This motto attributed by all to world citizen
Erasmus is not a literal citation, but a free
interpretation of statements Erasmus made at
various moments during his life.
Emeritus professor Jan van Herwaarden says that
with a little imagination the statement can be
derived from correspondence between Erasmus
and the Swiss reformer Zwingli in 1522 in which
Erasmus says ‘I want to be a citizen of the
world,’ later followed in 1523 by: ‘I want to be a
citizen of the world, not of a city.’ In 1529
Erasmus once again refers to the role of the
homeland in a letter to his Antwerp business
minder: ‘ubi bene, ibi patria’, freely translated
‘where you feel comfortable, that is your home.’
Nor in his adagium Quaevis terra patria is
there a statement from Erasmus, but a reference
to the quoting of Socrates via a Greek oracular
saying (recorded from tradition): ‘the whole
earth is one’s homeland.’

Dit motto dat alom aan wereldburgerErasmus wordt toegedicht is geen letter-lijk citaat maar een vrije interpretatie opbasis van uitspraken die Erasmus op uit-eenlopende momenten in zijn levenheeft gedaan.Emeritus hoogleraar Jan van Herwaardenstelt dat de uitspraak met enige fantasiekan worden ontleend aan een briefwisse-ling tussen Erasmus en de Zwitserse her-vormer Zwingli in 1522 waarin Erasmusstelt ‘ik wil een burger van de wereldzijn’, later in 1523 gevolgd door ‘ik wileen burger van de wereld zijn en niet vaneen stad’. ForewordAt the initiative of several enterprising Rotterdam businessmen the Nederlandse Handels-
Hoogeschool (or Netherlands School of Commerce) was founded in 1913. Enterprise and focus on
society are therefore in our university’s genes.
In the 1960s, the School of Law and the Faculty of Social Sciences were founded, in later decades
followed by Philosophy, History and Arts and Business Administration. The Rotterdam Medical
Faculty was also founded in the 1960s. In 1973, the Rotterdam Medical Faculty and the
Netherlands School of Commerce joined to form Erasmus University Rotterdam (EUR).
This vision document marks the period from the present to the centennial of our university in 2013.
It is the result of a broad discussion within our institution about developments in higher education,
the strengths and weaknesses of the EUR, the differences and the cohesion between the faculties,
and our ambitions for the coming years. All relevant documents from this discussion can be found
on the website www.eur.nl/erasmus2013.
The conclusions of the discussion have been laid down in this strategy document. It describes our
ambition to further develop the EUR into a world-class international university firmly rooted in the
city. In 2013, our institution will be a proud, driven university that ‘cultivates’ relevant talent for the
good of mankind and society and produces relevant knowledge, plays in the Champions League
and is connected with the city of Rotterdam.
But the document does not limit itself to just describing this ambition. The importance of this
strategic document is also that ambitions are translated into a strategic agenda. An
implementation plan will be drawn up in 2008 on the basis of this agenda, in which all objectives
will be linked to actors and time schemes. This document therefore expresses the - typically
Rotterdam - idea that ambitions only have meaning once they are converted into concrete actions.
This strategy document has been put together by both the Executive Board and the deans. The
document has garnered the approval of the University Council and has been approved by the
Supervisory Board. The Executive Board and the deans take joint responsibility for the
implementation of the strategy. But this implementation will only be successful if everyone within
our institution is inspired to make a contribution. May this document be our common agenda for
the coming years.

VoorwoordIn 1913 werd op initiatief van enkele ondernemende Rotterdamse zakenlieden de Neder-landse Handels-Hoogeschool gesticht. Ondernemerschap en gerichtheid op de samenle-ving zitten daarmee in de genen van onze universiteit.In de jaren ‘60 van de twintigste eeuw werden de faculteiten Rechtsgeleerdheid en Soci-ale Wetenschappen opgericht, in latere decennia volgden Wijsbegeerte, Historische enKunstwetenschappen en Bedrijfskunde. In de jaren ‘60 werd tevens de Medische FaculteitRotterdam ingesteld. In 1973 gingen de Medische Faculteit Rotterdam en de NederlandseEconomische Hogeschool samen verder als Erasmus Universiteit Rotterdam (EUR).
Dit visiedocument markeert de periode vanaf heden tot het eeuwfeest van onze universi-teit in 2013. Het is het resultaat van een breed binnen onze instelling gevoerde discussieover ontwikkelingen in het hoger onderwijs, over de sterktes en zwaktes van de EUR,over de verschillen en de samenhang tussen faculteiten, en over onze ambities voor dekomende jaren. Alle relevante documenten uit deze discussie zijn te raadplegen op dewebsite www.eur.nl/erasmus2013.
De conclusies van de discussie zijn in dit strategiedocument neergelegd. Het beschrijftonze ambitie om de EUR verder te ontwikkelen tot een internationale, in de stad gewor-telde universiteit van wereldklasse. Onze instelling is in 2013 een trotse, gedreven univer-siteit die voor mens en samenleving relevant talent ‘kweekt’ en relevante kennisproduceert, in de Champions League speelt en met Rotterdam verbonden is.Maar het blijft niet slechts bij de beschrijving van die ambitie. De betekenis van het stra-tegisch document is ook dat ambities zijn vertaald in een strategische agenda. Op basisvan deze agenda wordt in 2008 een uitvoeringsplan opgesteld, waarin alle doelstellingenzijn verbonden met actoren en termijnen. Uit dit document spreekt dus de - typisch Rot-terdamse - opvatting dat ambities pas betekenis krijgen als ze worden omgezet in con-crete acties.
Dit strategiedocument is opgesteld door het College van Bestuur én de decanen. Het do-cument heeft instemming verworven van de Universiteitsraad en is goedgekeurd door deRaad van Toezicht. Het college en de decanen nemen gezamenlijk verantwoordelijkheidvoor de uitvoering. Maar die uitvoering zal slechts dán succesvol zijn als allen binnenonze instelling geïnspireerd zijn om hun bijdragen te leveren. Moge dit document onzegezamenlijke agenda voor de komende jaren zijn.

FOCUS ON A SELECT NUMBER OF
DISCIPLINES
EUR houses a select number of disciplines, with
a concentration in the areas of Medicine and
Health, Economics and Business Administration,
Law, Culture and Society. The university derives
its strength from excellent education and
research in the individual areas and from
challenging connections between these
disciplines, as well as substantive cooperation
with institutions for higher vocational education
(HBO). Expanding disciplines or institutional
connections with HBO institutions are not on
the agenda.
MELTING POT OF CULTURES
The largest share of our bachelor’s students
comes from Rotterdam and environs. A relatively
large share of these students is of non-Western
descent. Of all Dutch universities, the student
populations of the Free University Amsterdam
(VU) and the EUR are characterised by the most
diversity. Traditionally EUR also has a relatively
large number of international students, partly
because of the English-language bachelor’s
degree programmes International Business
Administration and International Bachelor in
Economics and Business Economics, and
because of a number of English-language
master’s degree programmes. 2,400
international students of more than 100
nationalities study at Erasmus University, making
the student population a true melting pot of
cultures.

Uitbreiding vandisciplines of institutionele verbindingmet instellingen voor hoger beroepson-derwijs staan niet op de agenda.
SMELTKROES VAN CULTUREN
Het grootste deel van onze bachelorstu-denten komt uit Rotterdam en omstre-ken. Een relatief groot deel van diestudenten is van niet-westerse herkomst.Van alle Nederlandse universiteiten ken-merken de studentenpopulaties van deVrije Universiteit Amsterdam (VU) en vande EUR zich door de grootste diversiteit.Van oudsher heeft de EUR ook relatiefveel internationale studenten, ondermeer door de Engelstalige bacheloroplei-dingen International Business Administra-tion en International Bachelor Economicsand Business Economics, en door eenaantal Engelstalige masteropleidingen.Aan de Erasmus Universiteit studeren2400 internationale studenten van meerdan 100 nationaliteiten. De studentenpo-pulatie is daarmee een ware smeltkroesvan culturen.
CLEAR ORIENTATION ON SOCIETY
From its founding as the Netherlands School of
Commerce, the institution’s clear social
orientation has been an essential characteristic
of EUR. This orientation is reflected among other
things in the applied research in areas like
logistics, safety, sustainability, health, social
quality, and integration. It is also evidenced by
the fact that a relatively high number of alumni
ultimately end up in leadership positions in the
business sector and in government, and by the
strong (market) position of EUR in postgraduate
education. Providing expertise for the
management of complex changes and
contributing to solving complex social issues are
in our university’s very DNA.
INTERNATIONAL LEADER IN RESEARCH IN A
NUMBER OF AREAS
A number of research groups in the area of
Medicine (including Cardiovascular research,
Neurosciences, Genetics/Cellular biology,
Oncology), Economics (econometrics in the
group Economics of healthcare), Business
Administration (Innovation), Law (Law and
Economics), Psychology (the Cognitive
Psychology of Learning) and Philosophy and
Early Modern History (Erasmus Centre for Early
Modern Studies) belong to the top in Europe,
and in the world in some cases.
The quality of research cannot be said to be of
the same level in all areas in the non-medical
disciplines however. This emerges from the
limited number of veni, vidi and vici subsidies
secured, and from the results in the second flow
(indirect government) funding, among other
things.
BROAD RANGE OF EDUCATION
The Dutch-language bachelor’s degree
programmes of EUR are on average of a good
level, with the exception of a few programmes
(business administration, criminology,
psychology), which are among the best in the
Netherlands. A number of master’s degree
programmes are developing into leading
programmes internationally. EUR is Dutch
market leader in postgraduate education, both
in size and in quality of education.
WOUDESTEIN AND HOBOKEN
Woudestein offers adequate and predominantly
functional accommodation in many respects for
the non-medical disciplines at EUR. The campus
has too much the character of a day campus,
where work and study takes place primarily
during office hours.
Hoboken houses Erasmus MC. Both locations
will undergo major renovation within the next
15 years.
REALISATION OF STRATEGIC PLAN 2004-2008
The Strategic Plan 2004-2008 centred on three
topics: concentration on the three domains, high
quality education, and concentration of
spearheads in top research. The objectives that
were set focused on these topics. Most of the
objectives have since been achieved. Some
aspects have not yet been adequately addressed
and are on the agenda for the coming years.
This includes topics like effecting an increase in
study completion rates, more attention to
international accreditation, strengthening the
personnel policy and further development of an
internationally leading campus.

UITGESPROKEN ORIËNTATIE OP DE
SAMENLEVING
Vanaf haar ontstaan als NederlandscheHandels-Hoogeschool is de uitgesprokenmaatschappelijke oriëntatie een wezenlijkkenmerk van de EUR. Deze oriëntatie blijktonder meer uit toegepast onderzoek opterreinen als logistiek, veiligheid, duur-zaamheid, gezondheid, sociale kwaliteit enintegratie. Daarnaast blijkt zij uit het feitdat relatief veel alumni uiteindelijk terecht-komen in leidinggevende posities in het be-drijfsleven en bij de overheid, en uit desterke (markt)positie van de EUR in postini-tieel onderwijs. Het leveren van expertisevoor het management van complexe veran-deringen en het bijdragen aan het oplossenvan complexe maatschappelijke vraagstuk-ken zit in het dna van onze universiteit.

INTERNATIONALE TOP IN HET ONDERZOEK
Een aantal onderzoeksgroepen op het ge-bied van de Geneeskunde (waaronder: Car-diovasculair onderzoek, Neurosciences,Genetica/Celbiologie, Oncologie), Economie(econometrie in de groep Economie van degezondheidszorg), Bedrijfskunde (Innova-tie), Rechten (Law and Economics), Psycho-logie (de Cognitieve Psychologie van hetLeren) en Wijsbegeerte en Vroeg ModerneGeschiedenis (Erasmus Center for Early Mo-dern Studies) behoort tot de Europese top,en in enkele gevallen tot de wereldtop.In de niet-medische disciplines is de kwali-teit van onderzoek nog lang niet op alleterreinen goed genoeg. Dat blijkt ondermeer uit de beperkte toekenningen vanveni-, vidi- en vici-subsidies, en uit de resul-taten in de tweede geldstroom.
BREED ONDERWIJSAANBOD
De Nederlandstalige bacheloropleidingenvan de EUR zijn van een gemiddeld goed
niveau, met uitzondering van enkele op-leidingen (Bedrijfskunde, Criminologie,Psychologie) die tot de Nederlandse topbehoren. Een aantal masteropleidingenontwikkelt zich tot internationaal toon-aangevende opleidingen. De EUR is Ne-derlands marktleider in postinitieelonderwijs, zowel in omvang als in kwali-teit van het onderwijs.
WOUDESTEIN EN HOBOKEN
Woudestein biedt in menig opzicht eenadequaat en overwegend functioneel on-derkomen voor de niet-medische discipli-nes van de EUR. De campus heeft te veelhet karakter van een dagcampus, waarvooral tijdens kantooruren gewerkt engestudeerd wordt.Hoboken is het onderkomen van hetErasmus MC. Beide locaties zullen in dekomende vijftien jaar ingrijpend wordengemoderniseerd.
REALISATIE STRATEGISCH PLAN 2004-2008
In het Strategisch Plan 2004-2008 stondendrie thema’s centraal: concentratie op dedrie domeinen, onderwijs van hoge kwali-teit en concentratie van speerpunten intoponderzoek. De gestelde doelen richttenzich op deze thema’s. Inmiddels is het me-rendeel van de doelstellingen gerealiseerd.Sommige onderwerpen zijn nog niet vol-doende opgepakt en staan voor de ko-mende jaren op de agenda. Het betreftonder meer onderwerpen als sturen opverhoging van onderwijsrendementen,meer aandacht voor internationale accre-ditatie, versterken van het personeelsbe-leid en verdere ontwikkeling van eeninternationaal toonaangevende campus.Meer informatie over de behaalde resulta-ten met betrekking tot het StrategischPlan 2004-2008 vindt u in de bijlage (pa-gina 85).

New groups of students signing upThe number of students in higher education in
the Netherlands is expected to increase by more
than 20% by 2013. More than is the case now,
the Dutch student population will consist of
women, students from a variety of cultural
backgrounds, students who already have a
higher vocational education degree and life-long
learners. The number of international students
and academics is on the rise due to the growing
international orientation of education and
research. About 60% of our students now come
from Rotterdam and the surrounding area.
Cultural diversity within this group will also
increase in the coming years. For EUR the
challenge is to offer good and appealing
education for larger culturally diverse groups
from the immediate environment as well as for
new groups of international students.
Higher education is becoming morecompetitive
International higher education is becoming
more competitive. Highly talented individuals
(from students to professors, from office
managers to executives) seem increasingly to
choose universities and schools with a
consistently high position on the relevant
rankings (both academic and media-driven).
International ranking and benchmarking are
increasingly becoming a part of the functioning
of universities, not only with regard to the
academic domain but also for the support staff
and physical infrastructure. Measuring university
performance - in all areas - against the
international yardstick will become a more
important part of university practice than it is
today.
Nieuwe groepen studenten dienenzich aan
Het aantal studenten in het Nederlandsehoger onderwijs zal naar verwachting tot2013 met meer dan 20% stijgen. Meer dannu zal de Nederlandse studentenpopulatiebestaan uit vrouwen, studenten met eenverscheidenheid aan culturele achtergron-den, stapelaars en life-long learners. Hetaantal internationale studenten en weten-schappers neemt toe onder invloed vaneen groeiende internationale oriëntatievan onderwijs en onderzoek. Ongeveer60% van de studenten van de EUR komtnu uit de directe omgeving. Ook binnendie groep zal in de komende jaren de cul-turele diversiteit verder toenemen. Voor deEUR is het de uitdaging om goed en aan-trekkelijk onderwijs te bieden voor groteregroepen met grotere culturele diversiteituit de directe omgeving als wel voornieuwe groepen internationale studenten.
Het hoger onderwijs wordtcompetitiever
Het internationale hoger onderwijs wordtcompetitiever. Toptalent (van student tothoogleraar, van officemanager tot execu-tive) lijkt in toenemende mate af tekomen op universiteiten en scholen meteen consistent hoge internationale positiein de relevante (zowel wetenschappelijkals mediagedreven) rankings. Internatio-nale ranking en benchmarking worden intoenemende mate onderdeel van hetfunctioneren van universiteiten, niet al-leen in het academische domein maar ookvoor de ondersteunende staf en de fysiekeinfrastructuur. Meer dan nu wordt het - opalle terreinen - ijken van de universitaireprestaties langs de internationale meetlatonderdeel van de universitaire praktijk.

