to have been given the task of leading this body which is the oldest charity among the Tamil people in this country, which has been in the forefront over the past 39 years.
Our association was formed with the objective of not only to help needy Tamils back home, but also to promote arts and culture among Tamils in this country, and to date has performed those functions to the admiration of our people. Over the years, due to our dedication and hard work, we have brought our association to the present exalted state, thereby being an inspiration to others.
We are continuing to work with non-governmental organisations serving Tamils in Srilanka in order to achieve our objective. We have been supporting orphanages and destitute children as well as widows and disabled people as a result of the war, through these well-known and longstanding agencies. Our involvement in this humanitarian crisis is bound to go on for some years to come.
In addition to that we have embarked into livelihood projects to help our kinsfolk to uplift their quality of life and social standing, with expertise provided by members of SCOT and with the support of governmental organisations. Agricultural project in northern province, the first of such ventures is a success and we hope to take it to eastern province, as well as to undertake livestock projects.
Despite the end of the war seven years ago, Tamil community is continuing to suffer due to not only the inadequate relief measures granted to them, but also being prevented in returning to their lands and pursue their activities like farming and fishing. As a result they are struggling to manage themselves and becoming dependant on financial support, increasing the demand for assistance.
I thank the members of the general council for assisting me to achieve the vision of staging this upmarket event, Thistle Hotel for providing the venue, Ruby caterers for the menu to wine and dine, band Breeze for their excellent music to hear and veer, advertisers in the souvenir, donors of raffle prizes and sponsors for their support and finally to all our guests for gracing the occasion today.

SCOT – TRADITIONS AND PRACTICES
SCOT was formed triggered off by events that took place in Srilanka at that time, which had brought catastrophic consequences to the entire Tamil community. Tamil expatriates in UK had in their own volition when starting this organisation felt that they could contribute financially and professionally to what may well be a relatively longer phase of restitution of these unfortunate victims.
The precision and diligence that shaped this vision is still continuing with enthusiastic membership in generating resources to help many of those hapless people. The feeling of guilt of abandoning these, with sentiments arising from it led to creation of SCOT, in order to attempt to do whatever possible to them. This mission of humanitarian assistance is still upholding the founding principles.
Concerns and discontent about plight of fellow Tamils in Srilanka often neglected by government, instilled in the minds of Tamils resident in UK, a sense of purpose and willingness to take action in a concerted manner so that a difference could be made collectively. Resilience in the face of adversity and adapting to changing environment had made SCOT to survive despite many obstacles.
Building a strong and enduring relationship with reliable partners in Srilanka working amongst those deprived Tamil community and understanding their needs was the essence of the success of SCOT. Gaining the confidence of the membership who were the primary stakeholders of the association, by keeping them informed of the activities had been a paramount task in the agenda of SCOT.
Ingrained democratic values, culture of transparency and accountability and relentless pursuit of its objectives with unwavering commitment has helped SCOT to overcome many challenges and placed it in this exalted position. Consensus among membership despite personal differences had been the cause of admiration of the Tamil people and source of inspiration to others as role model.
Tamil areas in Srilanka had borne the brunt of a very destructive war and has entered a phase which involves reconstruction of its infrastructure and rehabilitation of its fractured civil society. SCOT has been playing its role to the best of its ability in this productive and innovative venture. Main priority is economic revitalisation of affected Tamils and SCOT is contributing towards that greatly

SCOT - Small holder farmer support
This project is being carried out jointly by SCOT and Northern Provincial Agriculture
Department. Drip irrigation system imported from Tamil Nadu has been installed
in each of the half acre plot of the ten selected farmers, who will be trained to
operate the system by an engineer sent for training to India by SCOT. Srilanka
Centre for Development Facilitation has agreed to monitor the project.
27
SCOT – Education advancement support
Placement test for the first batch of teachers to be trained in spoken English was
completed with the help of British Council Jaffna funded by Dr. Rajchandran, a
general council member of SCOT. Funding for purchase of equipment for the
science laboratory in Nanattan School in Mannar District for advanced level
students by SCOT was co-ordinated by Dr. Thambyraja, a Vice-President of SCOT.
28
SCOT – Vanni Cataract Surgery Project
This eye camp was organised by Dr. Logendran an eye surgeon in the UK and a
member of SCOT. Patients were selected from Vavuniya, Mannar, Mullaitivu and
Killinochchi and transported to Jaffna hospital where 120 cataract surgeries were
done over three days. Led by him, the team consisted of three eye surgeons in
Srilanka, Dr. Chandrakumar, Dr. Edirisinghe and Dr. (Mrs). Sivayoganathan.
29
SCOT – Women Empowerment Projects
This is being done in partnership with organisations that are working with war
widows such as Centre for Women and Development (CWD), Mangayar Mandrams
of Hindu Council and Chinmaya Organisation for Rural Development (CORD) to
set up income generating self-employment projects. These women are now able
to lead a dignified and contended life and support their families financially.
