PROJECT BACKGROUND
TMC is responsible for collection,
treatment and disposal of waste water for
the city.
At present facilities for water treatment is
almost non existent.
TMC decided to develop best in class STP.
contd….Main objective was to re use treated waste
water.
TMC approached Commissionerate of Municipal Administration(CMA) to help them undertake the project.
CMA through a Transaction Advisor (CRISIL Risk and Infrastructure Solution Ltd) structured this WWTP on DBFOT basis.
SALIENT FEATURES OF PROJECT
Concession period of 30 years (including 2
years of construction) to the developer.
TMC to provide land for construction and
supply sewage free of cost at the inlet .
No technology specifications included for
sewage treatment.
Developer would be free to sell the treated
water to industrial units with a tariff structure
of his choice during concession period.
Bidding parameter was fixed as Grant quoted
for the project.
Unique project of converting waste toasset.
No cash out flow from the Corporationkitty for Capex and Opex.
PROJECT FEASIBILITY
Ground water is saline within the city limits.
Drinking water supplied to the city from perennial river source located 40kms away.
Industries purchase water from private suppliers at Rs. 65-70/ KL.
Demand for industrial use of water is high.