Knowledge development is taking placein a new way
The relationship between knowledge producers
and knowledge users is changing.1 The
traditional linear knowledge model, starting
with generic scientific knowledge and theory
followed by specific applications, is being
abandoned and replaced by new, more iterative
and interactive concepts of knowledge
production which focus on different forms of
communication, cooperation, co-creation and
emancipation of knowledge users.
Increasing demand for knowledgeworkers
There is an increasing demand for knowledge
workers with academic and professional
competences and skills. There is a growing
conviction that modern society’s ability to
discover, develop and apply talent and
knowledge is of crucial importance to the
preservation of prosperity and welfare. The
combined effects of the dejuvenation and
ageing of the population mean there is an
increasing scarcity of talent. More than ever
before tracking down and developing talent is a
principal social task.
Within this context, the demand for knowledge
is reflected in a different way in different areas.

Kennisontwikkeling vindt op nieuwewijze plaatsDe relatie tussen kennisproducenten enkennisgebruikers verandert.1 Het klas-sieke lineaire kennismodel, startend bijgenerieke wetenschappelijke kennis entheorie gevolgd door specifieke toepas-singen, wordt verlaten en vervangendoor nieuwe, meer iteratieve en interac-tieve concepten van kennisproductiewaarbij andere vormen van communica-tie, samenwerking, co-creatie en emanci-patie van kennisgebruikers centraalstaan.
Stijgende vraag naar kenniswerkersEr is een stijgende vraag naar kenniswer-kers met academische en professionelecompetenties en vaardigheden. De over-tuiging groeit dat het vermogen van eenmoderne samenleving om talent en ken-nis te ontdekken, tot ontwikkeling tebrengen en toe te passen, van cruciaalbelang is voor het behoud van welvaarten welzijn. Door de combinatie van ont-groening en vergrijzing is er toenemendeschaarste aan talent. Meer dan ooit tevo-ren is het opsporen en ontwikkelen vantalent een voorname maatschappelijkeopgave.
Binnen deze context uit zich de vraagnaar kennis op verschillende wijze op ver-schillende terreinen.

Increasing complexity of social issuesHigh quality fundamental research is at the root
of all research and education activities at the
university. Helping explain and solve complex
social issues increasingly requires the ability to
create connections between mono-disciplinary
knowledge and insights. It is precisely at the
interface of disciplines that space for innovation
and renewal is created.
Increasing competition and performancemeasurements
Scientific knowledge and skills must prove
themselves on a playing field of ever tougher
international competition. Along with this, more
and more research is taking place in an
international context. Scientific quality is
increasingly tested against international
benchmarks. The strength of research
programmes and results in international
rankings and benchmarking translate into
opportunities to secure international research
funding and boost EUR’s ability to attract top
level researchers from the Netherlands and
abroad.
Increasing attention for careers andaccreditation
An important part of the competition between
institutions takes place in the recruitment of top
academics and top support professionals.
Universities that want to compete internationally
are consequently compelled to offer academics
and support professionals an attractive working
environment in every phase of their career. More
and more institutions around the globe are
changing over to an accredited support
structure.
Increasing attention to visibility andimpact of research
Recognising and properly evaluating the social
value of research is in the spotlight at the
moment. The need to increase the visibility and
impact of scientific research during researchers’
careers has grown considerably as a result. The
traditional knowledge production model is
supplemented with notions of accessibility,
visibility, and impact of knowledge on science
and society.1

Toenemende complexiteit van maat-schappelijke vraagstukken

Rising student numbers in highereducation
The rapid growth in the number of students in
Dutch higher education underlines the
importance of good referral systems within
education. For universities this means that they
must make their own academic profile more
specific and give students a clear picture of the
opportunities and risks of a university study. In
addition, they must make good agreements
with secondary schools and higher vocational
schools to ensure that every student ends up in
the right place. The range of degree
programmes must also be developed in such a
way that suitable university training is available
to various groups of students.
Open borders, new marketsPartly because of the introduction of the
bachelor’s-master’s structure, a European
educational space is rapidly developing, with
elements like competition for the best students,
competition for academic talent and
competition and cooperation between
institutions. In addition, there is an increasing
demand for education from Asia and South
America.
Universities must therefore focus on areas in
which they deliver distinguished quality
internationally.
The government stimulatesinternationalisation and differentiation
The policy of the national government is aimed
at educating more students for the international
labour market. In addition to a higher influx of
students, this also means reducing drop-out
rates through measures like smaller-scale forms
of education, study support and more
customised education. A larger degree of
differentiation makes it possible to respond to
talent among students, fight the student culture
of settling for mediocre marks, and give specific
attention to weaker student groups.
Programmes with proven quality are expected to
be rewarded. Training will boost the level of
teachers.

De snelle groei van het studentenaantalin het Nederlandse hoger onderwijs on-derstreept het belang van goede verwij-zing binnen het onderwijs. Voor deuniversiteiten betekent dit dat zij heteigen academische profiel moeten aan-scherpen en studenten een helder beeldmoeten geven van kansen en risico’s vaneen universitaire studie. Daarnaast moe-ten zij goede afspraken maken met demiddelbare scholen en met het hbo omer voor te zorgen dat iedere student opde juiste plaats terecht komt. Verdermoet het aanbod van opleidingen zoworden ontwikkeld dat voor diversegroepen studenten een passend universi-tair aanbod beschikbaar is.

Oplei-dingen met bewezen kwaliteit zullennaar verwachting worden beloond. Viascholing zal het niveau van de docentenworden verhoogd.
Nieuwe eisen aan kwaliteitDe ontwikkeling van een internationalemarkt van universitair onderwijs brengtmet zich mee dat ook kwaliteit internati-onaal moet kunnen worden verant-woord. VALORISATION
Developing a knowledge economyAmbitious objectives have been formulated in
Europe for the development of a knowledge
economy. More than in the past universities are
called to account for the way in which they
contribute to economic development and help
solve complex social issues. EUR must
consequently take into account that there is a
clear demand for knowledge to benefit society
to a greater extent.
Change in granting of research fundsThe government is making less and less research
funds available to universities directly. This has
consequences for first flow research funding.
First of all, the Ministry of Education, Culture
and Science (OCW) will be gradually reducing
the provision of first flow (direct) research funds
to all universities to a maximum of 100 million
euro as of 2011.
Furthermore, OCW has added extra resources to
the university funding for research at the
‘young’ universities (EUR, Maastricht University,
Tilburg University) and for the arrears in
financing for humanities and social sciences,
since these have systematically received too little
money for research activities.
Universities becoming emancipated fromthe government
Regulation by the Dutch government of the
international market for higher education is
decreasing. More and more, universities are
going their own way. The development of the
institution’s own relationships with social
stakeholders is extremely important in this. New
forms of public-private partnerships create room
for innovation in education and research. For
universities the trick here is to see the
opportunities and seize on them, and to give the
treasury of the university an even stronger
degree of social importance and capitalise on
this. EUR especially is faced with great
opportunities here, given its close connections
with the business sector and social institutions.
Development of the third and fourth flow
funding, in all their variants, is therefore a
principal task.
RotterdamIn addition to the physical growth of its port,
associated industry and various forms of service
provision, Rotterdam aims to strengthen the
innovative power of the region. The city also
envisions attracting internationally operating
companies and promoting the start-up of new
businesses. This city has a high-grade economy,
but its social structure is characterised by a
relatively high number of poor and uneducated
residents and a relatively high unemployment
rate. Urban challenges like promoting social
cohesion and building on its intercultural
identity are high on Rotterdam’s agenda.
Rotterdam wants to increasingly position itself as
a place for young potentials.
The city demands and expects a contribution
from the university (both in education and
research) in realising these ambitions.

Verandering toekenning onderzoeks-middelen
De overheid stelt steeds minder onder-zoeksmiddelen direct beschikbaar aanuniversiteiten. Dit heeft consequentiesvoor de eerste geldstroom voor onder-zoek. Allereerst kort het ministerie OCWalle universiteiten geleidelijk op hun on-derzoeksinkomsten in de eerste geld-stroom tot een maximum van 100 M€
per 2011.Daarnaast voegt OCW extra middelen toeaan de universitaire bekostiging voor on-derzoek van de jonge universiteiten(EUR, UM, UvT) en voor de achterstandvan de bekostiging in alfa/gammaweten-schappen, omdat deze structureel te wei-nig geld ontvangen hebben voor hetuitoefenen van onderzoeksactiviteiten.
Universiteiten emanciperen weg van deoverheid
De internationale markt van hoger on-derwijs wordt in afnemende mate gere-guleerd door de Nederlandse overheid.Universiteiten gaan meer en meer huneigen weg. Ontwikkeling van eigen rela-
ties met maatschappelijke stakeholders isdaarbij van eminent belang. Nieuwe vor-men van publiek-private samenwerkingscheppen ruimte voor innovatie in onder-wijs en onderzoek. Voor universiteiten ishet de kunst om hiervan de kansen tezien en deze te grijpen, en de schatkamervan de universiteit in nog sterkere matemaatschappelijke betekenis te geven énte gelde te maken. Juist voor de EUR, methaar nauwe verbindingen met het be-drijfsleven en maatschappelijke instellin-gen, ligt hier een grote kans.Ontwikkeling van de derde en vierdegeldstroom, in al haar varianten, is duseen voorname opgave.
RotterdamNaast de fysieke groei van haar haven,bijbehorende industrie en uiteenlopendevormen van dienstverlening zet Rotter-dam in op het versterken van de innova-tiekracht van de regio. Ook beoogt destad internationaal opererende bedrijvenaan te trekken en het starten van nieuweondernemingen te bevorderen. Deze stadheeft een hoogwaardige economie, maarhaar sociale structuur kenmerkt zich doorrelatief veel arme en slecht opgeleide be-woners en een relatief hoge werkloos-heid. Grootstedelijke uitdagingen zoalshet bevorderen van de sociale cohesie enhet uitbouwen van de intercultureleidentiteit staan hoog op de Rotterdamseagenda. Rotterdam wil zich in toene-mende mate positioneren als vestigings-plaats voor young potentials.De stad vraagt en verwacht een bijdragevan de universiteit (onderwijs én onder-zoek) aan het realiseren van deze ambi-ties.

Erasmus 2013 will of course still have the
characteristics it had in 2007, but the university
will have further developed. It wants to
contribute to answering the questions posed by
society. In 2013 EUR will have grown into a
proud, impact-driven university that offers
excellent academic education for all phases of
life within a focused, recognisable profile. The
university will produce knowledge on an
internationally competitive level and implement
this knowledge in its own region, nationally and
internationally. Valorisation is an obvious task of
education and research. This is manifested in a
broad range of activities and innovations that
have a direct effect on people and society.
Rotterdam is EUR’s natural biotope. The
university functions as a laboratory for the city
and vice versa. The international and culturally
diverse characters of EUR and the city make
studying and working here a unique experience.

De EURis in 2013 uitgegroeid tot een trotse, im-pact gedreven universiteit die uitstekendacademisch onderwijs biedt voor allefasen van het leven binnen een gefocu-sed, herkenbaar profiel. De universiteitbrengt kennis op internationaal competi-tief niveau voort en effectueert dezekennis in de eigen regio, nationaal en in-ternationaal. The number of Dutch students that want to
follow a degree programme in higher education
will grow substantially in the coming years (by
more than 20% by 2013). EUR wants to
accommodate the growth in student numbers
as well as it can and help ensure that students
find the right place for them in Dutch higher
education. In that context EUR will ensure
further differentiation of the range of
programmes, increased differentiation within
programmes, a stronger academic profile of the
bachelor’s degree programmes and coordination
with higher vocational education with respect to
mutual referrals. The combination of expansion
and further differentiation in education as well
as more attention for the qualities of incoming
students leads to substantial, yet managed
growth of student numbers.
In 2013 about 28,500 bachelor’s and master’s
students will be attending our institution. That is
an increase of about 30% (7000 students)
compared to current numbers. The increase will
be primarily due to a very strong absolute
increase in the number of foreign students
(3800), a greater number of (mainly master’s)
students from other parts of the Netherlands
(about 1000) and the effect of new bachelor’s
degree programmes. In absolute terms the
number of students from the region will increase
(by about 2000), but in relative terms their share
in the student population will decline by 8%.
There will be even stronger growth in
postgraduate education.
Managing the qualities of incoming students will
become increasingly important in the coming
years. The possibilities of the existing instruments
(good intake and information/study advice and
selection of students, differentiation after
admittance, binding study advice, mutual referral
system with HBO) will be used optimally in 2013.
INNOVATIONS IN EDUCATION
EUR regards both degree and non-degree
education as equally valuable, essential and
strategically vital forms of education. In the
areas covered by EUR, bachelor’s education
encompasses a broad range of discipline-
oriented Dutch-language and English-language
programmes (thematically oriented or
challenging combinations of disciplines) as well
as a broad society-oriented bachelor’s degree
programme. The programmes have a
considerably improved study completion rate in
2013 and education will mostly be on a smaller
scale and more interactive than in 2007.
The international, selective master’s education
will be expanded, with new programmes at the
interface of disciplines that are present at the
university. A number of existing master’s degree
programmes will be expanded into PhD
programmes. Other possibilities for integration
of master’s and PhD programmes will be
explored.
In all areas covered by EUR a cohesive package
of degree and postgraduate programmes and
courses are being developed. Erasmus University
Rotterdam wants to continue to be the market
leader in the Netherlands for postgraduate
education and in doing so portray itself as a
university that focuses on people, their working
lives, the quality of life and the organisation of
change and innovation.
Alumni are welcome at their alma mater after
graduation as well. A differentiated package of
alumni services has been developed. Alumni
activities organised by faculties and student
associations will be lent professional support.

