THUNDER BAY AREATHUNDER BAY AREADRAINAGE MASTER PLANDRAINAGE MASTER PLAN
Overall problem Vs. local solutions
• There are several areas with local flooding problems
• A review of the situation showed that the problem is not local, but that the existing outlets are insufficient to carry the storm water load
• The present goal is to determine a solution which will reduce the storm water load in the ditches and carry the water to an outlet as efficiently as possible.
Existing Condition• For a 5 year storm event• Almost all water is carried through
surface ditching• Some rain water goes to the
friendship trail• Some rain runs east on Thunder Bay
road to Six-Mile creek• Most rain goes out the Shirley road
outlet
Image of existing drainage pattern
Existing Condition
• Most rain travels through surface ditching• Effectiveness of the system is limited by
water level and storage capacity of the outlets
• The system’s ability to drain is significantly impacted by the wind direction over the lake and the water level in Six-Mile Creek
Problems with existing condition
• Friendship trail ditch running at capacity
• Thunder Bay ditches overflowing• Shirley outlet at capacity
– Provincially significant wetland– Species at risk– Areas which run over private property– Limits any significant maintenance
Images of Shirley Outlet
Proposed Master Plan
• Redistribute the drainage basins• Improve 3 existing outlets
– Friendship Trail – Burleigh – Thunder bay or Bernard
• Significantly reduce the flow going through the Shirley outlet
Friendship Trail
• New ditch on south side of trail (twinning the ditch)
• From Bernard to Six-Mile Creek• Double the storage capacity of the
outlet during heavy rain events • Significantly improve the drainage
for the Jewell & Hyman area• Approx cost $200 000

Burleigh Road Outlet
• Will drain Burleigh Road and areas to the west
• Improve outlet into lake Erie at south end of Burleigh Road
• Outlet with a 1.8m x 1.2m (4 foot by 6 foot) box structure
• Approx cost $1.3 million

Thunder Bay Outlet
• Possible outlet on Thunder Bay Road.• Will drain area south of Riselay, between
Burleigh & Bernard• Outlet at Thunder Bay Road into Six-Mile
Creek• Outlet structure will be twin 1.2m (4 foot)
diameter pipes• Approximate cost $4.0 Million

Bernard Street Outlet
• Possible outlet on Bernard avenue into lake Erie
• Will drain area south of Riselay, between Burleigh & Bernard
• Outlet will be a 1.8m x 1.2m (4 foot by 6 foot) box structure
• Approximate cost $2.0 million

Design Considerations
• Streets will retain their ditches.• Ditches will be re-sloped to run
towards the appropriate pipe inlet.• Risk of ditch overflow should be
reduced or eliminated.
Design Considerations
• Attempted design with ditches only – IE: no pipes
• Ditch only design with outflows as proposed (Burleigh, Trail, Bernard, Thunder Bay, Shirley) would have ditches up to 1.8m deep (6 feet)
• Significant negative impact on these roads (deep ditches, tree removals, utility relocations)
Proposed 1.8m deep ditches

Bernard Vs Thunder Bay• Bernard and thunder Bay outlets should be seen as
alternatives to each other• Thunder Bay
– will cost approx $4.0 Million– Will outlet to Six Mile creek. – Note that during heavy storm events that the creek
backs-up which could back-up the system• Bernard Street
– Will cost approx $2.0 Million– Will outlet over beach (above high water mark)– Town must continue and improve its regular
maintenance over beach area. Especially after any storm event
Image of proposed overall drainage pattern
Expected cost
• Project including Bernard Outlet will cost approx $3.5 Million
• Project including Thunder Bay Ave outlet will cost approx $5.5 Million
Schedule
• Phase 1 (2007)– Bernard outlet to Thunder Bay Road– Twinning of Friendship trail ditch
• Phase 2– Piping on Thunder Bay and Cook– Local ditch improvements
• Phase 3– Burleigh outlet – Piping on Burleigh & Pleasant– Local ditch improvements