Het aantal Nederlandse studenten dateen opleiding in het hoger onderwijs wilvolgen, zal de komende jaren substanti-eel stijgen (met meer dan 20% tot 2013).De EUR wil de groei van het aantal stu-denten zo goed mogelijk opvangen en eraan bijdragen dat studenten op de juisteplek in het Nederlandse hoger onderwijsterecht komen. In dat verband zal de EURzorgen voor verdere differentiatie vanhet aanbod van opleidingen, voor ver-groting van differentiatie binnen oplei-dingen, voor versterking van hetacademisch profiel van de bacheloroplei-dingen en voor afstemming met het hboover onderlinge verwijzing. De combina-tie van uitbouw en verdere differentiatiein het onderwijs én meer aandacht voorsturen op kwaliteiten van aankomendestudenten leidt tot een substantiële,maar nog beheerste groei van de studen-tenaantallen.
In 2013 studeren ongeveer 28.500 bache-lor- en masterstudenten aan onze instel-ling. Dat is een stijging van ongeveer30% (7000 studenten) ten opzichte vanhet huidige aantal. De stijging wordtvooral veroorzaakt door een zeer sterkeabsolute stijging van het aantal buiten-landse studenten (3800), een groter aan-tal (vooral master-) studenten uit anderedelen van Nederland (ongeveer 1000) endoor het effect van nieuwe bachelorop-leidingen. In absolute termen stijgt hetaantal studenten uit de regio (met onge-veer 2000 studenten), maar in relatievetermen neemt hun aandeel met 8% af.Op het gebied van het postinitieel onder-wijs zal sprake zijn van een sterkeregroei.
Sturen op kwaliteiten van aankomendestudenten wordt in de komende jarensteeds belangrijker. De mogelijkhedenvan de bestaande instrumenten (goedeintake en voorlichting en selectie van stu-denten, differentiatie na de poort, bin-dend studieadvies, wederzijdsedoorverwijzing met het hbo) worden in2013 maximaal benut.
VERNIEUWINGEN IN HET ONDERWIJS
De EUR beschouwt het initiële en hetniet-initiële onderwijs beide als gelijk-waardige, essentiële en strategisch vitalevormen van onderwijs. Op de terreinendie de EUR bestrijkt, kent het bachelor-onderwijs een breed pakket van discipli-negerichte Nederlands- en Engelstaligeopleidingen (thematisch gericht of uitda-gende combinaties van disciplines) als-mede een brede maatschappijgerichtebacheloropleiding. De opleidingen heb-ben in 2013 een aanzienlijk beter studie-rendement en het onderwijs is veelalkleinschaliger en interactiever opgezetdan in 2007.
Het internationale, selectieve masteron-derwijs wordt uitgebouwd, met nieuweopleidingen op het snijvlak van discipli-nes die binnen de universiteit aanwezigzijn. Een aantal bestaande masteroplei-dingen zal worden uitgebouwd tot PhD-trajecten. Andere mogelijkheden voorintegratie van masters en PhD-trajectenzullen worden verkend.Op alle terreinen die de EUR bestrijkt,wordt een samenhangend aanbod vaninitiële en postinitiële opleidingen encursussen ontwikkeld. De Erasmus Univer-siteit Rotterdam wil in Nederland markt-leider blijven op het gebied van

EUR produces high quality knowledge. Our
scientific research is persuasive to relevant
academics around the world (evidenced by peer
reviews and citation scores). The university has a
strong influence on the social environment via
its graduates, valorises its knowledge and
contributes to innovations, in the long and short
term, locally and internationally. EUR also
systematically scores in the highest quartile in
the relevant international rankings. Since 2007
selective stimulation of top level research has
resulted in a number of groups retaining their
leading position and several new top level
research groups arising. The quality of research
at Woudestein (non-medical disciplines) has
increased substantially.
CLOSE RELATIONS WITH ERASMUS MC
The formation of Erasmus MC in 2003 (a
merging of the School of Medicine and the
Academic Hospital) has contributed to
intensified cooperation between the Rotterdam
School of Medicine and the other faculties. A
number of agreements were made when
Erasmus MC was formed to prevent the
university and Erasmus MC from growing apart.
There is now intensive cooperation in the area of
research (internationally leading projects, for
example in the area of the economics of
healthcare and ‘Generation R’) and education
(for example, the development of joint master’s
degree programmes). The cooperation also
concerns the presence in the city (by joint
establishment of a university centre in the city
centre).
Because of this diversity of collaborative
activities and because of the excellent quality of
the research at Erasmus MC, Erasmus MC’s close
connection with EUR is a basic element for the
development of our organisation.
RELATIONSHIPS WITH THE CITY AND
BUSINESS SECTOR
The connections with the city of Rotterdam have
become more intense and more visible.
Academics contribute to the development of the
business sector and the attainment of a social
and safe Rotterdam through research and
consultancy. Community service by students has
social significance and also contributes to their
own development. All EUR students come into
contact with enterpreneurship during their
education.
The Hoboken/Woudestein axis is developing into
a vibrant Student City. The university and
Erasmus MC have jointly set up a venue in the
city centre for cultural activities, debates, and
communication on developments in education
and science.
By 2013 EUR will have grown into an open
organisation that invites cooperation with the
business sector and with public parties in the
Netherlands and abroad, also together with
other educational institutions. An organisation
in which academics and support staff work
together, each with their own prospects for a
blossoming career.

Voorts scoort de EUR systema-tisch in het hoogste kwartiel van derelevante internationale rankings. Sinds2007 heeft selectieve stimulering van top-onderzoek er toe geleid dat een aantalgroepen haar vooraanstaande positieheeft behouden en dat enkele nieuwetoponderzoeksgroepen zijn ontstaan. Dekwaliteit van het onderzoek op Woude-stein (niet-medische disciplines) is sub-stantieel toegenomen.
HECHTE RELATIES MET HET ERASMUS MC
De vorming van het Erasmus MC in 2003(een samengaan van de medische facul-teit en het Academisch Ziekenhuis) heeftbijgedragen aan intensivering van sa-
menwerking tussen de Rotterdamse fa-culteit der Geneeskunde en de andere fa-culteiten. Bij de vorming van het ErasmusMC is een aantal afspraken gemaakt omte voorkomen dat de universiteit en hetErasmus MC uit elkaar zouden groeien.Inmiddels is er intensieve samenwerkingop het gebied van het onderzoek (inter-nationaal toonaangevende projecten, bij-voorbeeld op het gebied van economievan de gezondheidszorg en ‘GenerationR’) en het onderwijs (bijvoorbeeld de ont-wikkeling van gezamenlijke masteroplei-dingen). De samenwerking geldt ook deaanwezigheid in de stad (door gezamen-lijke vestiging van een universitair cen-trum in de binnenstad).Door deze diversiteit aan samenwer-kingsactiviteiten en vanwege de excel-lente kwaliteit van het onderzoek vanhet Erasmus MC is de nauwe verbonden-heid van het Erasmus MC met de EUR eendragend element voor de ontwikkelingvan onze organisatie.

A number of new emphases are laid down in
this strategy document. These relate to:
• A better quality and internationalisation of
education;
• Stronger connections between university
and society.
Further improvement to education is in the first
place aimed at the existing programmes,
including objectives to increase study
completion rates, strengthen small scale
approaches and introduce didactics focused on
active learning. In the coming years the range of
programmes offered will also become more
international and diverse:
• New English-language bachelor’s degree
programmes (including a broad Erasmus
bachelor’s);
• Master’s degree programmes at the
interfaces of disciplines;
• New joint degree programmes with other
universities;
• A strong expansion of postgraduate
education, aimed at ‘full service education’ for
students of different cultural backgrounds in all
phases of life.
Strengthening the connection between
university and society is expressed in countless
actions and activities. For example, there is a
much stronger emphasis than in the past on
knowledge valorisation, both in economic and
social terms. The relationship with the city will
be strengthened: the Student City will be
developed, academics will contribute to the
handling of urban problems and community
service by students will be encouraged. Relations
with our alumni will be strengthened and
attention will systematically be devoted to
relationships with large companies located in
the Netherlands.
In addition to new emphases, EUR’s current
distinguishing characteristics will continue to
enjoy attention as well. EUR will maintain its
select range of disciplines and continue to focus
on the development of top level research.
In this way, Erasmus University Rotterdam will
further develop in the coming years into a
melting pot for talent and an international
centre for education and research focused on

In dit strategiedocument wordt een aan-tal nieuwe accenten gelegd. Deze heb-ben betrekking op:
• een betere kwaliteit eninternationalisering van het onderwijs;
• het versterken van verbindingen tussenuniversiteit en samenleving.
Verdere onderwijsverbetering is in deeerste plaats gericht op de bestaande op-leidingen, onder meer door verhogingvan het rendement, versterking vankleinschaligheid en een op actief lerengerichte didactiek. Voorts zal in de ko-mende jaren het opleidingenaanbod in-ternationaler en diverser worden:

Versterking van de verbinding tussen uni-versiteit en samenleving komt in tal vanacties en activiteiten tot uitdrukking. Zoligt er veel meer dan voorheen een sterkenadruk op kennisvalorisatie, zowel ineconomisch als in maatschappelijk op-zicht. De relaties met de stad wordenaangehaald: Student City wordt ontwik-keld, wetenschappers leveren een bij-drage aan de aanpak van grootstedelijkeproblematiek en community services doorstudenten wordt gestimuleerd. degree programmes that are internationally

courses and programmes, aimed at developing

courses, and further professional development;
• Offering interested individuals from the
region various courses in order to become
acquainted with science;
• Ensuring in close coordination with higher
vocational education that the right students end

A SELECT RANGE OF BACHELOR’S DEGREE
PROGRAMMES; QUALITY IS KEY
The university will maintain its current profile
with a select number of disciplines and
associated programmes.
The primary concern for the coming years is a
significant increase in the study completion rate
by means of more interactive and smaller scale
educational forms. Starting points for this
innovation of education are (following on the
design of the bachelor’s degree programme in
Psychology):
• Attracting the most suitable talent;
• Small scale;
• Challenging education and active learning;
• A limited number of topics;
• Fewer resits of exams;
• Binding study advice (Bsa) after the first
and second year. In the year 2006/2007;
• Effective use of ICT support.
All the faculties/schools will, in a way suitable
for them, express these starting points in their
educational plans in the coming years.
In addition, the range of bachelor’s degree
programmes will be expanded, taking into
account the wishes of potential Dutch and
foreign students. This expansion shall be realised
in a number of areas: Dutch-language and
English-language, disciplinary and broad/multi-
disciplinary, as EUR programmes and as
programmes in inter-university partnerships. By
2013 this will result in a differentiated package
of high quality bachelor’s degree programmes,
with good study completion rates, meeting the
wishes of regional students, other Dutch
students and international students.
The objectives of Erasmus 2013 in the area of
education are:
• To have all our Dutch-language bachelor’s
degree programmes among the top 3 in the
Netherlands;
• A substantial increase in the study
completion rate of bachelor’s degree
programmes;
• To strengthen small scale educational
forms and greater emphasis on interactive
education;
• Within each bachelor’s degree programme
positive differentiation for 8% of the students
and special support to the bottom 20%, or even
better customised education;
• For EUR to offer a range of at least five
bachelor’s degree programmes with a joint or
double degree character, that is, programmes
with a combination of disciplines from EUR or
with a combination of one EUR discipline and
one from another (Dutch or international)
university;
• To have the English-language bachelor’s
degree programmes IBA and IBEB among the
top 5 in Europe;
• To offer English-language bachelor’s
degree programmes also at the Erasmus School
of Law, Faculty of Social Sciences, Faculty of
History and Arts and Erasmus MC by 2013;
• For EUR to offer a broad English-language
bachelor’s with an Erasmus profile by 2013.

De universiteit handhaaft het huidigeprofiel met een select aantal disciplinesen daarbij behorende opleidingen.De eerste zorg voor de komende jaren iseen forse verhoging van het studierende-ment door middel van interactiever enkleinschaliger onderwijs. Uitgangspuntenbij deze innovatie van het onderwijs zijn(in navolging van de opzet van het ba-cheloronderwijs bij Psychologie):
• het aantrekken van het meest passendtalent;
• kleinschaligheid;• uitdagend onderwijs en actief leren;• een beperkt aantal thema’s;• minder herkansingen;• bindend studieadvies (Bsa) na het eerste
en tweede jaar. In het jaar 2006/2007;• effectief gebruik van ICT-ondersteuning.
Alle faculteiten zullen, op een voor henpassende wijze, in de komende jarendeze uitgangspunten in hun onderwijs-opzet tot uitdrukking brengen.Daarnaast wordt het aanbod van bache-loropleidingen uitgebouwd, rekeninghoudend met wensen van potentiële Ne-derlandse en buitenlandse studenten.Deze uitbouw zal op verschillende terrei-nen worden gerealiseerd: Nederlandsta-lig én Engelstalig, disciplinair énbreed/multidisciplinair, als EUR-opleidingén als opleiding in een interuniversitairsamenwerkingsverband. THE RIGHT STUDENT IN THE RIGHT PLACE
With the increase in student numbers it will be
essential to focus on the quality of incoming
students. It is important for both students and
the institutions of higher education that every
effort be made to ensure that every student
ends up in the right place in higher education.
The objectives are:
• To make agreements with higher
vocational schools about referrals of incoming
students and graduated bachelor’s students to
the right place for (further) study;
• To more actively address the quality of
students entering bachelor’s degree programmes
by clarifying and specifying the academic profile
of programmes, providing customised
information for different groups of students,
selecting students for international programmes,
intensive support in the first weeks of the
programme, continuing the binding study advice
and closely monitoring results.
HIGH QUALITY MASTER’S DEGREE
PROGRAMMES WITH ATTENTION TO
INTERDISCIPLINARITY
The mobility of Dutch bachelor’s graduates is
expected to increase strongly in the coming
years. The competition on the international
market will also get tougher, more and more
European universities are active on the
international education markets. Expanding a
package of high quality master’s degree
programmes is therefore a high priority for EUR.
The current European Master in Law and
Economics (recognised by the European
Commission as ‘one of the top 5 master’s in
Europe’) and the MSc in Business Administration
at RSM (which entered the European top 10 of
the Financial Times in 2007) serve as examples
for this.
Another condition for success is the
development of a campus with an international
atmosphere and outstanding facilities for
international students (for more on this see the
following chapters).
The objectives are:
• Dutch-language master’s degree
programmes in the top 3 in the
Netherlands;
• English-language master’s degree
programmes in the top 10 in Europe;
• Substantial increase in the influx from
other Dutch universities.
A VARIED RANGE OF ACCREDITED1
NON-DEGREE PROGRAMMES
EUR is currently relatively strong in non-degree
programmes, but there is still much room for
improvement. Especially from the business
sector there is a growing demand for continued
education and continued degree programmes,
both in the area of professional and executive
education and training programmes.
The package of programmes at Erasmus
University is far from cohesive, nor is there
uniform management aimed at strengthening
this cohesion. The decision to organise a great
part of these programmes as a private limited
company (BV) has had a clear positive effect on
the growth and development of individual
programmes, but the connections between the
programmes leave much to be desired.

JUISTE STUDENT OP DE JUISTE PLAATS
Met de toename van het studentenaantalis het zaak om te sturen op kwaliteitenvan aankomende studenten. Zowel voorstudenten als voor de instellingen vanhoger onderwijs is het van belang ommaximale inspanningen te plegen, zodatiedere student op de juiste plaats in hethoger onderwijs terecht komt.
De doelstellingen zijn:• afspraken maken met het hbo over
verwijzing en doorverwijzing vanaankomende studenten en vanafgestudeerde bachelors naar de goedeplaats voor (verdere) studie;
• actiever sturen op kwaliteiten vanaankomende studenten vanbacheloropleidingen door verhelderingen aanscherping van het academischprofiel van opleidingen, voorlichting opmaat voor verschillende groepenstudenten, selectie van studenten ininternationale opleidingen, intensievebegeleiding in de eerste weken van destudie, voortzetten van het bindendstudieadvies en nauwlettend volgen vanresultaten.
HOOGWAARDIGE MASTEROPLEIDINGEN MET
AANDACHT VOOR INTERDISCIPLINARITEIT
Naar verwachting zal in de komendejaren de mobiliteit van Nederlandse afge-studeerde bachelorstudenten sterk toe-nemen. Ook de concurrentie op deinternationale markt wordt scherper;steeds meer Europese universiteiten be-wegen zich op internationale onderwijs-markten. Voor de EUR heeft hetuitbouwen van een pakket van hoogkwa-litatieve masteropleidingen dan ookhoge prioriteit. Als voorbeeld geldenonder meer de huidige European Master
in Law and Economics (door de Europesecommissie erkend als ‘one of the top 5masters of Europe’) en de MSc BusinessAdministration van de RSM (in 2007 bin-nengekomen in de Europese top 10 vande Financial Times).Een voorwaarde voor succes is overigensde ontwikkeling van een campus met in-ternationale uitstraling en de ontwikke-ling van uitstekende voorzieningen voorinternationale studenten (zie daarvoorook de volgende hoofdstukken).
De doelstellingen zijn:
• Nederlandstalige masteropleidingenbehoren tot de top 3 in Nederland;
• Engelstalige masteropleidingen behorentot de top 10 in Europa;

EEN GEVARIEERD AANBOD VAN NIET-
INITIËLE GEACCREDITEERDE1 OPLEIDINGEN
De EUR is nu relatief sterk in niet-initiëleopleidingen, maar er valt nog veel te ver-beteren. Vooral vanuit het bedrijfslevenis sprake van een sterk toenemendevraag naar vervolgonderwijs en vervolg-opleidingen, zowel op het terrein vanprofessionele als op dat van executive op-leidingen en trainingen.Binnen de Erasmus Universiteit is noglang geen sprake van een samenhangendpakket aan opleidingen, noch van eeneenduidige sturing gericht op versterkingvan die samenhang. Het besluit om eengroot deel van deze opleidingen als BV teorganiseren heeft een uitgesproken posi-tief effect gehad op groei en ontwikke-ling van afzonderlijke opleidingen, maarde verbanden over de opleidingen heenlaten te wensen over.

Our university has the ambition of gaining a
position as market leader in the Netherlands in
this area in 2013 as well. This means that at
least the following objectives must be achieved:
• The Erasmus School of Law, Erasmus School of
Economics, Faculty of Social Sciences, RSM
Erasmus University and Erasmus MC offer a
cohesive range of degree and non-degree
programmes aimed at life-long learning;
• The student numbers for non-degree
education will have substantially risen in the
years up to and including 2013 (that is,
considerably more than the increase in the
number of students in degree education).
The Executive Board, in consultation with the
deans, will evaluate the contents, structure and
organisation of the entire postgraduate
education system at EUR in 2009. A decision on
further development will be taken on the basis
of this evaluation.
EXCELLENT RELATIONS WITH ALUMNI AND
SOCIAL PARTNERS
Good contacts between the university and its
alumni are of essential importance to both
parties. Alumni retain their access to knowledge
and facilities and can support the university by
contributing ideas, organising events and
lending financial support. The university thus
profits from the experience that alumni bring
with them from ‘outside.’ In addition, good
contact with our graduates is important in
building and maintaining relations with the
business sector, government and social
organisations, in providing information about
career opportunities to secondary school
students and current students, in attracting
guest lecturers and with an eye on philanthropy,
in the form of donations to the alma mater.
In the coming years Erasmus University wants to
operate more actively in its networks. At the
moment these networks are not well
maintained. The relationships with public and
private parties, regionally and nationally, will be
expanded professionally.
EUR has formulated the following ambitions for
its alumni policy through 2013:
• Substantial increase to the number of
alumni with which EUR maintains contact and
expansion of our package of services;
• Closer cooperation between all those
involved in the alumni policy and fundraising;
• Establishment of an alumni body to further
flesh out the connections between the university
and alumni;
• The renewal and interactive updating of
the relationship administration, in order to
maintain better ties with alumni and other
relevant social partners;
• Improved communication and promotion
of EUR’s reputation by publishing a newsletter,
brochure for graduates, organising local
chapters and local dinners;
• Strengthened connection with the
university during study years, for example by
intensification of the study and by organising
graduation sessions.

Het College van Bestuur zal, in overlegmet decanen, in 2009 de inhoud, deopzet en de organisatie van het gehelepostinitiële onderwijs evalueren. Opgrond van deze evaluatie wordt een be-sluit over de verdere ontwikkeling geno-men.

Goede contacten tussen de universiteiten haar alumni zijn voor beide partijenvan wezenlijke betekenis. Alumni behou-den hun toegang tot kennis en voorzie-ningen en kunnen de universiteitondersteunen door meedenken, organi-seren en financiële steun te verlenen. Deuniversiteit profiteert zo van de ervaringdie alumni van ‘buiten’ meebrengen.Daarnaast is een goed contact met onzeafgestudeerden van belang voor het op-bouwen en onderhouden van relatiesmet bedrijfsleven, overheid en maat-
schappelijke organisaties, bij de voorlich-ting over carrièremogelijkheden aanscholieren en huidige studenten, bij hetaantrekken van gastdocenten en met hetoog op filantropie, in de vorm van schen-kingen aan de alma mater.
In de komende jaren wil de Erasmus Uni-versiteit actiever in haar netwerken ope-reren. Momenteel zijn die netwerkenniet op orde. De betrekkingen met pu-blieke en private partijen, regionaal ennationaal, zullen professioneel wordenuitgebouwd.
De EUR formuleert tot 2013 de volgendeambities in haar alumnibeleid:
• het substantiële verhoging van het aantalalumni waarmee de EUR contactonderhoudt en uitbreiding van onsdienstenpakket;
• een intensievere samenwerking tussenalle betrokkenen bij het alumnibeleid ende fondsenwerving;
• het instellen van een alumni-overleg ombanden tussen universiteit en alumniverder vorm te geven;
• het vernieuwen en interactief actueelhouden van het relatiebestand, om zobeter de relatie met alumni en andererelevante maatschappelijke partners tekunnen onderhouden;
• verbetering van communicatie enreputatiebehartiging door hetuitbrengen van een nieuwsbrief, boekjevoor afgestudeerden, organiseren vanlocal chapters en local dinners;
• versterken van de band met deuniversiteit tijdens de studententijd,bijvoorbeeld door intensivering van destudie en door het organiseren vanafstudeersessies.

The university only exists thanks to high quality
research. EUR has fundamental and applied
research of all sorts and sizes. The research
ambitions for Erasmus 2013 lie both in
maintaining and expanding leading positions in
an international context as well as in multi-
disciplinarity and social valorisation. Developing,
maintaining and attracting talent are central to
the approach.
PROMOTING FUNDAMENTAL TOP LEVEL
RESEARCH
Fundamental research that in some areas is
among the best in the world is essential for
EUR’s international reputation. In 2007 the
university opted for selective stimulation of a
limited number of research groups. These
groups provide internationally proven top quality
research, research master’s, and PhD
programmes that attract international talent.
The climate is one in which young talent is
encouraged, among other ways by the securing
of veni, vidi and vici grants.
In 2007/2008 a first form of financial
stimulation took place by the granting of senior
tenure tracks, aimed at finding top academic
talent. The Tinbergen programme was
developed for this purpose. The funds were
granted on the basis of matching. The largest
part (80%) of the funds available for this
programme was used to stimulate a limited
number of research groups; the resources were
granted on the basis of proven top quality, to
the research groups Economics and
Health/Econometrics, Management Innovation
and Cognition of Learning, for instance. The
remaining part of the funds was used to support
diversity policy.

Fundamenteel onderzoek dat op enkelegebieden tot de wereldtop behoort, is es-sentieel voor de internationale reputatievan de EUR. In 2007 heeft de universiteitgekozen voor selectieve stimulering vaneen beperkt aantal onderzoeksgroepen. Bijdeze groepen is sprake van internationaalbewezen topkwaliteit van onderzoek, re-searchmasters en PhD-trajecten met inter-nationale aantrekkingskracht. Er heerst eenklimaat waarin jong talent wordt gestimu-leerd, onder meer door het verwerven vanveni-, vidi- en vici-subsidies.In 2007/2008 vindt een eerste vorm van fi-nanciële stimulering plaats door het toeken-nen van senior tenure tracks, gericht op hetvinden van wetenschappelijk toptalent. Hier-toe is het Tinbergen-programma ontwikkeld.Het geld wordt toegekend op basis van mat-ching. The two changes to the education budget have
the following consequences for the university.
The structural increase in the granting of SOC
(Strategic Considerations Component) for the
social sciences and humanities and for the
young universities will yield 1.7 million € in
2008 and 2.4 million € in 2009. These research
funds will be permanently used for the selective
stimulation of (potential) top level research at
Woudestein and for stimulating diversity among
the academic staff.
OCW’s reduction of first flow research funds will
result in a dip in funding of 5.8 million € to EUR
as of 2011. The consequences of losing these
first flow funds will be spread over the faculties
according to a model.
The university is therefore facing a major two-
part task: to cut back on existing programmes
on the one hand, in connection with the
transfer of resources from first flow funding,
and on the other hand selectively invest in
(potential) top level research in connection with
the increase in SOC resources.
The objectives in the area of fundamental top
level research are:
• To have at least five Woudestein research
groups among the top 5 in Europe in their
discipline by 2013. At least two candidates in
each of these groups should receive their
doctorates each year. Every three years each of
these groups should receive at least one vici,
two vidi or three veni subsidies;
• By 2013 five areas of the Erasmus MC
should be among the top 6 in Europe. An area
belongs to the top if one or more research
groups/departments active in the relevant area
get a score of at least twice the world average
of the normalised field citation score (CPP/FCSm)
from the Centre for Science and Technology
Studies. In addition, these groups must have at
least 100 publications in a four year period;
• Every faculty/school must be among the top
national regions for the number of personal
subsidies secured, such as veni, vidi or vici
grants.

De twee wijzigingen in de onderwijsbe-groting betekenen voor de universiteithet volgende. De structurele verhogingvan de toekenning van de SOC (Strategi-sche Overwegingen Component) voor dealfa- en gammawetenschappen en voorde jonge universiteiten levert 1,7 M€ in2008 op en 2,4 M€ in 2009. De conse-quenties van het verlies aan middelen uitde eerste geldstroom worden modelma-tig verdeeld over de faculteiten.De universiteit staat dus voor een ma-jeure dubbele opgave: aan de ene kantbezuinigen op bestaande programma’s inverband met de overheveling van midde-len uit de eerste geldstroom en aan deandere kant selectief investeren in (po-tentieel) toponderzoek in verband metde toename van de SOC-middelen.
De doelstellingen op het gebied van fun-damenteel toponderzoek zijn:
• in 2013 behoren ten minste vijfonderzoeksgroepen van Woudestein totde top 5 van Europa in hun vakgebied.Bij elk van deze groepen promoverenjaarlijks ten minste twee promovendi.Elke drie jaar ontvangt elk van dezegroepen ten minste een vici, twee vidi’sof drie veni’s;
• in 2013 behoren vijf gebieden van hetErasmus MC tot de top 6 in Europa. Eengebied behoort tot de top als een ofmeerdere groepen/afdelingen werkzaamop het betreffende gebied een score vanminimaal twee maal hetwereldgemiddelde hebben van degenormaliseerde veldcitatiescore(CPP/FCSm) van het Centrum voorWetenschaps- en Technologie Studies.Daarnaast hebben deze groepenminimaal honderd publicaties in eenvierjaarsperiode;

PROMOTING THE BASIC QUALITY OF
RESEARCH
Promoting quality in research certainly does not
only relate to top level research. In Erasmus
2013 all the university research is of a high level.
For Erasmus MC, Erasmus School of Economics
and Rotterdam School of Management, Erasmus
University a measurement will be carried out
every two years using the ‘Field Normalised
Citation Impact’ of the CWTS. This instrument
provides a reliable measure of quality for these
academic areas. For the other faculties quality
will be measured by visitations according to the
system of research quality of the Dutch
universities (the Standard Evaluation Protocol).
The following objective applies in these
measurements:
• all faculties should be among the top 3 in
the Netherlands:
-> Erasmus MC, Economics and Business
Administration are number 1 in the Netherlands;
-> Economics and Business Administration are
among the top 10 in Europe;
-> Medicine is in the top 7 of Europe.
KNOWLEDGE TRANSFER
Not only producing knowledge, but also having
knowledge benefit business and society and
capitalising on this knowledge are essential
components of EUR’s research policy. This is
approached in several ways.
In the first place, partnerships in five areas will
be developed between Woudestein and
Hoboken disciplines in the coming years:
• Economics of healthcare;
• The ageing individual;
• Monitoring and Compliance;
• Social Innovation;
• The prospective epidemiological
population study Generation R.
Both the outcomes of fundamental scientific
research and the social significance of the
research are important in the partnership.
A second emphasis lies on the contributions that
EUR researchers make to the development of
the local business sector and the development
of a healthy, safe, and social Rotterdam. A great
number of activities are taking place in these
areas, from applied research to consultancy. The
university provides the city of Rotterdam with its
very own laboratory. The university can test
scientific approaches and work them out in the
practical reality of the city. The university’s
contributions will be made more visible in the
coming years and stimulated where necessary.
A third area is to capitalise on the results of
research and attract external funding for
research. Within Erasmus MC the support for
raising research funding from external sources
and for patenting of research is organised in a
professional way. At Woudestein a powerful
conglomerate of private limited companies is
active, each of which is successful in its own
area in securing and carrying out contract
education and research. Expansion of third flow
funding for research can have an important
impact on the capacity and quality of research at
EUR. The possibility of bringing more cohesion
and focus to this area by means of a number of
specific activities will be explored.

KENNISTRANSFER
Niet alleen het produceren van kennis,maar ook het ten nutte maken van ken-nis voor bedrijfsleven en samenleving, énhet voor de universiteit te gelde makenvan die kennis zijn een wezenlijk onder-deel van het onderzoeksbeleid van deEUR. De aanpak verloopt langs verschil-lende lijnen.
In de eerste plaats worden in de ko-mende jaren samenwerkingsverbandenontwikkeld tussen disciplines van Woude-stein en Hoboken op vijf terreinen:
• Economie van de gezondheidszorg;• De ouder wordende mens;• Toezicht en Compliance;• Sociale Innovatie;• het prospectieve populatie
epidemiologisch onderzoekGeneration R.In de samenwerking zijn zowel de uit-komsten van fundamenteel wetenschap-pelijk onderzoek als de maatschappelijkebetekenis van het onderzoek belangrijk.
Een tweede accent ligt in de bijdragendie EUR-onderzoekers leveren aan deontwikkeling van het lokale bedrijfslevenen aan de ontwikkeling van een gezond,veilig en sociaal Rotterdam. Op deze ter-reinen vinden tal van activiteiten plaats,van toegepast onderzoek tot advisering.De stad Rotterdam heeft in de universi-teit haar eigen laboratorium. De universi-teit kan wetenschappelijke benaderingentoetsen en uitwerken in de praktijk vande stad. De bijdragen die de universiteitlevert zullen in de komende jaren beterzichtbaar worden gemaakt en waarnodig gestimuleerd.

A fourth area is the further development of
‘fourth flow’ funding. The possibilities for
creating interest on the part of private parties to
participate in the development of the university’s
education, research or accommodation are
expected to increase. In the coming years efforts
will therefore be made to build on relationships
with these private parties. Academic enterprise
is required to seize on the opportunities in this
area. The recently established Centre for
Entrepreneurship will play a stimulating role in
this.
The following objectives have been formulated
for this area of knowledge transfer:
• Four multi-disciplinary research groups
(MTI’s) and the prospective epidemiological
population study (Generation R) all carry out
research with important social cachet. They also
secure 400,000 - 600,000 € per year in external
funding;
• Every faculty/school participates, either
individually or in mutual cooperation, in at least
one subsidy application in the 8th and 9th EU
framework programme;
• The university’s contributions to the
development of local business and of Rotterdam
will be made more visible in the coming years
and where necessary stimulated;
• More cohesion and focus will be
introduced in the approach to and organisation
of third flow funded education and research at
Woudestein campus;
• An active approach will be taken to
building on relationships with private parties,
focused on making the most of opportunities to
increase fourth flow funding.

Een derde terrein is het te gelde makenvan de resultaten van onderzoek en hetextern verwerven van middelen voor on-derzoek. Binnen Erasmus MC is de onder-steuning bij het verwerven van externeonderzoeksfinanciering en bij patente-ring en octrooiering van onderzoek opprofessionele wijze opgezet. BinnenWoudestein functioneert een krachtigconglomeraat van BV’s die op hun eigenterrein succesvol zijn in het verwerven enuitvoeren van opdrachtonderzoek en-onderwijs. Uitbreiding van het derdegeldstroom onderzoek kan belangrijkebetekenis hebben voor de capaciteit ende kwaliteit van het onderzoek binnende EUR. De mogelijkheid zal worden ver-kend om door een aantal gerichte activi-teiten op dit terrein meer samenhang enfocus aan te brengen.
Een vierde terrein is het verder tot ont-wikkeling brengen van de ‘vierde’ geld-stroom. De verwachting is dat demogelijkheden om private partijen te in-teresseren om deel te nemen in de ont-wikkeling van onderwijs, onderzoek ofde huisvesting van de universiteit, zullentoenemen. In de komende jaren wordtdaarom gewerkt aan het uitbouwen vanrelaties met deze private partijen.
Om de kansen op dit terrein te kunnengrijpen, is academisch ondernemerschapvereist. Het recent opgerichte Centrumvoor Ondernemerschap zal hierbij een sti-mulerende rol vervullen.
Op dit terrein van kennistransfer geldende volgende doelstellingen:
• vier multidisciplinaireonderzoeksgroepen (MTI’s) en hetprospectieve populatie epidemiologischonderzoek (Generation R) voerenonderzoek uit met belangrijkemaatschappelijke uitstraling, waarbij zebovendien 400.000 - 600.000 € per jaaraan externe inkomsten verwerven;
• elke faculteit participeert, al dan niet inonderlinge samenwerking, in minimaaléén subsidieaanvraag in het 8e en 9ekaderprogramma van de EU;
• de bijdragen die de universiteit levertaan de ontwikkeling van het lokalebedrijfsleven en aan de ontwikkeling vanRotterdam worden in de komende jarenbeter zichtbaar gemaakt en waar nodiggestimuleerd;
• er wordt meer samenhang en focusaangebracht in aanpak en organisatievan derde geldstroom onderwijs en-onderzoek op campus Woudestein;
• er is sprake van een actieve aanpak vanuitbouw van relaties met private partijen,gericht op het benutten vanmogelijkheden om de vierde geldstroomte vergroten.

supplier of knowledge and knowledge workers
and as home base for a variety of students, EUR
has the potential to deliver an innovative
contribution to the economic, social and cultural
development of the city. In turn the city offers
EUR a dynamic metropolitan environment with a
wealth of research topics and many potential
customers for education and research.
EUR AND THE CITY: PARTNERS IN
DEVELOPMENT
With its rich diversity of students, its enterprising
culture and international orientation, EUR pre-
eminently has the potential to support the city’s
ambitions. An active and visible knowledge
transfer, the increase in the educational level in
Rotterdam, and the stimulation of students and
academics taking up residence in the city are
important goals in this respect.
AN ACTIVE AND VISIBLE TRANSFER OF

Stimulating an active transfer of knowledge
which brings together demand and supply of
knowledge efficiently and effectively is of
decisive importance to both the city and the
university. This primarily means that our
university recognises the issues and tasks
Rotterdam is faced with and that fruitful and
preferably structural connections and networks
are created via science (and scientists) and
students.

Current urban issues can be classified into five
topic areas, which largely coincide with the
central themes of the social top institutes at
EUR. These are:
• Social cohesion and identity;
• Logistics and transport;
• Health;
• Climate;
• Enterpreneurship.
Students as knowledge-bearersStudents become bearers of knowledge in a
number of ways, one of which is by being active
as a volunteer in some way, either as part of
their curriculum or of their own initiative. Seen
from a university viewpoint, community service
is primarily valuable when students acquire,
practice or further develop knowledge and skills
that are relevant for their study and further
career. For the city the social added value is
central and community service contributes to
promoting social cohesion in a very natural way.
Academics as knowledge-bearersAcademics contribute by starting research
and/or disclosing research results and making
them suitable for social application, in addition
to various forms of consultancy for local
businesses. University and businesses and
institutions are obvious partners in this.
Interesting examples of ongoing studies that fit
within the topic areas mentioned above are the
epidemiological study ‘Generation R’ (and
‘ERGO’), the EUR’s contribution to the
‘Rotterdam Climate Initiative’ for a better
climate in Rotterdam and various research
projects in the area of social cohesion and
identity. New partnership projects with urban
partners will be initiated by the aforementioned
social top institutes, and others. Topics like the
ageing individual, enterprise, social innovation,
and economics of healthcare are central to this.
INCREASING VISIBILITY
EUR has emphatically set itself the goal in the
coming years to make its relationship with the
city more visible, both to Rotterdam residents
and to its own students and staff. An active
transfer of knowledge and numerous university
activities in the area of culture, scientific
communication, and debate for external target
groups will be organised by various research
groups at various locations in the city. Some of
the cultural events for students will also take
place in the city centre. At the moment EUR
lacks (physical) visibility in Rotterdam. Because of
the campus’s location just outside of the heart
of the city and EUR’s dual location (Hoboken
and Woudestein), the university and Erasmus
MC have therefore set their sights on opening a
visible EUR location in the city centre, as an
inspiring anchor point for knowledge transfer
and cultural activities.
MORE HIGHLY EDUCATED PROFESSIONALS
Increasing the educational level of the
population and generating more knowledge
workers with higher qualifications with an
international orientation forms a second pillar
and condition for economic growth for
Rotterdam and for regional innovation.
For many of EUR’s bachelor’s degree programmes
the Rotterdam region is the most important
supplier of students. In comparison to the other
universities in the four largest cities, the influx of
students of ethnic backgrounds is relatively
highest in Rotterdam. EUR is proud of this position
and is will make unabated efforts to maintain and
further expand this position. Where necessary
suitable support arrangements and good mutual
referrals between different Rotterdam institutions
of higher learning are employed to support the
envisioned academic success. The relationship
with higher vocational education will be
intensified to this end.

Voorde stad staat de maatschappelijke meer-waarde centraal en levert community ser-vice op natuurlijke wijze een bijdrageaan de bevordering van de sociale cohe-sie.
Wetenschappers als kennisdragersWetenschappers leveren een bijdragedoor onderzoek te entameren en/of on-derzoeksresultaten te ontsluiten en ge-schikt te maken voor maatschappelijketoepassing, naast uiteenlopende vormenvan advisering in de richting van het lo-kale bedrijfsleven. Universiteit en bedrij-ven en instellingen zijn hierbijvanzelfsprekende partners. Aanspre-kende voorbeelden van lopende onder-zoeken die passen binnen de hierbovengenoemde themagebieden zijn het epi-demiologisch onderzoek ‘Generation R’
(en ‘ERGO’), de bijdrage van de EUR aanhet ‘Rotterdam Climate Initiative’ vooreen beter Rotterdams klimaat en diverseonderzoeken op het terrein van socialecohesie en identiteit. VERGROTEN VAN DE ZICHTBAARHEID
De EUR stelt zich de komende jaren na-drukkelijk ten doel de relatie met de stadbeter zichtbaar te maken, zowel voor Rot-terdammers als voor de eigen studentenen medewerkers. Een actieve transfer vankennis en tal van universitaire activiteitenop het gebied van cultuur, wetenschaps-communicatie en debat voor externe doel-groepen worden vanuit uiteenlopendeonderzoeksgroepen en op uiteenlopendelocaties in de stad georganiseerd. Ook eendeel van de culturele evenementen voorstudenten vindt in het centrum plaats.Vooralsnog ontbreekt het de EUR aan (fy-sieke) zichtbaarheid in Rotterdam. Van-wege de ligging van de campus net buitenhet stadshart en de bilocatie van de EUR(Hoboken en Woudestein) zetten de uni-versiteit en Erasmus MC derhalve in op hetopenen van een zichtbare EUR-vestiging inhet centrum van de stad, als inspirerendankerpunt voor kennistransfer en cultureleactiviteiten.

AND STAFF
Rotterdam is not known as the Netherlands’
most popular student city. Moreover, the city
does not manage to hold on to its graduates
and often does not succeed in tempting
employees trained in Rotterdam to settle in the
municipality.
The municipality and housing corporation
Stadswonen will take the lead in the coming
years to increase the city’s appeal as a pleasant
living environment and a youthful city.
Stadswonen is applying the concept of the
Hoboken-Woudestein knowledge axis in its
efforts, supported by EUR.
Many academics work in Rotterdam but live
outside the city, often even outside the region.
In its HR policy EUR aims to stimulate its
employees to live in Rotterdam. Attractive
housing for middle and higher incomes must be
available if this is to succeed.
The relationship between EUR and the city will
be expanded along the following lines:
• Application of research results in the
innovation of products and services from
Rotterdam businesses and institutions
(knowledge transfer) by students and scientists
in the topic areas of climate, social cohesion and
identity, health, enterprise and logistics and
transport;
• Promotion of participation and academic
success of students from Rotterdam, particularly
those of ethnic backgrounds, partly by active
cooperation with higher vocational schools;
• Increasing the city’s appeal and EUR’s
visibility to students, recent graduates, and
employees by pursuing an active HR policy,
expanding student housing and establishing a
venue of both the university and Erasmus MC in
the city centre.

The Woudestein campus is developing into a
stimulating environment for learning, working
and living, closely connected with the city, with
an atmosphere that befits an internationally-
oriented university. Campus development is a
long-term process. Concrete steps will be taken
in the years leading up to 2013, but the
transformation of the campus will continue for
many years after that.
The campus means different things to different
users.
For Dutch students the campus is in the first
place a learning environment and must
therefore provide good educational facilities and
be an inviting meeting place.
Many young, international knowledge workers
will spend a few years at EUR. For them the
campus is a place to live, study and work, and
functions additionally as an international
meeting place. Good housing opportunities and
spaces to meet with others are particularly
important.
The campus also serves as a point of assimilation
for EUR’s international students. As a rule they
branch out from their first residence on campus
to live in the city after some time. The campus
must offer adequate comfortable places for
living and studying in order to contribute to this
assimilation. Moreover Woudestein must offer
students a meeting place and excellent support
facilities.

For Dutch academic and support personnel the
campus is above all a work environment. For
them the education and research facilities must
be in good condition. The office environment
must be modern and customised to their needs,
and the facilities (for ICT, catering, shops,
parking and sports) must be able to compete
with international standards.
The concept of a campus is broader, however,
than just the Woudestein and Hoboken
locations. Students regard places in the city at
some distance from the university as part of the
campus as well. Campus development thus
meshes with the development of Rotterdam as a
Student City, with a concentration on the
Hoboken/Woudestein axis.

Sustainability is addressed in Rotterdam via the
Rotterdam Climate Initiative. Within the
university, staff departments, shared service
centres and faculties are working on a
sustainable university as part of the ‘Greening
the campus’ programme.
The objective is to position EUR as a sustainable
university, in which sustainability:
• is embedded in the policy and operations of the
university;
• is known to a large group of stakeholders.
A programme manager will be appointed and
concrete targets determined in 2008.

Connection with society is in EUR’s very genes.
Knowledge valorisation, using knowledge to
benefit society, is thus in no way new to the
university. This topic has won in currency and
urgency over the past few years however. More
than in the past the importance of scientific
knowledge for sustainable economic
development is being recognised. Increasing
importance is also being attached to the
systematic use of knowledge to solve stubborn
social problems. In the coming years the topic of
knowledge valorisation will therefore be high on
the agenda, both in its economic and social
significance.
Social valorisation centres on making scientific
knowledge available and applicable for purposes
in society. Social valorisation is taking place in a
large number of areas in all our
faculties/schools.
The essence of economic valorisation is
converting knowledge into products that can be
sold. That is possible for instance by applying for
patents. Economic knowledge valorisation is
now mainly taking place at Erasmus MC. In the
coming years new initiatives will also be taken in
this field at Woudestein. The soon to be opened
Centre for Entrepreneurship will play a
stimulating role in this.
Activities in the area of knowledge valorisation
are taking place in many areas, most of which
are also mentioned elsewhere in this document.
Verbinding met de samenleving zit in degenen van de EUR. Kennisvalorisatie, hetten goede laten komen van kennis aande maatschappij, is voor de universiteitdus geenszins een nieuw thema. Welheeft dit thema in de afgelopen jarenaan actualiteit en urgentie gewonnen.Meer dan in het verleden wordt de bete-kenis van wetenschappelijke kennis voorduurzame economische ontwikkeling on-derkend. Ook wordt toenemend belanggehecht aan het systematisch benuttenvan kennis voor het oplossen van hard-nekkige maatschappelijke vraagstukken.In de komende jaren staat het thema vande kennisvalorisatie dus hoog op deagenda, zowel in haar economische als inhaar maatschappelijke betekenis.
Maatschappelijke valorisatie richt zich ophet beschikbaar en toepasbaar makenvan wetenschappelijke kennis voor doel-einden in de samenleving. Maatschappe-lijke valorisatie vindt op een groot aantalterreinen in al onze faculteiten plaats.De kern van economische valorisatie ishet omzetten van kennis in productendie verkoopbaar zijn. Dat kan bijvoor-beeld door het aanvragen van octrooienen patenten. Economische kennisvalorisa-tie vindt thans vooral binnen het ErasmusMC plaats. In de komende jaren zullen opdit punt ook op Woudestein nieuwe ini-tiatieven worden genomen. Het binnen-kort te openen Centrum voorOndernemerschap zal hierbij een stimule-rende rol spelen.Activiteiten op het gebied van kennisva-lorisatie spelen zich af op een groot aan-tal terreinen, die veelal ook elders in ditdocument zijn genoemd.

EDUCATION
Postgraduate educationAs a supplement and continuation to degree
programmes, EUR already offers many non-
degree programmes, aimed at government and
the business sector. The demand for these
programmes is expected to grow. EUR’s
educational programmes will further develop in
the coming years into ‘full-service’ education,
that is to say, academic education for students in
every phase of life. In this way the university
makes knowledge accessible to a broad range of
groups within society.
The establishment of the Centre for
Entrepreneurship is also important from the
perspective of valorisation. All EUR students
come into contact with enterprise during their
study. The centre will also contribute in other
ways to the development of academic enterprise
at the university.
RESEARCH
In the area of research, social and economic
valorisation takes place, for example, via:
• The development of partnerships between
Hoboken and Woudestein and among the
faculties/schools at Woudestein. The
cooperation focuses on making fundamental
research suitable for social applications.
Examples are the collaborations in the areas of
Economics of Healthcare and Monitoring and
Compliance;
• Researchers’ contributions to the
development of a healthy, safe and social
Rotterdam. This takes place through, among
other ways, the implementation of applied
research or consultancy projects for social
institutions, businesses and municipalities. The
BVs are a good construction for carrying out
these activities;
• Further development of fourth flow
funding by sparking private parties’ interest to
participate in the university’s development.
Boosting academic enterprise is a requirement
for this;
• Expanding third flow funded research by
capitalising on research results and external
fundraising for research. This can be very
significant for the research capacity and quality
at EUR.
RELATIONSHIP WITH THE CITY
Social valorisation regularly takes place close to
home in the case of EUR and the city of
Rotterdam. The city is the academic workplace
of EUR, the ‘lab’ where answers are sought to
research questions.
This primarily means that our university
recognises the issues and tasks the city of
Rotterdam is faced with and that preferably
structural connections and networks of science
(and scientists) and students are created around
crucial topics.
Visibility and the participation of EUR’s students,
academic and support personnel in the city, in
social networks and in the business sector,
reinforce the knowledge exchange between the
parties and the development of networks for
knowledge exchange. As a result Erasmus
University Rotterdam can constantly attune its
research to the wishes and needs of the city and
region, and the city and region can incorporate
new insights into their policy. The development
of incentives to bring about this exchange is an
important task for the coming years.

ONDERWIJS
Postinitieel onderwijsIn aanvulling en als vervolg op de initiëleopleidingen biedt de EUR nu al veel niet-initiële opleidingen, gericht op de over-heid en het bedrijfsleven. Naarverwachting gaat de vraag naar deze op-leidingen toenemen. Het onderwijs vande EUR zal zich in de komende jaren ver-der ontwikkelen tot ‘full-service’ onder-wijs, dat wil zeggen academischonderwijs voor studenten uit alle levens-fasen. Op deze wijze maakt de universi-teit kennis beschikbaar voor een breedscala aan groepen binnen de samenle-ving. Uit een oogpunt van valorisatie isook de oprichting van het Centrum voorOndernemerschap van belang. Alle EUR-studenten komen in hun opleiding inaanraking met ondernemerschap. Hetcentrum zal ook op andere manieren bij-dragen aan het ontwikkelen van acade-misch ondernemerschap op deuniversiteit.
ONDERZOEK
Op het gebied van onderzoek vindtmaatschappelijke en economische valori-satie bijvoorbeeld plaats door:
• het ontwikkelen vansamenwerkingsverbanden tussenHoboken en Woudestein en onderlingtussen faculteiten op Woudestein. Desamenwerking richt zich op het geschiktmaken van fundamenteel onderzoekvoor maatschappelijke toepassingen.Voorbeelden zijn de samenwerking ophet gebied van Economie van degezondheidszorg en Toezicht enCompliance;
• de bijdragen van onderzoekers aan deontwikkeling van een gezond, veilig ensociaal Rotterdam. Dit gebeurt ondermeer door de uitvoering van toegepast
onderzoek of adviesopdrachten voormaatschappelijke instellingen, bedrijvenen gemeenten.De BV’s vormen een goed construct voorde uitvoer van deze activiteiten;
• verder ontwikkelen van de vierdegeldstroom door het interesseren vanprivate partijen om deel te nemen aan deontwikkeling op de universiteit. Hetstimuleren van academischondernemerschap is hiervoor eenvereiste;
• uitbreiding van derde geldstroom-onderzoek door het te gelde maken vanonderzoeksresultaten en het externverwerven van middelen voor onderzoek.Dit kan een belangrijke betekenishebben voor de capaciteit en de kwaliteitvan het onderzoek binnen de EUR.
RELATIE MET DE STAD
Maatschappelijke valorisatie speelt zichin het geval van de EUR en de stad Rot-terdam regelmatig dicht bij huis af. Destad is de academische werkplaats van deEUR, het ‘lab’ waar antwoorden gezochtworden op onderzoeksvragen.Primair betekent dit dat onze universiteitde vraagstukken en opgaven waarvoorde stad Rotterdam zich geplaatst ziet,(her)kent en dat er rondom cruciale the-ma’s bij voorkeur structurele verbindin-gen en netwerken met wetenschap(pers)en studenten tot stand komen.Zichtbaarheid en participatie van studen-ten, wetenschappelijk en ondersteunendpersoneel van de EUR in de stad, in soci-ale netwerken en in het bedrijfsleven ver-sterken de onderlinge kennisuitwisselingen de ontwikkeling van netwerken omkennisuitwisseling plaats te laten vinden.Zo kan de Erasmus Universiteit Rotter-dam haar onderzoek continu afstemmenop de wensen en behoeften van stad en

the region contributes to economic valorisation:
it makes Rotterdam appealing as a place to
establish businesses. In the coming years this will
be a joint task to be undertaken by the
university and the municipality of Rotterdam
STRATEGIC COOPERATION
An important condition for successful
knowledge valorisation is close cooperation with
a number of strategic partners. The
development and maintenance of relationships
with strategic partners is therefore high on the
Executive Board’s agenda. In the coming years
the Board will make agreements with public
institutions and bodies, the business sector and
knowledge institutions on how they can join
forces to stimulate both the development and
valorisation of knowledge.

Een belangrijke conditie voor succesvollekennisvalorisatie is hechte samenwerkingmet een aantal strategische partners. Hetontwikkelen en onderhouden van rela-ties met strategische partners staat der-halve hoog op de agenda van het Collegevan Bestuur. In de komende jaren zal hetcollege met publieke instellingen en or-ganen, bedrijfsleven en kennisinstellin-gen afspraken maken over de wijzewaarop gezamenlijk zowel de ontwikke-ling als de valorisatie van kennis kan wor-den gestimuleerd.

INTRODUCTION
The preceding chapters set out the vision on
‘Erasmus 2013’ and the accompanying
objectives. With this kind of strategy
development, it is very important to investigate
whether the objectives are feasible given the
financial conditions and possibilities of our
university. In order, of course, to prevent that
well thought-out plans and objectives prove
unfeasible in retrospect because of a lack of
resources. This chapter provides further insight
into the resources available for financing the
described ‘Erasmus 2013’ vision.
INLEIDING
In de voorgaande hoofdstukken is devisie op ‘Erasmus 2013’ met bijbehorendedoelstellingen uiteengezet. Bij een der-gelijke strategieontwikkeling is het vangroot belang te onderzoeken of een enander ook realistisch is gegeven de finan-ciële randvoorwaarden en mogelijkhe-den van onze universiteit.Vanzelfsprekend met als doel om te voor-komen dat weldoordachte voornemensen doelstellingen achteraf niet haalbaarblijken vanwege een tekort aan middelen.Dit hoofdstuk biedt een nader inzicht inde beschikbare middelen voor de finan-ciering van de beschreven visie ‘Erasmus2013’.

First of all it can be said that EUR is currently in a
good financial position. The healthy starting
position is the result of a prudent policy and
somewhat conservative budgeting over the past
years.
Both the university as a whole and its composite
parts have booked positive operating results and
have reserves that serve as adequate buffer for
any drawbacks in future.
That this position cannot be taken for granted is
evidenced by the fact that reorganisations have
taken place at three faculties over the past
years. The most recent - and most sweeping -
example is the Erasmus School of Economics. At
the moment the supporting services, united in
the University Office, are undergoing
reorganisation.
Nor to be taken for granted is the endurance of
the favourable starting position, given the
mounting competition and the changes to the
financing system within higher education that
are at hand.
The implementation of the university strategy
will require that investments from the university
(‘central resources’) and from the various
faculties (‘decentral resources’) be combined to
achieve a part of the objectives.
The Executive Board holds the view that the
nature of the activities will determine the
primary financing source in this process. A few
examples to illustrate:
• The extra resources for social sciences and
humanities will be used for fundamental top
level research;
• Improving study completion rates and the
development of customised education will as a
rule be financed from the education budgets of
the faculties;
• Start-up costs for new programmes will as
a rule be partly financed by central budgets;
• Financing of campus renovation will be
entirely financed from the central budgets.
The financing of all the initiatives included in this
document will therefore take place from both
faculty and central/university budgets. The
implementation programme to be put together
in the first half of 2008 will specifically indicate
the sources of financing for each initiative.
This chapter offers insight into the budgetary
scope available on the central level for the
initiatives announced in this strategic document.
AVAILABLE RESOURCES
An analysis of the available resources indicates
that there is 90 million € available on the
central level for strategic investments up to and
including 2013. Of this amount 50 million €
had already been included in the long-term
estimates. The additional 40 million € is
composed of extra resources from the social
sciences and humanities (14 million €), extra
tuition (12 million € assuming 25% growth),
release of innovation impulse (6 million €) and
extra scope created by operations (8 million €).
The following assumptions have been taken into
account in the available scope:
• Extra funds for social sciences/humanities
based on the OCW budget 2008;
• The estimated growth in student numbers
(25%) is realised;
• The shift of first flow to second flow
funding, as announced in the 2008 national
budget (running up to 5.8 million €), will be at
the expense of faculty budgets;
• There are no major effects from the
changes to university funding.

Allereerst kan worden gesteld dat de EURer momenteel goed voorstaat op financi-eel gebied. De gezonde uitgangspositie ishet resultaat van het voeren van een pru-dent beleid en het enigszins conservatiefbegroten in de afgelopen jaren.Zowel de universiteit als geheel alsookhaar samenstellende delen boeken posi-tieve exploitatieresultaten en hebben re-serveposities die een afdoende bufferzijn voor eventuele tegenvallers.Dat deze positie niet vanzelfsprekend is,blijkt wel uit het feit dat in de afgelopenjaren in drie faculteiten is gereorgani-seerd. Het meest recente - en meest om-vangrijke - voorbeeld is de faculteit derEconomische Wetenschappen. Momen-teel zijn de ondersteunende diensten,verenigd in het Bureau van de Universi-teit, in reorganisatie.Evenmin vanzelfsprekend is het stand-houden van de gunstige uitgangspositie,gegeven de verhevigende concurrentieen de op handen zijnde aanpassing in debekostigingssystematiek binnen hethoger onderwijs.
Bij de implementatie van de universitairestrategie zullen investeringen vanuit deuniversiteit (‘centrale middelen’) en van-uit de verschillende faculteiten (‘decen-trale middelen) moeten wordengecombineerd om een deel van de doel-stellingen te verwezenlijken.In de visie van het College van Bestuurzal daarbij de aard van de activiteit bepa-lend zijn voor de primaire financierings-bron. Ter illustratie enkele voorbeelden:
• de extra alfa-/gammamiddelen wordeningezet voor fundamenteeltoponderzoek;
• verbetering van rendementen en
ontwikkeling van maatwerk in hetonderwijs worden in de regelgefinancierd uit de onderwijsbudgettenvan faculteiten;
• aanloopkosten voor nieuwe opleidingenworden in de regel medegefinancierd uitcentrale budgetten;
• financiering van vernieuwing van decampus wordt geheel gefinancierd uitcentrale budgetten.
De financiering van alle in dit stuk opge-nomen initiatieven vindt dus plaats uitfacultaire én centrale / universitaire bud-getten. In het uitvoeringsprogramma, datin de eerste helft van 2008 wordt opge-steld, zal specifiek worden aangegevenuit welke bron financiering plaatsvindt.Dit hoofdstuk biedt inzicht in de beschik-baarheid van vrije ruimte op centraal ni-veau voor de in dit strategisch documentaangekondigde initiatieven.
BESCHIKBARE MIDDELEN
Uit een analyse van de beschikbare mid-delen blijkt dat er op centraal niveau toten met 2013 90 M€ beschikbaar is voorstrategische investeringen. Van dit be-drag was reeds 50 M€ opgenomen in demeerjarenramingen. De aanvullende 40M€ is opgebouwd uit extra alfa-/gamma-middelen (14 M€), extra collegegelden(12 M€ op basis van 25% groei), vrijvalvernieuwingsimpuls (6 M€) en extraruimte vanuit exploitatie (8 M€).
De volgende veronderstellingen zijn ver-disconteerd in de beschikbare ruimte:
• extra geld voor alfa/gamma op basis vanbegroting OCW 2008;
• de geraamde groei van het aantalstudenten (25%) wordt gerealiseerd;

already been committed. In total this share
comes to roughly 55 million €, allocated to:
• Research (11 million € for, among other
things, the Tinbergen Tenure Track programme,
MTls, revitalising School of Economics, Virtual
Knowledge Studio, Research funds for
criminology and NWO/KNAW incentive
premium, centre for entrepreneurship);
• Education (20 million € for, among
other things, education marketing, blackboard,
research master’s, quality assurance, Basic
Teaching Qualification,
impersonal/anonymous/mass education,
major/minor);
• Other (24 million € lump sum subsidy
to Stichting Sportvoorziening Rotterdam SSVR,
minor campus improvements, diversity policy,
introduction of SAP, improvement to Planning
and Control, electronic examinations).
The list above shows that the strategic scope is
to be used for a variety of initiatives, to which
the label of ‘strategic’ does not always strictly
apply.
From the viewpoint of purity it seems wise to
clear the strategic scope of items that have
nothing to do with strategy. This does not
produce extra strategic funds, however.
At the same time the existing commitments
within the strategic scope could be
reconsidered, thereby creating some extra
latitude.
GRANTING UNCOMMITTED CENTRAL
STRATEGIC RESOURCES TO VARIOUS TOPICS
As indicated earlier, on the basis of current
insights the amount of available uncommitted
funds in the strategic scope is, until the end of
2013, about 35 million €. This budgetary scope
is divided as follows among the various topics in
this strategy document.
ResearchIn the 2008 national budget the government
announced it would structurally make extra
resources available for the ‘young universities’
and for research in the social sciences and
humanities. EUR can count on an extra
contribution of 13.7 million € for the period to
the end of 2013. This contribution will be
entirely devoted to realising the objectives for
non-medical research at Woudestein with regard
to fundamental top level research and social
valorisation (in line with the ambitions described
in chapter 5). In the first half of 2008
agreements will be made on how these funds
will be spent.
For the rest, the government granted one-off
funds in 2006 for strengthening fundamental
research. EUR used these to start the tenure
tracks in the Tinbergen programme.
The total available uncommitted funds for
research up to and including 2013 therefore
amount to 15 million €.
EducationThe central funds for education will primarily be
used to contribute to the start-up and
preparation costs for new programmes. This
strategy document includes proposals for new
Dutch-language and English-language bachelor’s
degree programmes, and proposals for further
research into the possibilities for starting joint
and double degree programmes. In the period
up to and including 2013, 12.5 million € of the
strategic resources can be freed up for
contributions to the costs of preparing new
programmes.
About 6 million € in start-up costs must be
considered for the launch an entirely new
bachelor’s degree programme in an academic
area new for the EUR. Given the fact that a new
bachelor’s can certainly not start before 2009,

Uit bovenstaande opsomming blijkt datde strategische ruimte gebruikt wordtvoor een veelheid aan initiatieven, waar-bij de vlag van ‘strategische ruimte’ nietaltijd de lading dekt.Uit het oogpunt van zuiverheid lijkt hetverstandig om de strategische ruimte teschonen voor die zaken die niets met destrategie te maken hebben. Extra strate-gisch geld levert dit echter niet op.
Tegelijkertijd zouden ook de bestaandeverplichtingen binnen de strategischeruimte heroverwogen kunnen wordenom op die wijze wat extra vrije ruimte tecreëren.
TOEKENNING VAN VRIJE CENTRALE
STRATEGISCHE MIDDELEN AAN
VERSCHILLENDE THEMA’S
Zoals eerder aangegeven ligt op basis vande huidige inzichten het vrij beschikbarebedrag aan strategische ruimte tot enmet het jaar 2013 rond de 35 M€. Dezevrije ruimte wordt als volgt verdeeld overde verschillende thema’s in dit strategie-document.
OnderzoekIn de rijksbegroting 2008 is aangekon-digd dat het kabinet structureel extramiddelen beschikbaar zal stellen voor de‘jonge universiteiten’ en voor alfa- engammaonderzoek. Voor de EUR kan in deperiode tot en met 2013 worden gere-kend op een extra bijdrage van 13,7 M€.Deze bijdrage zal (conform de in hoofd-stuk 5 beschreven ambities) geheel be-stemd worden voor het realiseren van dedoelstellingen voor het niet-medische on-derzoek van Woudestein ten aanzien vanfundamenteel toponderzoek en vanmaatschappelijke valorisatie. In de eerstehelft van 2008 zullen afspraken worden ge-maakt over toewijzing van deze middelen.Overigens heeft het kabinet in 2006 een-malig middelen toegekend voor het ver-sterken van fundamenteel onderzoek. DeEUR heeft hiermee de tenure tracks inhet Tinbergenprogramma gestart.De totale beschikbare vrije ruimte vooronderzoek tot en met 2013 komt daar-mee op 15 M€.

that the start-up costs are spread over a period
of seven years, and that the possible new
programmes mentioned in the strategy
document do not all concern entirely new
academic areas, the 12.5 million € mentioned
above (in the event that the financing only
comes from central strategic resources), could
fund the start up of three new bachelor’s degree
programmes, for instance, during the plan
period.
In the first half of 2008 the conditions for
granting resources for new educational
initiatives will be worked out. This procedure will
in any event include:
• Setting up a business case for each activity,
which will give insight into the nature of the
initiative, a market survey, a competition
analysis, the necessary investment, the expected
exploitation;
• Talks between the faculty and the
Executive Board about the financing
arrangement for the necessary investments
(financing from central strategic resources,
financing via loans to faculties, financing from
faculty resources, hybrid forms);
• Central strategic resources are allocated by
the Executive Board, after consultation with the
deans.
Should this procedure result in the desire to start
more than three new programmes, there are a
number of possibilities:
• The strategic scope now amounts to 5%
of the first flow funding. Raising this percentage
could be considered. Every percentage point of
increase represents 1.5 million € per year;
• The contribution from the central strategic
budgetary scope to each initiative could be
lowered, in which case the relevant
faculty/school would be required to make a
supplementary contribution;
• Seeking supplementary financing
possibilities from outside the university (fourth
flow funding).
In the longer term, strengthening the third and
(especially) fourth flow funding is extremely
important to the university’s ability to develop
new initiatives on an international level. In 2008
and 2009 an incentive system will be developed
to stimulate individual employees and faculties
to take further steps in this area.
If investing in a new programme yields returns in
the long run (in other words, the programme
makes a profit over time), extra investments can
be made.

OnderwijsDe centrale middelen voor onderwijs zul-len vooral worden bestemd voor bijdra-gen aan de financiering van aanloop- envoorbereidingskosten voor nieuwe oplei-dingen. In dit strategiedocument zijnvoorstellen opgenomen voor nieuwe Ne-derlandstalige en Engelstalige bachelor-opleidingen, en voorstellen voor verderonderzoek naar de mogelijkheden voorde start van joint en double degree-oplei-dingen. Uit de strategische middelen kanin de periode tot en met 2013 12,5 M€
worden vrijgemaakt voor bijdragen in dekosten van voorbereiding van nieuwe op-leidingen.
Voor het starten van een volledig nieuwebacheloropleiding op een voor de EURnieuw wetenschapsgebied moet gere-kend worden met aanloopkosten van omen nabij de 6 M€. Gegeven het feit dateen nieuwe bachelor zeker niet kan star-ten voor 2009, dat de aanloopkosten zijnuitgesmeerd over een periode van zevenjaar en dat de in het strategiedocumentvermelde mogelijke nieuwe opleidingenniet allemaal een nieuw wetenschapsge-bied betreffen, kunnen met genoemde12,5 M€ in de planperiode (in het gevalfinanciering alleen uit centrale strategi-sche middelen plaatsvindt) bijvoorbeelddrie nieuwe bacheloropleidingen wordengestart.
In de eerste helft van 2008 worden devoorwaarden voor toekenning van mid-delen voor nieuwe onderwijsinitiatievenuitgewerkt. Onderdeel van de procedurezal in ieder geval zijn:
• per activiteit opstellen van eenbusinesscase, die inzicht geeft in de aard
van het initiatief, een marktverkenning,een concurrentieanalyse, de benodigdeinvestering, de verwachte exploitatie;
• gesprekken tussen faculteit en Collegevan Bestuur over het financierings-arrangement voor de benodigdeinvesteringen (financiering uit centralestrategische middelen, financieringmiddels lening aan faculteiten,financiering uit facultaire middelen,mengvormen);
• toekenning van centrale strategischemiddelen geschiedt door het College vanBestuur, na overleg met decanen.
Mocht deze procedure resulteren in dewens om meer dan drie nieuwe opleidin-gen te starten, dan zijn er verschillendemogelijkheden:
• De strategische ruimte bedraagt nu 5%van de eerste geldstroommiddelen.Overwogen zou kunnen worden ditpercentage te verhogen. Iedere procentverhoging staat gelijk aan 1,5 M€ perjaar;
• Per initiatief wordt de bijdrage vanuit decentrale strategische ruimte verlaagd,waarbij de betreffende faculteit eenaanvullende bijdrage levert;
• Gezocht wordt naar aanvullendefinancieringsmogelijkheden van buitende universiteit (vierde geldstroom).Op langere termijn is versterking van dederde en (vooral) vierde geldstroom vangroot belang om nieuwe initiatieven opinternationaal niveau te kunnen ontwik-kelen. In 2008 en 2009 zal een incentive-systeem worden ontwikkeld omindividuele medewerkers en faculteitente stimuleren om op dit terrein verderestappen te zetten.

Housing and other topicsEUR’s long-term budget for the period up to and
including 2013 takes into account regular
investments in maintenance and renovation. All
items that fall outside of this regular financing
will have to be financed from the resources
made available for the Strategic Programme
Erasmus 2013.
The plans for further campus development will
be fleshed out in more concrete terms in the
course of the coming year. On the basis of this a
decision will be made on whether new priorities
should be set for the resources reserved at this
point, or if (additional) extra resources should be
found to be able to achieve a campus of
international standing.
7.5 million € of the strategic resources is
reserved for the campus and other topics in this
plan (including: relationship with the city,
alumni, HRM, Institutional Research and
scientific information provision). The
implementation plan (first half of 2008) will
contain concrete plans and the financing
thereof.
It should be clear that the 7.5 million €
mentioned above is far from sufficient to
comprehensively finance the remaining topics
from the vision document. In particular the
development of a campus of international
standing will require a multiple of this sum. This
is not necessarily an unsolvable problem,
however. The favourable assets position/solvency
of the EUR ensures that the university can
borrow substantial sums.
This does mean, however, that a part of the
investment does not need to be earned back via
operational cash flows. But the larger part of it does.
In even more concrete terms this means that:
• The student housing to be developed is
theoretically exploitation-neutral for the
university;
• Making the heart of the campus a low-
traffic area goes hand in hand with flanking
mobility policy in which car mobility is discouraged,
partly with a view to a sustainable campus;
• A hard look must be taken at the commercial
exploitation possibilities and possible fourth flow
funding for the expansion of the level of
facilities and increasing the appeal of the campus.

Indien investeren in een nieuwe oplei-ding op termijn rendement oplevert (of-tewel: op termijn maakt de opleidingwinst), kan extra geïnvesteerd worden.
Huisvesting en overige thema’sIn de meerjarenbegroting van de EUR isin de periode tot en met 2013 rekeninggehouden met reguliere investeringen inonderhoud en renovatie. Alle posten dieniet binnen deze reguliere financieringvallen, zullen uit de voor het StrategischProgramma Erasmus 2013 beschikbaremiddelen gefinancierd moeten worden.
In de loop van komend jaar worden deplannen voor verdere campusontwikke-ling concreter ingevuld. Aan de handdaarvan wordt beslist of binnen de nugereserveerde middelen herprioriteringnodig is, of dat (daarnaast) additionelemiddelen moeten worden gevonden omde ambities voor een campus van interna-tionale allure te kunnen uitvoeren.
Voor het totaal van campus en overigethema’s uit dit plan (onder meer: relatiemet de stad, alumni, HRM, InstitutionalResearch en wetenschappelijke informa-tievoorziening) wordt uit de strategischemiddelen 7,5 M€ gereserveerd. In hetuitvoeringsplan (eerste helft 2008) wor-den concrete plannen en financieringdaarvan opgenomen.
Het moge duidelijk zijn dat de hierbovengenoemde 7,5 M€ bij lange na niet vol-doende is om de overige thema’s uit devisienota integraal te financieren. Metname de ontwikkeling van een campusmet internationale allure zal een veel-voud van dit bedrag kosten. Dit hoeftechter geen onoplosbaar probleem tezijn. De gunstige vermogenspositie/solva-biliteit van de EUR zorgt er voor dat deuniversiteit een royale leencapaciteitheeft.Dit betekent wel dat een gedeelte van deinvestering niet door middel van operati-onele kasstromen hoeft te worden terug-verdiend. Het overgrote deel echter wel.
Nog concreter betekent het dat:
• de te ontwikkelen studentenhuisvestingin principe voor de universiteitexploitatieneutraal is;
• het autoluw maken van het campushartgepaard gaat met flankerendmobiliteitsbeleid waarbij, mede gelet opeen duurzame campus, de automobiliteitontmoedigd wordt;
• bij de uitbouw van het voorzieningen-niveau en het aantrekkelijker maken vande campus heel nadrukkelijk gekekenmoet worden naar de commerciëleexploitatiemogelijkheden en eventuelevierde geldstroom.

CONCLUSIONS
EUR, both as a whole and its various
components, are financially healthy in terms of
operations and reserve position. This provides an
excellent starting position for the Strategic
Programme Erasmus 2013.
Until the end of 2013 the total central
investment scope amounts to 90 million €. 55
million € of this has already been committed. Of
the reaming 35 million €, 15 million € is
destined for stimulating research, 12.5 million €
for new initiatives in the area of education and
7.5 million € for improving the campus and
other initiatives in the context of this strategy
document.
It must be noted here that the amounts cited
can be seen somewhat as ‘current market
values,’ with the total of the available
investment scope being the result of a number
of variables that are uncertain by nature. One of
these variables is for example the 25% growth
in student numbers used in the calculations.
The Executive Board will therefore check
periodically if the starting points described here
are still accurate. The board will adjust the plans
if necessary.
In general EUR is positive about the possibilities
to actually realise a large share of the initiatives
mentioned.
In cases where the strategic funds available are
not enough, alternative financing will have to be
sought within the existing operations (increasing
percentage of strategic scope, reconsidering
existing commitments). Other alternatives are
the development of fourth flow funding and/or
borrowing money (given our favourable solvency
position), but this will require meeting
performance criteria.
The implementation plan to be drawn up will
elaborate the method for allocating the strategic
financial scope to education, research, housing
and other expenses. The starting point in this is
that for every individual initiative, the expected
costs and yields must be examined on the basis
of a business case. Decisions will be taken by the
Executive Board, after discussion with the deans.

CONCLUSIES
De EUR, zowel het geheel als de verschil-lende onderdelen, zijn qua exploitatie enreservepositie financieel gezond. In hetkader van het Strategisch ProgrammaErasmus 2013 biedt dit een prima uit-gangspositie.Tot en met 2013 bedraagt de totale cen-trale investeringsruimte 90 M€. Daarvanis 55 M€ reeds bestemd qua verplichtin-gen. Van de resterende 35 M€ wordt 15M€ bestemd voor stimulering van onder-zoek, 12,5 M€ voor nieuwe initiatievenop het gebied van het onderwijs en 7,5M€ voor campusverbetering en overigeinitiatieven in het kader van dit strategie-document.Hierbij moet worden opgemerkt dat degenoemde bedragen enigszins het karak-ter hebben van ‘dagkoersen’, waarbij hettotaal van de beschikbare investerings-ruimte de resultante is van een aantal va-riabelen die in hun aard onzeker zijn. Eenvan die variabelen is bijvoorbeeld degroei van 25% in het aantal studentenwaarmee gerekend is.Het College van Bestuur zal daarom peri-odiek toetsen of nog steeds aan de hierbeschreven uitgangspunten wordt vol-daan. Zonodig zal het college de plannenbijstellen.
Over het algemeen gesproken is de EURpositief gestemd over de mogelijkhedenom een groot deel van genoemde initia-tieven daadwerkelijk te realiseren.Daar waar de strategische vrije ruimte te-kort schiet, zal binnen de bestaande ex-ploitatie naar alternatieve financieringmoeten worden gezocht (ophogen per-centage strategische ruimte, heroverwe-gen bestaande verplichtingen). Anderealternatieven zijn de ontwikkeling vaneen vierde geldstroom en/of het lenenvan geld (gegeven onze gunstige solvabi-liteitspositie), waar dan wel rendements-eisen tegenover staan.
In het op te stellen uitvoeringsplan wordtde werkwijze bij de toekenning van destrategische financiële ruimte voor on-derwijs, onderzoek, huisvesting en ove-rige uitgaven uitgewerkt. Uitgangspuntis daarbij dat voor elk afzonderlijk initia-tief de te verwachten kosten en opbreng-sten op basis van een business caseworden getoetst. Beslissingen wordengenomen door het College van Bestuur,na bespreking met decanen.

University strategy often gets stuck in the
formulation of good intentions and admirable
ambitions. The success of the strategy is entirely
dependent on a powerful and joint approach.
The realisation of the ambitions described in this
document is in no way ‘business as usual.’ It will
only succeed if people and resources are freed
up for this implementation, if good projects and
programmes are described, and if the
implementation is systematically monitored. In
order to be able to realise sound
implementation, the following conditions must
in any event be met.
JOINT APPROACH
This document describes the unified nature of
EUR. In everyday practice, however, it is more
common for education and research to take
place in different areas, which, organised in
separate faculties/schools, develop
independently of each other. A more unified
approach to shaping university development is a
necessary condition in order to bring Erasmus
2013 to life. This unity is given form in various
ways. First of all in cross-border initiatives in the
area of education and research (as described in
chapters 4 and 5), of course, but also in good
student facilities, accessible to students of all
faculties. Moreover unity in managing the
university by the Executive Board and the deans
is essential. Good interaction with
representatives of the staff and students (as
represented in councils, but also in a variety of
other forms of consultation) is certainly a part of
this as well.
Universitaire strategie blijft niet zeldensteken in het formuleren van goede be-doelingen en mooie ambities. Het succesvan de strategie staat of valt met eenkrachtige én gezamenlijke aanpak. Hetrealiseren van de ambities die in dit do-cument beschreven zijn is geen ‘businessas usual’. Het zal slechts lukken als voordie uitvoering mensen en middelen wor-den vrijgemaakt, als goede projecten enprogramma’s worden beschreven, en alsde uitvoering systematisch wordt be-waakt. Om een goede uitvoering te kun-nen realiseren moet in ieder geval aan devolgende voorwaarden worden voldaan.
GEZAMENLIJKHEID IN DE AANPAK
In dit document wordt de gezamenlijkheidvan de EUR beschreven. In de praktijk vanalle dag is veeleer sprake van onderwijs enonderzoek op verschillende terreinen, diezich, in afzonderlijke faculteiten georgani-seerd, gescheiden van elkaar ontwikkelen.Meer gezamenlijkheid in het vormgevenvan universitaire ontwikkeling is een nood-zakelijke voorwaarde om Erasmus 2013 totleven te brengen. Die gezamenlijkheidkrijgt op verschillende manieren vorm. Omte beginnen natuurlijk in grensoverschrij-dende initiatieven op het gebied van on-derwijs en onderzoek (zoals beschreven inhoofdstuk 4 en 5), maar ook in goede stu-dentenvoorzieningen, die voor studentenvan alle faculteiten toegankelijk zijn. Essen-tieel is bovendien gezamenlijkheid bij desturing van de universiteit door het Collegevan Bestuur en de decanen. Goede interac-tie met vertegenwoordigers van de staf enstudenten (zoals vertegenwoordigd inraden, maar ook in een variëteit van an-dere vormen van consultatie) hoort daarzeker ook toe.
A STRONG SUPPORT ORGANISATION
A professional support organisation is needed to
realise the ambitious university plans. A
reorganisation of the University Office will be
completed in early 2008. After that the faculty
support organisations will also be reviewed. In
the development of the support organisation,
the following will be given priority:
• Strengthening the organisation that
supports and facilitates international students;
• Developing a university-wide Institutional
Research (administrative information,
management information, monitoring);
• Further development of the University
Library and the Medical Library as an up-to-date
study environment for students and a rich
information environment for researchers;
• The development and implementation of
programmes in the area of Human Resource
Management, like management development
and competency development for academic and
support personnel. Development of an inspiring
approach to personnel policy is one of the
priorities for the coming year. A number of
important steps were taken in the past year:
I. In autumn 2007 decisions were made on the
introduction of a tenure track system and the
Tinbergen programme was set up. Candidates
are senior university lecturers or professors at
Woudestein who can grow into regular
professors within four years. The envisioned
target group for the Tinbergen programme is
the external pool of doctorate holders and
talented academics from the Netherlands and
abroad, who have
a) extensive experience;
b) proven educational and research qualities;
c) the potential to reach the level of professor
within a foreseeable period. Academics who
already have a European or NWO subsidy are
naturally at an advantage.
II. Increasing diversity in the EUR’s workforce
offers new opportunities for developing talent.
The objective is to increase the participation of
women and non-Dutch professors in senior
positions. A number of spearheads and
measures have been formulated to achieve this,
partly in the context of the EQUAL programme.
Deans act as ambassadors for these spearheads.
III. In the coming year several pilots will be
launched at faculties for the development of a
cohesive personnel policy with regard to
academic personnel. Attracting and developing
young talent, developing an effective approach
to performance reviews and appraisals, the
development of a training policy and the
strengthening of the possibilities for an
educational career are central to this. Using the
experience with the pilots, further conclusions
on the development of Human Resource
Management will be drawn in the course of
2009.

ORGANISATIE
Een professionele ondersteunende orga-nisatie is noodzakelijk om de ambitieuzeuniversitaire plannen te realiseren. In hetbegin van 2008 zal een reorganisatie vanhet Bureau van de Universiteit wordenafgerond. Daarna zullen ook de facul-taire ondersteunende organisaties tegenhet licht worden gehouden. Bij de ont-wikkeling van de ondersteunende orga-nisatie wordt prioriteit gegeven aan:
• het versterken van de organisatie voorondersteuning en facilitering vanbuitenlandse studenten;
• het ontwikkelen van eenuniversiteitsbrede Institutional Research(bestuurlijke informatie,managementinformatie, monitoring);
• verdere ontwikkeling van deUniversiteitsbibliotheek en de Medischebibliotheek als een up-to-datestudieomgeving voor studenten en eenrijke informatieomgeving vooronderzoekers;
• het ontwikkelen en uitvoeren vanprogramma’s op het gebied van HumanResource Management, zoals managementdevelopment en competentieontwikkelingvoor wetenschappelijk en ondersteunendpersoneel. Ontwikkeling van eeninspirerende aanpak van personeelsbeleid iséén van de prioriteiten voor het komendejaar. In het afgelopen jaar is een aantalbelangrijke stappen gezet:
I. Najaar 2007 zijn besluiten genomenover de invoering van een tenure tracksysteem en is het Tinbergenprogrammaingesteld. Deelnemers zijn uhd’s of hoog-leraren op Woudestein die binnen vierjaar kunnen doorgroeien tot gewoon
hoogleraar. De beoogde doelgroep voorhet Tinbergenprogramma is de externepool van gepromoveerde en talentvollewetenschappers uit binnen- en buiten-land meta) ruime ervaring;b) bewezen onderwijs- en onderzoeks-kwaliteiten;c) de potentie het binnen afzienbare ter-mijn tot hoogleraar te brengen. Weten-schappers die al beschikken over eenEuropese of NWO-subsidie zijn uiteraardin het voordeel.
II. Vergroting van diversiteit binnen hetpersoneelsbestand van de EUR biedtnieuwe mogelijkheden voor de ontwik-keling van talent. De doelstelling is omde deelname van vrouwelijke en niet-Ne-derlandse hoogleraren in hogere functieste vergroten. Om dit te bereiken is eenaantal speerpunten en maatregelen ge-formuleerd, mede in het kader van hetEQUAL-programma. Decanen treden opals ambassadeurs van deze speerpunten.
III. In het komende jaar worden binnenfaculteiten enkele pilots gestart voor deontwikkeling van samenhangend perso-neelsbeleid ten behoeve van het weten-schappelijk personeel. Daarbij staan hetaantrekken en het ontwikkelen van jongtalent, het ontwikkelen van een effec-tieve aanpak van functionerings- en be-oordelingsgesprekken, de ontwikkelingvan een opleidingsbeleid en de verster-king van de mogelijkheden voor een on-derwijscarrière centraal. Aan de hand vande ervaringen met de pilots zullen in deloop van 2009 verdere conclusies over deontwikkeling van Human Resource Ma-nagement worden getrokken.

A UNIVERSITY RENEWAL PROGRAMME LED
BY THE DEANS AND THE EXECUTIVE BOARD
The implementation of the strategic programme
is organised as a university renewal programme.
The programme will be led by the chairman and
rector of the Executive Board and two deans.
A member of the strategic staff will be
appointed programme leader.
Latitude for strategic renewal will be created in
the budget for the implementation of the
programme. The programme administration (see
above) will make proposals for spendings from
the fund. The programme leader is in charge of
managing the fund.
Formal decision-making on university strategy is
undertaken by the Executive Board, after
consultation with the deans.

IMPLEMENTATION AS COMPONENT OF
UNIVERSITY PLANNING AND CONTROL
The implementation will be further safeguarded
by describing all the results to be achieved in
project terms. Individuals will be appointed and
will be made responsible for the implementation
of the projects. The monitoring of the
implementation will be embedded in the
university’s planning and control mechanisms.
Progress will be monitored in all consultations
with the faculties/schools on the basis of faculty
and university zero-measurements and the
inclusion of the results to be achieved in a
university and faculty strategic agenda. Periodic
reports will display the progress made and
ambitions will be reassessed and adjusted where
necessary.
The Executive Board will adopt an
implementation plan for Erasmus 2013, in
consultation with the deans, in spring 2008. This
plan will in any event contain:
• A phasing of the implementation of all
ambitions. Proposals for the start of
implementation in the years 2008 through 2012
inclusive;
• A summary of the agreements already
made with each faculty individually on
contributions to the implementation of Erasmus
2013. Agreements will also be made with each
faculty on drawing up strategic faculty plans
(including strength/weakness analyses, choices,
long-term budgets) that fit in with Erasmus
2013;
• A description of all activities that will be
carried out under the responsibility of the
Executive Board, as well as project descriptions
for the activities to be launched in 2008;
• An up-to-date overview of the additional
resources available for the implementation of
Erasmus 2013 (following on chapter 8 of the
strategic document), as well as the procedures
and criteria on the basis of which these
resources will be allocated. The starting point in
this is that resources will only be made available
on the basis of a business case for activities that
support the choices described in chapter 3;
• Concrete details of the programme
organisation for Erasmus 2013 (programme
leader, project leaders, management by
Executive Board and deans, reports, etc.).

De uitvoering wordt verder geborgddoor alle te behalen resultaten in project-termen te beschrijven. Voor de uitvoeringvan de projecten worden verantwoorde-lijken aangewezen. De bewaking van deuitvoering wordt ingevlochten in de uni-versitaire planning en control. Op basisvan facultaire en universitaire nulmetin-gen, en het vastleggen van te bereikenresultaten in een universitaire en facul-taire strategische agenda wordt de voort-gang gevolgd in alle overleggen met defaculteiten. In periodieke rapportageswordt de voortgang zichtbaar gemaakten worden ambities waar nodig herijkten bijgesteld.
Het College van Bestuur stelt in het voor-jaar van 2008, in samenspraak met de de-canen, een uitvoeringsplan Erasmus 2013vast. Dit plan bevat in ieder geval:
• een fasering van de uitvoering van alleambities in de tijd. Voorstellen voor startvan uitvoering in de jaren 2008 t/m 2012;
• een samenvatting van de met elkefaculteit afzonderlijk reeds gemaakte
afspraken over bijdragen aan deuitvoering van Erasmus 2013. Tevenskomen er per faculteit afspraken over hetopstellen van facultaire strategischeplannen (inclusief sterkte/zwakte-analyses,keuzes, meerjarenbegrotingen) passendbinnen Erasmus 2013;
• een beschrijving van alle activiteiten dieonder verantwoordelijkheid van hetCollege van Bestuur worden uitgevoerd,alsmede projectbeschrijvingen voor de in2008 te starten activiteiten;
• een actueel overzicht van de vooruitvoering van Erasmus 2013 beschikbareadditionele middelen (in vervolg ophoofdstuk 8 van het strategischdocument), alsmede de procedures encriteria waarmee deze middelen wordenverdeeld. Uitgangspunt daarbij is datslechts middelen beschikbaar wordengesteld op basis van een business casevoor activiteiten die de in hoofdstuk 3beschreven keuzes ondersteunen;
• concrete invulling van deprogrammaorganisatie Erasmus 2013(programmaleider, projectleiders, sturingdoor College van Bestuur en decanen,rapportages, etc.)

2004-2008
RESEARCH
The objectives in the Strategic Plan 2004-2008
were aimed at the organisation of research, the
quality of research, the accessibility of results,
and the contribution of research to city and
region. An important share of these objectives
was achieved:
• Research was organised into research
schools recognised by KNAW;
• The Tinbergen programme was realised;
• The premiere of second flow funding
applications was introduced in the
distribution model;
• Research master’s degree programmes for
educating new researchers were set up;
• An internal quality system was set up to
upplement the external visitations;
• The number of recipients of doctorates is
rising annually.
Participation in international accreditation
processes is not taking place as yet.
EUR contributed to the social issues in the city
and region by, among other things, the launch
of two top institutes (Pharma and Health
Science & Technology) and participation in the
Economic Development Board Rotterdam
(EDBR).
EDUCATION
Improving the quality of education enjoyed the
highest priority. Objectives were:
• To increase study completion rates;
• To participate in international benchmarks;
• To advise students on and select them for
the educational programme most suitable for
them.
In order to achieve this, a quality cycle was set
up, a selection policy developed and transfer
possibilities to HBO facilitated. English-language
master’s degree programmes were also set up.
The target completion rates in the previous plan
were not realised because of the introduction of
the bachelor’s-master’s system and the shifts in
registration that this entailed. Various
instruments were realised however for advising
and selecting students regarding the education
programme most suitable for them. Possibilities
for concrete implementation of this were
expanded, for example by setting up an Erasmus
Honours Programme and faculty honours
programmes, transfer arrangements to HBO and
expansion of the English-language bachelor’s
and master’s degree programmes. This will be
reinforced in the coming years.

ONDERZOEK
De doelstellingen in het Strategisch Plan2004-2008 waren gericht op de organisa-tie van het onderzoek, de kwaliteit vanhet onderzoek, de toegankelijkheid vanresultaten en de bijdrage van het onder-zoek aan stad en regio. Een belangrijkdeel van deze doelstellingen is gereali-seerd:
• onderzoek is ondergebracht in door deKNAW erkende onderzoeksscholen;
• het Tinbergenprogramma is gerealiseerd;• premiering van tweede
geldstroomaanvragen is doorgevoerd inhet verdeelmodel;
• research masters voor het opleiden vannieuwe onderzoekers zijn opgericht;
• in aanvulling op de externe visitaties iseen intern kwaliteitssysteem opgesteld;
• het aantal promovendi stijgt jaarlijks.
Deelname aan internationale accredite-ringsprocessen vindt vooralsnog nietplaats.Een bijdrage aan de maatschappelijkevraagstukken in stad en regio biedt deEUR onder meer door de start van tweetopinstituten (Pharma en Health Science& Technology) en participatie in de Eco-nomic Development Board Rotterdam(EDBR).
ONDERWIJS
Kwaliteitsverbetering van het onderwijskende de hoogste prioriteit. Doelstellin-gen waren:
• het verhogen van de rendementen;• het deelnemen aan internationale
benchmarks;• studenten adviseren over en selecteren
voor het voor hen meest geschikteonderwijstraject.Om dit te bereiken is een kwaliteitscyclusingericht, selectiebeleid ontwikkeld endoorstroom naar hbo gefaciliteerd.Voorts zijn Engelstalige masteropleidin-gen ingericht.De streefrendementen zijn in het vorigeplan niet gerealiseerd vanwege de invoervan het bachelor-mastersysteem en deverschuivingen in de registratie die ditmet zich meebracht. Wel zijn verschil-lende instrumenten gerealiseerd voor hetadviseren en selecteren van studentenvoor het voor hen meest geschikte onder-wijstraject. De mogelijkheden om hieraaninvulling te geven zijn uitgebreid, bij-voorbeeld door het inrichten van ErasmusHonours Programme en facultaire ho-nours programmes, doorstroomregelin-gen naar het hbo en uitbreiding van hetEngelstalige bachelor- en masteronder-wijs. Dit wordt in de komende jaren ver-sterkt.

STUDENTS
Erasmus University Rotterdam feels it is
important that students know what they can
expect from EUR and what the university
expects of them. That they be involved in the
organisation, policymaking, the environment of
the university and society at large. The
curriculum includes the improvement of social
cohesion between students and teachers and
among students themselves.
The diversity of students at EUR is increasing. It
is important to stimulate the various groups at
our institution to complete their degrees quickly
and successfully. Various projects focused on
social cohesion and international cohesion have
been launched. In addition to this, EUR also
facilitates cultural and social projects and
initiatives. Finally, students are involved in
policymaking on student affairs via participation
in advisory workgroups.
PERSONNEL
The personnel policy contributes to realising the
objectives of the university and rewards the
efforts and quality of its employees.
The policy concentrates on the development of
the abilities and talents of individual employees.
This means deepening of knowledge of one’s
field on the one hand, and professionalisation
on the other. In conclusion it is important to
increase the diversity of the workforce.
Some of the objectives related to this area have
been achieved:
• A management qualification programme
for professional management;
• Specific policy for academic personnel;
• An EQUAL study into increasing diversity;
• Reinforced attention to integrity (by
including this topic in performance reviews and
by introducing a regulation on ancillary jobs,
among other things).
To a certain degree the realisation of the
objectives is still underway: attention to integrity
could be further reinforced, diversity is further
fleshed out via the Tinbergen programme, and
the implementation of the EQUAL programme is
ongoing. How the ‘overburdening of academic
staff with management tasks’ can be avoided is
being further worked out.

STUDENTEN
De Erasmus Universiteit Rotterdam vindthet belangrijk dat studenten weten watzij van de EUR kunnen verwachten enwat de universiteit van hen verwacht. Datze betrokken zijn bij de instelling, de be-leidsvorming, de omgeving van de uni-versiteit en de maatschappij. In devormgeving van het curriculum is het ver-beteren van de sociale cohesie tussen stu-denten en docenten en studentenonderling.De diversiteit van studenten aan de EURstijgt. Het is belangrijk om de verschil-lende groepen aan onze academie te sti-muleren om snel en succesvol hun studieaf te ronden. Er zijn verschillende projec-ten, gericht op sociale cohesie en interna-tionale oriëntatie, gestart. Daarnaastfaciliteert de EUR culturele en maat-schappelijke projecten en initiatieven. Totslot worden studenten door deelnameaan adviserende werkgroepen betrokkenbij de beleidsvorming over studenten.
PERSONEEL
Het personeelsbeleid draagt bij aan hetrealiseren van de doelstellingen van deuniversiteit en beloont inzet en kwaliteitvan haar medewerkers.Het beleid richt zich op ontwikkeling enontplooiing van individuele medewer-kers. Dit betekent enerzijds vakinhoude-lijke verdieping en anderzijdsprofessionalisering. Tot slot is het belang-rijk de diversiteit van het personele be-stand te vergroten.
Een deel van de bijbehorende doelstellin-gen is gerealiseerd:
• een leergang managementkwalificatievoor professioneel management;
• specifiek beleid voor wetenschappelijkpersoneel;
• een EQUAL-onderzoek naar vergrotendiversiteit;
• versterken van aandacht voor integriteit(onder meer door dit onderwerp mee tenemen in functioneringsgesprekken eneen regeling voor nevenwerkzaamhedenin te voeren).Deels is de realisatie van doelstellingen inontwikkeling: aandacht voor integriteitkan verder versterkt worden, diversiteitwordt verder uitgewerkt middels het Tin-bergenprogramma, de implementatievan het EQUAL-programma loopt. Dewijze waarop ‘overmatige belasting vanwetenschappelijk personeel door ma-nagementtaken’ kan worden voorkomen,wordt nader uitgewerkt.

RELATIONSHIPS
The objective with regard to relationship
management was two-fold: maintaining a life-
long relationship with alumni and entering into
strategic partnerships with relevant parties,
regional, national and international. A Customer
Relationship system is currently being
implemented to structurally maintain EUR’s
relationships. The development of a structured
alumni policy is being elaborated. In order to
strengthen EUR’s corporate identity, university
communication tools in terms of house style
have been brought in line with each other.
SUPPORTING ACTIVITIES
Here, too, a two-fold objective had been
formulated: on the one hand the financial side
with incentives to direct education and research
policy and provide insight into the relationship
between policy and realisation. On the other
hand, to develop a ‘cité universitaire’ in
cooperation with the municipality of Rotterdam:
a combination of academic activity, other
knowledge activities, art, culture, recreation,
sports and living.
A large part of the financial objectives were
achieved: adequate financial scope to manage
the organisation was created on the central
level, growth of income from third and fourth
flow funding was established, and the
stimulation of personal subsidies has started, but
is not yet completed. EUR is in a position to
achieve a structurally balanced budget.
Plans are currently underway for the
development of the campus. Thanks to a
wireless network, students and employees are
already able to carry out their activities partly
independent of time and place. ICT possibilities
in this area are being further developed.
A number of new targets have been formulated
for the period until 2013. In cases where the
objectives above have not been completed or
where they advanced to a next phase, they will
again be included in the Strategic Plan Erasmus
2013.

RELATIES
De doelstelling t.a.v. relatiebeheer wastweeledig: het onderhouden van een le-venslange relatie met alumni en het aan-gaan van strategische partnerships metrelevante partijen, regionaal, nationaalen internationaal. Momenteel wordt eenCustomer Relationship systeem geïmple-menteerd voor het structureel bijhoudenvan de relaties van de EUR. De ontwikke-ling van gestructureerd alumnibeleidwordt verder uitgewerkt. Om de corpo-rate identity van de EUR te versterken,zijn universitaire communicatiemiddelenqua huisstijl op elkaar afgestemd.
ONDERSTEUNENDE ACTIVITEITEN
Ook hier was sprake van een tweeledigedoelstelling: enerzijds de financiële kantmet stimulansen om het onderwijs- enonderzoeksbeleid te sturen en de relatietussen beleid en realisatie inzichtelijk temaken. Anderzijds het, samen met de ge-meente Rotterdam, ontwikkelen van eencité universitaire: een combinatie van we-tenschappelijke bedrijvigheid, anderekennisactiviteiten, kunst, cultuur, recrea-tie, sport en wonen.
Op financieel gebied is een groot deelvan de doelstellingen gerealiseerd: er isop centraal niveau voldoende financiëleruimte gecreëerd om te kunnen sturen,groei van inkomsten uit de derde envierde geldstroom is opgezet en het sti-muleren van persoonsgebonden subsidiesis gestart, maar nog niet afgerond. DeEUR is in staat een structureel sluitend re-sultaat te realiseren.Voor de ontwikkeling van de campusworden momenteel plannen gemaakt.Dankzij een wireless netwerk zijn studen-ten en medewerkers inmiddels wel instaat om hun activiteiten deels onafhan-kelijk van tijd en plaats uit te voeren.ICT-mogelijkheden op dit terrein wordenverder ontwikkeld.
Tot 2013 is een aantal nieuwe streefpun-ten geformuleerd. Daar waar boven-staande doelstellingen niet volledig zijnafgerond of in een volgende fase zijn be-land, komen ze terug in het StrategischPlan Erasmus 2013.
